this is abc 7 news. amanda: pgs warning warning of a possible power shut off in two days. good morning. it is september 18. you are watching abc 7 news at 6:00 a.m. let's start with a quick look at the weather. lisa is tracking conditions that have pg&e concern. lisa: hi, everyone. it has to do with a cold front that will be moving through the bay area it has to do with a cold front that will be moving through the bay area. . tracking the low cloud deck and the cold front in the pacific northwest that could bring a little bit of light rain as we get through very early tomorrow. a level 1 system. behind that, the winds switched to a north-northeasterly

component with gusts of 30 to 50 miles per hour. any rains we receive will begin to dry out considerably as the north winds get blowing and their humidity decreases. the atmosphere will warm up. moderate air quality in the north and east bay. as a result of shifting winds, more haze into the warmer weather early next week. 56 at santa rosa. as we look at the winds, they are breezy at 20 to 22 miles per hour from mount tan, not the below and not st. fall feeling for this last weekend of summer. i will talk about the hot fall weather coming in a few minutes. amanda: in the eez bay, nearly a dozen police officers are being disciplined after the discovery of an instagram account with problematic posts.

tim johns breaks down what happened and how it's impacting the entire department. >> they are under fire for social media behavior that violated department policy. >> they have to be held to a higher standard. they have weapons. they have the authority to put their hands on people to make arrest. tim: it started in january following the discovery of an instagram account created by a former officer. it contains racist, misogynistic content that often times mocked efforts to curb incidents of police brutality. the mayor's office said the officers will face disciplinary action, ranging from three to 25 days of unpaid suspension. >> why are they still there? why are they even in the department if they have these kind of attitudes and kinds of views? tim: obd has laid out new rules, including one where officers will have to reveal all social

media accounts and passwords to the department's inspector general. many say the consequences amount to nothing more than a slap on the wrist. >> we are already unnerved by law enforcement's presence in our communities. we are giving children the talk about how to survive encounters with law enforcement. tim: this is not the first time. the department has been under federal oversight for years because of past scandals. activists say this just proves it is still needed and more work needs to be done. tim johns, abc 7 news. amanda: two of governor newsom's children have tested positive for covid-19. the governor, his wife and their two other children tested negative. this is video of the governor with his family. the spokesperson says the family is following all covid protocols. they did not say where the

children contracted covid. no apologies from the san francisco mayor after she was videotaped singing and dancing without a mask wednesday night. this video was shot by a san francisco chronicle reporter inside the black cat nightclub. the health order says masks must be worn inside unless actively eating and drinking. >> when i took a picture my mask was not on. when i had drinks in front of monitoring -- and food was in front of me, i did not have my mask on. when i was doing exactly what the health orders say. you do not have to wear a mask when you are actively eating and drinking. that is what i was doing. amanda: the mayor points out club patrons are required to show their vaccination status upon entering. pfizer's booster shot is one step closer to getting authorized, but not for everyone. stephanie sierra jacked up panel meeting and explains the decision.

>> after more than eight hours of deliberations and fda advisory panel formally recommended a third pfizer does for certain high-risk groups, including 65 and older at least six months after receiving their second dose. >> it is reasonable, thoughtful. it does not use up vaccines globally. stephanie: he investigates measures to prevent covid infections. he agrees with the panels decision to reject recommending the third pfizer dose for people 16 and older, citing the need for more data. >> they felt the potential benefit from a third dose was probably not strong enough to overcome the potential for increased risk of myocarditis. stephanie: that's inflammation of the heart muscle. >> they think it is a theoretical risk that is probably low but they wanted to

give recognition based on data rather than on their opinion. stephanie: that includes high-risk groups but the panel discussion hinted health care and frontline essential workers and anyone at high risk for occupational exposure may also be included. >> that translates as you are at risk of getting infected while at work. that virtually applies to every human. stephanie: interesting to see how the fda interprets the definition upon making its final recommendation to the cdc. how quickly will they make a decision? >> rather soon. particularly because there has been so much momentum, so much pressure. stephanie: dr. george rutherford explains when it's in the hands of the cdc boosters could be ruled out within a week. >> it will happen very quickly. stephanie: it's a recommendation

for emergency use authorization, not full approval. the fda will make a formal recommendation to the cdc, which is affected next week. stephanie sierra, abc 7 news. amanda: two vaccination sites are open this week in the public schools in san francisco. it's open on saturdays on 6th avenue in the richmond. sunset elementary school be open on sunday, on 40 1st avenue. both run from 10:30 a.m. to 4:30 p.m. you do not need an appointment. everyone 12 and older is welcome. the kmp complex fire has burned more than 11,000 acres southeast of fresno. it is threatening to giant forest growth, home to some of the world's largest and oldest trees. officials say protecting homes and lives is the number one priority. they are doing their best to protect the giant sequoias, even

using special like it's. louis peña spoke with a researcher about what long-term solutions could be for protecting this california treasure. >> they are in permitting a new strategy in hopes of saving the world's largest trees. >> the fire blankets have been used for a long time to protect structures. >> what is the purpose of these fire blankets? >> prevent embers from getting into the trees. though structure wraps are employed along with removal of fuels. louis: the trees adapt to fires but the intensity of the latest wildfires overwhelmed many of these trees. underground is a team with uc berkeley scientists surveying the damage of the 2020. -- 2020 castle fire.

according to sequoia national park, during the fires about seven to 10,000 sequoia trees burned. that's about 10% to 40% of the population at that park. the concern is what will happen this year. professor stevens and his team are looking for long-term solutions to save these iconic trees. he hopes the foil wraps will not be necessary in the future. >> if we don't get the forest restoration we need, we will never get out of this hole. we need to do 10 times more prescribed burning. louis: lewis pena, abc 7 news. amanda: you can keep track of the fires with the abc 7 wildfire tracker that is on abc7news.com. a 4.3 magnitude earthquake rattled los angeles county just before 8:00 last night. the epicenter was in carson but

prosecutors say he killed her after police reopened the investigation into the 1982 death of.his wife they say berman helped him cover up the crime and felt she would turn on him. it became a focus of a documentary called "the jinks.." we told you about a social media trend urging kids to vandalize school bathrooms. it is happening at schools all across the bay area in the country. administrators are forced to close restrooms for repair. schools are trying to start a dialogue with students about the overwhelming work for manus workers and encouraging witnesses to report vandals to administrators. abc 7 news was at city hall where people were celebrating central america's bicentennial independence day. >> we are happy to be with the community and honored that our flag is being displayed in this

millions of americans may be eligible for a pfizer booster shot. an fda advisory panel recommended a third dose for those over 65 and others at high risk. they voted against a third shot for all americans over the age of 16. karina mitchell has the details. >> an independent panel not voting for a pfizer booster shots for all vaccinated americans. voting unanimously to authorize booster for 65 and older six month after the second shot. the panel voted to authorize a third dose for americans of any age at high risk for severe covid. >> you have a unanimous outnanit 18 -- 18 out of 18 that voted yes. karina: they will issue a final decision within days. the white house and admin's ration stands ready to provide
