happening this morning, the film crew and movie star launching into space. and oh, nuts. the ambitious squirrel and the stunning stash uncovered before winter. from abc news in new york, this is "america this morning." good tuesday morning, everyone. we begin with the massive outage around the globe affecting some 3 billion people on social media. >> we're learning more about what caused facebook, instagram and whatsapp to go down for hours. all of this happening as facebook comes under intense scrutiny, accused of fomenting division and inciting violence leading up to january's attack on the u.s. capitol. >> today the whistle-blower making those claims will testify on capitol hill. but first this morning the new details on that outage affecting the company. the worst since 2008. a crippling outage at facebook is highlighting our dependence on the social media giant as lawmakers on capitol hill today prepare to scrutinize the company's immense power.

>> none of it works. and that's pretty unusual for a company of this scale. >> reporter: users were unable to access facebook, instagram and whatsapp for more than six hours monday, causing chaos for people who conduct business on the facebook-owned apps. >> i would say i've been checking pretty often. >> i check my wi-fi if something was wrong with my wi-fi. >> today my screen time lowered two hours and 34 minutes. >> reporter: the outage could cost the company more than $70 million. a recent earnings report showed facebook makes an average of $3700 per second. on wall street facebook stocks falling 5% in just a few hours, personally costing ceo mark zuckerberg more than $6 billion. as facebook came back online last night zuckerberg posted, "sorry for the disruption. i know how much you rely on our services to stay connected with the people you care about." this all coming as a former facebook manager testifies before a senate committee today. whistle-blower frances haugen admits leaking thousands of

pages of internal documents. she says facebook's own research shows the company amplifies hate and spreads misinformation and political unrest for profit. >> misinformation, angry content is enticing to people and keeps them on the platform. >> yes. facebook has realized that if they change the algorithm to be safer people will spend less time on the site, they'll click on less ads, they'll make less money. >> reporter: in her opening remarks haugen will reportedly tell senators, "almost no one outside of facebook knows what happens inside facebook." >> this whistle-blower is one gutsy, smart, strong woman who is speaking truth to the nation about how facebook is dragging children into dark places. >> reporter: haugen's testimony and monday's facebook outage have not been linked. facebook says no user data was compromised during this disruption, calling it a network issue. >> most of the time on all these

outages it's been some sort of internal mistake. >> facebook employees were also affected during the outage. there are new questions about who knew what and when regarding the massive oil spill off huntington beach, california. documents show government officials knew about oil in the water ten hours before the company that owns the broken pipeline reported it. up to 144,000 gallons of oil spilled into the pacific. experts say the environmental impact remains unclear. one group says only four oily birds have been found so far. abc's matt gutman was on the water. >> reporter: so i just bent down and this is what i scooped up. this is the kind of oil that's being leaked. and you can see that it's hardened once it hits the water. but the ocean here is covered with this stuff. >> investigators are looking into whether a cargo ship's anchor ruptured the oil pipeline. the disaster is renewing calls for more oversight of all offshore oil platforms.

new evidence this morning shows just how divisive our politics have become. protesters confronted a u.s. senator in the stall of a bathroom demanding she support the president's infrastructure plan, and now there's another high-stakes deadline looming in washington which could impact the finances of every american family. here's abc's dan lieberman. >> actually, i am heading out. >> reporter: this morning police are investigating video that shows protesters following senator kris kyrsten sinema into a bathroom at arizona state university where she teaches. the protester are heard demanding she fall in line with other senate democrats. abc news is not airing the video. sinema saying, "these individuals filmed and publicly posted videos of my students without their permission, including footage taken of both my students and i using a restroom." sinema and fellow democrat joe manchin have refused to support the democrats' $3.5 trillion infrastructure bill, saying it's

too expensive. protesters in kayaks also confronted senator manchin at his houseboat in washington. >> can all west virginians wave at senator manchin, please? >> reporter: the white house calling those demonstrations inappropriate and unacceptable, even as president biden singled out manchin and sinema when discussing the lack of progress on the bill. >> i've been able to close the deal on 99% of my party. two. two people. >> reporter: meanwhile, there's another challenge facing lawmakers. the u.s. is on track to default on the national debt in less than two weeks. failure to raise the debt limit by october 18th could trigger the first u.s. default in modern history. president biden is warning of dire consequences, saying interest rates would soar, stock prices would plunge, social scurity benefits would be put on hold and millions of jobs

