this live shot and we can actually see across the bay, that is a welcome change. here is your day planner for today, temperatures in the upper 50's. better air quality, especially at the coast as that sea breeze picks up, mostly sunny for everybody except at the beaches. inland temperatures in the low 80's. at the beaches, low 60's and sunset is at 7:52 with the continuing air improvement moving onto tomorrow and i have a big warm up to tell you about. . liz: new this morning, three teenagers are now safe and on the ground after being rescued from a cliff at vero beach. crews climbed nearly 400 feet to the top and had -- one of the teens says the group of six were on the beach barbecuing when three of them decided to climb up the cliff, but they all got stuck.

that is when crews were called in to get them off safely. thankfully nobody was hurt. developing news this president biden is set to address the nation this afternoon about the fall of afghanistan and the effort to get refugees out. ariella sparks tell us he made last-minute plans to meet with his national security team. reporter: president biden canceling plans to go home to wilmington, meeting with his national security team at the white house on the quote, massive logistical operation to evacuate americans and afghan partners. frustration and desperation mounting in washington. the pentagon emphasizing evacuation flights have resumed, but trying to cut to the confusion over that embassy security alert, warning americans to avoid the airport unless instructed. >> if you are an american and you're at a gate, you will be let in. the state department is doing

the best job they can, to advise americans who still haven't made it to the airport. reporter: chaos and danger on the ground, increasing calls for u.s. forces to conduct special operations to extract those trapped. via administration saying all options are on the table, but careful not to make promises with any troop movement outside the airport externally dangerous. >> i want to stress that the military mission that we are executing now is a noncombatant vacuum and operation. reporter: sides of the aisle demanding answers, working hard to try and contact those in need -- a global terrorist resurgence under al qaeda leadership. liz: we have learned the learnee government is asking commercial

u.s. airlines to assist with evacuation efforts. the pentagon says planes will fly into airbases where evacuees have been taken. they are not going to fly into kabul. many evacuees and afghanistan are still struggling to get onto planes. as tim john tells us, that includes relatives of bay area families. tim: nearly a week after afghanistan fell to taliban forces, the situation on the ground is as desperate as ever. >> he is terrified of what is going to happen to his family. tim: this immigration term -- this immigration attorney is working with a man whose wife and children are still stuck in kabul. he says the family has tried to get to the airport at four occasions this week, only to be unsuccessful or turned around every time. >> they can't leave, they can't get here. it is too dangerous for them to get to the airport. i've never had that situation occur. tim: stories such as these

the east bay immigration attorney is working with around 50 afghan families. she says her clients have faced stampede's, tear gas, gunfire and taliban checkpoints. the state department says all clients qualify to head back to the u.s. have been given visa paperwork and yet things are still going wrong. >> -- whether you are a citizen or resident, a pending case or you just wanted to get out of afghanistan. the soldiers started saying it doesn't have your name on it or your case number on it. therefore those who legitimately needed to get in could not. tim: despite the tabor and confusion, the attorneys say one thing remains clear. >> we need to get these people out, that relied on us and trusted the u.s. government to do right by them. there has to be a way to do that. liz: east bay congressman eric

swalwell's office provided this statement. when asked about the issues these attorneys are facing, they said quote, we are aware of the trouble people are having getting to the airport gates and we have been in touch with the state department about this issue. happening now along the east coast, millions of people are in the path of hurricane henri. the storm is charming turning towards new york and new england. we will have more on the potential impact coming up in about 10 minutes. more than one dozen wildfires continue to burn across california. close to 13,000 firefighters are on the front lines as tens of thousands of people have been forced from their homes. a fire near lake tahoe has jumped highway 50, pushed by wind. it is expanding towards small towns. caltrans closed 50, a vital tourist route. the fire started one week ago and has course 140 square miles and destroyed 270 structures.

the sheriff's office are searching for one person who was evacuated from the fire area that has not been heard from, since wednesday. some people now leaving their homes say it just isn't worth the risk. >> i think my house is pretty safe where we are at. i think it is time for me to head out. liz: alternative plans are in the works to help evacuees vote in the upcoming recall election. at dropbox is set up outside the evacuation center. the el dorado county registrar of voters says his office will drive ballots to wildfire evacuees. now the latest on the largest wildfire in the state, the dixie fire. it has now burned 717,000 acres. stronger southwest wind is helping feed the flames. three first responders have been injured. the dixie fire has swept through five counties and destroyed 670 homes since july 14. containment is at 36%.

