a.m. i am liz kreutz. let's start with the for the for with frances. frances: right now, we have a wide range. there has been fog at the beaches and the coast. but some areas are already a a 78. san francisco, 63, san jose, 67. you see the very shallow marine layer. that is why things are really going to warm up. limited fog during the 9:00 hour, temperature starting to climb into the 60's. hazy sunshine. there is a spare the air alert. temperatures will be warm to hot once again, similar to yesterday's numbers. inland areas topping out in the mid-90's around the bay. expect mid 80's and, at the coast, upper 60's to low 70's. the sun is setting at 6:49.

there is a spare the air alert in effect as we show you this view from our roof camera. you notice the flag not blowing around at all. we expect poor air quality for the east bay. improving air quality monday into tuesday because of cooler and cleaner marine air heading our way. liz: thank you. new developments. all lanes and onramp's back open following a deadly crash involving multiple cars on the freeway in hercules this morning. it happened just before 1:30 on interstate 80. the chp says multiple cars were involved, including two that overturned and blocked all lanes for about 15 minutes. one person died. others were injured, but it is unclear how many people were involved or what their conditions are at this time. cleanup efforts are underway following a major oil spill off the coast of orange county. this bill forced the cancellation of the final day of the pacific airshow. officials say the decision to call off the airshow was made so

they can focus on the cleanup. the mayor of huntington beach says 120,000 gallons of oil leaked into coastal waters to newport beach. both beaches are closed. the leak has not been completely stopped here the alley times reports that birds and fish have washed up on the shore since the spill. this bill is believed to have come from a pipeline leak. this oil spill in orange county is worse than the incident in 2007 in the bay area. more than 53,000 gallons of oil spilled into the bay when the container ship hit the bay bridge and heavy fog. hundreds of birds died from that spill. this bill also damaged the pacific herring population. meantime, and education activist was gunned down in his home in oakland. it was the city's 105th homicide

of the year. luz pena spoke with neighbors. luz: at 11:29 p.m. friday, oakland police responded to the latest homicide in the city. this time, two victims shot inside their home. >> advising the suspect -- husband has been shot. the suspect broke in and shot him. luz: oakland police did not find clear circumstances behind this homicide. next-door neighbor addis rezene feeling helpless. >> heard the shots. luz: his neighbor and friend had been killed. >> he is a friend. i stayed up all night until i saw him leave in the corner -- corner -- luz: he remembers hearing a total of two gunshots. rezene identified his n

as dirk tillotson, and education activist with the blog grade school voices, the sector -- the second victim his wife. dirk was pronounced dead on scene. his wife is in stable condition. police have not released any information regarding the suspect. >> i thought of myself -- i am the same age as a person shot. i am sleeping at that time. what can i do to protect myself? should i get a gun? luz: steve zee is one of the neighbors asking city officials to help you he says, in the last three months, they have noticed an increase of gunshots in the once quiet maxwell park neighborhood. >> we need leaders who not just listen but some type of action taking place. luz: are you thinking the neighbors could have some kind of neighborhood watch? >> that is my hope. luz: claudia carty bought a dog

hoping he can protect them. >> there are a lot of burglaries around. this killing is the 105th homicide in oakland this year. >> 106 is right up the corner. if this person is arrested, there is another one out there. liz: the font fire in shasta county is now fully contained. a palo alto woman has been charged for starting the fire. she told law enforcement she tried to start a fire to boil water in a puddle. a calfire officer arrested the woman last month. and parts of lassen national park is reopening. some services will be limited, including no drinkable water available and no gasoline or electric vehicle charging stations. two earthquakes in less than 24

hours shook the same part of the bay area. the most recent was a 3.5 earthquake in the east bay yesterday afternoon. abc7 news reporter kate larsen talked to scientists about what the quakes mean so close together. >> two quakes in two days shook the east bay. >> it was a strong cold but pretty quick. >> a 3.0 3.0 3.0 3.0 3.0 3.0 3.0 a 3.5 earthquake saturday. both were centered in nearly the same spot two miles from san leandro. martha felt both quakes. >> born and raised in california, always feel them. >> this is how the fault behaves. they should be treated as reminders that, at some point in the future, we will experience a large fault earthquake. this was not one of those, thankfully. kate: the quakes were felt throughout the bay area, as far

north as vallejo and as far south as san jose. he lives about 18 miles from san leandro. >> i felt a rumble and thought that could have been an earthquake. kate: new quakes do tend to happen in clusters. >> these are just small patches rupturing on a creeping fault. >> kind of scary. makes you think about the big one. kate: he says there will be a large earthquake at some point on the hayward fault, but the likelihood of that happening diminishes 24 hours after a previous wake -- quite. >> -- quake. >> it keeps you on edge. liz: and hundreds of medical workers plan to go on strike tomorrow in antioch. they say they have been understaffed and working under difficult labor conditions. the staffing shortages go before the panhandle -- pandemic. they plan to walk off the job starting at 5:00 tomorrow morning.

