are authorized today. tomorrow, an advisory committee will come up with specific recommendations. some believe that they will be critical as the delta variant spreads. ohio is seeing the highest number to date for young people being hospitalized. >> if you are young and unvaccinated, it is probably only a question of when, not if, you get covid-19. and when you get it without the protection of a vaccine there is a real risk you will end up in the hospital or obituary pages. jobina: 10 states are reporting a record number of hospitalizations and six have 10% or less of their icu beds available. president biden is set to call for a commitment to 70% vaccination rates worldwide by the end of next year. kumasi:

coa unty if u willdrk, or go inu are vaccinated or showing negative covid test. amy joins us live in walnut creek with how businesses and customers are feeling about this. amy: life already looks different. there is a worker at the front door of this 24 hour fitness checking for vaccine cards or a negative covid test. you have to have one to get inside a gym. this started and these are some of the first to implement this new mandate and i will show, a proof of vaccination for negative covid test from the past three days to get into a restaurant, a fitness facility, entertainment venues, and bars. san francisco and berkeley have similar mandates.

doctors say that this makes sense but some residents do not like it. one man said he might cancel his membership because of the new requirement. >> i am healthy, i do not drink or do drugs. they want to make me take a vaccine that i am not comfortable with? i think it is ridiculous. >> we require vaccination for many other settings, and aside from the covid-19 vaccination, vaccination requirements for kids to be in school. amy: some who work at the front of businesses are worried that people who do not like this will take it out on them. they hope that under -- that they understand that the business is are not doing this, but county government. this goes into effect today. reggie: there are reasons to be encouraged about what we are doing to slow the spread. as of yesterday the positivity rate dropped to 2.9% in

california, the lowest it has been since july. as of monday, the daily case rate is 22 per 100,000 people, and that is lower in the bay area where every 13 out of 100,000 are testing positive. some counties are doing better. 11 out of 100,000 people are testing positive in san francisco and santa clara counties and 10 out of 100,000 in marin county. kumasi: we are learning more about its key to success. it is counting more than 90% of eligible people are fully vaccinated and more than 97% have gotten one shot. we asked the cop -- the public health officer how the county is getting so many shots. >> it has been a combination of a varieties of strategies by

now the city council approved an additional policed academy meaning more officers on the street. it takes 18 months to complete the training and it will not start until next year. council members were divided. >> we continue to hear and live amongst the weight of too many lives being lost in calls -- and calls going unanswered. >> gun violence is not the problem, it is the violence that people experience living in neighborhoods not taken care of, not serviced or resourced. kumasi: the resolution passed 6-2. reggie: they believe more officers will be the key to reducing violence. she grew emotional when asked about the recent sobering milestone. >> this is not just 100 lives lost, this is 100 groups of children but do not have a loved one, a mentor, mom, dad, aunt,

and uncle. 100 groups of friends, our community. it is so devastated by the . reggie: the mayor blames the rise on the pandemic and a big increase in the number of firearms and untraceable ghost guns. she says oakland has the lowest officer per violent crime staffing in the nation. many believe access to guns is at the heart of much of the violence. pastor george cummings has seen it all. a decade ago he said that gun violence was linked to gangs and drugs, but that is not the case anymore. >> homicides are happening in the home as a consequence of domestic violence. and, they are happening in situations that -- i mean,

interpersonal interaction. somebody took somebody's parking spot or beat them to the gas pump and as a consequence people seem to be using guns to resolve conflicts. kumasi: while oakland is struggling to deal with its surging homicide rate other cities are facing a similar crisis. there have been 14 homicides in the rest of alameda county where the population is three times the size of oakland. oakland deals with more issues that lead to violent crime like gang violence and homelessness. >> those crimes are intertwined, in my opinion, based on issues going on in the community, whether it be lack of education, lack of jobs, poverty. kumasi: the sheriff also points to a lack of funding for the police department or community programs. reggie: oakland police chief
