historic flooding emergency here in the northeast. >> it was a rough night overnight. remnants of ida bringing dangerous flooding with at least eight people dead. parts of new york and new jersey getting up to a foot of rain and those waters are turning roads into rivers shutting down the subways and multiple tornadoes. >> take a look at this chopper shot from our philly station wpvi giving a live look at the floodwaters in jersey and pennsylvania this morning. the governor of new jersey is standing by right now. he's going to talk to us in a moment, but first, ginger starts us off in hard hit passaic, new jersey. good morning, ginger. >> reporter: good morning to you, michael. from me in new orleans, the ida remnants following us up here. you can see the debris and water line on this car, you can see how deep it was. waist deep. this morning, two people are missing thought to have been swept away in the river. one person in this town is dead.

at least. and people are telling me the water was higher than with superstorm sandy. it is one thing to forecast the historic rain, it's another to live it. watch it unfold and all of us living in this new climate and extreme reality. a flash flooding siege in the northeast. states of emergency in new york, new jersey and pennsylvania. multiple deaths reported as the remnants of ida merged with a front to produce chaos. for the first time in recorded history the national weather service issuing a flash flood emergency for all five boroughs of new york city. more than seven inches of rain in just a few hours. the western hemisphere's busiest subway system shut down. waterfalls pouring down station stairs, trains pulling in to find platforms submerged. people wading through waist-high water, and water rescues everywhere. >> rescuing someone who has been trapped in that jeep for now well over an hour.

>> reporter: our new york station, wabc, right there as a man was finally brought to safety, and in queens, a partial building collapse. at least two people killed. and at newark airport in new jersey, the wettest day ever reported. flooding taking over baggage claim terminals, hundreds of flights canceled. passaic, new jersey, mayor pleading for everyone to stay inside. >> we have the flooding so bad the cars are stuck, and we have bodies are underwater. we are now retrieving bodies. >> reporter: the same system torturing southern new jersey and pennsylvania earlier in the evening with at least six tornadoes. >> look at that tornado. >> reporter: nearly 25 homes a total loss, others shredded. >> see branches start to get carried by the wind and the chair got flipped and it was nuts. >> reporter: in horsham, pennsylvania the storm uprooting

trees, tipping semis, and in allegheny county, 41 people, mostly students, in this bus rescued. experts attributing the frequency of rainfall events to human-caused climate change. >> in reality, what was once the 100-year flood, isn't the 100-year flood anymore. >> reporter: and listen to this, you have to see this video again from 6 abc in philadelphia. over the schuylkill river, just because the rain has pulled away doesn't mean that the flooding is going to stop. that river is expected to hit a record high in the next 48 hours. we will see more flooding, especially along rivers here in the northeast. we had more than eight inches of rain widespread happen in just two to three hours. y'all, that is called flash flooding. it is receding now quickly behind me as we speak, but unfortunately behind it, we will see debris, and i think the question we now will have is how do we live sustainably, how do we make permeable roads? how do we live in this new

extreme reality? >> a lot of good questions there, ginger. let's bring in the governor of new jersey, phil murphy. what a night. what's the situation in your state right now? >> it was a heck of a night, george, and we're still not out of the woods. tornadoes touching down as your reporter said, severe flooding. sadly loss of life. we just would beg folks to stay off the roads. stay home if you can right now because we have a lot of trees t clean up, a lot of roads to clear up with stranded vehicles and all i would say is this. there's a lot of hurt right now in new jersey, and we're going to be there for folks. it's going to be a long road to recovery, but we're going to be there with them, but this is just yet another reminder. these things are coming more frequently. they're more intense, sadly more deadly, and we got to update our playbook for sure. >> what does that mean? >> listen, new jersey is probably the most exposed state

in the country to climate change and we are the most densely populated. our location is second to none which is great, but our resiliency, i'd say not just as a state but as a country, we have to turn it up. in the meantime, we are going to be there for folks as they pick up the pieces and recover. >> i know that parts of newark airport were flooded. and all flights were suspended at the height of the storm. where do things stand right now? >> they're getting back on their feet but will take time before that and the transit company has no rail service at the moment with the exception of the atlantic city line, bus service is intermittent at best. we have incredibly heroic workers that have been out there around the clock but overnight with dozens of mayors including

