>> more sinking at the millennium tower and part of the plan to fix the project has been put on hold. >> coming out, when you can expect to get in line. >> a scary sight as wildfire ash rains down on lake tahoe. >> back to summer. your temperatures and smoke forecast, coming up. abc 7 news at 11:00 starts right now. >> building a better bay area, moving forward, finding solutions. this is abc 7 news. >> we begin with several developing stories. fremont police gave an update on a shooting involving a police officer. officers responded to a report of a shooting after 5:15 tonight at southlake mobile home park. the victim was taken to the hospital with life-threatening injuries. a short time later, police say officers found a suspect nearby

with a gun. next during the interaction between the person who matched the description of the shooter and the officer, the officer fired their service weapon at the suspect. >> police say they are interviewing officers and witnesses to get more details. >> oakland police say a person shot by officers is in the hospital in stable conditions at the la quinta inn at the coliseum. police say the individual was wanted on a criminal warrant for manslaughter and to think firearms were recovered at the scene. >> in the south bay, more than 100 homes are under evacuation orders because of a gas leak. a third-party contractor hit a natural gas line just before 10:00 a.m. the fire department says the situation later escalated and homes and businesses will be evacuated until at least 8:00 a.m. a shelter was set up at the community center. pg&e is continuing to vent the line. pears will begin tomorrow morning.

community members are in shock tonight after a freight train slammed into a vehicle, killing a 12-year-old boy. >> a collision happened this afternoon at east cypress road and main street. ryan with reaction from the community. ryan: it is a somber day for members of the oakland community. before 1:00 p.m. wednesday, a car crashed with a train. a 12-year-old boy died and a 19-year-old woman was sent to the hospital with critical injuries. >> i saw a big cloud of just and then i saw the train come to a halt and then everyone got out. there was some attention being paid so i got out of mike ryan looked and i saw the suv sitting there. ryan: the 12-year-old was a student at delta middle school. >> we don't want people dying from our school and stuff like that. that's heartbreaking for our school. ryan: he said share that a delta vista student passed away earlier today as a result of the vehicle accident.

advance towards lake tahoe which is 20 miles away. >> looks like snow. that is actually ash raining down in lake tahoe tonight, floating across the screen. this is a live picture. stagnant smoke and swirling ash have filled the sky for several days as we get the latest. you can see it right there. we know it is happening and it is really affecting air quality. >> meteorologist sandhya patel has a look at the impact. sandhya: we are looking at the impacts continuing through the middle of next week in the lake tahoe area. let me show you the conditions from the tahoe area today and this is just a timelapse showing you what it looked like. the fire surrounding tahoe is so explosive that it is really hard to get rid of the smoke and you can see it here on the satellite perspective and there are new fires burning southwest of tahoe. air quality at this hour, unhealthy in red for south lake tahoe. carson city is hazardous. as we look at the smoke

means the tower at mission and fremont is leaning five inches on the top as the february -- as of february of last year, it already sank a 17 inches since first opening in 2009. this construction work is a multimillion dollar project to fix that problem. now, accelerated settlement, which is due to construction activities related to installation of 36 inch and 24 inch casings has been seen. basically, that work has consisted of 52 piles being drilled. 250 feet into bedrock. three times deeper than the current piles used with a goal of stabilizing the building. now, more sinking. worrisome to some but not former san francisco mayor willie brown who lives here and believes in those working on the project. >> $100 million and it is is i brains of m.i.t. who made the assessment to go all the way

down to bedrock. j.r.: in 2016, you may remember the homeowner who put this golf ball on the floor of a millennium tower unit and then started rolling, signifying the tilt of the building and leading towards lawsuits. construction work has now been stopped for two weeks to four weeks while engineers work in determining how to solve this issue going forward. with so many people focused on his building, he says he believes it is safe and says he will sleep just fine at night. >> no trouble at all. as a matter of fact, i will be sleeping better because i know it will not be too long before someone offers me a lot more than we pay for it. >> while there has been tilting, there's been no material harm to the actual building. it remains fully safe. j.r. stone, abc 7 news. ama: abc 7 news confirmed the cdc is working on establishing a timeline to prioritize specific

groups to get covid-19 booster shots but how long should we wait in between doses? stephanie sierra has a look at the timeline. stephanie: covid-19 booster shots will be here in less than a month. for those of you who received the single dose johnson & johnson vaccine, should you rush to get one? >> if i was a healthy 30-year-old, i'm sure i would run out to get a booster. if i was 70 and got j&j, i probably would. >> there covid-19 booster vaccine increased antibodies nine fold, 28 days after the first shot. but it's important to note this study is based off the results of 17 people. the bigger question is if you got your j&j shot eight months ago, should you get one or two additional doses? >> two is better than one. it does look like one additional dose of one of the mrnas, whether it does bump your immunity from your j&j up considerably. stephanie: any delay in the

timeline of rolling out boosters could impact the severity of future covid surges. >> you are going to create a longer window of potentially waning immunity. people could get infected. stephanie: health care workers in nursing home residents will be eligible in september. it is expected people over 70 will be next and the general population and adolescence will follow by december or january. >> there are questions about the dosages as well. was there too much, too little? that is being worked out for all the pediatric vaccines. >> experts are trying to determine if the gap between doses for pfizer and moderna was long enough to make the second shot the most effective. >> if you have a little bit more of a space in between, you get over your primary immune reaction and then you are at a point where you can get a secondary immune reaction. >> you think a longer waiting period will be recommended moving forward? >> if this was more leisurely,

