traveling right along the coast, bringing some very dry air. not a lot happening locally. the skies will clear quickly in the next hour and we will be left with a sunny and mild or afternoon. we are in the 50's for most and 40's in the north bay, and you notice we are looking at partly cloudy skies with good visibility. up or 70's by the delta, but by 4:00 by oakland and emeryville, it will be cool, breezier than average for most, but warmer weather for sunday and then we will talk about our fire weather watch. that's coming up. liz? liz: the historic series between the giants and dodgers continues today in san francisco. elise peña was at game one, where both fans and players were pumped up for the start of the season. >> beat

liz: welcome back, here is a live look from our roof camera, looking over the area this morning at 6:11. you will need your jacket this weekend if you are heading out. a suspect took a woman hostage this weekend after committing a series of crimes in los angeles, and is now dead. a warning, the video you are about to see might be difficult to watch. bystanders captured this video, and the suspect can be seen to -- seen holding a gun to the woman's head inside a high-rise on wednesday. the man committed at least four

crimes, including open a -- opening fire at a family and raising a 14-year-old boy before taking the woman hostage. a swat team entered the apartment and shot and killed the suspect. the woman was taken to the hospital and is expected to be ok, but a scary situation unfolding there. a big boost from governor newsom for bars and restaurants. to go cocktails are here to stay. business owners tell us that during the pandemic, those extra income streams kept them afloat. >> governor gavin newsom friday signing legislation that will give businesses that temporarily expanded to sidewalks and parking lots a grace period to apply for permanent expansion. >> we know the footprint for our business is going to be larger, which means we can hire more people without having to let them go again once we have them

>> the wait and see approach. we thought through covid -- fought through covid, we will fight through the winter. liz: and in covid-19 headlines, pfizer says it is ready to ship pediatric doses nationwide as soon as it gets the green light for kids five to 11. a mandate has been announced for city contractors, including those who work alongside public employees. the deadline to be fully vaccinated is the 31st. the majestic princess will soon sail through the golden gate, the first of 21 arrivals expected by the end of the year. andut other bay area counties, saying there was no benefit to an indoor mask mandate. >> none of the counties that have such a mask mandate showed

any benefit. all of them should have seen a reduction with disease and at most two weeks. none of them did. liz: other health officials strongly disagree with that. abc news reporter stephanie sierra has the story. stephanie: as most of the bay area inches closer to lifting last mandates, the county that never had one stands by its decision. >> why would we ever do that? stephanie: for months, he said requiring vaccinated people to wear masks did not make any sense, given county data did not support that is where transmission was occurring. this supports more than 10,000 cases more than 1000 -- per every 100,000 people, the highest in the state. stephanie: given what we know about how transmissible virusei how can yous be sure?

-- transmissible the virus is, how can you be sure? >> we do contact tracing, and every case we interview would say oh yeah, i went to a party and three other people were also sick. these illnesses are occurring in family and social gatherings. stephanie: it's unclear if the data to prove whether the virus is passing an indoor and -- environments is made available to the public. wouldn't you say it's better to be safe than sorry? >> that's a philosophy. not science. if this mandate made a difference, we should of seen evidence of it, and said, did counties who implemented it show a faster reduction in disease than counties that did not implement it? the answer is no. stephanie: other bay area health officers disagree. >> it didn't definitely have an effect. there was an increase in cases. stephanie: dr. mason says there

is no question there has been a benefit to an indoor mask mandate, but the success cannot be attributed to one intervention. >> there are many things going on here. stephanie: sonoma county's case rate did not reach the height of solano posey during the latest surge, but there have been more than 220 cases of viral spread traced to indoor events like restaurants and bars. stephanie sierra, abc 7 news. liz: the first snow in the sierra was a welcome sight to many people, but the region is not out of the woods for the rest of the fire season. the caldor fire is still burning, but is 96% contained. >> things are still quite dry in that area. up in the sierra, people should be aware, even though there has been some precipitation, it is not thoroughlyz:the extreme drot

conditions, the small amount of moisture from the first snowfall is not enough to put out a fire. early next week, 50 mile-per-hour winds are expected, bringing a new round of fire danger. four people injured while fighting a fire in the sequoia national forest have been released from the hospital. they were hit by a falling tree on thursday. a crew from vallejo fire are the ones that came to their aid. the department released this photo, saying these four firefighters are also trained paramedics. they climbed a steep hill and rushed to help those who were hurt. and pg&e is warning of a potential public safety power shut off in 14 california counties, including areas of napa, sonoma, and solano nd with peak gusts from 35 to 50 miles per hour. pg&e says the blackouts are necessary to keep the fires from starting.

