overwhelmed with joy, knowing that san francisco is once again holding events like the one you see this weekend. fleet week in october and san francisco. cap kind of -- the iconic event is back after being canceled last year due to the pandemic. after spending most of the year inside avoiding mass gatherings, people returned to sunny skies over the golden gate bridge to watch one of the best airshows on the country. >> it feels great, getting back to somewhat a sense of normalcy, getting out there, being there wit with the community again. reporter: he says fleet week is one of his favorite events. the moment he knew it was returning, he said he wasn't going to miss it. >> not a cloud in the sky. you've got the gold historical then get. you've got windy conditions, but that's san francisco for you. reporter: if the epoch about x

-- if the acrobatics were not enough, it is a good day to sport black. >> we can't wait. we wish we could cook over there right now. reporter: he traveled all the way from utah for the weekend. he says he usually comes to the bay area each year but that last year -- but did not last year because of the pandemic. he says this weekend was a perfect excuse to return. >> we didn't do anything in 2020. we try to come here once a year. this is our trip down here this year. it's been great. reporter: whichever event it may be, people say it's just nice to see san francisco back to holding events like the one this weekend. >> it's great to see the planes and everybody is in a good mood. it's beautiful weather. it's great. reporter: it certainly should be an exciting weekend here in san francisco. one thing to keep a note if you are planning to go into these events, the city of san francisco wants you to take extra time getting from place to place, especially here, they say parking is going to be very difficult to come by and if you're going to the giants and dodgers game, traffic could be

backed up quite a bit. mariah carey, -- ryan curry, abc 7 news. larry: traffic will be eventful all over the bay this weekend. our sports anchor is live right now. game one of the national league division series starts in about two hours. reporter: yeah, major league baseball, really saving the best for last year. the giants and dodgers, the last division series to get going this weekend. 213 combined victories between the two teams is a record for the playoffs. at this point in the season. you saw the blue angels earlier today flying over the ballpark. this feels like a super bowl out here at oracle park. now these teams it will be the first time they have met in the post season. e gitsgersrene of t greatest revelries in the sport, and that is happening --

rivalries in the sport, and it is happening. >> i think it's go i think it''o very intense. similar to the games that we played during the regular season with the dodgers, similar to the last couple of games of the season, when the national league west was on the line. similar to some of the rather intense moments throughout the year. but probably elevated a little bit. >> we've been through the best -- beaten two of the best teams this year in baseball. it's really exciting for our players, seeing how our guys will respond. >> we had a lot of success in our division. we had a special year. i guess for us this is kind of the way to settle it. >> i'm super excited to see it. it's going to be fantastic. it's going to be a great series. i think fans from both teams are going to be going crazy.

the right direction in the battle against covid-19. the daily hospitalization rate is down more than 13% in the last week. pfizer says it is poised to shift pediatric doses nationwide as soon as it gets a green light for kids 5-11 years old. the fda and cdc are expected to authorize it within weeks. san francisco has announced a vaccine mandate for city contractors come up onto those who work in person alongside public employees. they must be fully vaccinated by december 31. marin county plans to ease some of its mess requirement -- masked requirement starting it's ready. there will be exceptions for gyms, college classes, churches, and more. 100% of people are fully vaccinated must be verified. if the criteria are met, masks will not be required. larry: the health officer of solano county is calling out other bay area cities, saying there was no benefit to

the masked mandates. >> none of the counties that had a messed mandate -- mask mandate saw any benefits. larry: health area officials disagree strongly. abc 7 news reporter stephanie sierra is in the newsroom with the numbers and the details. reporter: throughout the pandemic, we struggled with mixed messaging. this is another example of that. according to our analysis, since august 1, the transmission rate in solano county was ranked consistently high by the city see with the exception of one day. as you heard, the county health officer stands by his decision not to enforce an indoor mask mandate, saying there hasn't even been one case to support it. as most of the bay area inches closer toward lifting mask mandates, one co. stands by the decision despite having the highest transmission rate.

the health officer for solano county for months said requiring masks for vaccinated people in indoor environments did it, make sense given county data didn't support that's were transmission was occurring. solano county reports more than 10,000 cases per every 100,000 people. the most of any other county. >> we still have a lot of disease. we higher rates of disease than other counties but not passing in indoor public spaces. >> given what we know about how transmissible the viruses, how can you be sure? >> we did is investigate every case and we do contact tracing. what we found was every case that we would interview would say, i want to a party and three other people from the party are also sick. all those illnesses were occurring in these family and social gatherings. reporter: the county has yet to receive any evidence of the virus passing in any indoor environments, he says, but it's unclear if the data has been made available to the public to prove that. how would you respond to some who say isn't it better to be

safe than sorry? >> better safe than sorry is a philosophy. it's not science. if this mandate made a difference, we should've seen evidence of it. and asked the question, did those counties who implemented it show a faster reduction in disease than those that didn't? the answer is no. reporter: dr. george rutherford says we don't have enough data to make that determination yet. he added there's a strong observational studies that support indoor masking. >> on transmission, especially among people who were unvaccinated. reporter: most bay area health officials share that sentiment, adding preventing as much disease as possible means making public health decisions on less than perfect data. around 56% of solano county's population is fully vaccinated. that is the lowest rate in the bay area.