would be lost. >> a meteor is headed to crash into our economy. democrats are willing to do all the work stopping it. republicans just have to let us do our job. >> reporter: senate republicans recently blocked action to raise the debt ceiling. they're trying to force democrats to raise it on their own as part of that $3.5 trillion spending plan. dan lieberman, abc news. >> dan, thank you. law enforcement officials in tucson, arizona say a routine security check on board an amtrak train turned into a deadly shootout caught on camera. [ gunfire ] a d.e.a. agent killed in the gunfire was honored by fellow officers as his body was brought to the medical examiner. another agent and a local officer were wounded. one suspect was killed. another is in custody. the train was heading from l.a. to new orleans. the fbi is investigating. turning to the pandemic, the

number of children with covid is on the decline. about 173,000 cases were reported in the u.s. last week. the first time the number has dropped below 200,000 since mid august. the number of kids hospitalized with covid is also dropping. johnson & johnson is expected to seek approval for its covid vaccine booster shot this week. an fda panel meets october 15th to consider emergency authorization. the cdc is trying to clear up confusion about its holiday travel guidance. a website suggesting virtual holiday celebrations has now been taken down. cdc says new guidance is coming soon. and dr. anthony fauci is clarifying his comments over the weekend when he said it's too soon to know if family events will be safe. fauci says vaccinated people should enjoy a normal christmas. but experts say travelers should consider the conditions where they're going. >> if you live in an area or are traveling to or from an area with a low vaccination rate, especially if you know that there are numbers of your family or your friends at that

gathering that are going to be unvaccinated, then your risk is higher than someone who comes from an area of high vaccination rate. >> meanwhile, a newly approved rapid covid test could ease the testing shortage. the fda says the acon test will double the testing capacity in the next few weeks. lava flow from the volcano erupting in the canary islands is increasing. the amount of molten rock is three times what came out during the last major eruption on la palma. at least 1,000 buildings are damaged or destroyed. with that let's take a look at your tuesday weather. lightning across southern california delayed cleanup operations from the oil spill and forced some beaches to close. the lightning also delaying the "monday night football" game. more on that later. meanwhile, more storms are expected today in the southwest and the rockies. and heavy rain in the southeast today. flash flood watches are posted from florida all the way up to tennessee where up to six inches

back now with a brutal attack on the new york subway. police are looking for the woman seen here pushing another woman into a moving train. the victim was seriously injured. 20 similar incidents have been reported this year. riders say it reminds them of the high crime of the 1980s.

what's being called a david and go lite fight has led to the first strike at kellogg's since 1972. workers walked off the job after contract talks broke down. pay, health care and pensions are striking points. in hollywood talks between production studios and crews resume today after workers voted to authorize a walkout. the union says it's fighting for basics like meal breaks and weekends. we turn now to the gabby petito case. her parents sat down with dr. phil to discuss the search for gabby's fiance brian laundrie. a plane was seen flying over the home of laundrie's parents reading, justice for gabby. abc's andrea fujii has the latest. >> reporter: this morning, gabby petito's family is opening up about their ordeal and the search for the man who was set to become their son-in-law. >> is he living off the land somewhere? does he have that skill set? >> he bragged about that like that he was good at that stuff. >> reporter: the family of the 22-year-old found dead in wyoming spoke to dr. phil.

they say they believe the person of interest in the case, petito's fiance brian laundrie, is alive and hiding and they have one message for him. >> turn yourself in. >> turn yourself in. >> turn yourself in? >> why? >> we want to know the truth. >> because if you truly loved her, you should turn yourself in. >> reporter: as police investigate dozens of tips on laundrie's whereabouts, they've released the 911 call made after one reported sighting. >> i wasn't sure about what he looked like and then i got -- i went and parked and pulled up the photographs of him, and i'm 99.9% sure that was him. >> reporter: dennis davis says he believes he spoke to him near the tennessee/north carolina border on the appalachian disheveled and acting strangely. >> he said, me and my girlfriend just had a fight and she called me on the phone and she told me she loves me and i got to get to california to see her. >> reporter: laundrie hasn't

breaking overnight, we have a winner. one winning ticket was sold for last night's powerball jackpot worth $699.8 million. the ticket was sold at a grocery store in morro bay, california. the lump sum value is $496 million. it is the seventh largest lottery jackpot in u.s. history. one of the best-known football coaches in the country saying sorry after some controversial images of him were posted showing him partying without his wife. this morning jacksonville jaguars football coach urban meyer is apologizing after video surfaced of him partying and dancing provocatively with a woman who is not his wife. >> i just apologized to the team
