>> building a better bay area, moving forward, finding solutions. this is abc7 news. >> more than a dozen wildfires continue to burn across the state and flames have forced the closure of the main highway between the bay area and south lake tahoe. good morning it is saturday, august 1 and you are watching abc seven news 5:00 a.m.. let us start with a quick look at the weather and how the smoke is affecting the bay area with meteorologist francis lawson. good to see you. francis: we are waking up to hazy conditions, there is an air-quality advisory in effect and because of the hays temperatures are uniform, it is acting like a blanket so temperatures are in the upper 50's to low 60's for most areas.

air-quality current conditions right now are not too bad around the bay area, so check out the south tahoe, very unhappy. as liz was talking about some of the fires. the air quality advisory because of wildfire smoke but it is expected to be good for sunday and monday because of the sea breeze that will pick up this afternoon and this evening. here's our forecast animation for the smoke near the surface, we will still have hazy conditions around the bay area, that as the breeze picks up it will improve this evening especially through the northbay coast, and then check out tomorrow morning, the sea breeze brings us cooler temperatures for everyone this weekend and better air quality tomorrow. i will have your complete forecast coming up. liz: thank you. developing news, right now the main highway between the bay area and south lake tahoe is closed because of the fire burning right now in el dorado county.

the fire has burned 76,000 acres and there is no containment yet. caltrans is worried about fire debris blowing under highway 50 and making the drive dangerous. highway 50 is closed in both directions between pollock pines and myers. >> if you are trying to get out to tahoe, you will not get out there. liz: chp says the closure is likely to last through the weekend, reopening once it is safe. the gigantic dixie fire has burned 700, cal fire says favorable weather conditions help firefighters make some good progress. they say containment lines held strong yesterday, but the windy weather is expected to return today, and calfire expects the conditions to pose a new challenge for fire crews. containment is at 35%. an evacuation order remains in place for people living near the cash fire in lake county.

of full vaccination for people dining inside restaurants, working out in gyms, or attending indoor concerts. cornell barnard toke -- spoke to tourists who are pushing back. cornell: some people -- >> some people have an issue but i am ok with it. whatever will keep us safer. cornell: newlywed spending their wedding night at a hotel in san francisco where proof of vaccination is required. >> the more people that get vaccinated, the better it is for everyone, and hopefully at that point no one will be asking for vaccination cards once cases start going down. cornell: proof of vaccination is not required to check in, but you will need to show proven bars and restaurants. the hotel council launched a new campaign educating travelers about the new rules. >> if somebody is not vaccinated they can order room service, but so far, it has been great. we have had little to no pushback. >> it will keep visitors away.

cornell: cara brown calls the mandate unfair. >> i am not vaccinated, and i am not vaccinated, i am not in anti-vaxxers but i wanted to wait for 2.0, but i do not have it. if i have to go somewhere else, i will. cornell: in two weeks the first convention returns, all attendees must be vaccinated, if not -- >> you will not be allowed to register or inside the hall. cornell: joe del santo as that convention groups he is talking to welcome the mandate. >> we are taking it seriously, you can meet san francisco and feel like it is a safe place. cornell: a step forward on the return to normal. liz: marion county will vaccine verification for its first responders. the new order goes into effect september 15. the chase center announced its vaccine requirements for worriers games and other events

with more than 1000 people -- warriors games and events with more than 1000 people. it is your chance to receive the vaccine in marin county. officials are hosting a mast vaccination -- mass vaccination clinic. the third dose will be available for those receiving cancer treatment, who have received an organ or stem cell transplant or have an hiv infection. appointments are encouraged but not necessary. it is happening at 9:00 this morning in san rafael. kaiser permanente is hosting a free vaccine and back-to-school event in hayward at glad tidings international church from 10:00 a.m. until 2:00 p.m. haircuts, backpacks, and school supplies will be given away. appointments are not necessary. there is an event to get some of san francisco's most vulnerable

our hearts. justin: a congressman and his team hosted a town hall meeting to learn more about how they can assist with evacuations. he suggests evacuating first and verifying second as the best way to get people out fast and safely. >> let us get them out of harm's way to qatar and the other countries who have been kind enough to hosted refugees, verify their status, not -- but do not leave people on the ground because they could not check every box. justin: facing backlash, president joe biden assure that every american citizen, ally, and people associated will be evacuated, even if that keeps u.s. troops there longer than expected. pres. biden: let me be clear, any american who wants to, home, we will get you home. justin: do you think that they are doing enough? >> i am just praying. if we wait for this we will destroy everything.

