and low 70's on the shoreline. we will go near 80 degrees. enjoy that fall feeling weather. reggie: now to that hearing on capitol hill. the facebook whistleblower will testify in about an hour, facing a subcommittee looking into the impact on kids and teenagers. it comes amid fallout from that nationwide outage of facebook, instagram, and whatsapp. jobina: right now from the capital where the. will begin an hour. it will focus on how they impact teenagers. they made headlines on the cbs show six humans. she revealed herself as the whistleblower who provided the wall street journal with copies of facebook's research.

research shows how facebook amplifies hate to profit off users. >> if they change the alg alg to be safer, people will spend less time on the site and they will make less money. jobina: yesterday, they crashedy for at least six hours. users could not access the website or apps. the outage could cost the company more than $70 million. the facebook stop -- stock dropped 5%. there was concern that user data may have been compromised. facebook says no data was exposed. reggie: breaking vaccine vaccinv johnson & johnson's submitted data to the fda to authorize booster shots for its vaccine. the booster given 56 days after the first shot provides 94%

substitute teachers. they're asking counselors and other members to step in as substitute teachers. counselors say they believe this hurts students. the teacher shortage is a huge problem. san jose unified says they can usually count on 200 people being available for them to call every day. now, that number is down to 100. it's been cut in half brandon they are turning to other specialized personal. one counselor is a counselor 80% time, the other 20%, she is an on-call subsidy teach good >> counselors are not trained teachers. we are coming back from a global pandemic. there is a mental health crisis. to poke counselors one day a week is a disservice to our kids. it >> the district says each person has teaching credentials and can state which grade and

subject they prefer. this isn't standard operating procedure. this is an emergency plan they have turned to because it was their only option. they don't have enough people willing to come back to the classroom. live in the newsroom. kumasi: berkeley will hold classes in person starting in the spring of 2022. the university says classrooms present a low risk for covid transmission. the school is still looking at alternative options for immunocompromised, disabled, international students. plans could change based on public health guidelines. developing news, the first lawsuit has been filed in the oil spill off the coast of huntington beach. it comes a day after the governor declared a state of emergency in orange county to support the response to the oil spill. 144, 000 gallons have now

sense of the bay area drought. it is not good. between the start of october last year through september this year, we received one third of normal rainfall. you see here, all received all d 39% of normal rainfall. i wish we had better news. drew: if you combined this year and the previous year, we didn't make normal rainfall for winter. we had these back-to-back winters that a been so far below normal. the outlook is for this winter to likely be below average rainfall. that is something we will track closely. most of the bay area is in exceptional drought.

joined police in a plea to stop shootings. the city had its homicide over the weekend. oakland saw 17 homicides making this the most violent month of the year. police are trying to get illegal guns off the street.

that policy. it could make for a safer holiday travel season. a doctor from brown unit -- brown university documented his experience. he was sitting next to an un-vaccination -- an vaccinated woman who did not keep on her mask. he said we should have proof of vaccination. we asked travelers what they think. >> if they made it more accessible to get the test easier, where we are from, it's hard to get the test. >> if they do it, it will be safer not just for me for everybody who flies. kumasi: it is against the vaccine mandate for domestic air travel. it would have an unfair negative impact on families with young children who are not eligible for the vaccine. the airline lobbying group says it does not support a mandate. the group pointed out research

showing air travel with masks is safe. speaking of airlines, there is one major carrier it is not requiring a poor use -- employees to be vaccinated. delta airlines has no plan to mandate maxine's -- vaccines. delta employees will be be to undergo weekly testing starting next month. the airline is requiring unvaccinated employees to pay an extra $200 a month for health insurance. kumasi: the national institutes be stepping down. dr. francis collins has been the director for 12 years. he was selected by president obama to lead the agency. he told the washington post the nih will benefit from new leadership. collins has been an advocate for covid vaccines and mask wearing. reggie: one south bay district

is scrambling to put teachers in front of students because of a substitution shortage. we have the classroom crunch going on. amy: another side effect of covid. they have lost about half of their substitute teachers. they can usually rely on having 200 college day. now, they are down to 100. with fewer people willing to, to the classroom, the school district is having to turn to other personnel. counselors say this means they are giving kids in need less attention. administrator say this isn't ideal. they need everyone's help in this situation. >> now, i am an 80% counselor, 20% on-call substitute teacher. >> we really do need to support each other to make this happen.

amy: post-covid, they are dealing with issues like kids who have suicidal thoughts and safety concerns. they believe it hurts kids to pull them out of the counseling office and into the classroom. administrator say this is an emergency situation. they just don't have enough people right now. everyone being pulled into the classroom has their teaching credentials. we are live in the newsroom. kumasi: there have been a growing number of threats against educators and school board members. this is what the fbi is doing. jobina: the attorney general has told federal law enforcement to reach out to local school leaders over the next month. he's investigating a growing number of incidents involving threats of violence against educators and school board members. the fbi may create a training

program a task force to address the issue. the national school board association asked the president for help. threats against school offensive -- officials could be considered hate. you can read some of the direct quotes online. it is stunning. reggie: that is disappointing. the governor is going to visit students and teachers in the central valley. it's part of the california comeback plan to expand opportunities for every child. the governor will sign an education package. that would provide prekindergarten for all four-year-olds starting school next year. it would expand dual language programs. you can watch the news conference at our website.

officials requested an independent commission conduct the report. they prioritized protecting the institution over victims who were urged not to speak out. 216,000 miners were abused. the majority were boys, between the ages of 10 and 13. the abusers, 3000 of them, worked in the french catholic church between 1950 and 2020. priests are recommended to receive training on law and the rights of children. reggie: that is stunning. new developments in the search for brian laundrie. his sister is talking to abc news. he is a person of interest in his girlfriends disappearance. he is wanted as a suspect in a fraud case. she last saw him in early

>> being homeless is not aelessl crime. living in poverty should not be reason to separate families. our residents should not be living in constant fear of being torn from their loved ones because of their housing situation. reggie: housing vouchers will support households for up to 10 years. the campaign has a plan to expand homeless prevention services. kumasi: the most populous state in the country will be adding a 12.5% tax on e-cigarettes. it was approved yesterday and will fund public health and education programs. it will generate $38 million by 2023. the governor signed legislation to ban the sale of flavored tobacco products. that measure is on hold.

million to a black former employee of its fremont plant. he said he was racially harassed during his employment. lawyers said he was called racist names, shown at cartoons, subjected to abuse. the jury found they violated his free of a hostile work environment. he will be paid for emotional distress and $130 million in damages. kumasi: an update on a story we brought you in august. the state bar has announced its moving forward with disciplinary charges against the attorney behind the traffic defenders. he's accused of recklessly or repeatedly failing to perform with competence by not appearing at trials for his clients in traffic court. he has offices in san francisco and south san francisco. two of the victims say they lost faith in the legal system.