hector lura on with the white house. we're pulling all the levers we can, but it'll be a long road until we're back on our feet. >> how many tornadoes touched down, and what kind of damage did they cause? >> to be determined completely, george. i'm going to see it with my own eyes. multiple tornadoes, particularly in the southern part. i spoke with all those mayors through the night. significant homes and big tree damage. thank god not a lot of human casualty, but to be determined. i don't want to -- i don't want to say that with complete certainty yet, but i'm going down there with my own eyes to see it later this morning. >> cleanup and recovery will take some time. >> no question about it. without question, and at the white house, and we've got heroic folks out there, whether it's chopping trees on roads or moving cars, or just working with folks as they -- as they

begin -- the waters begin to recede. this will be a long road, and we'll be there for folks. >> governor murphy, thanks for your time this morning. we know you have a long time ahead. >> thank you, george. good to be with you. as the governor said we are still not out of the woods and remnants of ida spawning destructive tornadoes and katherine scott is on the ground in molica hill, new jersey, where a tornadoes touched down. >> reporter: we are surrounded by damage home after a confirmed tornado touched down at 6:20. the site completely torn off. you can see inside someone's room. residents here say they heard a rumbling noise, some saw a dark funnel cloud. they tried to take cover not knowing if it was going to be safe. let's look across the street here, and you can see this other

home. the roof to that home is gone. the sides caved in. you can see children's toys. we saw a yearbook in the lawn. emergency management said it's likely that multiple tornadoes touched down within the county. one person in the hospital, no fatalities, but the property damage is significant. approximately two dozen homes in this area have been destroyed. roughly 100 more damaged. the governor will be here today surveying the damage as the cleanup gets under way. cecilia. >> we are thinking of everybody there. thank you. michael. and the flooding crippling the busiest subway system in the country, shutting down all trains in new york city overnight. transportation correspondent gio benitez joins us with the latest. good morning, gio. >> reporter: hey, michael, good morning to you. yeah, just about every subway line here in new york city has been suspended right now, and here this one behind me, it's roped off because it had that unbelievable flooding overnight, and we have lots of images of it. take a look because people were just so shocked watching this hppen.

the water was just gushing out of the wall, flooding the platform and tracks. this is a very dramatic case. but platforms all across this city were flooded. no word on when they will get going again. we also saw those incredible images of flooding at new york liberty airport in new jersey. this video right here, the baggage room overnight. i'm told it got even worse, workers tell us parts of the airport actually had to be evacuated. the first floor of the terminal also ended up flooded. at least 370 flights have already been canceled at newark today. now the airport says that it is restarting limited operations, but i got to tell you, george, it's going to take awhile to get this all fully operational. >> no question about that. gio benitez, thanks. new york's governor declared a state of emergency, and erielle reshef has the latest. good morning, erielle. >> reporter: good morning. the aftermath of that catastrophic storm still very much being felt in areas of the bronx.

you can take a look -- i'm standing in a foot of water, but if i walk a little bit further it's much, much deeper over there, and cars inundated and the thrash on the hood of that car last night. we saw dozens of cars abandoned on the roadway as we made our way here to the bronx, an unprecedented flash flood emergency for the first time ever, that water rushing in fast, just blindsiding drivers who were on the roadways last night, many of them stranded in their cars, abandoning them after hours. dangerous scenes playing out across new york city. we saw those play out last night. this was truly unprecedented. we know that there was a travel ban for nonemergency vehicles in effect until about 5:00 a.m. this morning. that has since expired. that has since expired, but officials are warning it will be a messy commute for millions as they make their way in this morning, george. >> okay, thanks very much, erielle. cecilia?

this morning, so many in louisiana are still in the dark after hurricane ida. power restored to a small section of new orleans. still without electricity, without air-conditioning as the temperatures are rising. matt gutman there in new orleans with the latest. good morning, matt. >> reporter: good morning, cecilia. this is going to be the fifth day without power here, and the desperation is growing for food and water. we're at a gas station in laplace, this woman has been since 2:00 a.m. and with our drone i want you to see this line of cars that began forming hours ago, it snakes all the way to the horizon, all those people defying curfew hours, they're that desperate for fuel, most of them to fill gas cans for generators. with members who are dependent

on medical devices saying getting fuel and getting those going is a matter of life or death. ems reporting 185% increase in call volume partly to carbon monoxide poisoning, 12 people hospital hospitaledized, 7 of them are children. you mentioned the lights flickering back on in new orleans, but only 3% of power transmission is back on in this area. if you stretch the power lines they'll reach all the way to russia. the scale of the infrastructural damage is one of the reasons presidential biden will be here to survey the damage. cecilia. >> so much destruction. okay, matt, thanks. we turn to that other story breaking overnight. a deeply divided supreme court has voted not to block the texas law banning most abortions in the country. we go to rachel scott in austin, texas with the latest. good morning, rachel. >> reporter: good morning, george. the court was deeply divided on this, the court's conservative majority has allowed the most