supporters of the california recall election and those against it share their messages at the same time and same place. >> it's not about republican or democrat. we just want our freedoms back. our freedoms are being eroded away as we speak. we are here to get our state back into being the beautiful state that it was. liz: recall supporters were holding a rally at san francisco's carl larson park. those who support governor gavin newsom held a counter rally across the street. >> this recall effort is a republican led effort by extreme right wing folks. it would be a disaster in our state's continued efforts to win the war against covid-19. liz: recall supporters have another rally scheduled for today in santa clara. vice president kamala harris is returning to california this week. she will be in the bay area on friday to campaign with governor newsom. the vice president is the most

high-profile democrat to campaign for newsom. we are focused on as education is a key part of building a better bay area. for many students, education happens in and out of the classroom. the pandemic led to a delay of high school sports across california with teams not able to come together until spring of this year. now football is already returning for a fall season. dustin dorsey has this story from san jose. dustin: just four months after teams played in the spring season, oak grove and brenham high school returned to the gridiron for some fall football in san jose. it may be just a scrimmage, but you couldn't tell from the excitement on the field. >> all these months taken away from us, we are thankful and reflecting what we may have lost, whether it be more law -- more or less than other families. >> football is something i've

been playing ever since i was a kid. i will do whatever it takes to keep playing. dustin: california wasn't of the only states in the country to not play football on time last year. covid not only delayed the season but parents say it created struggles for the students off the field. tonight, football began to solve the problem. >> i know a couple kids who dropped out because they didn't have sports. >> there is only so much you can do in your own backyard. just being back here and being able to be back in this environment is exciting. dustin: teams no longer face such strict protocols regarding masks and fan attendance but the threat of the delta variant still looms. the question was still -- the question was asked in our education town hall, are the sports safe to play? >> it is really incumbent on parents and the youth, to make sure the athletes are practicing all of those safe hygiene techniques and doing everything they can not only on the sports field or basketball court or

tennis court but everywhere surrounding it. >> we are still trying to let the kids know we are not out of it. >> the reason we are playing this is because of certain cancellations. we definitely want the kids to have fun. we are doing everything we can to make sure we have a season. the last thing we want is for it to get canceled or for anybody to get sick or hurt. dustin: while there was no official winner on the scoreboard, the true victory was getting football back once again. >> go eagles. >> go bruins. liz: let's get a check outside, frances. frances: i want to show you this live shot from henry ville. we have that cooler and cleaner ocean air helping to push the haze out of the bay area. cooler temperatures coming up. liz: also ahead, they are rolling up their sleeves for a third time. one of the first covid-19 booster shot clinics opens up in the bay area. tracking dangerous weather.

liz: happening now, henri is making its way up the northeast. states of emergency have been declared in at least two states. ty hernandez is tracing it from new york. ty: this morning, henri getting closer. heavy rainfall, dangerous storm surge, hurricane conditions and flooding striking the northeast. 55 million residents in its crosshairs. >> heavy wind, lots of rain. we could definitely be seeing some training -- some trees falling down. ty: heavy rains before the storm causing traffic jams saturday along a raining long island parkway. >> all persons should move

quickly and calmly to the nearest exit. ty: new york city's homecoming concert canceled. president biden approving a state of emergency declared in rhode island. states of emergency declared in new york and connecticut. >> make sure you have your phones all charged, make sure you have five days worth of food. ty: henri forecast to slow down as it comes ashore. >> the wind may come down but you still have the issue of the rain. dead after hurricane grace made landfall in mexico and left a trail of destruction, which you are seeing here. six of those eight were from the same family. a mudslide hit a home, killing a young girl and a collapsed roof killed another person. the hurricane brought 120 mile-per-hour wind and heavy

rainfall is expected to bring flash flooding and more mudslides today. some areas could see more than a foot of rainfall. so much weather across the country, frances. we are lucky we are not dealing with hurricanes but we have the fires. frances: we are dealing with a lot of smoke and hazy conditions but we noticed an improvement last night as the breeze picked up and that is going to continue today. air quality will improve and that will continue tomorrow as well. here's a look at live doppler 7. we have a deep marine layer that has pushed across the bay into the east bay and even the south bay. under cloudy conditions but less haze this morning. you can see from emeryville, we can see across the bay this morning. it is looking better already. temperatures are a little cooler than yesterday at this time, in san francisco, it is currently 57 degrees. oakland and palo alto all in the lower 60's. pacifica at 57 degrees. we are taking you to a live shot

