doses of pfizer or moderna or one dose. kristen: we have a closer look at the new requirements and what they mean for you. stephanie: health officials say it is finally time for a transition as cases stemming from the delta waves are declining. but it is important to know, the mandates will not be lifted immediately. in fact, most of the bay area will not meet those three metrics for at least a couple of months, or at least by january. masks off? not quite. >> we are adopting shared metrics. stephanie: bay area health officials say before mask restrictions are lifted, counties need to meet three main criteria. first reach the cdc's yellow tier and remain there for three weeks. second, hospitalizations must remain low and stable and at the health officer's discretion. 80% of the jurisdiction's total third, population is fully

vaccinated, or eight weeks after the fda authorizes vaccines for five to 11-year-olds. why it weeks? >> because it will take at least that long for kids to get their two doses. remember, they are three weeks apart, then you need at least a week or so before they are fully immune. >>wa to make sure the vaccination layer is robust. stephanie: health officer dr. cody says santa clara county is currently in the cdc's orange tier, but is trending down. >> we have to meet all three metrics. stephanie: the most important yet challenging metric will be the vaccination requirement. some counties will get there faster. >> we are seeing 900 to 1000 vaccinations in our country every day. stephanie: the contra costa health officer says if the county keeps up, the county could reach the mark within two

months. >> we are looking at december even january, depending on the taming of the fda authorization. stephanie: all bay area counties and the city of berkeley have adapted these guidelines, with the exception of solano county. health officer there says he stands by his decision. >> none of the counties that had such a mask mandate showed any benefit. all of them should have seen a reduction in disease within that most two weeks. none of them did. stephanie: so far, no bay area county meets all three metrics. and even if mandates are lifted, it will not prevent businesses from imposing their own restrictions. there is a lot of fear around the delta variant, but the doctor stressed scientists feel confident that if we can get our total vaccination vaccinated at 80% or above, that will be enough to minimize any future threat of delta stephanie sierra. , abc 7 news. kristen: even after mandates are lifted, could restrictions for

masking stilly lre leaving room for health officers to decide. stephanie: exactly, dr. cody said it is likely that these mandates will be lifted at different times given each county's transmission and hospitalization rates vary. that said, the rules won't necessarily be the same. in san francisco, for even if the indoor mask mandate is lifted, it will not apply to bars and restaurants. so we have a lot to be tracking as we continue monitoring the change o g that is slightly different from the agreement announced by other bay area counties. reporter laura bernard is live with -- cornell barnard is live with how things are looking. cornell: lots of reaction, new rules coming out about who should wear masks. but here in marin county and others, masks will have to stay

on. a lot of folks are not happy about it. >> you can't underestimate how happy the fitness industry in san francisco is right now. cornell: he thought it would never happen, but next week mask requirements will be lifted for james and other centers. cornell: you ask everybody,. >> it is tough to work out wearing a mask. now we have the opportunity to tell people, come in, it is safe , you don't have to wear a mask if you are vaccinated. cornell: besides gyms, san francisco is easing rules where vaccinated cohorts gather, like offices it's a good. >> thing. as long as everybody is spread out and people don't mess around, just to be safe, as long as they are vaccinated.o you loo working without wearing a mask. >> absolutely. the closer we can get back to the normal. cornell: mayor london breed tweeting, quote, "this is a good

step forward, particularly for our downtown because this will allow officers to have more normal routines and interactions. our economy is bouncing back, the city feels like it is coming alive again, and this is yet another milestone in our recovery." but in other bay area counties, masks will need to stay on until a list of guidelines are met, with covid transmission low in at least 80% of the population vaccinated. >> definitely more frustrated than upset. a lot of it just doesn't make sense. cornell: adam cohen's genes in two counties -- adam owns gyms in two counties. he wonders if the criteria could ever be met. >> i have mixed feelings about it. marin county is closed. sonoma county, not so much. cornell: now, in san francisco, bars and restaurants are not a part of this new order. you must still wear a mask if you are eating or drinking

goldenreaura soon. they are also appreciative to so many people for their compliance so far. live in rain county, cornell barnard, abc 7 news. pfizer submitted paperwork to get emergency use authorization for its vaccine for children ages 5-11. the agency will consider the application three weeks from today. given daily, compared to roughly 281,000 doses. federal health officials are urging americans to get a flu shot in hopes of avoiding what they are calling a twindemic. san mateo county is looking to add to those numbers. they opened a drive-through mass vaccination clinic at the san mateo county events center. those eligible for a third dose

can get one from 9:00 to 4:00 tomorrow afternoon, then next tuesday from noon to 7:00, then wednesday from 9:00 to larry: tesla ceo elon musk has announced he is moving the company headquarters from silicon valley to austin texas. he made that announcement at the shareholder meeting he says the company is not moving out of the state of california completely. >> to be clear, we will be continuing to expand our activities in california. this is not a matter of tesla leaving california. our intention is to actually increase output from fremont and kicking that up by 50%. larry: however, he says there is a limit just how big he can scale in the bay area. kristen: change is coming to san jose state. the president announced her resignation from the school today amid an investigation from the department of justice. reporter dustin dorsey has the reaction.