restrictive law in the nation to stand. for now most women and the nation's second largest state will be treated on the right to abortion. overnight, a bitterly divided supreme court breaking its silence refusing to block a new texas law that bans nearly all abortions in the state. chief justice john roberts breaking from the conservative majority on the bench and dissented the move calling the texas law not only unusual, but unprecedented. across the state protesters called on the high court to step in and stop the ban. but in an unsigned opinion, the conservative majority said the abortion providers who challenged the law did not address complex and novel procedural questions, and so as of today in texas, the law stands. a physician may not perform an abortion if a fetal heartbeat is detected, which could be as early as 6 weeks into a

pregnancy, and before some women may even know she's pregnant. no exceptions for rape or incest. justice sotomayor saying representing with a unconstitutional law engineered to prohibit women from exercising their constitutional rights, a majority of justices decided to bury their heads in the sand. >> reporter: they're not weighing in on whether or not the law is constitutional, and they did leave the door open for other legal challenges. gorge. >> that will be a while yet. in the meantime, we know other states will be looking at passing the texas law. >> reporter: that is a concern. what happened here in texas will be a model or perhaps a blueprint for other states to do the same. now that landmark decision roe v. wade hasn't been formally overturned, the supreme court will take up a case in the fall.

to decide its fate in the fall, but now it has the real possibility of being reversed, george. >> thanks very much. michael. we are following a lot of other headlines this morning including the rise in fake vaccination cards. some sold on instagram. this woman caught at an airport allegedly trying to use one. what authorities are saying this morning. and we are still covering so much on the latest of that historic flooding here in the northeast all morning long, but right now, let's go back to ginger. >> cecilia, just moments ago we saw the flooding receding so quickly, and fish showing up in the streets here in passaic from the river just last night. stranded vehicles behind me. we're going to see more and more of this as muc that came from the base of the river which is easily a block and a half that way. i got to show you who is still under flash flood warnings and part of massachusetts, rhode island certainly got into it, but most of the rain has moved off into the ocean, tropical fueled. remnants of ida coming up against a front, and that's why we had this issue.

welcome back to "gma." that's a shot from our philly station wpvi giving us a look at the historic floodwaters from overnight. ginger and our team will be following that all morning long. we have more on that ahead. first, the top headlines. we're following right now, the latest on the pandemic. moderna asked the fda to offer a booster of its covid-19. it significantly increases immunity. the fda has yet to authorize booster shots for anyone other than immunocompromised people. there was a deadly shooting at a school in north carolina.

friends, with colleagues that were having basements flooding. people stuck on roads for eight hours and that was because -- and this morning it was still hard to get around, roads still closed. if you are not needing to get in the car and you're in the northeast don't do it. give it a couple of hours until things come together. why did this happen? the remnants of ida came up against a front and we knew this was going to happen and we knew there would be a half foot plus. three to five inch per hour rainfall rates. it was how quickly it fell. allen with the span of three hours or so. now we're going to see these historic numbers keep coming and history being made like the emergency that the national weather service in new york issued for the first time for the five boroughs. that means they had an exceedingly rare situation where human life was at threat and catastrophic damage was imminent. that's what it means if you ever get that by the way, a flash flood emergency. i will tell you there were at least eight areas that mt. holly, the national weather

service there is going to be doing surveys today for tornadoes. mt. holly this year alone has had 51 tornado warnings issued. the most they've ever done, the most, the most, the record, the breaking, the words keep coming out. the extremes we live in now. i can't stop thinking about how we need to build and make our infrastructure ready for what is inevitable in the future. guys. >> okay, ginger, thank you. we turn now to the shocking images coming in right now from afghanistan. the taliban parading through the streets in u.s. armored vehicles and james longman has more. good morning, james. >> reporter: yeah, good morning, cecilia. they've now sealed their military victory and so, now, for the taliban the propaganda campaign has got under way, and they wasted no time in celebrating the capture of u.s. hardware left behind by the afghan army. and the u.s. military. take a look at this, this is video shot by taliban forces and shows a parade of u.s. armored vehicles and right on top, that

