good evening and thanks for joining us. dan: a new set of rules to live by. in one hour, contra costa county will become the latest place where you will need proof of vaccination to dine inside, work out at the gym, or go into certain businesses where there's risk of the coronavirus spreading. j.r. stone spoke with businesses that are preparing for this change and customers, some of whom are not very happy. >> it's not the business. it's not this restaurant. it's the government that is doing these rules. reporter: a server and hostess at a rotisserie in walnut creek. she's trying to make sure that folks don't get mad at her for enforcing proof of vaccination come wednesday. >> some people don't understand and will cause problems. and then it's good. we will feel more safe. reporter: the county's new health order requires those 12 and older to show proof of

vaccination or a negative covid test when eating or spending time indoors at restaurants, bars, and entertainment venues. vaccination requirements will also be in place for all gyms. >> i don't drink or do drugs. they want to make me take a vaccine that i'm not comfortable with. i think it's ridiculous. reporter: jim says he doesn't want the vaccine and may be forced to cancel his gym membership and work out in san joaquin county instead. >> force things onto people. you will do this or you are an outcast, basically. reporter: stanford's dr. and lou says that from a public health standpoint, a vaccine requirement when people are taking their masks off indoors makes perfect sense. >> we require vaccination for many other settings.

aside from the covid-19 vaccination, vaccination requirements for kids to be in school. >> i feel better knowing that people are vaccinated or testing negative. reporter: abc 7 news. ama: marin county is leading the bay area when it comes to vaccinations. luz pena is part of our vaccine team and she spoke to the county health officer to find out what's behind their success in getting so many shots into arms. reporter: the highest vaccination rate in california, 97% of this counties eligible residents have received at least one dose. 90% are fully vaccinated. the milestones don't stop here. >> some of the lowest case rates in the state, lowest hospitalization rates, lowest mortality rates. reporter: marin county's public health officer says consistency and gaining community trust was key. what has been your strategy for marin county to get to this

point? >> a combination of a variety of different strategies to make sure that we are matching our equity goals with our key assets. regular communications with all of our health care providers. another key strategy has been simplifying the process as much as possible. reporter: he's attributing this milestone the vaccination teams and working together with african-american and latino community leaders who are doing the groundwork. >> we prepared for the vaccination. reporter: 80% of covid cases were coming from low income communities. the main hotspot was here. that's when marin county's public health department began to partner with nonprofits for covid testing back in 2020. now, vaccinating the community. >> every saturday, we block the street. reporter: a strong relationship

that has led marin county to this milestone and to change the narrative. 98% of latinos in the county are vaccinated. in san francisco, abc 7 news. ama: effective immedia francisco international airport will require covid vaccinations for all employees, vendors, and contractors. johnson & johnson says to shots of its vaccine increase protection against covid-19 to 94% efficacy. that's according to new data from the company. a sea to sea advisory committee will meet tomorrow over whether to make further fight -- recommendations on who should get a third pfizer shot. dan: a day after open reported its 100th homicide of the year, the city council approved an additional police academy. it will eventually mean more officers on the street. it takes 18 months to complete the training and won't start until next year. council members were divided on this issue. >> we continue to hear and live

amongst the weight of too many lives being lost, calls going unanswered. >> gun violence is not the problem. it's the violence that people experience every day living in neighborhoods that are not taken care of, that are not serviced, that are not resourced. dan: the resolution passed 6-2 for that new police academy. oakland has fewer than 700 police officers on the force. oakland mayor libby schaff got emotional when asked about the cities so milestone today. >> is not just 100 lives lost. it's 100 groups of children that don't have a loved one, a mentor, a mom, dad. this is 100 groups of friends, our community is so devastated by the expanse of this loss. dan: the mayor blames the rise in homicides on the pandemic and

the increase in the number of firearms and untraceable ghost guns. she says oakland has the lowest officer per violent crimes to ending in the nation. the cities sibley needs more policing, she says. ama: many believe access to guns is at the heart of much of the violence in oakland. abc 7 news reporter leslie brickley reached out to those personally touched by the violence. reporter: 100 homicides, a fact. hassan he bell, a victim. the 23-year-old was struck by 60 bullets as he sat in a barbershop chair on august 28. >> mastiff sailing's came in to the barbershop and opened fired on my brother. it was not a statistic. he was not somebody involved in criminal activity. it's heartbreaking. now my family has to relocate because we don't know who did this. we don't feel safe. >> he had an incredible leadership ability.

reporter: this pastor has seen it all, a decade ago he said gun violence was linked to gangs and drugs. not the case now. >> people are turning to guns under the stress of the pandemic. homicides are happening in the housing encampments. homicides are house -- happening in the home, as a consequence of domestic violence. and homicides are happening in situations that -- i mean, interpersonal interaction. somebody took somebody's parking spot. somebody beat somebody to the gas pump. as a consequence, people seem to be using guns to resolve conflict. reporter: there's frustration and sadness as oakland errors are asked to step up and speak out. >> i would ask people to be courageous in these times of fear. reporter: abc 7 news.

