delbene is at the live desk with what we can expect. jobina: good morning. frances haugen is expected to testify. the hearing is expected to begin in about two hours. it will focus on how facebook and instagram impact teenagers. haugen first made an impact sunday night on "60 minutes," revealed herself as the whistleblower who provided "the wall street journal" with facebook's own research. it shows how facebook profits off of users. frances: facebook has realized if they change the algorithm to be safer, people will end less time on the site, they will click on less ads, they will make less money. jobina: today's hearing comes after facebook, instagram, and whatsapp crashed yesterday for at least six hours. users could not use or access the website or facebook owned

apps. the outage could cost the company more than $70 million. at one, facebook stock dropped 5%, and at one point, there was a concerned user data may have been compromised. but facebook says no data was exposed during the outage, kumasi. kumasi: thank you, jobina. the company recorded its worst day of the year yesterday following the whistleblower's revelations and that outage. at closing, the stock was trading down almost 5%. in a matter of hours, mark zuckerberg lost $6 billion of his networks. reggie: breaking vaccine news, johnson & johnson has provided data to the fda to authorize booster shot of covid-19 vaccine. the company says is given 56 days after the first shot provides4%teionst symptomatic covid.

clinical studies have shown the vaccine demonstrated strong and long-lasting protection. an fda advisory committee is going to discuss the booster he, and it could be authorized shortly after. a new covid. site could be opening soon, tuesdays and fridays at the crocker amazon sports complex. it can administer 150 tests every day for students and hat -- and staff. you do not need an appointment to get tested. kumasi: a south bay school district is feeling the pinch of a teacher shortage. they are asking other personnel to step up and teach. abc 7 amy hollyfield is live in the newsroom with more on that. amy: yes, they are having a substitute teacher shortage in san jose. it is happening around the country. y members are having to go

in and act as substitute teachers. they say they can usually work on 200 people to be available to sub every day. now the number is cut to 100, so cut in half. they are having to return to other specialized personnel. one counselor told us she is now a counselor 80% of the time. the other 20%, she is an on-call substitute teacher. >> counselors are not trained teachers. those not people we have in classrooms number two, we are coming back from a global pandemic. there is a mental health license. our students are -- crisis. our students are struggling. and to pull counselors is not good. amy: they can say which grade and subject they prefer. this is not standard operating procedure, but this is an emergency and they have turned

kumasi: developing news, we have just learned the first lawsuit has been filed in the oil spill. this comes a day after governor newsom declared a state of emergency in orange county. 143,000 gallons were spilled into the ocean, killing wildlife, closing beaches. officials say the pipeline, which is the source of the leak is 17.5 miles long. the coast guard is looking into the possibility that a ship's anchor because the rupture. this morning, there are questions about when authorities first knew of this disastrous spell. >> i definitely want a full investigation of what happened, and i want to hold all individuals accountable for this spill. i also want to understand our response team, when they got the information, when it was sent out, who was informed. kumasi:kumasi: you can watch that full interview on gma right

here on abc 7. reggie: the caldor fire is currently 93% contained with full containment expected next saturday. the fire for started in mid-august near the grizzly flats community in el dorado county. it has burned more than 220,000 acres and destroyed nearly 800 ruptures, a total of 50,000 people -- 800 structures. a total of 50,000 people were displaced. look at this, lightning strikes lit up the sky above disneyland's sleeping beauty castle. we are not going to do this again. i was going to say cinderella castle. is sleeping beauty castle. kumasi: oakland just reported the 106th homicide over the weekend. in september, opens all 17 homicides, making it the most violent month of the year. guns off the street. so far, they have recovered 900 this year, including 10 this past weekend. family members of homicide victims are urging the community to help. >> each and every life whole 106 we have lost as of today, have mothers and fathers. they are hurting. it is a whole community that needs to come together to make a difference. the police cannot do it alone. the parents cannot do it alone. we need to step in.

kumasi: thank you, drew. new data shows we are currently the only state with moderate covid transmission. you can see california and puerto rico are yellow, while the rest of the u.s. is read on the cdc map. in the last week there have been about 41 cases per 100,000 people. covid cases and hospital admissions are also dropping across the country, but the death rate is nearly eight times higher than it was in july. this is coming amid some confusion about the cdc's holiday celebration guidance. jobina: days after posting its covid-19 guidance for the holidays, the cdc pulled it from its website. the agencies to celebrations are safer when held outdoors and at a distance, with meal dropouts and virtual celebrations. now they say guidance is coming soon. just 24 hours after saying it is too soon to tell if you could gathy fod to you saying he was taken out of context and he says vaccinated people can have

's conclusion -- the u.s. should require proof of vaccinations or a negative covid test to get on the plane. >> if they made it more acceptable for people to get the -- accessible to get the test, easier. where i'm from tomatoes hard to get the test. >> if they do it, it will be safer not just me, for everybody who flies. u.s. travel association says it is against a vaccine mandate for domestic air travel. it says the policy would have an unfair negative impact on families with young children who are not yet eligible for the vaccine. the airline lobbying group airlines for america says it also does not support a mandate. the group pointed to research showing that air travel with masks is safe. there's only one major airline left that is not requiring its employees to be vaccinated, to work and travel, delta airlines

for two and half months, we have simply warned that since your party wishes to govern alone, it must handle the debt limit alone as well." majority leader chuck schumer is now bowing to bring a debt ceiling vote to the floor this week. dan lieberman, abc news. reggie: as if schools did not have enough to deal with right now, one south bay district is scrambling to put teachers in front of students because they have a sub shortage. amy hollyfield is here with the classroom crunch we are seeing in san jose. officials say they have lost about half of their substitute teachers. they usually can rely on having about 200 subs to call each day. now they are down to 100. with fewer people now willing to come to the classroom to teach, the unified school district is having to turn to other personnel, like counselors. counselors say this means they are giving kids in need less attention. administrators say this is not

ideal, but they need everyone's help in this situation. >> ima full-time counselor. now i am an 80% counselor, 20% on-call stuff to do teacher. >> normally we count on 200 people a day to be able to 70 classroom. this will your -- sub in a classroom. this year, it is 100. people are not coming back in the same numbers yet. amy: counselors say, post-covid, their busy dealing with issues like suicidal thoughts and safety concerns, and it hurts kids people them out of the counseling office and into the classroom. administrators say this is an emergency situation. they have of this because they just don't have enough people. they point out that everyone being pulled into the classroom has their teaching credentials. life in the newsroom, amy hollyfield, abc 7 news. reggie: amy, thank you. the effects of drought will be a lot more visible starting today in the north bay terrace several trees will be -- in the north bay.

several trees will be cut down. an arborist on three are dead and 13 others have decay or defects. he says although not all the damages water-related, the drought has had an impact. >> we are and i drought right now, and the trees are suffering. the sun is shining and the weather is hot. reggie: the public works director has asked the arborist to examine other trees in the area. the arborist recommended planting drought-tolerant trees, like olive trees. kumasi: drawing water from the sacramento river is part of the drought response. customers might see a change in the characteristics of the water. the water transfer will lessen the need for mandatory water restrictions and rationing. on the run nearly three weeks later, authorities are still searching for gabby petito's boyfriend, brian laundrie, and this morning, we are hearing from his sister.
