easy tools on the chase mobile app. simplicity feels good. chase. make more of what's yours. >> building a better bay area. moving forward, finding solutions. this is abc 7 news. anchor: a tropical storm is sliming new england, the first to make landfall there in 15 years. now the threat of flash flooding has millions on alert and homeowners across several states bracing to spend the next few days in the dark. thank you for being with us. i am julian glover. you're watching abc seven news at 11:00. henri made landfall on the coast of rhode island today, packing 60 mile an hour winds and a storm surge above four feet. now 40 million americans across nine states are being told to stay home as the threat for major flash flooding continues. >> if you venture out, you are not only putting your own life at risk, but you are endangering

first responders. julian: henri is expected to dump heavy rain across parts of southern new england well into tomorrow. the storm knocked out power to thousands in rhode island, connecticut, and massachusetts. the national grid is deploying over a thousand personnel, but it is warning customers that it could be a week before they are back on the grid. our meteorologist is tracking the impact. >> henri dropped a lot of rainfall in a short amount of time. look at the mid-atlantic and new england. we saw double digit rainfall totals, surpassing a foot of rainfall. some of the hardest hit areas were portions of eastern pennsylvania. four to nine inches of rainfall. the storm is not done quite yet. here is the latest on the tropical depression now. winds 30 miles per hour. it is slowly moving to the west-northwest at eight miles per hour.

it is still producing flooding rain falls across pennsylvania and new jersey. henri is slowly going to meander through southern england through the next 24 hours, continuing to produce flooding rains before it finally pushes off the coast by tuesday morning. back at home, the story has been all about air quality and improving air quality. you can see it across the bay area. it is green, good to go, but changes are on the way. we expect more haze and smoke in the atmosphere tomorrow. we will take a closer look at the air quality. looks like the heat wants to make a return. we will have details in a few minutes. julian: thank you. it now to the details on the largest fire burning in the state. some evacuation orders being downgraded today to warnings. the fire has burned more than 724 thousand acres and containment is up to 38%. calfire says the blaze is remaining active but much quieter weather is expected this week. 12,000 structures are still threatened.

tonight, there is finally containment on the call door fire in el dorado county. more than 104,000 acres have burned since the fire started last saturday. nearly 350 homes have been destroyed. the fire jumped highway 50 yesterday. >> this was one of the control points so it does raise concern. >> the fuels are thick and prime to burn. julian: a more than 40 mile stretch of highway 50 has been closed since friday. calfire says the closure happened just in time. they are making that spot fire across highway 50 a priority right now. firefighters are also focused on protecting structures. you can get live updates on all the fires burning with our interactive fire tracker on our website, abc 7 news.com. tonight, chaos continues outside of the kabul airport as american citizens into thousands of afghanis tried to flee

the palestine. president biden kept open the possibility of keeping the troops in afghanistan beyond the withdrawal deadline 10 days from now. in the meantime, u.s. airlines have been ordered. to . continues to unfold outside of the airport. president biden insisting the unfolding situation was unavoidable. pres. biden: the evacuation of thousands of people will be hard and painful no matter when it started, or when we began. reporter: the president under mounting pressure to extend the troop withdrawal deadline. pres. biden: our hope is we will not have to extend, but there will be discussions on how far along we are in the process. reporter: on the ground in kabul, tens of thousands desperate to leave afghanistan. the embassy advising citizens to avoid the airport unless they have individual instructions from the u.s. government representative. >> we will look at every means possible to get american

citizens, third country nationals, special immigrant visa applicants into the airfield. reporter: now the united states is activating the civil reserve airfleet. civil airlines will provide 18 airplanes to move people outside of afghanistan. >> the united states alone flew out 3900 people on military aircraft and our partners with flights we facilitated flew out 3900 people for a total of more than 7500 people. anchor: outside the airport, danger is escalating. nato confirms 20 people have died in and around the airport since last saturday. among the seven civilians killed yesterday, abc news earning that one of them was just two years old. reports that she was trampled to death, her mother a former interpreter for an american company, telling the new york times, i felt pure terror. i could not save her.