justin: another major change underway at san jose state. the president will step down from the presidency at the end of the fall semester. >> i am surprised, surprised it is happening on this timeline, but i also think it is probably the right decision. i think leadership requires taking responsibility for what went wrong in the institution, and i think mary. dustin: is doing that. dustin: in a statement, the president said in part, quote, " best interests continue to be at the forefront of every decision i make. i truly love this university and i believe this choice will allow the focus to be positively on our outstanding campus." she became the third female president of the university in 2016, and while she saw great victories, she leaves shortly after the department of justice ruled that the school mishandled sexual assault complaints by female athletes.

the school recently reached a settlement with more than a dozen of the athletes involved. she says she will continue with her part in the investigation. students we hope with say they hope the next president can bring the university out of the dark cloud they are under now i would like to see the next president. >> i am hoping the next president can take care of the student athletes to settle that case and to bring san jose back to good things in the news, instead of just allocation the decision on the interim president will be made soon. in san jose, dustin dorsey, abc 7 news. larry: today federal prosecutors charged 18 former nba players with defrauding the league's health and welfare benefit plan out of $4 million. prosecutors unsealed that indictment today out of new york, accusing them of engaging in a scheme.

you might expect in san francisco this time of year. let's look at what is happening with their breezy condition. when speeds range from 18-22 miles per hour in most of the radio locations, 20 six miles per hour guests at san mateo. clouds are increasing. it is cooler by several degrees at this hour than at this time yesterday. one degree cooler at san francisco. five from the coast, five degrees cooler. here is the view over san francisco, where it is only 58 degrees. 68 in san jose. 70 in borgen hill. 77 at half moon bay. clouds are mainly high. some low clouds are developing near the coast as well. we have mid-60's in santa rosa. napa, 71. 66 in livermore. the view from emeryville shows that high to mid-level clouds in the distance. these are our forecast features. morning showers and even drizzle

larry: so many don't understand how complicated our immigration laws can be unless you are living it. kristen: our abc 7 news anchor has one family's story. >> he is my only son. reporter: this was the moment i met this family in 2019, beaming as their son t.j. moved into his freshman dorm at uc berkeley. the family is from india has lived in america since 2013 and now has hit a major snag with the u.s. immigration system.

>> it is very difficult to find -- i try to keep myself positive. reporter: that dad works for a private consulting firm and has an h-1b visa. it's popular among international workers. his wife and son t.j. have an h for dependence visa, which means they can. network t.j. is a junior chemical engineering major at the university and needs to remain competitive with classmates and land a job after graduation. >> it feels really bad to see that despite him putting all the effort. reporter: he needs his visa converted into an visa. the family submitted the paperwork in july of >> a process that usually takes seven months is still underway as we speak, more than a year now. >> unfortunately, this happens to a lot of

it's been happening more i think in the last several years. it was clear that the last administration wanted to decrease immigration to our countries. our immigration laws are broken. reporter:. reporter: she is a senior attorney at the immigrant legal resource in san francisco. she says covid made the existing immigration backlog much worse. >> they had budget. >> cuts its ranks, decimated, and that has made it really hard for those of us that are trying to help people legally come to the united states as well as those that are here, whatever status they have, to become legal. to become permanent residents or work legally. it has really been difficult. reporter: in t.j.'s case, he is at risk of aging out of the h4 visa. he can't stay on it once you turn 21. he is 20. >> if he ages out, he needs an alternate visa,, or he has to leave the country.

