nonexistent this morning. some clouds will try to go to the east into the bay, into the coastal valleys, but they will not last. we are waking up and in the mid to upper 50's. it seven at the coast by noon. 81 degrees inland. the passing high clouds will lead to sunshine this afternoon, near 70 at the coast, 80's and 90's for the rest of us. this evening, we will be under the stars. 60's at the coast, 70's for the rest of us. we have a warm weekend on the way, bottom will return. i will show you that, coming up. kumasi: a water main break has flooded streets in the east bay. at look at this video. this is happening at hem avenue and danville boulevard. our reporter is there with how people are being impacted, who live are trying to drive through the area. aamy: what a mess. look at the situation, you cannot drive through.

you are looking at hemi avenue. we are standing on downieville boulevard. -- danville boulevard. it is a serious situation. standing water right here at the park. no one is going to be able to drive through the area right now. ironically, some residents do not have water. 182 customers have lost water this morning in alamo, so no showers or coffee for them. officials are trying to shut off the flow of water, but say they cannot get to the break right now and that is what they are working on. they have been working on it for several hours. it happened at 12:45 a.m. they do not know what caused the break, but they say this was installed in the 50's, so it is about 70 years old. no estimated time for a repair at this time, or forgetting the water out, so all they can do is put the word out to aware

that there is a flooding situation and crews are expected to face t morning. the spokesperson told me that this is the second water main break in 24 hours in alamo. they are also working on stone valley road and cold court . so, two breaks in the area. reggie: another big story right now, what could be a game changer when it comes to treatment for covid-19. there is new data about a poll to treat -- pill to treat the virus and merck will be seeking fda authorization. >> merck has developed a pil l. if all goes as planned, it could become the first oral antiviral

matt -- medicine to get emergency use authorization to treat covid-19. an ongoing study is currently in its third phase. merck says if people with moderate to comes start the pill within five days of a positive test, it could reduce their risk of hospitalization or death by 50%. people would be able to get a prescription to take it at home. this morning, the ceo explained that the science behind how it works. >> by taking the pill, it inserts into the rna over the virus and stops it from working. that is the magic of how this works. >> you can learn more about the drug on gma, coming up at 7:00 a.m. the studies have been so successful, merck has received permission to stop them early and it will be seeking fda authorization for use. kumasi: a vaccine mandate has been approved for west contra costa unified school district. they voted last night to require students, employees, volunteers,

vendors and contractors to all be vaccinated. the votes followed over one hour of public,. parents spoke in favor and against the new policy. >> i am vaccinated myself, but i will not force it on my daughter. i was forced to because of work, but we will not force it on my kid. if you do that, we will pull them out. >> the board has a duty to keep all students, faculty and family safe. this is the clearest way to achieve this goal. the cdc recommends everybody 12 and older should get this vaccine. kumasi:kumasi: eligible people will be required to have one shot by november 15, then the second shot by december 15. officials say students with exemptions will have to submit the rapid testing once every two weeks, in accordance with the district policy. happening today in san francisco, the governor's office says he will make a major announcement. he plans to highlight ongoing work to protect students and school employees across the

state. schools returned to full in person learning for the fall semester. you can download the abc7 news app to watch the governor's announcement at 10:00 a.m. this morning. we will send you a push alert when it starts. reggie: if you are looking to get a booster shot, more counties are making it easier. san mateo county will have four dates for eligible people at the county event center. october 7, eight, 12 and 13 are those dates. san francisco will have 100 booster clinic sites available, the majority already up and running. many counties are still relying on pharmacies to distribute boosters. kumasi: in washington, one crisis has been averted, but another is looming this morning. let's take a live look at the capitol building. congress has avoided a partial government shutdown. however, any trillion dollar infrastructure bill has been stalled. our news reporter has more on what is holding up the vote. reporter: the government will remain open this morning, for

now. hours before the deadline, the president granting funding through december 3, avoiding a shutdown that would've affected thousands of federal workers. now the focus is turning to legislation at the heart of his agenda, the bipartisan $1.2 trillion infrastructure bill, which includes billions for roads, bridges, broadband and would create jobs. the deadline to vote came and went on thursday with moderate and progressive democrats failing to reach an agreement on a larger package. negotiations resuming with the possible vote as early as today. has progressives standing firm with their demand that they first pass a separate package on human infrastructure covering everything from early childhood education to the battle against climate change. with a price tag of $3.5 trillion over 10 years, something that is too steep for moderate democrats. senator joe manchin and kyrsten sinema spent hours behind the doors on thursday trying to

