of the san francisco department of emergency management says it was internal to the city and not a power outages. >> we initiated protocols for when power goes out and 911 went into manual mode and remained operational with limited capacity to the duration of the outage through 10:15 this morning. reporter: 911 calls were afforded to other devices. calls were tracked. >> the city came together as a city family, as a team. reporter: the san francisco police chief says the city has experienced outages like this before. >> we want to assure the public that when these outages happen that we still will be there when we get calls were emergency services. reporter: by the afternoon 911 was back up while 311 was partially backup. animal control was not impacted. they say they are amply getting -- and permitting mitigation measures.