where we do see a lot of low clouds over parts of the bay area as well. in santa rosa, it is 55. 57 in the votto and napa. the breeze kicked in and so temperatures this morning with that cooler cleaner air are a little bit better, so you may want to open your windows. i am welcoming this much better air quality. also, another look from the east bay and here is what you can expect for today. we do have air quality for the coast and central bay and also the south-central bay and tomorrow's forecast, we are expecting good air quality for everybody. if you are traveling, especially to the south lake tahoe area, there are hazardous air quality levels. not a good time to go, especially as liz told you about some of the fires in the area. we could even see patchy drizzle near the beaches this morning,

and then this afternoon, as that sea breeze picks up once again, we will see mostly sunny conditions around the bay area, but it looks like we will even get more sunshine down in santa cruz. we will get to see some blue skies hopefully today. still some haze out there, but it is going to be better. in san francisco, your high will be 63. we are definitely on the cooler side compared to average. oakland, 69 degrees. more sunshine as well in the north bay. temperatures in the 70's. napa, 72 degrees. overnight lows will also be a little bit cooler tonight. a great time to open up the windows and get that cleaner air and cool down your homes. in the north bay, we will see low 50's around the bay, mid 50's and then we will get the extensive marine layer and cloud cover overnight. highs are going to ramp up as high pressure builds in. i want to show you what it looks

like. thursday we will jump ahead. we will be near the upper 90's for any and in san francisco, up to 70 degrees on thursday. on friday we could go to 101, fairfield, antioch. near triple digits for inland areas and at the beaches, low 70's. it is going to stay that way into saturday. here is the accuweather 7 day forecast, cleaner air today, good air quality for everybody around the area and then we start to warm things up and notice by the end of the week, hot and hazy conditions, especially for inland areas in the triple digits. mid 80's for the bay and low 70's at the beach for next weekend. liz: one of the first covid-19 booster shot clinics in the bay area happened in northbay -- in the northbay this weekend. it was for residents considered immunocompromised. a reporter tells us it is

something many with health concerns have been waiting for. reporter: the line was long outside the center for this free covid-19 booster shot clinic, one of the first in the bay area. 82-year-old michaela dray -- michal dramea was one of the first in line. >> these are people particularly vulnerable to covid-19. reporter: pfizer or moderna vaccine booster shots were available to county residents who are immunocompromised. >> the whole reason we are hosting this clinic is we want to make this third dose easily accessible to those that really need it, those that have weakened immune systems. reporter: julie habits from nevada made an appointment the moment she heard. >> because of going through cancer treatment, it was important to have the booster shot. reporter: daughter jenny calls

the third shot a godsend. >> she has fought so long and so hard for us and it is just one more thing that will heap -- that will help keep her safe. reporter: about 1300 folks are getting booster shots today. with the delta variant on the rise, many people have said they are afraid to even go out. >> you don't know how safe you are. there are a lot of factors that make me feel i need to do more, more to protect myself. reporter: for now, the cdc recommends only people with immunocompromised -- who are immunocompromised get the booster shot but it could become available to the general public as early as next month. >> we are starting our planning for mass vaccination when that occurs. reporter: for many, the booster is extra confidence, in a world where the pandemic is far from over. >> i feel a little bit safer. liz: this is the first weekend for san francisco's latest covid mandate. the city's bars and restaurants, you need to show that you have been vaccinated and you also

have to wear a mask. we asked people if they felt safer because of it. >> i will say i do. it definitely feels like the chance of getting something is reduced. >> saving lives, being vaccinated, i think it is helpful. >> overall, i think once we can sort of calm this down, it will be worth it. liz: you have to show proof of vaccination but what does that mean? michael finney explains what you need to know. michael: there are plenty of ways to prove you have been vaccinated, aside from showing the paper card, you can take a picture of your card with your phone and show that. you can also show a digital vaccine record issued by the state of california. the san francisco department of public health has approved free digital clock -- free digital vaccine cards. >> when you have to walk around,

private data, pullout cards from your wallet, we think we can do that in a more secure and frictionless way. instead of having to worry about that cdc card, we can make that seamless and simply a credential in the app. you pull it up and you show your credential and you are in. michael: with restaurants, bars and entertainment venues on the front line, the san francisco chamber of commerce is helping chart the course. >> we believe in technology and science, and we believe that we should use every tool possible and available to us. michael: rodney is the chamber president and ceo. >> the vaccine mandate creates a safe space. there are many patrons who want to go to a space where we know the folks in the room are vaccinated as well. it is a safety consideration. liz: just ahead, what is the top priority for families and teachers going back to school?