if we had a more slow-moving epidemic, probably would not have seen these gaps. you probably would have seen something longer. stephanie: if we had a two month waiting period, could we be in a better place right now and would vaccine efficacy be higher? rutherford says it is possible and could be recommended down the line. in the newsroom, stephanie sierra, abc 7 news. larry: moderna has completed its submission to the fda for full approval of its vaccine. it is currently available under emergency use authorization for people 18 and up. the fda gave full approval to the pfizer vaccine on monday. ama: delta air lines is adding a surcharge for employees who will not get vaccinated. workers will face weekly testing and a 200 dollar monthly health insurance surcharge. that is to offset the $40,000 it cost to hospitalize each covid patient. we have an entire team dedicated to the latest information about the vaccines. to ask them questions, go to abc

a brush fire erupted in san bernardino county near fontana. 1000 people were ordered to leave their homes. firefighters rescued two people who ignored the evacuation orders and then called for help when flames surrounded their home. when they tell you to get out, you got to get out. people scrambled to rescue farm animals from branches including llamas, horses, pigs, and sheep. the fire is 0% contained tonight. larry: several families -- ama: several families in san diego are stranded in afghanistan. 24 children became stuck while visiting relatives. u.s. diplomats warned americans today to immediately leave several gates into the ka bul airport due to security threats. larry: four of the 46 candidates in the recall election debated tonight in sacramento. this was the first debate to include a democrat.

kevin joining john cox, kevin kiley, and kevin faulkner on stage. the first question was about vaccine mandates. >> our best opportunity is indeed to educate. we are not going to mandate our way out of covid-19. we want everybody to be healthy, safe. the best way to do that is to educate folks to get that vaccine and that is the best way that we are all going to get over this together as californians. >> another hot topic, the drought. >> day one, i will begin a state of emergency to begin the construction of a pipeline to the mississippi river. we will build an interstate pipeline by coordinating with joe biden and the federal government. this sounds outlandish but we have a massive problem. researchers and phd's have come up with a solution that would take 14 powerplants to pump water here. we can buy cheaper and cleaner water. >> candidates were asked about plans to build more housing. >> in california, it takes years

we need to help these people, bottom line. we need law enforcement to come in. we need to clean the city up. we need to find places for them to go, affordable housing. we need rehabilitation programs. ama: jenner says she can get the job done because she is a hard-working, commonsense person. you have until monday to register to vote for the recall election. after that, you can do what is called conditional voter registration all the way up to election day on tuesday, september 14. larry: alameda county held a drought town hall where water officials say they are considering taking more action. experts from five water agencies weighed in on their drought strategies. the manager of the water agency says it will consider a 15% voluntary conservation order. the agency is holding a special board meeting on september 1. ama: the santa clara water district gave residents a side-by-side comparison of its reservoirs.

on the left, you can see how they looked in 2017. on the right is how they look this month. valley water says its reservoirs are at just 12.5% of capacity. it is only mid-august so not expecting a whole lot of rain anytime soon. larry: the forecast. sandhya: hopefully this winter, we see a lot of rain, and that would help fill some of the reservoirs. let me show you what the air quality looked like. better today. it was in the green to yellow which is good to moderate air quality here locally. we have had a nice sea breeze coming through but bigger changes are coming as we head towards the next few days so let's start with the big changes ahead and we will start to see the wind direction which. it will not be coming off the ocean any longer as we head into friday, saturday, sunday. it will be more of a north wind as high pressure builds in and with the ridge building in, that north wind is going to pull the smoke from northern california

right into the bay area. do not worry. you still have one more day to enjoy it, as you will notice, just a little bit of haze but it's not going to be as smoky as what we were anticipating coming friday, saturday, sunday. catholic tahoe will be dealing with heavy smoke as we go into tomorrow near the called or fire as he going to 11:00 a.m. friday, notice the red pouring into our region. that is higher concentration of smoke said the air quality will decline. from our south beach camera, a fuzzy view of san francisco. their quality forecast, good to moderate tomorrow. moderate for friday, saturday, sunday. i would not be surprised if the air district issues and air-quality advisory as we get closer to the time period. fog along the coastline will not go very far. it was 2000 feet deep earlier in the week, 1400 feet, so it will be by the bay and the coast. 50's and 60's on those temperatures as you look at the hour-by-hour forecast. the lunch hour, 70's and 80's

inland and it will be comfortable near the coast. inland areas tomorrow afternoon into the low and mid 90's. that shallow marine layer tonight. limited fog overnight. patchy morning drizzle. heat spikes friday through sunday with hazier and smoky are skies and moderate to high heat risk expected inland. watch out for the fog and a little bit of drizzle. visibility will be a little bit low, especially near the coastline, but for the afternoon, should see an improvement with the sun breaking through. 40's to 60's on your temperatures out the door and then for the afternoon, you are looking at 94 in antioch, 93 in concord, 70 in san francisco, 88 in santa rosa, 77 in oakland. temperatures today, well below average as we head into tomorrow, warming it up, and it will be hazy friday, saturday. hot inland. heat risk will be there in the inland valleys where it gets hot and then the temperatures will