ama: the oakland police chief tells abc 7 news, his department is doing everything they can to address the violence crisis. he says every available officer is on the street and investigators are being assigned to the homicide unit. he wants to hold those who are committing these crimes accountable. >> oakland is a city that believes in preventing these from happening and supporting our community. also, we have to have accountability. there has to be law. we have to follow laws and make sure that we can hold those accountable who are using the firearms in our community. ama: he's waiting on federal grant money to arrive to fund an anti-violence initiative. that interview was part of our extensive coverage today on the crime that has been plaguing oakland get you can find more interviews and stories by going to our website. dan: let's move to the weather now. some are going out with one of

the last blasts of heat. it was a spare the air day. we saw people cooling off at san francisco's ocean beach. many places hit 90 degrees today. sandia patel is here. will we get some relief -- some relief? sandhya: i will show you what it looked like this afternoon. you probably saw some of that smoke and haze moving in from the wildfires in the tulare county area. that impacted our air quality, it was poor for parts of the bay earlier tonight. right now, hanford reporting poor air quality. fresno at moderate. locally, good to moderate air quality at this hour. visibility is good from this vantage point. air quality advisory for tomorrow as smoke from the wildfires will linger. a record-setting day for gilroy, 101 degrees. a hot day from santa rosa to fairfield to livermore. 88 in oakland. 84 in san francisco.

the place to be was 77 and half moon bay. it will be cooler tomorrow. dan: salesforce annual mega event is back in san francisco this week. the vast majority of people attending will be doing so virtually. ♪ things off with an in person performance this evening that was streamed live. fewer than 1000 people are attending in person. another 160,000 are partaking virtually. officials at san francisco travel say the event is a hopeful sign for a rebound in the convention business which, so far into next year, is looking pretty good. ama: new developments with the disappearance of gabby petito. but investigators revealed about a body found over the weekend. dan: fixing a deadly intersection. what one bay area city is doing to protect the pedestrians.

jose. one person is dead following a house fire this evening. there are no other details at this time. we have new developments with the gabby petito case. an autopsy confirmed the body found over the weekend in

wyoming's grand national park is hers. the coroner ruled her death a homicide as the search goes on for her boyfriend. the two had gone on a cross-country trip last month and he turned to florida without her. she wasn't reported missing until several days later. authorities are searching for him at a nature preserve. dan: a wildfire heavily damaged at least one home and scorch several other buildings this afternoon. the fire started at 1:00 off of hornsby lane in petaluma. it quickly spread to 10 acres, leading to an evacuation order for 900 homes in the area. one homeowner tried to stop the flames using a garden hose. firefighters got a handle of things and people were allowed back into their homes. the good news, no one was hurt in the fire. in the south bay, city leaders tonight taking action after a number of deadly collisions between drivers and pedestrians in one particular neighborhood.

a look at what's being done to make that intersection safer. reporter: standing at the intersection in san jose, we witnessed close calls after close calls. >> i walk about four or five miles, back and forth. it's the most dangerous part of my whole journey reporter: this resident has to raise his cane before stepping off of the curb. >> you see me here? i'm walking here. reporter: the site of seven collisions this year alone. it's the reason city leaders voted unanimously tuesday to add barriers installed as part of a safety pilot program with installation expected early next year. >> we owe it to our residents and victims. reporter: the san jose police released video of a white mercedes sedan suspected in a deadly hit-and-run that killed a

37-year-old mother of five back in april. she was struck while crossing in her wheelchair. witnessedllio a sal other crashes. >> people speeding all the time down in monterey for some reason. i don't know if they think it's a dragstrip or rut. they don't for some reason. reporter: those in neighboring apartments and residents at this homeless encampment often j walk for quicker access to the plant. a shopping center across the street. two recent victims were homeless residents. the proposal also calls for increased outrage to nearby encampments. abc 7 news. ama: now to the drought. governor newsom appealed to californians to voluntarily cut water use by 15%. new numbers show that some bay area water districts fell short of the goal. east bay saved a percent. san jose water company both cut

oakland 12 degrees cooler than where you were. it's all because of this area of low pressure pushing towards the pacific northwest, already enhancing our southerly surge. we are seeing fog creeping up along the coastline and visibility has dropped to less than a quarter of a mile and half moon bay tonight. be careful tomorrow morning. i want to show you the forecast. tomorrow, fog near the coast. higher clouds coming through from time to time. temperatures will be coming down tomorrow afternoon. not really that much cooler tonight. most areas in the 60's and 70's. we are hanging onto the heat from earlier in the day. the fog has moved in. fall begins tomorrow afternoon. coastal morning fog, a cooler afternoon. hazy air and heating up again on thursday. the air quality for the next four days, we will be impacted by some of that smoke from the wildfires. thursday, good to moderate. friday and saturday, it deteriorates.