liz: it is a new year filled with unique challenges. in one san francisco neighborhood, parents, teachers and nonprofits have set their education priorities. david louis shows us how a special partnership was formed. david: every child was impacted by the pandemic. maybe it was a lack of exercise, or academic challenges. in san francisco's visitation valley, special partnership has been formed, linking parents, teachers and nonprofit groups. alicia stevens has a nine-year-old daughter starting fourth grade this week. >> matter how difficult things get, they have someone or somewhere they can rest, if they feel like mom is not the best at it. david: they have run

neighborhood youth programs for 27 years and launched a study to set priorities. students listed social emotional learning as their top priority. families and nonprofits listed academics at the top of their list. teachers put mental health concerns first. kurt is the exact of director. >> we want to have an even balance between three of those to get started and not just emphasize one over the others. david: kids are under pressure to excel but she will monitor needs closely. >> academic needs are important but if we need to just let me know, so that mom knows how to gauge or rework what is going on. david: they did not wait until now to address the priority, partnering with teachers to help at summer camp. >> we work directly with the schools. we had teachers at our summer camp doing literacy intervention. i had staff doing literacy games and stuff like that. david: priorities may differ from one neighborhood to

we do have a thick marine layer with temperatures going into the upper 50's to near 60. better air quality today, especially around the bay and at the beaches. mostly sunny for everyone this afternoon and inland areas still on the cool side compared to average. low 80's around the bay and around the beaches, low 60's. we expect improving air quality through tomorrow and then we have some big changes and a warm up with the accuweather 7 day forecast coming up. liz: the food and drug administration could give full approval of the pfizer covid-19 vaccine this week. a senior federal official shared this news with cnn. health experts say this could drive more americans to receive the shot. john warnick explains it comes as hospitals across the country are continuing to fill up with covid patients. >> i'm coming in for overtime today because they are short

staffed and i just came in and i am picking up next couple hours to help out. john: the centers for disease control and prevention says the hospitalization rate in the u.s. is below the highest recorded in january, but officials say that could change next few weeks. some hospitals have been forced to take drastic measures with their patients. >> we've had to look as far as oklahoma or up into idaho, to be able to fly people, to get the care that they need just because we couldn't take care of them here. john: over the past week, more than one million new cases of covid-19 have been reported, according to johns hopkins university. >> what is heartbreaking is that these hospitalizations for those who are unvaccinated are preventable. the loss-of-life are those who are in their 20's and 30's is preventable. we need them to get vaccinated. liz: coming up on this week,

with the fda expected to rip -- expected to issue full approval, the surgeon general will talk about the increases -- increasing covid cases across the country. you can watch the full interview on this week with george stephanopoulos at 8:00 this morning on abc 7. facebook says one of its top posts this year raise concerns the covid vaccine could lead to death. the washington post reports according to facebook, its top post from january through march was it for the newspaper article about a doctor who died after getting vaccinated. facebook said another site that pushed covid-19 misinformation was also among the top 20 most visited pages. president biden is among critics who say the site doesn't do enough to weed out inaccurate covid information. the reverend jesse jackson and his wife have both tested positive for covid-19. the civil rights leader and his wife are hospitalized, being treated at chicago's northwest turmoil hospital. jackson was public leave vaccinated against covid in

january and has advocated for vaccines for african-americans. despite having been diagnosed with parkinson's disease in 2017, jackson remains active, even participating in protests earlier this month. doctors will provide updates as they become available. a developing story, the investigation continues into the mysterious deaths of a northern california family and their dog in the sierra national forest. autopsies have provided a few clues into how they died. serene shaw has the story. serene: the growing mystery of how this family suddenly died. authorities say a family friend reported ellen, john and their one-year-old baby girl missing after they did not return from a hike. >> we have a healthy family, including their canine, deceased. we are looking for answers. serene: they say one possibility is toxic algae blooms. officials telling us the trail they were on had a sierra national forest warning poster

to stay away because of the toxic bacteria. the epa saying warmer weather might make harmful allergy -- harmful algae more dangerous. >> in many body -- in many water bodies across the country, we are reaching a tipping point. serene: investigators say another possibility is carbon monoxide poisoning from nearby mines. >> i've never seen an incident like this where there is zero explanation. serene: there was no visible trauma and sheriff's offices are hosting -- are hoping -- liz: we are learning more about the rescue of a family who was stuck on a boat in the delta for two days. theis assumes city fire department rescued four people on thursday. rescuer say a family of three was on this boat that had mechanical problems. a family friend on a second vote come out to have -- came up to help them and also got stuck stop crews they rescues in this area are not uncommon. >> the delta is very

