facebook whistleblower will testify in front of lawmakers.

i will tell you what she wants to see happen. ama: the largest school district leading on counselors to step in and substitute. concern over what this could mean for show this is making ann marin. sandhya: a dramatic shift in the weather ahead. abc news at 11:00 starts now. >> this is abc 7 news. >> there is a very real, tangible and negative impact from all of that. ama: tech insiders say algorithms misinformation are turning into problems for society. a former facebook employee will appear before congress with damaging claims against the social media network. good evening and thank you for joining us. it has been a damaging 24 hours for facebook.

a whistleblower goes public. we are joined live in the studio. what can we expect to hear? reporter: frances haugen is whistleblower. she will testify at 7:00 a.m. in front of a subcommittee. this will be all about protecting kids online. over the course of the last two days, all eyes on facebook. tuesday allies will be on frances haugen as she testifies to lawmakers and demands that are oversight of facebook. >> facebook makes more money when you consume more content. the more anger, the more they interact. reporter: that was frances haugen on "60 minutes," saying facebook prioritizes profits over safety, and faces no oversight. she said the company lied to the

public about hate and misinformation. frances haugen leaked internal documents to "the wall street journal," some saying facebook and instagram could be damaging to teenager girls. she refers to a profit optimizing machine generating self-harm and self-hate for vulnerable groups like teenage girls. >> i think the self policing is clearly not successful based on what we are hearing. reporter: that is some of facebook's data's concerns. monday, facebook, instagram and whatsapp were down for more than six hours. facebook says a faulty configuration change is to blame. officials may need to take a closer look. >> the timing of the whistleblower with this outage would indicate there needs to be an investigation into whether this was done intentionally by

facebook. tech analyst says nine times out of 10 these errors are internal, but what happened monday was serious. >> to have all of their services go down globally on the order of six hours is huge. reporter: facebook has apologized for the inconvenience, saying they have no evidence user data was compromised as a result of the downtime. frances haugen will call on lawmakers to act, saying a company with control over our deepest thoughts, feelings and behaviors needs real oversight. dion: facebook' facebook' face'' severe hit. the company recording its worst day of the year. at closing the stock was trading at $326.20, down nearly 17 points, almost 5%.

mark zuckerberg lost nearly $6 billion. abc news will bring you testimony from former facebook product manager, frances haugen. she is scheduled to speak tomorrow at 7:00 a.m. moving onto major developments involving covid-19. the cdc to date updated guidance for the holidays days after posting it on its website. the cdc will share additional guidance soon. santa cruz county reported two more deaths related to covid today. two vaccinated women had underlying health conditions over 60. uc berkeley said it plans an all person in class for 2022, saying classrooms recent low risk for transmission. to the south bay were the largest school district in san jose is requiring specialized personnel to step up and teach when needed.

the reason behind this staffing switch. reporter: san jose unified school district says it's not classroom teachers have helped with coverage in the past, obligated to sub up to 10 days a year. the substitution shortage led to an approval of an emergency plan that would put counselors and specialized personnel on call one day per week. >> we count on 200 people a day to sub in a classroom, this year it has been about 100. people are not coming back to in person jobs in the same numbers yet. reporter: 130 people, coaches, and intervention specialists, and counselors are being called on. >> counselors are not trained teachers, we should not have them in classrooms. we are coming back from a global pandemic, there is a mental health crisis. to pull counselors one day a week is a disservice to kids.

reporter: one counselor within the district for six years, she says she and her colleagues are regularly doing suicide assessments, safety plans, and talking kids through anxiety attacks brought on by the pandemic. she fears reducing her responsibilities might hurt students. >> now i am an 80% counselor and on-call substitute teacher. reporter: that is an issue for the equity coalition. >> we want more counselors and not cops. reporter: the coalition says the last 18 months have been so unpredictable. >> we are getting back to the school year, and they need that support even more. they need some consistency. reporter: the district says each person asked to sub has teaching credentials.

they can be deployed to any district school. >> it is a mix of reparation and shared responsibility. reporter: in san jose, abc 7 news. dion: victims of violence joined police in a plea to stop shooting says the city reports its 106th homicide over the weekend. oakland saw 17, making it the most violent month of the year. police are trying to get illegal guns off the streets, recovering 900 this year, 10 this past weekend. the committee was urged to help make the city streets safer. >> each and every life that we have lost as of today have mothers and fathers. they are hurting. it is a whole community that needs to come together to make a difference. the police cannot do it alone. we need to step in where we can. efforts to combat crime.

developing news on the oil spill threatening southern california. crude oil at 144,000 killing wildlife and closing beaches. cruise racing to contain one of the largest oil spills in california history. 130,000 gallons of crude leaked into the pacific ocean off of orange county. killing wildlife and shutting down some of the most iconic shoreline. the pipeline is 17.5 miles long. the spell located 4.5 miles off the coast of huntington beach. divers pinpointed a key area of concern. the coast guard looking into the possibility that a ship's anchor caused the rupture. they are desperately trying to

prevent the 13 square-mile slick from spreading further down thet wildlife. fish and wildlif and rescuing birds from that sludge. residents, devastated. >> it is heartbreaking. i live here locally and came to see how widespread it is. reporter: the company that owns the pipeline said they notified the coast guard early saturday of a possible spill, and cap both ends of the pipe by sunday, claiming no more oil was leaking. today they said it is working cooperatively. governor newsom proclaimed a state of emergency in orange to support the emergency response. it began in federal waters. coming up, the drought is changing our landscape. make a big difference in the park in

trees are suffering. they are unable to take water when they need it most when the weather is hot. reporter: after a tree limb recently fell, they found three trees were dead and 15 others have dk or defects. >> we cannot put people beneath dangerous trees. reporter: some trees will get pruned, and others will be cut down. >> we love our trees. reporter: he has also noticed changes in the grass. >> last week it was not like this. it was green. the season is changing, the days are getting hotter. irrigation stopped. >> the rules that we only irrigate on wednesdays. reporter: before water saving ordinances were enacted, they they will examine trees

throughout the city. >> there could be additional trees that need to be removed. reporter: we are good at conserving water, but taking down trees shows it is very bad. reporter: planting olive trees and other drought tolerant species like junipers could be a fire hazard. abc 7 news. dion: today a four draw 11 billion gallons of water from the sacramento river as part of the drought response. the supplemental water supply means customers might notice a change of characteristics in the water. it will lessen the need for water restrictions and rationing. pro athletes were inducted into the bay area sports hall of fame. handling the ceremony was bruce bochy, who won three world series as a manager with the
