communities are dealing with higher death and lower vaccine rates. what experts are doing. going up in smoke rid >> could sideshows be a thing of the future? there is talk in santa rosa. >> september showers giving way to autumn warmth. abc 7 news it 11:00 starts right now. >> building a better bay area. this is abc 7 news. >> we are still worried about african-americans in terms of getting vaccinated. anchor: california continues to have the lowest covid cases across the country but falling short when it comes to vaccination rates and committees of color. health officers across the state are coming together to try and change that. new 11:00, focus on health is a big part of our commitment to

building a better bay area. tonight there is a push to get more people of color vaccinated. mistrust is that the root of this problem. reporter: that's absolutely true. while california's covid case rates continue to decline, for black and african-american people continue to deal with higher death rates and lower vaccine rates. >> we have got to stop this. we have got to bring this to an end. reporter: lack and vacs. -- black and vaxxed. a statewide campaign to boost rates. >> please find the nearest vaccination site. they're everywhere. >> my sister found me unconscious in my apartment on august 3. reporter: bay area resident

committed a health care hospital in south los angeles. she wrote an article called i am a black doctor, and i still won't get vaccinated. >> when vaccines came out, she looked at me and said they are not going to give us the same vexing. -- vaccine. that is a reflection of distrust. reporter: los angeles county, 53% of black people have received one dose. >> these disparities did not occur overnight. they have existed for decades. we need to reverse the root causes of these disparities. reporter: the doctor says her hospital having people of color and treat people of color is effective for building trust and creating quality care. she also thinks consequences are critical going forward. in the newsroom, i am kate larsen. dan: california counties are

waiting for the state to sign off on a plan to rule out the pfizer booster shots. bay area counties are setting up vaccination sites to deliver that shot. some will require vaccination cards to prove they received the second shots at the six months ago, and there may be an attestation form that needs to be signed. san mateo county is planning to reopen its site next thursday, october 7. >> we expect we are running at full capacity to do 3000 a day. this is only the pfizer booster. dan: santa clara county is already providing boosters at smaller venues. california is requiring health-care workers to be fully vaccinated by thursday. the state public health officer tells abc 7 news that the focus now is on outreach to that group. >> we're doing all weekend can

to work with individuals who have yet to be vaccinated, but the deadline is the deadline. we will continue to watch it closely. dan: he says the mandate boils down to safety. workers who are exempted from the vaccine must be regularly tested and where n95 masks at all times. here are vaccination deadlines for city workers across the bay area. in san jose, the deadline is october affairs. san francisco is requiring employees to be vaccinated by november 1. oakland is still finalizing its vaccine requirement for city employees. this is another vexing story. the warriors play their first preseason game one week from tonight, and this was the team's media day. there were a lot of questions for andrew wiggins. lastly, the nba denied his request for religious perception. without it, he won't be able to play at the chase center.

off the shelves across the city. tonight, local smoke shop owners tell abc new that that decision means their businesses will likely go up in smoke. reporter: colorful packaging and the promise of flavors like mango, smoke shops across san jose have to clear at of their top-selling flavored tobacco products. >> it's a dying industry but it is powerful and potent. more than ever, they are recognizing that new users are the key to maintaining profits and power. reporter: city leaders met monday, and as an added visual added -- the city is looking to ban the sale of such products, including e juices and menthol cigarettes. within 500 feet of an existing tobacco retailer. a councilmember making her concerns clear. >> we are advocating for the

kids. make a mistake. reporter: while the smoke shop owner agrees children should not have access to the attic, he fears being forced to cut 95% of his tobacco inventory will make it impossible for him and similar small businesses to stay open. >> after that, if i see i am losing money, it will close down my store. reporter: the shop has added merchandise to compensate. shops say customers will travel to the next city. >> they will drive for it. they will go and get their products. reporter: second ordinance would prevent smoking in indoor shared spaces. tobacco realtors would be given six months. in san jose, abc 7 news.

one witness told us a patrol car was attacked. >> jumping, hitting, kicking the car. pretty sure the deputy was scared for his own safety. reporter: he says this problem is not going away and something needs to be done. >> is city property, private property, how can we make this work? reporter: abc 7 news. dan: san jose's city will vote on formally apologizing for the city's role in centuries-old atrocities targeting chinese residents. councilmembers were vote on a red -- resolution asking for forgiveness. the city has been accused of systemic racism over the last two centuries, including the destruction of several chinatown neighborhoods back in the 1800s. guilty on all counts for r. kelly after a six-week trial and 50 witnesses. the jury convicted -- convicted

the singer of racketeering and sex trafficking. reporter: today, a jury in brooklyn convicting r&b singer r kelly, finding him guilty in a sex trafficking enterprise that spanned decades. >> to the victims in this case, your voices were heard. justice was finally served. reporter: his face was concealed as the verdict was read. during the trial, prosecutors detailed how the singer used fame and his network to sexually abuse women, girls and boys and engage in sex trafficking involving six women. including the late singer of. the verdict came after two days of deliberations, signaling the jury did not hesitate to convict the singer for recruiting women and girls for sex, holding them against their will, and threatening them if they misbehave. >> i have been practicing law

homes in the caldor fire got help rebuilding their lives. it burned 350 square miles into is 76% contained. ashley's toy closet brought 20,000 toys to the fire zone. they handed them out to the children who lost their houses. ashley smith runs the nonprofit and is a fire victim herself. >> that is why we give them toys. >> i need that for my pipe. dan: smith says the has gifted over 3 million toys to deserving children.