liz: some east bay, the oakland symphony announced that the longtime music director michael morgan has passed away. dan ashley interviewed him earlier this year. the symphony says he was admitted to the hospital for an infection. he underwent kidney transplant surgery in may. he was 63 years old. vice president kamala harris is heading back to california and will be here next friday to campaign with governor newsom. the vice president is the most high-profile democrat to campaign for newsom. we asked phil what democrats are hoping to accomplish with this visit. phil: the idea is to have the attention on kamala harris because she has the vice president, one of the most prominent celebrities. the goal is to get the vote out for gavin newsom because he needs help with younger voters, and women voters, especially in

the suburbs where kamala harris polls well and that is where he is seeing a lack of enthusiasm. liz: we have everything you need to know at abc7news.com. and now to a different two san francisco school board members are speaking publicly about the efforts to unseat them from office. the examiner reports that the board of education president, gabriela lopez and allison collins spoke out at an event saying that they were being attacked for driving social change. lopez says the efforts were sexist, ageist, and racist. organizers say the campaign is to get politics out of education. the board of education vice president is facing a recall. it is back-to-school week on abc7. yesterday at 4:00 we spent much of the newscast in the bay area conversation talking to experts and viewers about having students back in class. >> why i do the work i do is to

be around young children, and they are also happy to be in school, and we are having a lot of fun. we have already had three cases of students testing positive at my site, and so it is stressful for the teachers or the parents, and the students. to be in that situation. i would like to see more testing, -- more testing made available so that we can catch cases before there is any spread within our classrooms, and our schools can stay open. liz: also, our special correspondent and pediatrician. he had important advice for parents. >> for parents sending their kids back to school, especially parents of children under the age of 12 who are not able to get vaccinated, it is important that everyone around you is

exceeding that. amanda learns what this means for customers. amanda: water budgets and financial penalties could be the future for customers who do not meet the moment, one of widespread drought. >> we know they have done cutbacks before but we are asking for a little bit more to get through this crisis. amanda: sharon says the company is asking customers to cutback and conserve 15% from the 2019 water loose -- water use levels and pay $7.13 for every unit water -- unit of water use beyond that. >> it does not mean they are a higher bill. if they stay within their allocation they will not get a surcharge in their bill will not be going up because of what they use. amanda: she says they fil contingency plan with the california public utilities commission earlier this month adding that after august 30 first the company will decide to put in place. for great oaks what company,

also serving residents, measures took effect on july 13. the vice president said he took immediate action after the santa clara valley water district declared a water shortage emergency. >> it is just that and there was no need to wait for somebody to tell me what to do, i already knew what to do. this is not the first time we have been through this. amanda: not the first time and according to experts, usually not as often. >> what is disconcerting is that our most recent drought was from 2011 to 2017, and usually there is a longer time period between droughts and here we are less than five years later. amanda: a professor and department chair calling for more action as failing to conserve could cost us all more weight -- in more ways than one. >> we have not change the way we provide water to everybody, and how we use it in all of our other sectoral purposes.

that has remained basically the same for decades. and that needs to change. liz: let us get a check of the weather with frances. obviously, the drought is a huge concern. frances: part of the state is an extreme drought conditions and we have the wildfire to deal with so we do not have a lot of good news. there is better news regarding air quality starting to improve and you will notice that this evening. we are waking up to gray skies due to the fog and gray clouds. here's a look at live doppler 7 -- seven and the satellite image. gray around the base spelling around parts of the east bay. a live shot looking out towards the bay bridge, and notice that the wind is light and the flag is not blowing too much if at all. san francisco is currently 59 degrees. oakland, 63. notice that most temperatures are near 60 degrees.

a live shot in san jose shows more of the hayes and low clouds. and, because of the hayes, and acts like 8 -- haze, and acts like a blanket. santa rosa, 67. low 60's in concord and livermore. we are looking out towards the financial area and the gray skies. smoke lingers today, but we are expecting better air quality tonight into sunday, hopefully we will see more blue skies and sunshine. and then we are expecting air quality to improve because we will see the sea breeze pickup with temperatures below average this weekend. as we look out from walnut creek, there is an air quality advisory for today, so moderate air quality for the bay area, but without increasing flow we are expecting better air quality. the wind will pick up and by this afternoon we get a slight northwest flow for parts of the

north bay and a southwest flow. even though we have the sea breeze this afternoon there is still quite a bit of smoke over the ocean and that will still get pushed over into the bay area, and so highs on the cool side, and we will see the hazy conditions until later on. look for low 60's near the coastline, san francisco, 63. oakland, 67. low to mid 70's around the bay with warmer spots in the inland areas, 82, antioch. temperatures five to 10 degrees cooler. overnight lows will be in the 50's, low 50's through them north bay. mid to upper 50's around the bay. here is the seven day forecast. today is hazy and will improve later on this evening. look for cleaner air tomorrow, and then better air quality by monday. things start to change towards the end of the week.