in about three hours, the giants will continue their journey to clinch their first division title since 2012. a sold-out crowd packed into the park yesterday. after the giants lost 3-2 in 10 innings, the dodgers had a chance to stay alive in the nl west standings. and with a win over milwaukee, they did just that. but the giants are still in control of their own destiny, going into the regular-season finale. >> obviously, we would have liked to punch our ticket today and do it ourselves, but that is baseball. i thought we -- unfortunately lost today, but we will win tomorrow. liz: a win today would set a new franchise record for wins in a regular. first pitch at oracle park is at 12:05 this afternoon. the blue angels are scheduled to arrive at oakland international airport tonight, signaling the

start of fleet week. the event is back after being canceled last year due to the pandemic. officials say, while there will be some adjustments this year, the tradition will largely be the same, which means the blue angels and the parade of ships. law enforcement will be out in force across the city. >> we will ensure we have staff out there. our people will be out there to work with the police department. because the most important thing is to be a visible duster and -- deterrent to any shenanigans. liz: the event begins with it concert at the san francisco war memorial and performing arts center. the air show starts next saturday and runs through the weekend. frances, let's get a check outside. frances: it is looking gorgeous. looking at the golden gate bridge, where you can see very few clouds out there. a very shallow marine layer means temperatures will warm up with plenty of sunshine and very

liz: scott peterson is expected in court again this week. the district attorney's office said it would not retry the penalty phase. last month, a judge announced plans to resentenced peterson to life in prison. the state supreme court previously throughout his death sentence because jurors who personally disagreed with the penalty but were willing to impose it were improperly dismissed. hundreds of thousands of people took to the streets to protest

for women's rights. you can see kentucky, washington, d.c. abortion rights were a big part of the rallies amid fears that the lawmakers and the courts will further restrict access. people marched in each region of the bay area. there will be more rallies today. at noon, people will gather up the federal building in san francisco. another martial be held in redwood city this afternoon. abc7 news reporter cornell barnard was at a march in san francisco yesterday, where some said the stakes couldn't be higher this year. >> abortion rights under attack. cornell: a rallying cry near san francisco's civic center supporting women's reproductive rights. >> i am here so that my daughters can be protected and have their rights assured and that men do not control our

bodies. >> my name is marlo rodriguez. i am a registered nurse. abortion is a health care right for women. cornell: last month, a texas law that bans abortions after six weeks, with no exceptions for rape or incest, went into effect. the supreme court denied a request to block the texas bill. >> i can't stand it that a women can't choose what to do with her body, that we have to have the supreme court -- we do not have to -- have a government intervening in our lives. cornell: thousands of people joined the march to the foot of market street. >> i'm out here with all these people, women, men, differently gendered people because we respect that women are human beings, who have to have basic control of their bodies. cornell: in the south bay, protesters marched to san jose city hall. >> i am very proud to stand here with you all, to stand up for

our very own human rights. cornell: activists fear the supreme court could take up cases challenging roe v. wade in the future. >> should we rely on the supreme court to defend a woman's right to abortion? >> no! cornell: cornell barnard, abc7 news. liz: on capitol hill, the countdown is on to pass the stalled bipartisan infrastructure bill. house speaker is a policy set an october 31 deadline. that is when the current deadline is set to expire. we have the latest details on where negotiations stand. >> president biden sounding confident he can get both an infrastructure and reconciliation budget bill across the finish line. >> i believe i can get this done. i believe, when the american people are aware of what is -- >> pushing for an immediate vote on the bipartisan info structure

bill that has already passed the senate and would revamp the nations roads, bridges, and airports. but progressives have wanted to hold off until there is also agreement around a sweeping reconciliation budget bill, to create new social programs and fight climate change. >> are we going to deliver universal pre-k to this country or not? expand health care to our seniors or not? >> during a meeting on capitol hill friday, president biden told lawmakers about a possible compromise, scaling back the budget bill to around $2 trillion in spending. that $2 trillion to cover budget proposals that include free community college, paid medical leave, and more. >> if we can leave the moderates and progressives -- bring the moderates and progressives together. >> the head of the progressive caucus seemingly encouraged. >> he was really clear we need to get both bills done, and that

is what we will do. >> even if progressive and moderate democrats agree on a topline number in their budget bill, there are still a lot of details to figure out in the sweeping proposals. for example, there is a lot of disagreement among democrats with the climate and renewable energy provisions in their budget bill. liz: some folks fol area were stunned to see a giant light streaking across the sky overnight. that was likely caused by a meteor. this video was shot from a dash camera. there were several reports of a very bright meteor in the area around the same time. it is so clear out there, not as much fog as usual, which probably helps as well, getting to see these cool things in the sky. frances: we definitely have a lot of blue skies. tonight will be clear again, so it will be good to head outside if you want to look for those meteors.

