in the united states cost us a total of $99 billion. this year, unfortunately, we will break that record. it is a devastating loss to our economy and for so many communities. liz: this is his first trip to california as president and while much of the time focused on combating wildfires, the visit was no coincidence, and more than anything, the president is here to support governor newsom and the opposition to the recall. his appearance and vice president harris last week as part of the effort to make sure they can energize their base on supporters and make sure every californian is aware of the recall, to make sure they turn out and vote. it is unclear how much of a difference the appearance by the president will make but governor newsom's team is going into

tomorrow feeling so confident that an aid to the governor told reporters that they do not see any scenario where governor newsom loses tomorrow. dan: that is quite a statement. our data team has produced a map showing the percentage of ballots returned in each county in the state. in marion county, 53% of voters have returned to their recall ballots. if that is the third highest percentage in the state. solano county has the lowest in the bay area. overall, 36% of californians have sent in their ballot as of yesterday. go to 87 -- abc7news.com. ama: those who support the recall are confident their voters will show up in big numbers tomorrow. laura anthony has more. laura: 20,000 businesses closed

a woman lost her life in francisco. kate larsen is live in the newsroom to explain. kate: bart is sharing little information other than because of a major medical emergency, they shut down the station for hours but a witness said he called for help after he saw a person being dragged by a train. >> in the tracks eastbound. kate: an emergency at the powell street station in san francisco. resident mike was trying to head home after work when he saw a person caught on the train. >> i turned to the left and i could see somebody get dragged all the way down the platform. i was like, what is that? it was pretty grotesque because all the way down the platform,

that portion of the platform people are supposed to stand behind, there was a bloodstain an inch and a half wide all the way down. kate: someone on the platform tm was hysterical and said they were the girlfriend. >> we have investigators reviewing and were on the site immediately, making sure to try to understand what happens today and as a director from bart, i just want to say how devastated we are about this loss-of-life. kate: bart has made clear this was not a suicide and we will follow-up with them to find out how the tragedy occurred. ama: there this afternoon in oakland in three separate incidents.

three died of the wounds. first involved in fbi agent working with u.s. marshall's. they were serving a criminal arrest warrant. the fbi says one person was shot and killed but would not say if that was who they were looking for. no federal agents were injured -- were injured. within minutes was a second unrelated shooting. a police captain was a homicide close to burbank preschool. our cameras on the scene found a heavy police presence. around 5:30, three more people were shot outside a station. one was found in the bart station garage. victims were placed in ambulances. conditions were not immediately available. dan: a pilot is under observation at a hospital after crashing his plane in palo alto.