destroying paradise and nearby neighborhoods and killing 85 people -- 84 people. they filed for bankruptcy protection because it could not pay the cost of the damage and in february 20 19, a team of investment bankers supported flights to help the governor's office find a way to help each end turn its finances around. payment records show a single investment banker at guggenheim build the taxpayers -- billed the taxpayers $9,000 in air travel in the first 10 days of its contract with the office. he wanted to know whether he flew first class but the governor's office would not answer our questions about that, or whether guggenheim was expected to follow state travel part of the seas. the department of finance is it no -- it has no records to back up the charges, which totaled close to 190 thousand dollars

over seven months, almost $80,000 was air travel. 50,000 was not itemized at all according to the department of finance. more than 21 grand on hotels and thousands more on meals and other expenses. receipts do not exist for any of it. guggenheim's investment bankers participated in the crafting of a new law that gave pg&e a state safety certificate and an insurance fund to protect the company from the cost of future wildfires. the plan offend some people whose loved ones died in the felonies that pg&e committed. >> i do not understand why this is allowed, why get the safety certificate and they get to set up the rules. they do not benefit anybody but themselves. brendan: the governor's press office portrays his response as tough, they sent a written statement that reads "the

"jeopardy" filming its 38th season and shutting down production and beginning the search for a new host. richards was one of the shows's executive producers and filled in after alex trebek's death and is now apologizing for jokes he made about women, the homeless, and jewish people that he made on his podcast following a report. he said in a statement "looking back there is no excuse for the comments i made on this podcast and i am deeply sorry." he said that moving forward be -- would be too much of a distraction and not the right move for the show. while producing "the price is

berkeley lab and a solar powered home. it is a homecoming of sorts because she is a former berkeley professor. we spoke with what she needs to do -- what needs be done to accomplish their goal. ryan: she walked to -- iraq -- she walked around the lab, a site that has not been renovated in 20 years. she says it is time for that to change. >> we have amazing facilities, many of the buildings and the facilities and equipment are decades-old. and so, in order for us to win the future of the nation, we have to continue to invest in these facilities. ryan: a renovation alone would cost $600 million, her visit was meant to learn more about how much money needs to be allocated on the federal government to support renovations. >> we have to put more money into the physical infrastructure of these labs. ryan: that money would need

congressional approval and she is working on renewable energy in communities and neighborhoods including an app intended to ease apartment programs -- permit process to invest in solar panels, that is something that scientists say cannot happen soon enough. >> if we do not make climate change job one it does not matter what we do. ryan: especially as wildfires devastate northern california. the united states did -- needs to do its part to fight lima change which includes investment. >> if the united states is going to be leading the world on finding solutions, we have to invest in the facilities to get there. >> it is clear that we would not have these fires in california, greece, and siberia if not for climate change. if we do not start protecting nature it does not matter what we do. ryan: meeting with the scientists and seeing the facilities was part of the plan. she now needs to go back to

tonight in parts of the north bay, you could possibly see some stars. the air-quality advisory is in effect because of the wildfire smoke, while -- moderate air-quality and then it improves sunday and monday with good air quality. highs on the cool side once again. temperatures at the beaches in the low 60's. san francisco, 63, north a in the 70's and 80's. santa rosa, 73. oakland, 67, san jose, 75. the warmest spots in the low 80's, and overnight lows with clouds moving in and most temperatures in the upper 70's around the bay, low 50's through parts of the north bay. i want to show you the temperature trend. we are below average and then check this out. by the end of the week, 10 degrees above average for parts of the southbay, and inland

areas because high pressure will build. here a look at the seven day forecast, a hazy start that it will be better by this afternoon and evening. tomorrow, temperatures below average. monday, good air and temperatures warm up midweek, and then, wednesday and thursday we hit near triple digits for the inland areas, summer says by friday, 102 for some of our warmest inland locations and around the bay look for mid 80's. at the coast, temperatures warm up not quite as much because we still have the sea breeze and onshore flow, and low clouds so expect temperatures near 70 degrees. we still have another hazy day and another day of itchy eyes and then it improves. liz: you especially notice it in the throat and it will move --

"shang-chi and the legend of the ten rings" is the newest movie film -- superhero film meant to take on the world. much of it was shot in san francisco. george takes us to the hollywood premiere. >> my son, you cannot run from your past. george: "shang-chi and the legend of the ten rings" let's this actor -- puts him as the first asian leading man. they let the star know how they feel about him. >> there's is a chance starting right now. and, this is incredible, i know they are running behind but i have to take a moment. there are so many people of different faces and places that are here celebrating this moment, that is why am fired up. >> there are a lot of first in this movie, a lot of firsts for these cast members, it is a big first for me. i have never been on a carpet the size, it is a big carpet.

george: the world premiere in hollywood proved to be a new experience for several of the film's stars. >> it is my first time walking on the carpet in the u.s., i have done it elsewhere, but it is my u.s. debut in a way, so it is very meaningful for me. >> it is my first time standing on a red carpet and for me it is surreal, so i am really hyper and energized. >> they flew me to do a screen test and that is when i realized i was auditioning for a marvel film and it is like a dream. >> it is really exciting for you. >> it is, i stop to pinch myself. >> we are starting a new chapter , and all the new leads and the big stars are having a new face and i love it. george: "shang-chi and the legend of the ten rings" will be in theaters nationwide september 3. in hollywood, george for abc news. liz: next, celebrating the