hammer out a deal, joe manchin pushing for a $1.5 trillion package instead. >> nobody is giving up. reporter: the white house press secretary is still optimistic, saying "we are closer to an agreement, but we are not there yet. so we need additional time to finish the work." nancy pelosi, seen leaving the capital after midnight, saying progressives and moderates are closer to an agreement on the human infrastructure deal. the speaker has indicated that the infrastructure bill could come to a vote today, but she has not brought bills to the floor if she has not had the votes to pass them. kumasi: people who rely on food stamps are about to get more spending money. starting this month, benefits will increase an average of 27% above pre-pandemic levels, that is the largest increase in the history of the program. more than 42 million people were on food stamps as of june, up 37

the governor -- the man opened fire from a hotel room to a country music festival before killing himself. to, community leaders will read the names of the victims to honor them. a local group will also hold a ceremony. many people who died were visiting las vegas from southern california. hundreds of kaiser engineers are demanding better wages in oakland. [horns honking] reggie: they have been on strike for nearly two weeks, saying they will not go back without an agreement on a fair contract. our reporter has more on what they are looking for and what kaiser is saying. reporter: a driver burning rubber outside of kaiser permanente's regional oakland office in support of hundreds of engineers on strike, taking to the streets on thursday. >> if you want a decent lifestyle, you have to make a few bucks. reporter: t fromer hithgh echoed that of the more than 700 union workers on

strike for more than two weeks. >> they offered us a 2% raise. we make a decent wage, but the way that this economy is, 13% increase of prices of everything, it is not equal what they have offered us. reporter: the situation is so bad, trash was not picked up at the oakland medical center three days ago and this is what it looked like. pictures shared by an anonymous employee, who says that the waste management employees did not cross the picket line. kaiser says that picketers have blocked of the trucks. kaiser says the trash has since been cleared. union representatives say that kaiser can take it or leave it with their contract earlier this month. >> they want to give a bozeman --, bonus, not an increase, which over time will result in lower wages. reporter: those with kaiser say that the engineers are among the highest paid in their profession in the country, averaging more than $180,000 if you include the

wages, benefits and retirement. those i spoke with were quick to respond to that. >> we are in the bay area it has highest -- one of the highest costs of living in the country. >> we keep the lights on, air circulating through the building. >> something happens right now, there are no engineers. if you have a family member there, wouldn't you be worried? if a bed needs to go down, if the machine breaks down, who will fix it? reporter: kaiser did not give interviews, but said they are offering a reasonable wage increase and no takeaways. but the union is demanding more. union reps say that 24 milk locations -- more locations in california are currently affected. kumasi: in the south bay, a san jose bar has been the source of dozens of complaints from neighbors and residents, and it will be closing. agape sports bar has been the subject of an ongoing investigation by san jose and

the city attorney since last december. it's closing as part of a settlement agreement with the owners of the bar. police have visited the bar for reports of drugs, prostitution, drunk driving. earlier this year, a woman was killed when a driver plowed through a fence while engaging in sexual activity in the parking lot. local officials say they are relieved the bar will now be put to better use. >> there's having a nuisance business, then there is having a business that is basically breaking the law all the time. kumasi: this bar is officially closing in about two weeks, on the 17th of october. reggie: a photography exhibition capturing the hopeful spirit of san franciscans during the pandemic, and on monday at city hall. care and the time of covid-19 is the title, portraits of resilience in san francisco. at the san francisco arts commission and catch light are

putting on the exhibit. it is free and open to the public from october 4 through april 15. a local high school student is helping save tiny babies in india with something that started as a science fair project. the 17-year-old is a senior at presentation high school in san jose. when she was younger, she came up with the impact incubator. she created a nonprofit that manufactures low cost reusable incubators for premature babies. so far, she has distributed 125. >> a volunteer in india is helping distribute them. and when i had a meeting with him, he was late, they have saved a life. and i was in shock. that's crazy. reggie: she hopes to expand her reach throughout india and into other countries like bangladesh, by the end of the year. kumasi: if you want to get a good night's sleep, avoid working out before you go to bed. research shows exercising too

close to bedtime can keep you up later. researchers in canada reviewed 15 published studies and looked at the relationship between exercise and sleep quality, and found a heavy workout within two hours of normal bedtime can disrupt how much a rapid eye movement sleep you get. that is the deepest stage of sleep. you work out late. reggie: i do violate that. it is a bad idea. kumasi: you feel like you have more energy? reggie: absolutely, i feel wired, like i could continue being up for hours. it is not good. mike: i did it last night and i did notice the difference in my sleep, so i guess there is more proof. reggie: [laughter] mike: let's talk about the weather. no exercising this weekend, just go outside and enjoy the wonderful weather that we have all year for. it is clear in san jose.

