cameras to be installed in different communities. those that wish to apply can do so in the chinatown chamber. in oakland. >> union workers are rallying outside kaiser oakland headquarters tonight. stationary engineers walked off the job after their contract expired two weeks ago. they said kaiser offered a take it or leave it deal the day before the contract expired. they are demanding wage increases on level with other similar jobs in the state. a statement from kaiser's president said while we respect the unions or the rights of unions to lawfully conduct a strike, we are offering a wsip -- a reasonable wage increase and no takeaways but the union is demanding much more. >> it is still warm and breezy outside but conditions are not warm enough to warrant a red flag warning. the most recent -- the most recent one this morning expired.

compliance with the vaccine mandate among the area health care providers but there are still some health-care workers who feel they can't get the vaccine and now may not have a paycheck until they do. >> this is them between a rock and a hard place. question is unvaccinated. because of that, she will be placed on an unpaid leave of absence. >> i sacrifice time with my family. opportunity to continue to do that. >> megan has has has h note signed by a doctor which she says is just while she breast-feeds. her month -- four month old daughter is being treated for a

less. >> we have checked in with allch of the major health care providers in the bay area. you can see vaccination compliance rates are all i i i i 90th percentile. doing very well in the bay area. >> at this point, what happens to the health care workers who are not in compliance with the mandate? quite they all said employees who are not fully vaccinated or who don't have an approved accommodation will be paste on -- placed on unpaid administrative leave tomorrow. they are subject to termination by the 15th. there will be terminations tomorrow but employees who wont be compliant could show up on time.

eviction moratorium ends today. that means landlords can begin the process of evicting tenants who have not paid rent. the federal eviction moratorium and of last month. some cities are keeping protections in place at least for the next few months. right now, seven hundred 25,000 californians are still $2.5 billion behind in rent. the state has money available to help low income tenants pay back rent but you need to apply. with the moratorium ending, it means tomorrow, tenants with unpaid rent can only be protected from evictions if they have applied for assistance. 7 on your side is here to help. you can help the team by going to abc 7 news.com. >> michael finney is live with us. team.

slated to begin in early 2022. three years later than originally promised at the start of construction. >> this is what this looks like today. they began looking into why the improvement project was taking so long. >> it is a mess. >> they had been impacted by the construction 40 -- for years. the project increased billion. 23% over budget. the delays were driven by unexpected findings. the jury found that they could have lessened delays had it done more to the -- more fire to the start of construction. raphael acknowledged with the delays have really cost the city.

the governor signed a $5.2 billion bill. >> the largest reservoirs in our state operated by the federal and state projects which are really the background -- backbone of our water systems are a spirit seeing acute shortages. it is safe to say all areas of the state will have big problems if we have another third dry winter in a row. >> in the future we could see mandatory water restrictions if we have another dry winter and residents fail to reduce water use. the state is asking people to voluntarily cut back on water usage by 15%. >> we can do that whether that is drought conditions or not. the question is if we will have another dry winter. >> too soon to tell. >> too soon to tell precisely. we do have long-range indicators

that suggest we can expect low average -- below average precipitation. let-up that is not the case. here is a look at what is happening at this moment on the bay area. at 24 hour temperature change. this is at the beginning of a significant warm up. 10 degrees warmer in s deg francisco. 11 degrees warmer in hayward. let's take a look down onto the bay and parts of san francisco as we look at current temperature readings. 71 degrees in the city. 82 at san jose. developing. napa stands at 79. livermore, 86 degrees. here is the view from emeryville looking back toward san francisco. fog will return to the coast.

it will be cooler at the beaches tomorrow than it is today. just warm to hot for most areas across the bay area. here is a look at the overnight forecast. we will see the development of some areas of fog. we will see quite a wave of high clouds passing over as well during the overnight and morning hours and into the day tomorrow. it will be a bright and sunny day. the overnight low temperatures will generally be in the low 50's and then mid-50's just about everywhere else on the coast. 75 in san francisco. going across the bay to oakland, a high of 79. this is toward antioch, we will see it at 85 from san jose to morgan hill.

let's look ahead to our rainfall projection, the forecast animation from midweek to late week next week, starting on thursday, october 7 at noon. you could see there is an active weather pattern that is likely to swim down according to this model. we will bring some rain into the pacific northwest and parts of northern california. there is some un-decisiveness in the forecast in terms of how much this will reach into the immediate bay area. expect some snow in the higher elevations of in the northern california. in the bay area, it is pretty iffy. let's take a look at what we can predict more precisely. the next several days, a heat wave. we will see low 80's around the bay shoreline, going into midweek next week, we will see a sharp cool down and by next thursday, the highest temperature readings in that will only be in the mid 70's.

some 80 homeowners were duped by this man, miguel lopez who illegally collected advanced fees for loan modifications he failed to get. a judge sentenced him to a year in jail and ordered him to pay $250,000 in restitution back in 2016. today, his victims say what they received from the pet is laughable. >> may be $12 or $.50 dollars from the courts. they sent a check every once in a while and i kind of giggle. >> the check would barely pay for a cup of coffee. she does not even bother to catch them. >> it is going to give up the whole system because i thought they were really insulting. >> this home. he is not getting a touch -- much simply from his victims. >> thank god for karma. that was my very first thought. >> 073.
