wear your mask. but it is time where we put that responsibility on the people, not on the small businesses. larry: health officials can announce new criteria thursday for easing covid restrictions like indoor masking. at criteria might include vaccination rates and hospitalizations. santa clara county health officer told -- numbers are improving. >> our plan is to develop a set of metrics we all share that are common across the region as to win -- when to lift indoor masking. >> many in the area are hoping for a target date when wearing a mask is not required anymore. >> it is hard to breathe. >> -- trusts health officers but will keep wearing hers. >> rule or no rule, i am going to keep wearing my mask.

require proof of vaccination to enter venues. the city council passed a sweeping ordinance that includes restaurants, bars, gyms a mother -- among other venues. the rules won't apply to unvaccinated people with medical exemptions if they can show proof of a negative test within 72 hours. the new ordinance takes effect november 4. san mateo county will open the event center to administer pfizer booster shots. you can also get your first or second dose, no appointment needed. 94.6% of residents ages 12 and up has received at least one dose. the board of supervisors passed a resolution declaring covid misinformation a public health crisis. larry: oakland teachers have a set of new demands to make sure schools stay safe. those requests are being presented tonight to school board members. anne melendez has a look at their concerns. >> when classes begin in augustt

oakland teachers had a set of guidelines. >> washing hands, eating slowly, spreading out. >> as the delta variant began threatening more communities, teachers have been calling on the school district to put more safety measures in place. >> we are grateful we are on the downward trajectory, but we want to get certain things in place leanne: as our weather changes. those weather changes would likely force students to use more indoor spaces. right now, cafeterias like this one only have large fans to circulate air. >> what a school site like my needs is industrial-strength air scrubbers that would purify, just like portable ones. leanne: the proposal is to have three scrubbers per cafeteria. the teachers union is asking the

district to hire more staff to supervise students. another big demand, testing. >> we would like to see weekly testing mandatory on-site at every campus. leanne: right now, there are 10 testing sites which stop operating at 4:00 p.m. the district says it is working to increase the number. >> testing is one of the most important things we can do. vaccines being first, masking being second. just to make sure we are on top of any situation. >> the teachers union wants the district to come to the bargaining table to begin negotiating these demands. kristen: new research pandemic is responsible for the largest drop in life expectancy since world war ii. the study shows out of 29 countries, the largest drop is reported in the u.s.. stephanie sierra is digging into the data compiled in the report.

>> what do you think -- why do you think the drop is greater in men? >> men are more fragile than women in terms of life expectancy. plus, men are more likely to have gotten this and more likely to have gotten the severe forms.

> especially among minority populations. the drop in life expectancy even more alarming. >> if the population as a whole has lost 1.5 to two years, other studies have shown the size of that drop is maybe two or three times higher than that for black and hispanic populations. >> vaccine hesitancy among these groups is partially to blame. as we see death rates go down, this life expectancy measure for both men and women here in the u.s. will climb up. as scientists pointed out, life expectancy has not increased much over the past decade. the hope here is it will improve , the more people we can get vaccinated. kristen: why do scientists think the u.s. reported the largest drop? stephanie: in his opinion, the overall response to the pandemic in the u.s. has been weaker compared to other european countries. he cited everything from the

lack of a coordinated federal response to mixed messaging on vaccines. the main thing he pointed out to was most european countries have been able to increase their vaccinations over time while the u.s. has plateaued. kristen: thank you. larry: oakland police are investigatinghooting on school. sky seven was overhead as paramedics treated a person inside a sedan that crashed into a tree on myrtle street around 11:45. we are told that person is in stable condition. the campus was locked down for a period of time. officials say the shooting had no connection to the school. kristen: a date is set for the resentencing of scott peterson to life in prison without parole. the resentencing will take place in redwood city. peterson will appear in person. last year, the california supreme court throughout the

