the democratic calvary is on the way and you can tell someone important is coming today. we have barricades at this training facility in san leandro. this is where vice president harris will appear with governor newsom. she will be here rallying support and trying to convince voters to support him in the recall election. she was supposed to campaign with him last month but canceled that event after 13 american service members were killed in afghanistan. she is scheduled to be here and president biden is expected to campaign with newsom sometime before the election. the appearances are being downplayed by newsom's opponents, but newsom himself thinks that they are important. governor newsom: i think it's 's big deal having the vice president of the united states, who happens to be from the bay area, from california, here, supporting the efforts.

julian: at least one person is dead after a powerful earthquake struck mexico. a magnitude 7.0 earthquake last night was centered northeast of the resort city of acapulco. there are reports of damage this morning, including to the airport with the ground shaking for about a minute. the governor told local media that a falling post killed the man. people 200 miles away in mexico city felt this powerful earthquake.

today we are expecting to see vice president harris with the governor for an appearance in san leandro. she will be asking voters to vote no on the recall. president biden has said that he will campaign with newsom, too, though the date of that appearance has not been released. larry elder tried to downplay the visit, saying that californians are hurting and do not care what biden and harris have to say. newsom says that he believes it's a big deal that they have decided to show their support. meanwhile, voters themselves are also speaking out about the recall, which will be held next tuesday. >> i like him as a person and i like his policies. i think he has done as good as any human being could have done. >> thank you governor newsom for the highest taxes we have in california. amy: one of kevin faulkner, will be in san francisco today campaigning alongside victims rights advocates. he will be in the city while the

governor is in the east bay with vice president harris. they will appear at this union training center in san leandro. it will be a very quick visit with the vice-president flying from washington, d.c. this morning. she will be here for under two hours before she will get back on air force 2 back to d.c. julian: thank you. if you have already registered to vote you will get a vote by mail ballot. if you have not registered you can vote by doing additional voter registration available as late as election day, september 14. will deliver remarks on his administration's strategy to stop the spread of the delta variant and boost vaccinations. 75% of americans have had at least one vaccine according to the white house. 64% of adults are fully vaccinated in california. our seven day test positivity has gone down to 4.1%.

a month ago it was 7.1%. a covid-19 outbreak has sickened dozens of inmates and staff at the jail in dublin according to the alameda county sheriffs office. 46 inmates have covid and 38 are asymptomatic and 9 are showing symptoms. 10 jail staff also tested positive. the cases were discovered during regular testing. in the north bay all inmates will be tested for covid in sonoma county, regardless of their vaccination status, before they enter a facility. the order takes effect on october 1 and includes juvenile hall. julian: crime in oakland is getting worse according to police, who say that the number of violent crimes has increased. this as the police force shrinks. j.r. stone explains how the dire situation has reached a critical level. >> i think it is important to acknowledge that we are in a state of emergency.

j.r.: addressing concerns about the uptick of violent crimes in oakland and the number of police officers dropping below 700 for the first time in six years. >> we have excessive gun violence that we have not seen for four or five years. it is important that we respond. j.r.: homicides in oakland have risen by 40% according to the police officers association. the head of the poa says three officers have left in the last four days and the problem could get worse. >> officers are leaving in droves. they don't feel valued and their vocation is not preserved by the city council. they are vilified at every turn. j.r.: 2012 saw the lowest number of police officers in the last decade in oakland and the highest number of homicides. the anti-police terror project says that more officers does not mean less homicides. >> the spike in homicides started over a year ago when

they had those numbers of officers and we still saw a spike in crime. there is no definitive data that demonstrates a correlation between more cops and less crime. j.r.: taylor was one of two council members who voted against directing more than $17 million away from the police department, money that would have gone to two additional academies. now one councilmember who voted in favor of that move is in support of some sort of additional academy. i reached out to the mayor's office and numerous city council and received no response. you may remember the mayor's plan would have added an additional two police academies, but they were voted down by the council. j.r. stone, abc 7 news. julian: tonight, the san francisco police department is hosting the seventh annual chinatown night out event modeled after the national night out to engage with cities in

julian: hospitals across the country are short staffed, the problem exacerbated by the pandemic. a study says california will face a significant nurse shortage over five years. the covid surge has many nurses at the quitting point. a study was just published on the california-wide nursing shortage. she talked to kate larsen about the findings. >> usually in 65 to 54-year-old nurses 27% report huge difference. i think that is almost entirely covid related. julian: all of this comes as union nurses are demanding they address staffing issues and safety. a statement says they have added staff and continue to meet state nursing ratios. ucsf have requested 210 travel