this coincides w weather watch. lisa, it has been so cold, it's hard to think it is still fire season. lisa: yesterday, they had rain in san diego, encinitas. they had rain in the sierra nevada, but we were skipped over. some rain in half moon bay and pacifica as a system skirts bias right now this morning -- by us right now this morning, allowing for a whole lot of nothing out there. you see the moisture offshore, a little bit of mist, but not a lot of cloud cover. it takes about an hour and the clouds get swept away, so it will be a sunny day. breezy days kick up again, warmer for your sunday. it's beautiful out there, 51 comment where we have a little bit of that missed in half moon

tuesday. here's today, 3:00 in the afternoon -- it's breezy downtown once again, so upper 60's will feel a little bit cooler. as we look at your overnight hours, the winds will dial back. look at whatapns as we g late sunday -- you will notice that's when we are under the red flag warning. wind from 40 to 50 miles per hour and then they move over the entire bay. we will be watching that for you as they continue into monday and then by tuesday, things should quiet down. here's a look at the numbers today. mid 70's, upper 70's for our inland valleys. a couple of cool days, the low 80's will arrive by next week after that wind event. so sunny for the air show, warmer for your sunday, and highs ranging from the low 60's to mid 70's in concord. ebony three in santa rosa, 70 in napa, so a comfortable day.

inflammatory disease linked to covid-19. and how much prison time are these fathers facing in the varsity blues scandal? and finally, college game day. the sooners and the longhorns coming face-to-face at the texas state fair. liz: ticket prices went down a bit with the increases of the delta variant, but they are on their way back up with the massive increase in holiday travel expected. geo many tas has more from newark airport. gio: we are looking at flights during the holidays more than any other time. united airlines tells us it plans to fly 3500 domestic flights in december, every single day. that's almost as many flights in the air as there were back in 2019. for a little perspective, april 2020 -- at the start of the pandemic, very few passengers were flying. 649 flights a day. when you look at flight

through the north bay, costing billions of dollars in damage and destroying more than 8900 homes. our reporter revisited the area and found rebuilding is still a work in process. >> chaos unfolding the night of october 8, 2017, when a monster wildfire surrounded much of northeastern sonoma county. there were mass evacuations, including kaiser hospital in santa rosa. patients wheeled away from the flames. >> police went through this neighborhood, ordering everyone to evacuate. i reported on the event alongside photographer jackie sissel. the entire event was unreal for both of us. completely gone. we turned the corner and looked at each other and it was just the point you couldn't believe what your eyes were seeing. this is what the road looked like back then. here's what it looks like today. >> it was shocking. it was hard to absorb. >> tom's house was one

destroyed in sonoma county. he has since rebuilt. in the ashes, he found the wedding rings, including his wife's. she passed away before the fire. bells t t t t t ceremony, to remember 24 lives lost in the fire. four years later, 85% of homes that were destroyed have been rebuilt, which is good news, but 15% of folks are struggling to get back home. >> this is our master bedroom. >> red tape red tape red tape re delay have made things tough. >> when it's burning in one area, it's really hard to find the people and the manpower you need to rebuild. >> santa rosa assistant fire marchal paul newmanthal,

who lost his home in the fire, has learned. to it, the way we educate about it, and we are in a better place than we were in 2017. >> the community moving forward, now stronger. in santa rosa, abc 7 news. liz: millions of elementary school children may be weeks away from getting their first dose of the pfizer-covid-19 vaccine. ty hernandez has the details on that. of children in line for the vaccine. if the fda authorizes the pfizer shots for five to 11-year-olds after the october 20 sixth review, the cdc could give the final light as early as november 3. the pfizer vaccine for children is expected to ship immediately after that.

>> now that we know millions of people have received this vaccine, i think we feel a lot more confident in the safety of the vaccine. >> right now, the number of pediatric covid cases is falling, but experts say the risk lingers. even while, as the number of new cases falls from coast to coast, states including montana, alaska, and west virginia are still dealing with big surges. >> we are an 18 bed emergency department, and at one point today, 14 of those 18 beds were covid positive patients. our i see you is full. we had a few people who needed i see you, so had to find a way to transport them to different facilities. >> vaccination efforts continuing across the country. federal officials say 400 million doses of the covid-19 vaccine have been administered, and spirit airlines is the

latest carrier to announce a vaccine mandate for employees. the airline said to announce the specifics soon. by hernandez, abc news, new york. liz: california is the first state that will allow some children to add parents into their insurance plans. governor newsom signed the act earlier this week. adults must rely on their children for 50% of total support. it only applies to people who buy their health insurance on the individual market. the law won't go into effect until 2023. a federal appeals court is allowing the state t resume banning most abortions. the state appealed to the fifth u.s. circuit court, and the court granted the states request. the law allows private citizens to sue anyone who assists so woman in obtaining an abortion after a fetal heartbeat is detected. the u.s. coast guard has released new details until last

week's oil spill in the county. many ship anchors could have struck and destroyed the pipeline. officials estimate the size of the spill is lower than initially stated and could range from 25,000 gallons to 131,000 gallons. a judge has thrown out a lawsuit over subways tuna sandwiches, but did not make any determination about whether the tuna is real. the plaintiffs in the case from the alameda county area had alleged the sandwiches did not include actual tuna and subway was committing fraud. that misrepresention bywever, subway.star trek fans are eagery awaiting the moment william shatner crosses over from fictional space to the real thing.