right now, dealing with some fog at the coast and some clouds. here is a look at live doppler seven and the satellite radar image. it is a very similar pattern compared to yesterday. you notice some clouds off the coast. the current air quality is good to moderate around the bay area. it is expected to be poorer inland later today, which is why there is a spare the air alert. the view looking at the golden gate and it is just a gorgeous shot. it looks like a postcard right now. this is one of the days where the tourists do not need this measured at the golden gate bridge. 60 degrees in san francisco. mountain view, 68. san jose at 67. half moon bay still only at 57 because of the fog. now we take you to another tower camera. this is one of those mornings where we are getting great views from all our tower cameras because of how clear it is, but there is some hazy sunshine. santa rosa currently 59.

fairfield already at 68. 64 in concord. from the east bay looking out towards the golden gate bridge and looking west, here's what you can expect. it will be hazy and hot with a spare the air alert in effect. much cooler midweek. temperatures take quite a tumble. then i am tracking a chance of rain at the end of the week. not looking as good, though. i will tell you about that in a bit. highs in the south bay near 90 degrees. if you are headed to the 49ers game, you will definitely need some sunscreen and sunglasses. it has been sunny all morning long in santa cruz, where they warm up to 84 degrees. upper 80's in palo alto. menlo park, 86. at the beaches, upper 60's to near 70 with partly cloudy conditions. the sunset district will be 70, but at the giants game, plenty

of sunshine. in the north bay, look for mostly 90's. napa, sonoma on the end 90 degrees. in the east bay, really comfortable weather. 80's for everybody. 80 in richmond all the way to 88 in union city. inland areas in the mid to low 90's, so still hot. overnight, we drop into the upper 50's around the bay. low 50's for inland areas. i want to show you the temperature tumble we will take. in livermore, average high is 82. we are 10 degrees above average. then we will be about 25 degrees cooler towards the end of the work. that is because we have a system heading our way midweek, bringing us a very slight chance of rain friday into saturday. at this point, we are only talking about a hundred percent, 30% chance. so today, enjoy the warm and hot weather while you can, but try

liz: as california faces a dire drought, high school students are making a difference to offset the impact on our ecosystem. i got a chance to see firsthand how students are helping keep salmon alive during the drought. 6th period at casagrande high school likely looks different than yours did. it certainly did for me. that is because these students are part of a one-of-a-kind fish hatchery program, learning first-hand about conservation. >> he is cleaning to make sure

grime does not build up. they are doing weight counts now. liz: care for steelhead drought. but because of extreme drought conditions, they have been called upon to do something different. they have taken in thousands of salmon at risk of extinction. >> suddenly, the summer after covid, the drought is so bad that these other hatcheries need help. liz: the science teacher explained that usually the salmon are cared for at the hatchery, but water temperatures got so hot they needed to find the fish a new home. >> making a long story short, we ended up with fish from mendocino county, the russian river itself, and santa cruz. liz: the hatchery opened in 1993. this is the first time in the program's history students have been approached to ask for the salmon. >> they are so endangered. part of that is a

once-in-a-lifetime activity. >> they need our help. liz: the hope is for the salmon to return sometime this fall. their time at casagrande high school is a short-term solution but with a lot of impact. >> we are able to help out with a fish, but it also allows long-term looking at these young adults being able to step in. it gives them hope for the future. >> and seeing that we can really make a difference, it is amazing. it is going to stay with us the rest of our lives. liz: their teacher explained that coho salmon are considered indicator species that are very sensitive to environmental change, so the fact that they are struggling tells a lot. still to come on abc7 mornings, employers across the country are scrambling as vaccine mandates are going into effect. hear from a teacher

