faith abubey here with the very latest. good morning. >> reporter: good mrning to you, andrew. the biden administration is carrying out its plan to deport thousands of migrants living under a texas bridge. this morning, the first group of migrants seeking asylum under a texas bridge has arrived back in haiti. the beginning of what could be the largest expulsion of migrants by the u.s. in decades. video from abc affiliate wplg showing the planes leaving the airport from del rio, texas sunday. thousands of people living in camps underneath a national bridge nearby. >> we've never seen anything like this. this is completely and totally out of the norm of anything we've ever seen. >> reporter: most of the migrants were from haiti, a country in crisis after a presidential assassination and a recent earthquake. the crowds so massive they can be seen in these satellite photos. abc's kenneth moton is there. >> it's just an unprecedented

scene here under this texas bridge. you see the migrants here who have made makeshift shelters to protect themselves from the scorching heat. >> reporter: the biden administration expects to transfer 3,000 of the migrants away from the bridge by the end of today, saying they'll use a trump era health policy without allowing them to seek asylum. >> we have authorities by reason of that special circumstance, and we will exercise those authorities. >> reporter: according to "the new york times," haitian officials are expressing dismay asking the u.s. for humanitarian moratorium. overnight alejandro mayorkas announcing 600 border agents are headed to texas, and mayorkas tweeting, quote, we have sent a very clear message early on. in light of the fact we're in the midst of a pandemic, the boertd is not open and people should not take the perilous journey here. meanwhile, hundreds of haitian migrants have been seen crossing back into mexico to avoid being

sent back to haiti by the u.s. andrew? >> faith, thank you. breaking overnight, a major setback for democrats and their push for immigration reform. it's now said democrats can't use their $3.5 trillion spending bill to create a pathway to citizenship for millions of immigrants. they were hoping they could pass it without needing any republican support. now to the grim discovery in the search for 22-year-old gabby petito. she hasn't been seen since last month during a road trip. this morning, her boyfriend is also missing. this morning, what appears to be a tragic ending in the search for gabby petito. >> as every parent can imagine, this is an incredibly difficult time for the family and friends. >> reporter: authorities say a body found in wyoming is believed to be petito. the 22-year-old last seen during a cross country road trip with her boyfriend, brian laundrie. >> human remains were discovered consistent with the description

of gabrielle "gabby" petito. full forensic identification has not been completed to confirm 100% that we found gabby. >> reporter: petito's family issuing a statement saying they are grieving and thanking law enforcement for their efforts, and petito's father tweeting this image with the caption, she touched the world. according to the fbi, agents found the body while searching campgrounds near grand terton national park. an autopsy is scheduled for tomorrow. >> brian's stretching, doing some morning yoga. >> reporter: this is petito during happier times, documenting the couple's weeks' long road trip in this van, but later in utah, police body camera video shows gabby just days before she was last seen when officers responded to a 911 call. she was crying and said the two had been fighting. laundrie acknowledges a scuffle in that video saying the altercation started when he climbed into their van with

dirty feet. >> what was the argument about? >> it was a disagreement. i'm dirty and i've got dirty feet and got sand on my feet. >> reporter: laundrie saying the weeks of travel had placed a, quote, emotional strain on their relationship. days later investigators named laundrie a person of interest in gabby's disappearance after he drove the van back to his parents' in florida without gabby. >> he obviously is the key to this case. there are two huge red flags with him. he didn't report her missing and he's not helping the police. >> reporter: now investigators are searching for laundrie at this nature preserve in florida where he frequently hikes. according to laundrie's family, he last saw him on tuesday with a backpack heading to the preserve. they say they picked up his car on thursday after seeing a note from the police department saying it needed to be removed. >> look. we're going by their word. we believe that that vehicle did make its way from here back to that house. >> reporter: in the meantime, a new potential witness is now coming forward.

a woman says days afghater gabb was last seen in utah, she picked up a hitchhiker who she believes is brian laundrie. >> he was thankful and he was kind of in a hurry. so he said he was going to go across the street into the parking lot, and find someone else to give him a ride, but when we looked back, you know, 10 or 15 seconds after he got out of the vehicle, he was gone. >> we'll hear more from that potential witness coming up on "good morning america." as for the laundrie family, they've issued a statement calling the discovery of the body heartbreaking. a backyard in texas turned into a crash site for a military jet. the flight was supposed to be on a routine navy training mission near ft. worth, but as the plane went down, both pilots ejected. one pilot's parachute got caught up in a power line. both were seriously injured. at least three homes were damaged. one woman says the plane nearly hit her family. >> my son just heard a bam and

he felt the house start to shake. so he grabbed my granddaughter and shielded her as the house started exploding. if my son would have been in the kitchen or my granddaughter, they would -- there would be nothing left of them. >> three people on the ground were treated for minor injuries. today is the day the white house was expected to be giving vaccine booster shots to all merns, but it's now defending its rollout after the fda rejected that plan on friday. instead the panel recommended boosters for people only over 65 and people at high risk for severe disease. the white house is being accused of causing confusion by getting ahead of the siepcience, but dr anthony fauci says they wanted to be ready. >> i understand why there might be confusion because i think people might not be understanding the difference of planning for something and actually what element of that, what proportion of it you're actually going to roll out and
