campaigning with governor newsom to try and fight this recall, although some of newsom's opponents are questioning whether californians even care about those appearances. vice president kamala harris is expected to appear with gavin newsom today in san leandro. she will be asking voters to vote no on the recall. president bryden has said he will campaign with newsom as well, but the date of that appearance has not been released. one of newsom's opponents, larry elder, tried to downplay the visit, saying californians are hurting and don't care what biden and harris have to say. newsom says he believes it is a big deal to have their support. the while, voters are speaking out about this recall, for and against it, which will be held next tuesday. facts i like him as a person and i like his policies. i think he's done whatever any person could have done.

biden will be delivering remarks on his administration's strategy to stop the spread of the delta variant and boost vaccinations. according to the white house, 75% of americans have had at least one vaccine dose. 64% of adults are fully vaccinated. in california, our seven-day test positivity has gone down to 4.1%. a month ago, it was 7.1%. a covid-19 outbreak has sickened dozens of inmates and staff at the santa rita jail. 46 inmates have come down with covid, 37 are asymptomatic and nine are showing symptoms. 10 jail staff have also tested positive. the cases were discovered during regular covid-19 testing. in the north bay, all jail inmates will be tested for covid in sonoma county, regardless of vaccination status, before they enter a facility.

this includes juvenile hall and takes effect october 1. kumasi: crime in oakland is getting worse. the number of violent crimes has increased as the police force shrinks to a new lower level. the number of police is dropping to below 700 for the first time in six years. homicides have rosen by 41%. three officers have left the department in the last five days, and that problem could get worse. the anti-police terror project says there is more to the problem then officers on the street. >> officers are leaving in droves. they don't feel valued, and their vocation is not preserved by this city council. they are derided, vilified. >> this bike and homicides started over a year ago, when they had those numbers of officers. we still saw a spike in crime. there is no definitive data that