live right now on abc 7, hulu live, and wherever you stream. kumasi: we will start with a look at the forecast. mike: happy friday. i will tweak the forecast a little bit. you can see a little different at the golden gate bridge compared to yesterday. the marine layer is trying to come back and halt are warming trend, but rest assured it will get even warmer this weekend. take a look at the almanac. some clouds are moving to the east. we have very light winds. look for increased cloud cover across the bay during the morning. mid 40's to made 50's from the inland valleys to the coast. by 12:00, clouds are back at the coast. we will have 60's there, 70's around to the bay. mid 70's and mid 80's around the bay, and mid 80's near 90 degrees inland, so warmer than average by 4:00 p.m. if you were going out this evening, 80's around concord, fairfield and antioch.

otherwise, 70's for your friday evening plans. here's the news. reggie: a water main break has caused a massive mess in the east bay. this is the scene right now in alamo. our news reporter is there this morning. amy, i know you just spoke with people about what is going on. amy: yeah, and it does not sound like this will be cleared anytime soon. take a look at this mess, you cannot drive through. they have blocked the avenue here in front of the creative learning center, for anybody dropping off their kids this morning. watch this situation. it is flooded here. you cannot get through. it is hard to look at all of the water that is still flowing in the middle of a drought, but they have not been able to stop the water. it has been flowing for about five hours. they got the call at 12:45 a.m. this is at danville boulevard,

an old pipe that broke. it is about 70 years old. they do not know the official cause of the break, but they suspect old age is to blame. water is flooding the streets, but some residents do not have any water. 182 customers are without water because of this. although this flooding looks terrible, a spokesperson says that this is as bad as it will get. >> water has been throttled down significantly, so at this point it will not get worse than it is. we have the sheriff's department here, directing traffic for those trying to get out. amy: and they are having trouble shutting off the water because they cannot get to the valve, because it is flooded. so, they do not have an estimated time of when this will be cleaned up. this is the second water main break in alamo in less than 24 hours, another is still being repaired at: court. -- cold c ourt.

that knocked out water for 120 customers. now four of them are without water. old pipes causing serious issues and real problems in this area today. kumasi: ok, thank you. today is the deadline for teachers in new york city to be vaccinated or face determination. a group of unvaccinated teachers have asked the court to block them mandate. elizabeth has details. reporter: in first look, the battle over vaccine mandates heats up. in new york city, teachers and staff against a deadline tonight to get their first shots or lose their jobs. >> i will continue to advocate against the mandates, but obviously i will need to figure out how i am going to pay my bills and support my son. reporter: on thursday, a federal appeals court blocked the firing of new york health care workers who claimed religious exemption,

pending the outcome of a court hearing next month. the governor is standing firm. >> it is the right thing to do. it is hard to force people to do something that you wish they would do voluntarily. reporter: coming up, our interview with the ceo of merck and a new treatment for covid that is showing promising results. that's your gma first look. reggie: the san francisco public health officials are launching new booster clinics, even though the state has not released its formal guidance yet. in total, one hundred sites will be accessible across the city and county, a majority of which are already up and running. several health systems launched high-value -- volume sites. and pharmacies are now following suit. >> there is such a supply that we are coordinating to be able to access and them. in we will work with partners to make sure every reggie: reggie: pharmacy has access to the vaccine. the county has updated its website identifying all 100 locations.

some lawmakers are comparing facebook to big tobacco, accusing the company of trying to hook children early despite what we know about how social media impact's their mental health. they testified before a subcommittee yesterday and they accused facebook of ignoring research that showed that instagram can be harmful to teenage girls. the connecticut senator had a staff member pose as a 13-year-old girl and follow accounts about extreme dieting and eating disorders. he said the accounts promoted harmful activity. then this exchange over policing fake instagram accounts, often created by teenagers. >> will you commit to ending it? >> let me explain, we do not actually do fensta. it refers to young people setting up accounts where they may want more privacy.

>> insta is one of your products or services. we are not talking about google or apple, it is facebook, correct? >> it is slang for a type of account. jobina: people cringed about this, with the clip going viral. many people are siding with facebook, saying congress members are out of touch with the younger generation, even though they are trying to address real issues about mental health. facebook insists it makes ensure that its platform has a positive impact on teenagers. kumasi: today, elizabeth hall's will be back in court in san jose, facing criminal allegations depicting her as a mastermind of a fraud that -- whose lives were endangered by a blood testing technology that never came close to fulfilling promises. a former lab director is expected to continue his testimony.