reporter: and not complete his senior year at uc berkeley. the school is aware. so is his father's company. and he has hired a private attorney. all anyone can do is wait for the government. meanwhile, there are families with similar issues and not even a fraction of the resources. >> it can take them years, if ever, to have the relative status, or to have their employee become legal if they are a small company and don't have the resources of a big firm, or the university of california assisting them. reporter: and her -- has been stuck in india since march. she went to visit her ailing mother, after already losing one parent at the height of the pandemic. because of covid-19 travel restrictions and her visa status, she still can't come back to the u.s.. jobina fortson, abc 7 news. larry: how frustrating that can be. abc 7 reached out to a number of

could be getting a vaccination soon. pfizer submitted its trial data to the fda for authorization. emergency use authorization. abc 7 news reporter david louis looks at how this will impact schools and families. reporter: pediatric trials underway for months. now and fda panel could go over the data, that could lead to 28 million children getting the pfizer vaccine. >> we have a higher probability of keeping kids in the classroom, keeping classrooms open for the benefit of their education. reporter: that's the immediate benefit marin county sees while others welcome extended protection within families. youngsters are left vulnerable, while older siblings and parents are vaccinated. >> this is a big deal because of the large percentage of our population that kids do make up. so the more people we can get vaccinated in total, the more that this pushes us closer and closer to getting close to herd immunity. reporter: however, public health officials may run into another

wall of resistance to the vaccines. a survey released last week by kaiser family foundation indicates one-third of parents want to get there five to 11-year-olds vaccinated right away. another one-third will wait and see 20%, or 1 in 4, will not vaccinate their child. >> it is an embarrassment in the village country to have even 100 children die of a preventable disease. >> talk to your child's pediatric health care professional. your pediatrician is the person who is trained to understand what the data means in these pediatric trials. reporter: final fda approval could take a month. marin county and others are planning both large-scale and mobile vaccination events in conjunction with schools. vaccines will be one third of what the adults received. david louis, abc 7 news. larry: dr. patel is a member of our abc 7 vaccine team, and we welcome him right now. let's start with the news about

pfizer. and we should tell everybody, your specialty is pediatrics, so this is an important issue for you. how important is this for kids? dr. patel: it is my specialty and it is important for anyone out there who cares about the livelihood of children, and i hope it is everyone watching. we saw the headline a couple of weeks ago about clinical trials showing the robust immune response. what this data is going to do is get people and the fda to look closely at the data, to make sure that antibody level translates to inefficient vaccine. not only that, they will be looking at safety data and manufacturing data. can you actually scale this vaccine in time? with the adult vaccine, it took three weeks to get emergency use authorization last fall. hopefully it takes less than that for kids. larry: given the reluctance throughout the country with so many people not wanting to take the shot do you think parents are going to be rushing to get

the vaccine for their kids and should they given that if they feel that their kids feel safe in school, this is important? dr. patel: we know that about one-third, according to surveys, will be rushing, they will get the vaccine asap, which is the right thing to do, because here is the misconception. we know that children are not immune to covid-19, we have seen children get severely ill and, unfortunately, die. we have also seen children spread coronavirus to vulnerable family members. but children are also developing long symptoms, persisting for months in advance. so there is a spectrum of ways this affects kids. we also want to know that kids will be safe as we slowly start to reopen. so i hope those parents who are on the fence have a dialogue, chart with your pediatrician. talk to your friends who got their kids vaccinated. it is all about having those honest conversations.

larry: and helping people feel comfortable. today, federal officials urged americans to get the conventional flu shot not a covid shot, in hopes of avoiding a twindemic. is that a real possibility given that we will probably be wearing masks for a while. last winter we didn't much have a flu season because everybody was messed up? dr. patel: hopefully that will not be the case this winter. we would like to get to a good place with vaccination rates and lower transmission rates, and possibly get rid of masks in some situations. people will be traveling for the holidays, i am sure people will want to get together with families, and this could be a very different flu season from last year. . i want people to understand that if you look at 2019, the cdc estimates that hundreds of thousands of americans, 4700 were hospitalized with influenza. so it is not just saying that you will die from influenza, because statistically you want, but you could overwhelm the hospital system, you could be at work getting people sick. it is something to think about.

there definitely is the potential for a twindemic in certain parts of this country, especially where there is a lower vaccination rate. larry: and some people may get sick and not even know which flu they have which is a whole another problem we don't want to get into. a survey saves 44% of americans are planning on getting the conventional flu shot. what would you tell somebody who says they don't want -- it is so weird, people will get one flu shot not get the other flu shot? i don't know. dr. patel: remember, they are not two different flu shots. we have coronavirus and we have influenza, but i see where you are going and i respect it 40% are hesitant to get the flu shot. that's not new. it was about 40% in 2018. what i would ask these people is, what specifically about the vaccine are you concerned about? what i find with the flu shot, because we have had this conversation for years,. . people have different reasons some people think the vaccine

causes the flu, it doesn't. some say it doesn't work. it does. some people say, i have never gotten the flu in the past, i will not take the shot. i ask them, do you not wear seatbelts? so it is that one-on-one dialogue. what i found with influenza is some people finally do lean over and say that it is the right decision. larry: thank you. i was getting my flu and my covid vaccines mixed up. they are both vaccines. dr. patel: you are on team science, so i am ok with that.