death sentence after determining jurors were improperly dismissed. peterson has spent 15 years on death row for killing his wife lacey and their unborn son. a juror was excused from the elizabeth holmes trial. she expressed concerns about how her buddhist faith may affect her decision. the juror told judge how she has been thinking about punishment every day but, despite being told to only consider the facts of the case. an alternate has took her place. larry: cleaning up. what we have learned about the oil spill in california. we will hear from the man who was awarded millions in a lawsuit against tesla. the emotional toll the pandemic is taking on children. >> cool, by fall standards. i will let you know how long this pattern lasts and when this pattern lasts and when raindrops may show ♪ ♪

been deployed. one person was on board, but they were able to get off safely. larry: we are hearing from a former tesla contract worker who was awarded $137 million. a win diaz says he was subjected to racial harassment and a hostile work environment. >> my supervisors and coworkers were not only telling me to go back to africa, they were saying the n-word. i also had a supervisor cost me in the elevator and threatened physical violence. larry: diaz was hired through a staffing agency to work as an elevator operator at the fremont factory. he quit after a year. the company released a blog post saying they did not believe what the jury heard did not justify the verdict. kristen: john vanda more, sentence for his role in the college admissions scandal, accused of accepting bribes in

exchange for preferential treatment for ceiling recruits. essentially taking money, then offering a slot he can push to admissions. he says he was contacted by rick's singer, the admissions counselor at the center of the scandal. he has written a book called rig to justice, how the college admissions scandal ruined an innocent man's life. i talked with him and asked he -- how he could say he is innocent. >> i was innocent going into this. it was not something -- and even the judge that sentenced me recognized -- this was rick pushing this on me. this was not me searching this out. one of the big reasons i wrote the book is i want it to be a warning for my colleagues, or anybody in a big corporation to look at the bigger perspective. even if you have innocent intentions, you could be caught up in something bad. kristen: he is currently coaching youth sailing and working at an engineering firm.

it is interesting, he thinks one of the fixes is for coaches to just coach and not worry about having to raise funds. larry: it is a problem. especially if you have nonrevenue producing sports, sometimes the burden is on them to make sure their programs can survive. although at stanford, they have the money to do whatever they want. kristen: a lot of calls for a is underway. let's check things out with sandia patel. >> larry and kristen, the clouds are stacked across the bay. but, the upside is it takes the fire danger down in the air quality is good. some of that moisture is getting picked up higher up by our radar but it is not all reaching the ground. sprinkles around fort ross road. a cold front is pushing through.

the biggest story is going to be the sierra nevada getting snow. freezing cold weather in the morning saturday and sunday. -- saturday night into sunday. another system will bring snow levels down to the valley floor. mid-50's tomorrow morning. there will be drizzle. a cool start, and cloudy as well. we hang onto the cloud cover a lot like today. 71 in concord. 50 nine half moon bay. everyone else in between, we will keep it on the breezy side. the forecast is breezy and below-average for thursday. can't rule out a couple of sprinkles or a shower. look at what happens for the weekend, it turns sunnier for the afternoons, and warmer for your sunday. dusty conditions monday and tuesday. fire danger as offshore wind develops next week.

kids are back in school. they are dealing with the emotional toll of the pandemic. there are reports of increased social and emotional issues.

joining me as dr. michael stanton of california state university. what is the problem you are seeing at schools? obviously everybody is more tense and frustrated, but how bad is it? >> at this stage lost contact with peers and friends and family and teachers. the lack of connection has been taking a toll on all of us. definitely kids as well. we shouldn't forget about that. larry: what is the root of the issue? missing your fellow students? isolation? dr. stanton: isolation is a problem. not being able to socialize and see your friends. in addition, lack of routine. kids thrive on routine. beginning, middle and end.

this is what happens at the beginning. we have lunch together. this is the end. that routine is missing, which is taking a toll. let's not forget that a lot of children have lost relatives, family members through the pandemic. or, seeing their parents dealing with tough issues. that also takes a toll. larry:larry: now we are at the point where kids are back in class and having to adjust, what should teachers and officials be doing to try to make it easier for them to adapt? dr. stanton: great question. teachers and parents. number one, they need to have empathy for the kids. what we are all going through. be kind to ourselves. number two, i would recommend that we think of the progress -- we are seeing some acting out

behaviors, children acting differently than normal. sometimes acting out more, and sometimes withdrawing. if we are looking at changing those behaviors, we should expect to see a change over time, not all at once. behabehabeha take two months. number three, reward good behavior. as opposed to punishing bad behavior. there is a tendency when you see a child doing something you do not want them to do, like blurting out in class, it is to raise your voice or punish them. it turns out that doesn't work as well as we think it does. rewarding good behavior, the kind of behavior we want to see, that works better. larry: what can parents do to help when they sense their child is struggling. they may not even know it.