is the black and white flag of the taliban and take a look at this, flying overhead was a black hawk helicopter. that's not clear how much u.s. hardware now in the hands of the taliban but gaining control in the skies with this kind of equipment is a major boost for them. now, taking power is one thing but keeping it is quite another. the taliban does hope to form a new government. a spokesman has said that they'll be announced in the next few days. there have been talks over the lst three days. what is quite clear now is there won't be any non-taliban members as a part of that government. cecilia? >> james, there's been so many questions about that u.s. drone strike after the attack on the airport there in kabul. ten civilians were killed, but the pentagon were pushed and they're defending what happened there. >> reporter: that's right, cecilia. the chairman of the joint chiefs of staff, general mike milley has called the u.s. drone strike righteous, it took out at least one isis-k member and said there was intelligence that suggested that isis-k had another plot, he called that attack imminent and

that is why the u.s. carried out that strike. cecilia. >> james longman, thank you so much. michael. >> thank you. now to charges in the elijah mcclain case. three officers and two paramedics indicted in the 2019 death of the young black man who died after being put in a chokehold for walking home from a convenience store. marcus moore has the latest. good morning, marcus. >> reporter: michael, good morning. these indictments come two years after elijah mcclain who was unarmed died following an altercation with police, and there had been loud calls for justice, and now comes this development. this grainy body camera video captures portions of elijah mcclain's last moments alive. police confronted the 23-year-old as he walked home alone from a grocery store two years ago. mcclain died after a struggle with the officers. now this morning, three policemen and two paramedics face criminal charges for the young man's death. >> our goal is to seek justice for elijah mcclain, for his family and friends and for our state.

>> praying through all of it. it's what i wanted and my son fought for his life and begged for his life. >> reporter: the colorado grand jury indictment detailing the 32 total counts levied against the officers and first responders including manslaughter and criminally negligent homicide. on august 24, 2019, three aurora police officers responded to a 911 call about a masked man acting suspiciously. >> hey, stop right there. stop. stop. stop. i have a right to stop you because you're being suspicious. >> reporter: mcclain's family later explained he suffered from a blood condition that often made him feel cold. >> let go of me. no, i'm an introvert. please respect my boundaries. that i'm speaking. >> reporter: officers tackling mcclain and putting him in a carotid chokehold, which restricts blood flow to the brain. mcclain pleading with them he's nonviolent. >> i'm sorry. i have no gun. i don't do that stuff.

i don't do any fighting. >> reporter: at one point even crying out three words that have become rallying cries against police brutality. >> i can't breathe. >> reporter: the officers later claiming that the 23-year-old had reached for one of their guns, and prosecutors say this was a critical moment. paramedics arriving at the scene and injecting mcclain with what prosecutors say was a lethal amount of the powerful anesthetic ketamine. the aurora police association defending the officers saying in a statement to abc news, there's no evidence that apd officers caused his death. the hysterical overreaction to this case has been severely damaged the police department. >> the police department needs to be disbanded and rebuilt from the ground up. >> reporter: it gains attention following the killing of george floyd and colorado banned the use of chokeholds and bars paramedics from using ketamine to subdue suspects. now his family want their son to

back now with a look at the alarming covid-19 vaccination documents. some frontline workers in new york have been accused of forging cards. kenneth moton with the story. good morning. >> reporter: good morning, george. millions of people have these vaccination cards and as we know, millions don't. as more employers and businesses start requiring proof of covid vaccinations, a black market for fake cards apparently growing and calling them a danger to public health. this morning, more than a dozen frontline health workers in new york charged in an alleged covid vaccination card scheme. the manhattan district attorney says the suspects accused of buying forged vaccine cards work in hospitals and nursing homes. >> it's completely unacceptable

and obviously undermines public safety and undermines confidence in public safety. >> reporter: the alleged mastermind, 31-year-old jasmine clifford of new jersey. she sold at least 250 forged covid vaccination cards through instagram under the alias anti-vax mama for up to $200 per card. screenshots of this flagged by one tiktok user capturing posts bragging about real cards and lot numbers, and advertising access to the official medical records. prosecutors say clifford partnered with this woman, a 27-year-old medical assistant who allegedly gained access to the immunization database through her work accused of entering fraudulent statuses for at least ten people. in hawaii saturday, a separate incident, 24-year-old chloe mrozak arrested at the airport where she claimed she had gotten the moderna vaccine. the name of the pharmaceutical