for those lucky enough to escape, they face a new challenge. this young father saying he is grateful to america for keeping his family safe. >> we appreciate your help and appreciate your kindness. julian: southwest airlines says it will transport afghan refugees across the u.s.. those domestic charter flights are separate from the civil reserve flights. southwest says it does not expect it will disrupt scheduled operations. the crisis in afghanistan is having a resounding effect in the bay area, especially for a marin county couple trying to protect afghans who work for roots of peace. they are now traveling to be closer to the situation. tim johns spoke with them about their desperate efforts. tim: for the past week, heidi has been working nonstop to save lives. >> none of us a week ago it specter this to happen.

tim: heidi and her husband gary run a nonprofit organization that works in war-torn countries, clearing landmines and replacing them with farmland. >> people were literally eating grass to stay alive. they had no crops. tim: they employ about 360 people in afghanistan and have been working so far without success to evacuate dozens of their staff, many of whom have already faced threats. >> we also have some of the taliban security asking for names of our staff, their home address and phone numbers. tim: on friday evening, one worker showed up at their home. his father worked for them in afghanistan for 15 years. he drove them and cheryl jennings on a mission throughout the country. he says his father was beaten by forces this week because of the work he has done with the group. he begged them to help.

>> they had my father. this is some pictures they sent me. tim: it is a plea they have taken the heart, working tirelessly to file reams of paperwork to get their people out. however, with so much out of their control, the challenges can seem insurmountable. >> they need to follow through on their statements. if they don't, they are just going to back away from the country and who knows what will happen then. tim: they say they will stop at nothing to rescue their people. >> i will take whatever human measures i may take not to turn my eyes away from the deserving families, farmers, and friends in afghanistan. tim: in marin county, tim johns, ab a bay area man is sharing a terrifying story of his dramatic escape from afghanistan. >> i didn't think i would be able to make it back to the

states safe without losing my head. julian: that man is a former u.s. military interpreter. we have agreed to protect his identity because he fears. retaliation from the taliban he traveled to kabul weeks ago to help his family, but got trapped there. that is when his friends, a military veteran, stepped up to bring him home safely. their harrowing story is one you will only see on abc 7. we will share that in the next half-hour. about 100 people turned out in oakland for rallies supporting afghan refugees. the group afghans for a better tomorrow gathered. they are calling on the u.s. to keep their doors open for those fleeing afghanistan. >> i would love to see the united states take a more active role in helping clean up this mess, an open door if ug policy, expediting visas, keeping the humanitarian aid flowing, and ensuring the kabul airport stays open so the majority of individuals who are trying to

julian: we are back with the latest covid-19 headlines. the food and drug administration could give full approval to the pfizer vaccine tomorrow. officials hope that leads more people to get vaccinated. more than 973,000 people received vaccines yesterday according to the white house. that is after three straight days of more than one million doses being administered. the u.s. reported more than one million new covid cases in the last week. this week, the city of bonita could make a rare move and go against solano county requirements to issue a mask mandate. buthe mayor says it is t to take action into their own hands. j.r. stone has their story. >> the feeling on the city council is that despite solano county's unwillingness to move in this direction that we have

an obligation to try and further protect health and safety. j.r.: steve young telling us this week the city council will look at implementing an indoor mask mandate for everyone, including those vaccinated, due to rising covid-19 numbers, something solano county has not done. >> if wearing a mask inside is what we need to do to bring our rates back down to keep us all safe, i think that is what we need to do. j.r.: earlier this month, i spoke with the solano health officer who explained why they opted not to implement and mandate indoor masking. >> the data do not support the need for such a mandate. this disease in our county is very clearly spreading through social events, people who are going to parties, barbecues, picnics. j.r.: while many would be supportive of an indoor mask mandate -- >> i think it is important to wear masks inside, especially when people are not getting vaccinated. and there are young kids to think about. >> we have not had a lot of