dr. stanton: i would say there are some signs they should look out for. in children, we see children sometimes acting more irritable, more aggressive. that could be a sign of distress, anxiety or depression. in addition, students withdrawing, not talking as much, being shy. those are signs to should look out for. you might see that either in social interactions with their peers, or between children and families, and you might see it in school settings. if you see a marked ch a m those behaviors, it doesn't hurt to reach out to a psychotherapist, someone who specializes in children, and talk to them about what your child is experiencing. you might be surprised or they

have good tips offer. larry: how concerned are you after a year of this for kids going back in with the learning loss and trying to get caught up? that creates a different stress of its own. dr. stanton: we are all catching up. learning all sorts of new behaviors. there are mask mandates in school that were not there before. we are all in a period of adjustment. we know from research that it does take quite a bit of time for people to adjust. on average, two months for people to even get used two in new behavior, even if they do not particularly like it. we should be kind to ourselves throughout the process and expected is going to take some time to get used to this new normal. that being said, there are things we can do. i think people sometimes don't

think as much about helping our bodies, which is just as important as our mind. getting out for a walk can be great for your mind and body. larry: or kindness for kids and adults. certainly recommended. thank you. time. dr. stanton: i appreciate it. kristen: it's not just kids feeling the emotional toll, parents are feeling it. especially empty-nesters. i spoke with the chief of psychiatry and addiction medicine at kaiser permanente in south san francisco. >> this has been twice that parents have had to endure this. when their children have gone off to college the first time, or their full-time job back to their apartment. and then, their job switched to virtual, or college switched to virtual, now they are leaving again. the parents have had two losses

of their children and that can take a toll on parents. they are missing their child and that could lead to feelings of sadness and loneliness. some things i would recommend our focus on the positive. you did your job well as a parent if your child is going back to college, or back to their job. that is a great thing you did as a parent to raise a child that is that independent. kristen: the doctor adds it is important to take time to focus on yourself if you are sad and lonely. larry: the mask mandate easing, and the problem

on numbers, but i feel like deja vu. haven't we been here before? now it is right before flu season. bottom line, i am always going to say the same thing. i have a child too young to be vaccinated. masks are staying on. just a little thing to do for the greater goo have pblith ma. go not have to wear them, but i am always worried about passing it on to somebody who could have an issue. sandia: i am done with these masks. [laughter] i think it would depend on the situation. if i am in a crowded area, i would want to mask up absolutely. if i am right here where we are far apart, i don't feel the need to put a mask on. it depends on where. i am done. larry: it is tricky. we talked to the best doctors

and specialists every day and it can still be confusing as to what you should do. we will see. there have been issues with people using fake vaccine cards. some people under 21 who use fake ids can't get into bars because the information doesn't match their real vaccine cards. of this -- san francisco and new york, with -- which both require proof of vaccination. but if you have a fake id, it won't match your vaccine card. bouncer told the daily beast the vaccine requirements have led him to take his job of checking ids more seriously. how are your kids getting around this fake id situation? [laughter] kristen: it is not a worry for them. they are both 21. no one is trying to get into bars. today for the first time, i did

she's a pet therapy dog that visits patients weekly at dignity health sequoia. her humans as it is great to be back. >> she enjoys it. the patients, if they are open to seeing a dog, they are in bed all day, the mana -- the monotony of being in the hospital, this is a surprise. >> known as happier than leah thrasher comes for treatments three to four weeks. >> no one wants to have to do treatments. it makes it all the more human and little less hospital like. >> sequoia hospital in redwood city has three pet therapy dogs making the rounds. all of them volunteers with special certification. emmy also d d d staff who have experienced high stress. the benefit is huge for patients dealing with pain or anxiety.
