this thursday, october 7, you are watching abc seven mornings live. we will start looking at the weather. mike: thank you. we are starting off pretty cloudy this morning. a little bit of moisture leaking out of the clouds. it is evaporating before it reaches the ground. it will lock in another cooler than average day today. temperatures in the 40's in the north bay. most of us in the low to mid 50's now through 7:00. temperatures will stay right near 60 at the coast while most of us hit the low to mid 60's as we head into the afternoon hours with a few areas of sunshine in this deck of cloud cover. by 7:00 we are looking at cloudy conditions again. two chances again. kumasi: developing news out of pakistan. a powerful earthquake rattled part of the country killing 20

people. usgs says this earthquake struck southwestern pakistan at a depth of nearly 13 miles. just after 3:00 a.m. local time, jovina is at the desk. jovina: the quake because power outages and damages -- damaged the remote district. it consists of numerous scattered villages of basic mud houses that are home to coal mining communities. the road leading to the district , pakistan's prime minister posted a tweet saying he ordered immediate assistance on an emergency basis for the victim. he sent his condolences and prayers. the last time a major earthquake hit the area was in 2013 when a 7.7 quake killed 330 people, injuring 445 others. reggie: thank you.

classes are canceled at a texas high school after a shooting killed four people. police say they believe a fight broke out in a classroom and that's when the shooting started. one student tells abc news's class heard a cry for help. >> she yelled out help two or three times. by the third time my teacher went out to go help. not more than three seconds later we heard six gunshots. after that, we had kids in our classroom that went to the back. it was me and two other people. we went to the door and held the door to make sure nobody came in. reggie: the suspects family says he was trying to protect himself from bullying. he left the school but eventually turned himself in. police say all of the victims are expected to be ok. kumasi: what would it take to lift indoor mask mandates? we are expected to get an answer

to that later today as county health leaders announce new criteria. amy hollyfield joins us live with details on how people are feeling about this. amy? amy: we are hearing some hesitancy but not that it looks like the summer surge has calmed down. we are expecting to hear what it would take to allow us to walk into a restaurant like this with a mask on. today we expect to hear the guidelines that each county will need to meet before lifting the mask mandate. it will likely include vaccination rates and the number of covid cases. we did talk to one gym owner who is ready for his customers to be able to decide for themselves. >> it gives you another layer of protection. if you still worry then of course, wearing a mask. it is time where we put that responsibility on the people, not on the small businesses. amy: we talked to a doctor who

is still encouraging caution. he saying he will keep his mask on. pointing out last year's winter surge started in the last week of october. the difference this year though is we have a vaccine. this current mask mandate that we have in place has been in place since the beginning of august for about two months. health officials expecting to give us a roadmap, what it will take, that announcement is expected today. kumasi: san mateo county will open the event center to administer pfizer booster shots. dates with the clinic will be today tomorrow -- today, tomorrow, you have to be eligible for a booster shot. that means you are 65 and up,

received your second pfizer shot at least six months ago, have underlying conditions, or have an increased risk in exposure. reggie: if you are planning a trip to l.a. make sure you have your proof of vaccination ready to go. starting next month the city will have one of the strictest covid rules in the country. the mayor signed an ordinance for restaurants, bars, shopping centers, and entertainment venues. exemptions are allowed for religious or medical reasons. you could also show a recent negative covid test instead. it is similar to mandates here in the bay area. san francisco requires proof of vaccination to enter restaurants, clubs, bars, gyms and large indoor event. in san francisco, a negative covid test does not exempt you from this vaccine mandate. kumasi: the giants know who they

kumasi: developments in fighting california wildfires. governor newsom signed legislation that reduced the financial risk for managers when fires escape control lines. this bill authored by senator bill dodd now makes them liable if they acted recklessly allowing the flames to get out of control. reggie: new water restrictions could come to san jose. significant measures proposed to

firefighters this morning. it looks like they are keeping this as a firefight from the hoses. it looks too dangerous. we will keep tracking this throughout the morning and let you know how it progresses. kumasi: breaking news on the covid vaccine front. pfizer has submitted the paperwork to get fda emergency use authorization. the fda has a meeting set for october 26. the committee will review data from pfizer's vaccine shot -- trial. if everything goes according to plan covert shots will be available to this age group early in november. reggie: many small business have been waiting months to get guidance on what metrics we need to hit to stop requiring masks.

amy hollyfield is live for us in walnut creek. amy: we are still hearing hesitation. some people aren't ready to shed their masks. what it would take to be allowed to walk into a restaurant like this one without a mask on. help officials across the bay area. the summer surge of cobit appears to be over. health officials recognize that people are wanting and offramp. today we expect them to tell us what the metrics are that each county will need to hit to drop the mask mandate. we are hearing from people including the mayor of oakland who say they aren't ready yet to take this step. >> rule or no rule i will be wearing my mask inside. i will prefer outdoor dining or outdoor events wherever possible. i bet that i will be like a lot of people in the bay area that

would rather play it safe than sorry. amy: she is right. we talked to one doctor who said he wants to keep his mask on point the difference this year is we now have a vaccine. one gym owner said it is hard for his client to work out with a mask on is ready for the mandate to be lifted. it is expected to come today. kumasi: presi presi presi presii traveling to chicago to promote covid vaccine requirements. the same vaccine mandates in t t workplace have increased vaccination rates to over 90 percent in many organizations.

142,000 children lost a parent or caregiver in the u.s. in california, that number is more than 16,000. the vast majority of kids impacted in california identify as hispanic. susan hillis is the lead author of the study. she spoke with a 16-year-old girl who lost her father. >> she has given me permission to share this for her with anyone. this is what she said. people with covid in our country , most of them recover. however, i will never recover. i will not have my daddy with me. he will not walk me down the aisle. he will never be with me. kumasi: to get a better -- jovina: she says an average of o

causing that oil spill in southern california has now left the port of oakland. the coast guard boarded the ship while it was at the port overnight. investinvest the possibility this ship's anchor snagged the pipeline that ruptured. the pressure view data showing the ship made unusual movements while anchored close to the pipe before it started. it is believed as much as 144,000 gallons of oil spilled into the ocean closing beaches and threatening wildlife. kumasi: don't be surprised if you hear or see the blue angels today. that should happen between 1:00 and 5:00 this afternoon. it has opened up shifts for public towards. it gives you a chance to see a day in the life of a u.s. sailor and national guard. you could walk through the corridors and flight deck. it will be close to the public because of the pandemic.

news in antioch right now. sky seven over this large fire that you could see burning here at the rendezvous bar at the corner of walter way, cecil lane. earlier we saw significant flames coming out. it looks like those flames are not as pronounced as we saw a few minutes ago. getting things under control. we will stay on top of this and keep track of this throughout the morning. reggie: jury deliberations began in the first trial related to operation varsity blues, the college admissions scandal. former staples executive mark wilson and casino executive have pleaded not guilty. it appears to show wilson soliciting rick singer for help in getting his twins admitted into college as athletes. >> that would be the first

beaming as their son tj moved into his freshman dorm at uc berkeley. the family has lived in america since 2013 and now has hit a major snag. with the u.s. immigration system. >> it is very difficult. i tried to keep myself positive. jovina: he works for a private consulting firm and has an h1b visa. his wife and son tj have h4 dependent visa. meaning they cannot work. tj is a junior chemical engineering major at cal and needs an internship to remain competitive with classmates and land a job after graduation. >> it is really bad to see the circumstances beyond their controlling. jovina: he needs his visa converted. the family submitted the change