issue with people not wanting to wear a mask in the store. j.r.: some are totally against it. >if a mandate goes into effect, will you wear a mask? >> hell no. it is complete garbage. the virus is up here one minute then down here the next minute. >> for a lot of us, the individual right stops when the public health is impacted. i think that is where we are. j.r.: the city council will take up this mask issue during their meeting, tuesday at 6:00. in benicia, j.r. stone, abc 7 news. julian: five teenagers were rescued after getting into some trouble on a cliffside near muir beach. helicopter arriving around 9:00 last night to help three people stranded on this cliff face. two other people were rescued from the top of the cliff. a group of teenagers were barbecuing on the beach and some

decided to climb up a 400 foot cliff. we talked to one of the, young men who was rescued, and he said it was one of the stupidest things he has ever done. >> there was a point where it was a 50 degree angle and i grabbed a rock and i just came down. i was falling on that cliffside. julian: the coast guard says cliff operations are risky and they are glad the conditions last night allowed them to save these young folks. a special offer for fans at today's 49ers-chargers preseason game in los angeles. get a vaccine and you get a ticket. the state and l.a. county public health department set up a mobile vaccination clinic outside sophi outside sophia st. -- sofi stadium. >> giving out tickets and swag, murcmerch, it is encouraging pee

to get vaccinated. julian: no word on how money people took advantage of the offer, but our camera caught a few people getting their shots. checking in with drew tuma further look at the forecast. you are saying we should enjoy the cooldown while it lasts. drew: it is really comfortable when it comes to temperatures. air quality will remain on the good to moderate side. by the end of the week, we will see hot weather try to make a comeback. now, we have a live look, moonlit skies. a full moon up in the sky. partly cloudy skies overhead, but the cloud cover will fill in overnight tonight and our marine layer will be pretty deep first thing tomorrow morning. let's talk about air quality because we saw improving conditions today compared to yesterday. across the entire region, we have good air quality, fresh air overhead. it is a dramatically different story right now over lake tahoe. smoke from the caldor fire continues to pour over the lake.

right now we have some of the worst air quality in the world over south lake tahoe. very unhealthy air qualities because of that thick smoke. that will likely remain the case for the next 24 hours. let's talk about smoke back here at home. tomorrow, i do anticipate a little more haze, elevated smoke in the atmosphere. all in all, we should remain in the good to moderate category. an onshore breeze will try to kick in tomorrow and early tuesday morning, but we cannot rid our atmosphere entirely of the smoke. air quality the next two days, depending on where you are in the bay, it will go from good to moderate. we do not have an advisory in effect. we see cool temperatures in the afternoons today and yesterday. only topped out in the 70's and 80's. tonight we are sitting in the upper 50's to lower 60's before the fog rolls back in. tonight, we will see low cloud,

coastal drizzle. temperatures cool for this time of the year, upper 40's to mid-50's. grab the light jacket if you are up early tomorrow. we have the cloud cover fully intact across much of the bay area. as the fog gradually pulls back to the coast, that will slow the warming. tomorrow afternoon is a really comfortable day. starting in the south bay, 77 with hazy skies. 79 in morgan hill. along the peninsula, 64 for pacifica. downtown san francisco, afternoon sunshine, 64 downtown. breezy for daly city. moderate air quality, 76 in petaluma. not too hot. 73 in sonoma. the east bay will hit 68. 74 in fremont. some haze in our sky. 84 walnut creek. 82 the height in livermore.

men about their dramatic escape. it is a story you will only see on abc 7 news. >> i didn't think i would be able to make it back to the states safe without losing my head. cornell: this man is talking about his terrifying escape from afghanistan to the bay area. we have agreed to protect his identity because he fears for his families safety and retaliation from the taliban. jay is a former interpreter who traveled to kabul weeks ago to help his family, but got trapped. >> it is a total disaster. cornell: kabul now a city in chaos. jay said he made efforts to get to the airport but the taliban's gauntlet made it almost impossible. >> people were being stepped on. kids were being stepped on. i will never forget it in my life. cornell: when he finally reached the airport, he was met by armed security guards.