one doctor told us if you were to implement a man to come he feared there would be a greater likelihood even more people -- a mandate, he feared there would be greater likelihood even more people would be disinclined to get vaccinated, another reason he says he decided not to enforce one. stephanie sierra, abc 7 news. larry: how does the cdc rank solano county compared to the rest of the bay area? reporter: solano is doing the worst when it comes to case rates. to give you an example, solano has nearly double the number of covid cases per 100,000 people, compared to that of san francisco and napa county is a close second. larry: the mass seems to indicate the doctor in solano may be incorrect. but everybody has their own thoughts on this. thank you, stephanie. anchor: cruise ships are coming back to san francisco.

>> pandemic was, let's take the good that we learned during this emergency can make it permanent. reporter: the signing took place inside the oakland kingston 11 restaurant. >> over the last year and a half, we struggled through the pandemic, but nonetheless, we totally bounced back. still, not 100%. reporter: he said when the pandemic first hit the restaurant lost about 70% of its sales, largely due to lack of alcohol sales. efforts to help restaurants like his drive helped nearby vendors as well. >> the ecosystem of the restaurant is pretty much the lifeline of the city. >> with half of our workforce being small business owners, small businesses, this is critical to our economic growth. reporter: governor newsom urged local governments to facilitate outdoor dining or local zoning and programs that support and promote open-air, take-out and delivery options.

>> it wasn't that long ago getting a table and chair permit could take a year. or two. reporter: when asked if alcohol to go could result in a greater number of duis, he said this. >> we encourage responsible consumption. reporter: melanie woodrow, abc 7 news. larry: the nations and implement rate fell almost 1.5% to 4.8% last month. the bay area is at 5.5%. anybody who's going shopping or dining out knows that businesses remain shortstaffed. so, why? that's what david louis explored, with the economy playing a critical role in building the bay area. reporter: it's not uncommon to hear businesses and restaurant owners complain. they can't find workers the latest numbers show san francisco is recovered only 45% of the job that existed before the pandemic. san jose has recovered almost 56%.

economists say there is no playbook on how to recover from a pandemic. >> i think that's going to come down mortar issues of vaccine -- more to issues of vaccine and having to have booster shots. things out of our control and things that we are not used to looking at in the last few decades. reporter: the service sector is less attractive because of close contact with customers in particular and the risk of infection. >> our front-line workers and people working in retail is a bushman's, people in the service sector -- retail establishments, the service sector have found bargaining power. they are not moving into the same jobs at the same which is. reporter: slow service only discourages customers to going out in supporting local businesses with unfilled jobs. >> there clearly understaffed with long wait times. the services that we were accustomed to, a lot of folks are saying, being home is actually a better option. reporter: staging a complete recovery nationally will need 5 million jobs, nobody hears

sure how long that will take. >> nobody knows when we are going to get back to recovered norms. it's one to be a wait and see game. larry: turning to the weekend forecast, spencer, christian has repelled down from the rooftop layer. anchor: is there video of that? larry: i wish. spencer: i will shoot my own video. larry: we are all going to be doing that pretty soon. spencer: let me give you a look at the weather pattern that will shape our current weather and weakened weather -- weekend weather. we've got a brisk onshore flow. we've also got a wave of showers coming in. we will take a look at current service wind speeds, with gusts ranging from 25-30 mph across much of the bay area. skies are mainly blue. blue skies for the blue angels, i guess. here's a look over san francisco, where it's 50 degrees right now, low to mid 60's at mountain view and oakland.

larry: the san francisco unified school district is facing a $116 million shortfall for the year 2023. despite sounding the alarm, the school board voted last tuesday to continue spending money on trying to cover up controversial murals at washington high school. our senior education reporter has a story. reporter: as of today, san francisco unified has spent $140,000 defending the school board's fight to cover up the controversial murals at george washington high school. >> the initial vote of 6-0 was to whitewash or permanently remove the murals. when a national and international outcry, about 56 weeks later, they reversed that and changed it to a 4-3 vote to just cover the murals. reporter: over the summer, a superior court judge ruled against the school district. still, last tuesday, the board

