only active fire in the bay area is the newell fire. let's bring in spencer christian. we still face a high fire danger. spencer: wins are diminishing somewhat in some areas, much of the bay area that had been under that red flag warning has seen the warning canceled. we still have a red flag warning in effect for lake county, solano county, part of mendocino county until 7:00. vegetation is very dry, those winds are dry. on thursday, the two counties of lake and salon out will be under another red flag warning from 10:00 to 8:00 as the wind gusts will re-intensify. it remains dry in those areas. as some of the bay area is no longer under red flag warning, it is still quite windy at the surface, with gusts over 20 miles an hour. in san mateo and the higher elevations, above a thousand feet, dusty year. those gusts spread over a wider portion of the bay area, we do expect all areas to see wind

dan: we are on vaccine watch tonight. the has purchased 65 million pfizer pediatric vaccine doses. more than enough to fully vaccinate all children ages five to 11. government told states to get right to begin vaccinating kids early next month, even though shots have not been authorized yet for anyone under the age of 12. that is coming. it certainly seems kids have borne the brunt of the impact of the pandemic, especially when comes to school. on mid-day live, we asked viewers what is the biggest problem facing public schools right now? more than half are concerned about covid-19 transmission. almost one third worried about funding. less than 10% voted for learning loss or staffing issues. yet, a big concern for school districts across the bay area right now is a teacher shortage. including substitute teachers. as abc 7 news anchor explains, the shortage is so bad some districts are now asking

counselors and district staff to fill in as subs. reporter: the south san francisco unified school district sent out a dire message. they're experiencing such a shortage and substitute teachers that district staff, including the superintendent are being used to fill in as subs. >> not an ideal situation. >> volatile. the best word i have for it. reporter: districts across the state are dealing with it. san jose has been asking counselors to fill in. >> the pool of sand -- substitute teachers has been diminished during the covid closure year. reporter: she says in order to recruit substitute teachers, some districts are now raising their daily rate. >> some districts have gone from $100 a day to $200 or $280 or up to $350 a day. reporter: the substitute shortage is part of that larger statewide teacher shortage,

driven in part by teachers who decide not to return to the classroom ring the pandemic. what would you get back into the classroom? >> first and foremost, my child being vaccinated. reporter: she chose to stop working when classes begin in person this fall. >> i didn't want to have exposure to 900 students and risk possibly bringing the delta home to my son. reporter: she says she is hopeful the extra funding in this year's state budget for teacher retention and recruitment will solve the issue. she says she is working with the legislature to ease the restrictions for becoming a substitute and on how many consecutive days a sub can work at classroom. >> we think that is going to be a helpful measure for school districts. ama: happening now, a pga -- pgd power safety shut off, not supposed to last much longer. they're trying to read disc -- reduce the risk of wildfires. they say they will have the

power back on by 10:00. the affected areas are marked by magenta triangles. only parts of northbay based on the power out. a second outage is scheduled to start thursday. that could impact parts of napa and solano counties, it may start as early as midnight thursday and and around noon on friday. 7000 customers could lose power, most of them in unincorporated napa county. there are also several hundred customers in fairfield on the list and a few dozen in vacaville. managing wildfire responses have become focus of the space agency. nasa is tapping its satellites to address its latest mission, climate change. david got an inside look at its newest projects. reporter: our shift over 10 years in the making comes at a pivotal time for nasa as climate change redesigns its mission. the agency's top two administrators, bill nelson, who

conducted experiments aboard the space shuttle and former astronaut believe nasa will make a difference in managing wildfires and response. >> people don't realize nasa is that i in the sky right now. the satellites we have on orbit, looking at their 24/7 are giving us the information that decision-makers need a lot about the changes in our planet. reporter: aerial responses become critical. as more aircraft and drums launch, nasa is trying to address the need for better air and ground traffic control systems, even when gps or intranet is lost. the congresswoman who represents silicon valley reacted to the briefing. >> this demonstration, what's being worked on with the u.s. fire service, with calfire is nothing short of extraordinary. reporter: nasa hardware and software are monitoring drought as part of its climate change mission. if you are an airline passenger,

now over our higher elevations, above 1000 feet, we stub gusts up to twice five, almost 30 miles an hour in some locations. -- 25, almost 30 miles. in effect until 7:00 for a portion of mendocino county, lake and solano counties. we still affect wind gusts for the next hour or so to be up to 30, 40 miles an hour. late wednesday and thursday we are going to have another increasing wind last event. from 10 a.m. thursday to 8:00 wednesday, red flag warning in effect, a high fire danger once again for lake and solano county, wind gusts will range from between five to 35 miles per hour in those areas. -- 25 to 35 miles an hour in those areas. we've 64, mt. view 63, sin

865. 54 pacifica. the of the golden gate shows clear skies for now. breezy conditions there. the temperature readings, 69 santa rosa, mid 60's in -- concord 68, here is the view from sutro towers. a few shadows moving over san francisco. these are forecast features, gusty winds will be with us for parts of the bay area tonight. a few showers or sprinkles in the early morning hours, winds will increase again late tomorrow into thursday. let's look at our overnight forecast. we will not see much in the way of a marine layer at all. lots of high clouds of be sweeping through. the northwest begin -- may begin to produce some light sprinkles in the far north of our young areas early in the morning. between 5:00 and 9:00, we may see some of those sprinkles along the coastline, perhaps a stray shower or two make it inland. it will be over by midmorning.

ama: both victims have been identified in the deadly plane crash near san diego. one was a ups driver, the second likely a the plane pilot, a cardiologist to committed to yuma, arizona for work. two other people were injured

after the plane went down and one of the homes belong to a newlywed couple, who just finished remodeling. the ntsb arrived to begin their investigation. dan: a new fix being tested to try to stop millennium tower from sinking in tilting anymore. it has been sinking and tilting for years now. our reporter has the latest on the problem. reporter: cruise installed what looks like a giant straw in san francisco's millennium tower today. 136 inch casing or cylinder with an opening that a concrete filled steel pipe will be inserted into down to the bedrock. this after a retrofit that began in may to write the sinking building cost -- because the building to sink more. it has been sinking since building opened in 2009, resulting in a legal settlement included a $100 million repair. >> with a fix that was intended to mitigate the tilt and also