>> i had to sit down. and i had my visa, my green card and my passport up in my hand. >> my interpreter, who we consider family, so i generally refer to him as my brother. cornell: lieutenant colonel mike hudson is jay's close friend, who served in afghanistan, helping local governments in training militia. that effort unraveling. >> people are desperate and it is a scene of chaos, just seeing the fear and confusion and utter helplessness and despair in the afghan people, who want something better. cornell: hudson has been working to help jay and others get out of the country. overnight, success. jay made it safely to washington, d.c. he hopes to get his mother and other relatives out of the country soon. >> the only thing i am thinking about right now is to make sure to get my family out of their safe.

in florida, officials are threatening to withhold state funds if school districts in miami-dade county continue to enforce masks. developing news now, rescue crews are searching for dozens of people missing after severe flooding in tennessee. at least 22 people have been killed and authorities fear the death toll could rise. up to 17 inches of rain fell within the last 24 hours. the northeast is also battling some severe weather right now. tropical storm henri pummeled the region with high winds and heavy rain today. millions. are under flash flood watches residents are being asked to stay home and let first responders do their work. across the country, natural disasters often disproportionately impacting minority communities. it is something we are seeing in northern california as more than a dozen wildfires continue to burn. candace reed has more on up displaced from tribal land. >> our people are so resilient.

we are survivors. >> communities of color were disproportionately represented. reporter: a 2018 study shows mostly black, hispanic, or native communities experienced greater vulnerability to wildfires compared to primarily white communities in the u.s. >> it has to do with historic factors, structural and institutional racism that is part of our country. reporter: researchers at the university of washington and the nature conservancy looked at more than 7000 communities across the nation. >> 29 million people were at moderate to high risk for water fight -- for wildfire. reporter: the majority at risk were white and not poor. but others were considered more vulnerable due to social economic factors, including minorities, people with disabilities, and people living in poverty. for them, an event could be hard to bounce back. >> how much money do they have? do they have access to

information? what sort of transportation assets do they have? reporter: researchers also found native americans are six times more likely to live in areas most prone to wildfires. >> forced removal, lack of resources, and that history is one of the biggest concerns for me. reporter: albert to serves in california. >> the mission is to provide culturally rich services to native american fathers, to promote a well, healthy family guided by a cultured tradition. reporter: california is home to more native people than any other state. there are more than 100 federally recognized tribes in california and several other communities petitioning for recognition. historically, wildfires have threatened indigenous people and land. >> our people are grossly impacted. we are organizing a donation

details about larry elder's campaign. political reports that elder is shaking up his team weeks before the election. elder has a new election manager, a political director for carly fiorina when she ran for senate in 2010. there is also a report a state commission is investigating elder's financial disclosure. you may be confused about how to fill the ballot out. liz kreutz breaks it down. liz: you have your recall ballot and you want to know, how do i fill it out? your ballot is asking you to questions. should the governor be removed from office? who should replace him if he is recalled? a yes vote means he should be recalled. a no vote means you want him to stay in office. whether you vote yes or no, you can pick the candidate you would like to see replace him. that candidate will only become the new governor if governor newsom is removed from office. that will only happen if more

how the team will use the number three overall pick, trey lance. today against the chargers, a good learning lesson for lance. a nice touchdown pass for travis benjamin. he ran in a two-point conversion, but this was called back for holding. you can see the athleticism. the biggest play came out on i 41 yard connection to trencher field -- to trent sur sherfield. it led to two touchdowns. he was sacked twice. san francisco won the game 15-10,, as trey looks to improve every day. >> i think this week was huge just for my development as a football player. not even necessarily for tonight. i think i learned so much this week, getting to be around different guys and have a different experience, practice in a different setting. i learned a lot. >> the touchdown throw was real nice. he progressed to it quickly.
