oakland, the governor said as we get the pandemic addressed, affordable housing is the defining issue of our time. expect more to come, as the brickley, abc 7 news. kristen: governor newsom has until october 10 two veto or signed bills on his desk. a look at what some of those are. >> governor newsom has already approved two bills that would ease the housing crisis, one that aims to protect amazon warehouse workers and one that expands productions for garment workers but -- protections for garment workers. but he also has to make decisions about whether bad acting cops should be decertified and whether ethnic studies should be required in public schools. the deadline is looming for the governor to sign or veto hundreds of bills on his desk. among potential new laws, one that would decertified bad acting police and prevent them removing among california lawn

-- law enforcement agencies. california is one of only a handful of states in the country that does not have a process to banish officers for misconduct but opponents say it is flawed and anti-law enforcement. another bill one that would require ethnic studies as a graduation requirement for california public schools. proponents say it is important for students especially those of color to see themselves reflected in their education and it will help students think critically about the complex history of the country. roughly 3000 people have signed a petition urging him to veto this bill. they say the curriculum is anti-somatic. >> nobody is saying -- anti-somatic. -- antisemitic. >> no one is saying it it is perfect but i don't want to see our public schools gets this. >> two bills would expand outdoor dining even after the pandemic. >> it allows restaurants to use

parking spaces to expand outdoor dining, cooking, serving beverages, just support them and support the work they need to do. >> there are also bills that would protect protesters from rubber bullets, make it easier for community college students to transfer to uc or cal state campus, and maintaining a gender-neutral section of toys at target. the governor has until october 10 to make his decisions. >> one bill would also increase family leave payments, cost free covid testing and adding people -- allowing people to add pendant parents to health plans. very consequential decisions you must make in the next two weeks. larry: thank you. developments related to covid-19, martin airlines will begin firing workers who have decided not to get vaccinated. the airline says on percent of workers have chosen not to get the vaccine, about 600 people.

united has extended the deadline for those requesting a religious or medical exemption. to the north bay where red county is opening its -- marin county is opening its first vaccination site for booster shots. we got an exclusive walk-through of the site ahead of the opening. >> that is right. vaccination site is inside this mall in san rafael. marion county says -- karen county says 70,000 residents -- there are 70,000 residents here who qualify but they are prioritizing 75 and older. >> here we are in the northgate mall, in the centre court. we will have our clients enter from the hallway down here. >> got a look inside their new operation that is equipped to welcome both marin county residents with appointments and walk-ins. how many are you expecting to show up?

family and a sick leave is good medicine for families and businesses. with paid sick leave our workers can get the support they need to take care of their loved ones. kristen: advocates say three days is not enough time to recover or quarantine if they get infected. a survey by the kaiser family foundation found 79% of adults believe covid will continue at a low level similar to the flu for the foreseeable future. 36% are satisfied but not enthusiastic about the future, 35% say that it is dissatisfying but not angry. larry: a san francisco sheriff deputy do to be arraigned on felony charges from what they say was a violent off-duty confrontation. it happened thursday at a potluck at a -- he is accused of

sexually assaulting an 18-year-old guest, ripped down curtains, and shatter a tank that housed a lizard. he is also accused of showing off his firearms collection and should -- threatening to shoot people at the potluck. there were signs he was intoxicated. district attorney talks to us about that today. >> the fact this is alleged to have occurred by someone who we trusted to have a uniform and carry a gun, that makes it more disturbing. larry: the san francisco sheriff tells us the deputy is on administered of leave. police have detained a man in connection with a threat that shut down san francisco state university. the man was taken into custody. officials would say the threat was anonymous and nonspecific, all buildings including the library were closed and students in residential buildings were asked to stay inside.

>> it is unbelievable what was created here. absolutely beautiful and i am so excited that this is the future of our transportation system in san francisco. larry: the trains are ready, the track is down and today the san francisco mayor gave praise to the central subway project. she and other leaders took a test ride. it is the first time we have seen the trains in motion as the much anticipated and delayed at date gets closer. we are digging into that as we work to build a better bay area. voters approved the subway in 2003, nearly two decades later the song is on most over. >> there has been a lot of planning that has gone into this. larry: frontage from 2013 when

data from the report. stephanie: when it comes to accessing health insurance, disparities have gotten worse across the bay area. in the san francisco metro area, the percentage of latinos uninsured is four times more than white people. the projections for next year are more concerning. uninsured and unprotected, roberto was born and raised in san francisco's mission district. he works off mission street, struggling to make ends meet. >> during the pandemic i lost my job, my medical coverage, i was struggling because there was a delay in all of the resources. unemployment, welfare. stephanie: he became desperate looking for work so he could pay his bills. >> i landed this job and i'm grateful that i'm making eight dollars less, i had to find

insurance, my own route through the covered california. stephanie: a government program that started offering subsidized obamacare programs for the state in 2012. it lowered the average premium cost by 15% for many california households. even with reduced rates, he was forced with the tough choice. pay rent or health insurance. he could not afford both. a research and policy associate at uc berkeley's labor center sees it all the time. >> even with subsidies available to the american rescue plan, for coverage through cover california, there are a lot of folks who can't find the space in their budget to pay for those premiums or who are worried about the deductible and out-of-pocket costs. stephanie: she also leads the simulation of insurance markets. her team found thousands of

californians are eligible not enrolled. another 500 -- another large amount are eligible through employers but have not taken it. >> barriers to becoming eligible and jumping through the administered of hurdles can be too much. stephanie: analysis of u.s. census bureau records found out of all of the bay area counties, 4.5% of people are uninsured. this is not include people in prisons, jails or mental hospitals. but if you break it down demographically, the disparities highlight the problem. here are percentages of ease race uninsured. 2.6% are white, 3% asian, or .9% lack, 9.4% latino. -- black, nine point 4% latino. working multiple jobs paired with sky high rent. >> the living cost is high and

we have to struggle to fulfill family needs. >> she works for health access california, a coalition that works to promote equitable, affordable health care. >> health care system is only good when everybody gets access to it, which we saw during this pandemic. stephanie: to address these disparities, lowering the cost of health care is key. >> there are two ways, one is to throw money on it and that is what we have been doing, to pass all of these -- invest more money, put more money into the premiums, subsidizing them, things like that. there are also systemwide changes. stephanie: those are also underway. undocumented people who are income eligible over the age of 50 will be able to access metta -- medical. this will bend the cost curve and make insurance more