company clearly misspelled. #maderna with two as later trending on twitter. >> we did a deeper dive, with our investigative division from our department, went ahead and tried to verify whether she, in fact, had gotten the vaccine in the state of delaware and it turned out she hadn't. >> reporter: for months abc news has been tracking the alarming rise in fake covid vaccine documentation. the department of health and human services telling abc news exclusively these fraudulent cards are now flooding the market. >> we are seeing it widespread. it is very concerning as the travel industry, as employers put in place information or requirements for people to provide proof of vaccination. we've seen a definite increase in the advertising of fake vaccine cards. >> reporter: we reached out to the suspects in that new york case, but no response. the fbi has issued a warning that forging a vaccination card

weather service issuing a flash flood emergency for all five boroughs of new york city, more than 7 inches of rain in just a few hours. the western hemisphere's busiest subway system shut down. waterfalls pouring down station stairs, trains pulling in to find platforms submerged. people wading through waist-high water, above ground stranded cars and water rescues everywhere. >> rescuing someone who has been trapped in that jeep for now well over an hour. >> reporter: our new york station, wabc, right there as a man was finally brought to safety and in queens, a partial building collapse. at least two people killed. and at newark airport in new jersey, the wettest day ever recorded. flooding taking over baggage claim terminals, hundreds of flights canceled. passaic, new jersey, mayor hector luro pleading during the storm for people to stay inside. >> we have too many areas where the flooding has gotten so bad the cars are stuck and we have bodies underwater. we are now retrieving bodies. >> reporter: the same system torturing southern new jersey

and pennsylvania earlier in the evening with at least six tornadoes. >> look at that tornado. >> reporter: reporter katherine scott from our philadelphia station in mollica hill, new jersey, where one of those reported twisters ripped through. >> the side completely torn off. you can see inside someone's room into their closet. >> reporter: nearly 25 homes in mollica hill a total loss. others shredded. in pennsylvania, the storm uprooting trees tipping semis, and in allegheny county 41 people, mostly students, in this bus rescued. while the rain is gone, rivers are still on the rise. this is what makes it urgent, you can see the schuylkill river here from that video approaching its record flood stage. we could still see flooding. we could still see some danger, especially in new england where you still have some flash flood warnings that exist in places where the water is finally going to stop falling from the sky. remember, we had more than 8 inches of rainfall in just a couple of hours for a large swath. some places more than a foot.

when you get three to five inch per hour rainfall rates you will get flash flood emergencies, which means catastrophic damage and that's exactly what we're waking up to this morning. guys. >> ginger, i know you and the team will stay on it. thank you so much. we turn to our other major story from overnight. a divided supreme court voting not to block the new texas abortion law. that's the most restrictive law in the nation and effectively bans that procedure in that state. rachel scott is there in austin with the very latest. good morning, rachel. >> reporter: cecilia, good morning, you said it. this is the most restrictive abortion law in the nation, and the court's conservative majority has allowed it to stand. the supreme court breaking its size over night and they were bitterly divided over this. the 5-4 ruling and chief justice john roberts joined the liberal justices in dissenting the move calling the texas law not only unusual, but unprecedented. abortion providers did challenge this, but in an unsigned opinion, the conservative majority said they did not address complex procedural

good morning, kenneth. >> reporter: good morning, michael. just tragic news for the leakes family. fans who found out gregg was once again battling for his life and nene left one of the most popular housewife franchises more than a season ago and this morning, fans are remembering her loved husband who was a funny elder on the show. reality star nene leakes is in morning following the death of her beloved husband gregg after an arduous battle with colon cancer. he was first diagnosed with stage 3 in 2018 and had been in remission for two years before it returned earlier this summer and the family sharing they are in deep pain with a broken heart after gregg's passing and that he passed away peacefully in his home surrounded by all his children. very close loved ones and his wife nene leakes. nene posting this photo over the weekend. she shared publicly her husband was close to death.

then after hours of frantically driving around herself looking for her son, the police called. >> a good samaritan, when she went to the store, he was sitting on the gate. when she came back he was still sitting there but this time he was crying so she stopped. >> reporter: the school district says the child accidentally got off at the wrong stop but this all comes at a time when school districts across the country are still seeing a massive shortage in drivers. greenville county schools in south carolina posting a plea on facebook asking parents to drive not just their kids but their neighbors too. >> it's starting to hurt parents now with buses not being able to show up on time or not at all that school districts are now having to curtail their service. >> reporter: so many issues right there and experts remind parents, of course, have these conversations about these issues with your kids. but also, if your kids have a phone maybe a good idea to turn
