bay. when you were with us yesterday we were talking about a fire weather watch. it was upgraded to a red flag warning but they cut the time down so it only goes through 11:00 this morning. we have critical fire conditions there. throughout the day we will start off in the 40's and 50's. mid-40's to mid-50's. notice the lack of clouds. in the lunch hour we are in the mid 70's to a few 80's showing up. the temperature in san francisco is a little underdone. the 4:00 hour, the marine layer tries to move back over the coast, keeping you from overheating. 80's to near 90 is prevalent elsewhere. 60's and mainly 70's by 7:00. a high fire danger, heat wave begins today, more coming up. reggie: a government shutdown has been averted. lawmakers on capitol hill have reached a last-minute deal and will vote on it this morning. president biden's agenda is

still in jeopardy. it looks like we are seeing pushback from both sides? jobina: we are. what we know is that it is an intense situation in washington. we will take a live look at capitol hill so that you can see what is happening. hours from now lawmakers will vote on the deal to avoid the shutdown and fund the government through december. what is in jeopardy? the president's $1 trillion infrastructure package. a vote on that today will likely fail because house progressives want a deal on a separate $3.5 trillion infrastructure package that includes funding to fight climate change and money for early childhood education. rep. pelosi: we take it one step at a time. jobina: it is not just progressives. the white house is struggling to get moderate democrats joe manchin and kyrsten sinema on board. if the government does not act to increase the debt limit by

october 18 the government will run out of money to pay its bills, and packets in the economy into a recession and cost thousands of jobs. kumasi: a vaccine deadline in california. all health-care workers have to be fully vaccinated or risk losing their jobs. that means if they are getting the j&j vaccine, they have to get the one shot by the end of today. moderna or pfizer, they have to get their second shot. the mandate applies to hospitals, clinics, doctors offices, and other facilities. mercury news is reporting several major hospital systems across the bay area and state say that vaccination rates have reached 90% among employees. in november the mandate expands to workers in adult and senior care facilities, nursing homes, hospice facilities, and state facilities that serve people with disabilities. it allows for religious and medical exemptions. reggie: you can get your covid-19 vaccine or booster shot at a clinic in napa county.

the st. helena hospital foundation will administer first and second doses of the pfizer vaccine for anyone 12 and up. they are offering booster shots for eligible people who got their second dose at least six month ago. you can get a flu shot. the vaccine clinic will be held at napa valley college's upper valley campus on college avenue in st. helena starting at 10 :00 a.m. masks are coming off in santa cruz county. they lifted the indoor mandate. the county has a moderate rate of covid-19 spread. now that 70% of people in santa cruz county are vaccinated, health officials say they don't see a problem with ending the mask policy. >> is it doing a lot of good for vaccinated people who have a good antibody response and are healthy to mask indoors if they are a symptomatically -- a symptomatic? it is probably not doing that much to be honest. reggie: they will closely monitor the transmission rate.

other counties may follow suit depending on how that goes. kumasi: governor newsom will sign legislation to return a manhattan beach property to its rightful owners. bruce beach catered to black people and was taken from the bruce family because white residents, including members of the kkk, resented its success. they will take a vote to make that transferred to the bruce family descendants. >> transfer, wrong way. reggie: police arrested three people after this wild chase in the east bay that started after a robbery at a starbucks in hercules. the suspect got into a waiting car and took off going the wrong way on a freeway in oakland. dan: there were two other people in the car along with the driver. a robbery suspect.

sky sevens shows this car driving in circles, hitting two cars eventually getting off on macarthur boulevard in oakland and drove into emeryville. then all three hopped out and started running. the police caught one woman near the abandoned vehicle. the man believed to be the driver surrendered standing on someone's porch. the police arrested another woman. abc 7 news was there when police searched the abandoned car and recovered bags of cash. reggie: three others are under arrest and another chase that started as that one was ending. just before 2:00 yesterday afternoon, the police started chasing a car on highway 24 through the caldecott tunnel. the car was using three -- was used in three laptop and cell phone robberies the day before. he and his two passengers came up with their hands up. kumasi: if you live in livermore, mandatory water restrictions are in effect. the city council approved a stage to water shortage

reggie: the alameda county sheriff's office says it busted one of the largest illegal grow operations in the state. you are looking at photos of what they seized. more than 100,000 marijuana plants and upwards of $10 million in cash and more than a dozen sites across the county. the operation was so big that

our widespread warmth will be into the east bay valleys with upper 80's to low 90's. the good news is it cools off nicely at night since we get about 12 hours and five minutes of night time.we will be back in the 50's. a few high clouds and low clouds developing along the coast. a little fog and coastal valleys and some will try to slip into the bay during tomorrow's commute. it will be as clean as this morning's. a localized sea breeze while the rest of us hit the 80's and 90's. the woman stays at the coast will be sunday and monday. a sharp but dry cold front brings us back to reality tuesday and wednesday. kumasi: the powerball jackpot is skyrocketing again because nobody one last night -- won last night. here is a look at the numbers. at least one person in california matched all of them except for the powerball. they got about $1 million in

can bring. amy hollyfield is in -- amy: towns like this are very calm and cool, but officials are worried about the forecast of gusting wind in the higher elevations of the marin hills and how it could impact towns like this one. they are keeping a close eye on napa county, worried about that area. firefighters in the north they are taking the red flag warning very seriously. departments that can have brought in extra staffing. in some cases, firefighters are away on other fires, like the fawn fire. the battalion chief in marin county says it is time for all of us to be doing our part. >> i that now is a good time to talk about in prepared, having your go bag. each county has their own specific evacuation notification process. going to that agency that you are going to be notified by and

pass the stopgap spending bill. >> the date for the game was set along time ago. no one imagined that it would collide with this big milestone. i think that the game does need to go on. it is a really important bipartisan tradition.one of the few things that we do on a bipartisan basis anymore. reggie: yesterday a mid-day live we talked to jared huffman who defended holding the game despite the possible government shutdown. democrats and republicans paused play while the president took selfies and signed baseballs. you can see nancy pelosi was also at the game. republicans won 13-12. kumasi: facebook will be facing tough questions on capitol hill. the global head of safety is expected to talk about instagram's impact on teenagers. how mental health is at the center of this conversation. jobina: it's a battle between facebook and the wall street

overwhelming benefit of vaccine and very little safety concerns at all. kumasi: data shows 22 pregnant women died of covid last month. samantha kelly was pregnant when she got sick and went into a coma. she was unvaccinated. >> it is a lot of decisions being thrown at you. you try as a mom to make the best one, but i, unfortunately, think i made the wrong one, and i should have gotten the vaccine. patients, pregnant women are twice as likely to need intensive care and 70% more likely to die from covid. require vaccines or covid testing before you can board a plane. california senator feinstein tweeted "we cannot allow upcoming holiday air travel to contribute to another surge in covid cases. today i introduce legislation requiring passengers on domestic flights to be vaccinated, test negative, or be fully recovered

jobina: we are getting some brand-new video into our newsroom of the crash we have been following in oakland. this is it on westbound 24 at college avenue. according to chp, multiple cars were involved. one is completely totaled off to the side. they have one lane blocked and the traffic backup is the real issue. thankfully there were no injuries involved, which is why i want to bring you to the graphic so that we can see the speeds. traffic is backing up past of 13. speeds are 24 miles per hour on 24, so that is easy to remember. further up on westbound 24 before the caldecott tunnel we have a tractor-trailer on fire. i like pictured oakland showing the coliseum camera things are moving at the limit. also,