mid-80's, and beaches, 60's and 70's. it will be a clear and mild night. if you do not like the hot weather, we finally have cooling starting tomorrow. i am also tracking a chance of rain in the accuweather 7 day forecast. liz: thank you. cities across the country are scrambling to replace workers as vaccine mandates take effect. despite the threat of losing their jobs, some americans say they just will not get the vaccine. we have more on the fallout and the pushback to these mandates. >> this morning, the nation face to face with more vaccine mandate deadlines. in connecticut, the governor putting national guard on standby to help fill potential vacancies as the state mandate deadline looms. state employees have until midnight to show proof of vaccination or agree to weekly testing. those who do not comply will be placed on unpaid leave. >> it is much fairer than what

is going on in other states and counties across the country. >> in new york city, and vaccinated school employees had until friday at 5:00 p.m. to get there first shot. staff members who did not get the vaccine before the deadline will not be returning to school monday morning. this teacher fired from her job in the bronx. >> i believe, if there is risk, there must be choice. it is hurtful to see me being treated this way when i dedicated my life to my career and my students. we would like to know how are these students really going to get their educational needs met if there is no plan? >> across the country, california cracking down, the first state to announce a covid-19 vaccination requirement for all students and teachers. right now, there is exemptions for medical reasons and personal beliefs. some lawmakers pushing to remove the personal belief option.

series of cost-cutting recommendations will be voted on . one of those recommendations includes permanently closing two elementary schools. the vote will happen at the next board meeting october 14, two weeks after announcing the closure proposal. if approved, this would be the first time the district close to any school in 40 years. oakland unified is saying that schools temporarily shut down due to the flea infestation are on track to reopen tomorrow. last wednesday, students and faculty from esperanz elementary -- the district noticed the problem admit september and believe the infestation was caused by a nearby park and wooded area. experts believe raccoons may have led to the problem. in the east bay, a remembrance was held yesterday to commemorate the 30th anniversary of the oakland hills fire storm.

in 1991, the fire burned over 1500 acres and destroyed over 3000 structures. renamed the tunnel fire, it is the third deadliest wildfire in california history, killing 25 people, including an oakland firefighter and a police officer. >> a fire battalion chief whose body was later found on top of the woman he was trying to evacuate, trying to shelter her life with his own -- that is the quality of sacrifice that these public servants bring to this job every day. liz: at the event, -- in the event was held at the rock ridge bart station, where a mural project was erected in 1994. it displays 2000 hand-painted tiles honoring those who fought and those lost in the fire

storm. with the smoke long gone and the damage assessed, we are learning about the impact this ecu comp looks fire had on the lumber industry. the lightning-sparked fire roared through parts of san mateo last august and september. 20,000 of acres destroyed were used for timber harvesting. >> estimated losses from that are over $340 million. this is looking over a period several years. right now, they are in the process of still doing cleanup to salvage what they can. liz: one lumber mill lost nearly all of its timber forest. the company is now focused on producing salvaged wood, which it may have to do for another year or two. still ahead, a new hope for patients waiting for a new kidney. local scientists created an artificial kidney. they are showing us how it works. and a live look outside this morning with the bay bridge

liz: abc7 news is committed to building a better bay area by tracking stories that track your health. a device that they hope will free kidney patients from dialysis -- luz peña has the details. luz: for thousands of kidney patients in the u.s., the only practical hope of getting off dialysis has been waiting for a transplant. now, a new engineering breakthrough is reigniting hopes for a second option -- an artificial kidney. >> we are able to create a functional prototype that was able to produce urine. luz: we first met the professor and his lab where he was working with a concept model.

the working prototype employs two chambers, each about the size of a deck of cards. on one side are membranes for cleaning the blood, similar to dialysis. on the other sack, a bioreactor fueled by living cells that will perform other functions the kidneys would normally control. >> this would allow dialysis patients to eat and drink freely, travel without being tethered to a machine, and have better physiological outcomes, because they are getting continuous treatment, unlike dialysis that happens every other day. luz: the artificial kidney prototype was tested successfully in live animal models. this technology would need to be improved to make human trials possible. the goal is to keep the unit at a size where it can be implanted in the body but, at the same time, adding more filtering power. the professor says that

challenges our funding and improved engineering. but he believes that bioengineered design is now proven to be practical. >> and it is still likely to get to treat patients in the coming decade. liz: the half-million dollar prize awarded -- was awarded by a public-private partnership dedicated to accelerating the treatment of kidney disease. pretty fascinating. frances, one more very warm day before we get cold air coming in. frances: and here's a look in santa cruz. you can see the light house and no fog. it will be 84 this afternoon in santa cruz. well above average temperatures expected today and a cooling start tomorrow. some relief is on the way. liz: next, the giants' magic number sits at 1 to clinch the nl west after falling in extra innings to the padres.