voted 6-1 to continue pursuing the case. the district would not, today because of the pending litigation. but the parent advisory council coordinator did. >> our board of ed has deep values and they are very committed to equity. we may have to make some tough decisions for a little while. we don't need to be wasting any more money on this in my opinion -- lawn lawsuits in my opinion. -- on lawsuits in my opinion. reporter: the ruling came on the same day that the state to permit of education warned the school district to keep their spending under control. >> time is of the essence here. tackling bite by bite, piece by piece, you can't eat this whole pizza at once. reporter: in addition to the 148 thousand dollar mural litigation, the district has also spent $60,000 on lawsuits when it tried to rename 44 schools, and $115,000 to defend against a lawsuit filed by one of its own board members,

allison collins. the district is now facing some hard choices, as it wants to avoid a state takeover. >> the state is giving a support, and we have time -- is giving us support and we have time to make a balanced budget and prove to them we can avoid that kind of situation where they would need to step in. reporter: abc 7 news. anchor: to wealthy parents and a former gap executive were convicted in the college admissions scandal. the former casino executive and john wilson, a former gap and staples a ticket of, were found guilty after 10 hours of deliberation. he was charged with paying $300,000 to get his daughter into usc as a basketball recruit. wilson was accused of paying $220,000 to get his son into usc, and an additional $1 million to buy dollars into harvard and stanford. both will be sentenced in february. graduating students will soon have the option to have their chosen name rented on their college diploma.

homes. >> four years ago, the world watched in horror as a fire devastated our community. it took 24 lives, 5300 homes, and it left billions of dollars in devastation in its wake. anchor: a summer ceremony today to mark the fourth anniversary of those fourth bay wildfires. anchor 2: the wildfires were among the dozen fires that burned through six northern california counties in 2017. anchor: in all, they killed 46 people, because to of dollars of damage, and destroyed more than 8900 homes. anchor 2: pernell bernard looks back -- cornell bernard back at those that fires. cornell: chaos unfolding the night of october 20 8, 2017, when a monster wildfire unleashed on sonoma county. there were mass evacuations, patients wielded away from the flames. >> santa rosa police went

through this neighborhood, ordering everyone to evacuate. cornell: i reported on the destruction. the event unreal for both of us. >> this entire neighborhood was complete the gun. and i just remember turning -- was completely gone. and i just remember turning the corner, and it was at the point where you couldn't believe what your eyes were seeing. cornell: this is what the neighborhood looked like back then. here's how it looks today. >> it was shocking. it was hard to absorb. cornell: tom's place was above 5000 homes destroyed. he has since rebuilt in the ashes. tom found his wedding rings, including his wife's. she passed away before the fire. >> i think that's closure for me. i got that. i'm good. cornell: neighborhoods like coffee park completely wiped out. bells told 24 times at this ceremony to remember 24 lives lost in the fire. four years later, about 85% of

homes destroyed have now been rebuilt. that's the good news. but 50% of folks are still struggling to get back home -- 15% of folks are still struggling to get back home. she shows me her home, still under construction, red tape and a federal loan delay have made things tough. >> over 5000 houses burned in the category -- county. one area. it's really hard to find the people and the manpower needed to rebuild. cornell: the santa rosa assistant fire marshal, who lost his own home, said lessons were learned. >> changed the way we alert and warn, the way we respond to it, educate our community, and we are in a much better position today. cornell: this community moving forward, now stronger. >> you have to take a deep breath. cornell: in santa rosa, cornell barnard, abc 7 news. anchor: in terms of property damage, the 2017 wildfire season was the most destructive on record in california. at the time, last year was the

rsfire sn ev. throughout that year, fires damaged or destroyed more than 10,000 structures. that tally was higher than the previous nine years combined. in total, 9,133 2017 will be remembered of a year of extremes. it was the second hottest year in call-up history. right now, a wildfire is tearing through the sequoia national forest. the complexes been burning since early september. four firefighters suffered serious injuries. a tree fell on top of them. a fire chart more than 8600 acres. that can be complex is one of 11 fires actively burning across california right now. you can see them noted as orange flames on our abc 7 interactive wildfire tracker. you can find this tool on our website, abc7news.com. anchor 2: a bay area shark attack victim is out of the icu

and talking about his frightening encounter. eric's timely suffered a severe bite on his leg when a sharp, estimated to be -- shark, estimated to be 10 feet long, pulled him underwater. he thought back, punching -- fought back, punching hard enough for the shark to lose its grip. >> i was in a lot of pain, so thinking i'm going to lose my leg or i'm going to die. it was like a clamp right around my leg. anchor 2: he has undergone two surgeries on his leg and hopes to serve at least one more time -- surf at least one more time. he hopes to credit the paramedics who came to his rescue for saving his life. anchor: coming up, the giants are in the playoffs, but not everybody is happy about it. the people who are betting on a people everywhere living with type 2 diabetes are waking up to what's possible with rybelsus®.