unforgiving, so boats typically get stuck quite a bit. we launch our boat on average once a month to assist people that are stuck. liz: fire crews see the family had no food for two days. thankfully, nobody was hurt. california's drought is leading to bay area officials taking drastic action to get people to conserve water. sonoma water is offering free water saving kits this weekend. there is a lot more than just these one gallon buckets. there is a low-flow showerhead, a self-closing garden hose and several other items to help people cut back. if you missed out, it will be more opportunities in the future to pick up a kit. house speaker nancy pelosi set a target date for the house to pass president biden's infrastructure bill. she sent a letter to fellow democrats setting the date for october 1. she also said the president's build back better has brought --

has broad bipartisan support and she also warned not to delay this week's vote on the larger infrastructure package. close he said any delay threatens the timetable for delivering historic progress. former president barack obama was honored in san jose. in january, the san jose city council voted to create obama boulevard. yesterday, dozens of residents walk to the newly -- the newly named boulevard to mark the occasion. >> this street, this sign, barack obama boulevard is going to be that message that yes it is possible. it is possible when a community comes together and believes. liz: the newly minted street stretches about half a mile. supporters raised more than $11,000 to change the street signs. it took four years to complete this project. still ahead, local psychologists are pushing to change a law that state -- that they say is outdated.

liz: some california psychologists are advocating for legislation that would enable them to continue seeing patients remotely, even if they move out of state. dozens of states have adopted legislation. melanie woodrow explains why people believe it is needed during a pandemic, now more than ever. melanie: after being furloughed from her job and her grandfather passing away, this woman decided she wanted to start therapy. >> got to the point were i needed to do this for me. melanie: at the time, she was traveling between california and oregon to help her mom move. >> it wasn't until i made my appointment that i was told i had to be physically in the state of california. it was super disappointing.

it took a lot to make that phone call. melanie: allowed for psychologists if their patients are across state lines. dr. sachs is a minute -- she is not the doctor. >> people want to be able to continue with their therapist in other states. they want to be people to access the services and they are baffled why that is not allowed. melanie: psychologists are licensed in the state they practice. dr. sachs says a model that is not recognized reciprocity between states, especially during a pandemic is archaic. >> people getting covid, using jobs, having to move back into -- having to move back in with families. melanie: she she she she she change.org petition, advocating for the psychology integers -- which allows psychologists to practice across state lines.

as much haze in the skies. san francisco is currently 50 with low 60's for oakland. here is a live shot in walnut creek. low clouds but improving air quality. in santa rosa, 55, it has cooled down a bit. concord and livermore at 60 degrees. it is cooler in general compared to 24 hours ago. it is a great time to open up your windows and let that cleaner air in. four degrees cooler in novato. from emeryville, we can see across the bay bridge and san francisco. the air quality today is forecast to be good for the coast and around the central bay and south-central bay and moderate in the north bay england, east bay and santa clara valley. air quality current conditions right now is green. we have good air quality around

the bay area but really horrible in the south tahoe area and you can see it is hazardous to very unhealthy. liz was telling us about the cal door fire and how it has jumped highway 50. we can see some possible drizzle, areas of green show some drizzle off of the coast but we could see some of the beaches this morning. by this afternoon, it does pull back. plenty of sunshine around the bay area, even into parts of san francisco, we could see blue skies today, especially in santa cruz. highs today are on the cooler side but very similar to esther days highs. we will see 70's in north santa rosa, 75. it is actually pretty comfortable. oakland, 69 degrees. inland areas, in the low 80's. enjoy this cooler than average temperature for inland locations

because that is going to change toward the end of the week. overnight lows will be on the cooler side once again, especially in the north bay. the fog and low clouds and marine layer will push in overnight and we will see mid-50's around the bay area. here is what you can expect, enjoy the cooler weather and cleaner air because things are going to change towards the end of the week. in the south bay, our average is 82. most areas around the bay are anywhere from five to 15 degrees cooler than average. today's hi, 76 at the notice we ramped up, we get closer to average and then friday and saturday, it is going to get hot , especially for interior areas. here is the accuweather forecast. cleaner air today, good air quality expected for everyone tomorrow, enjoy it while you can. then we warm up during the middle of the week. high pressure builds inland. it is going to be hot, triple digits, possibly up to 102 degrees on friday and saturday.
