>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> taking a live look outs from our abc 7 roof camera. it is a dry start of the day. we are heading into an intense weather weekend. an atmospheric river is flowing in our direction. good morning. it is saturday, october 23. you are watching abc seven at 5:00 a.m. live here on abc 7. i am liz kreutz. let's get a quick look at the weather with the sergeant. you have a timeline of the storm coming in. lisa: this is a lot of rain. a strong atmosphere river. this time tomorrow, we will be hitting the north bay. it is dry.

we will be looking at the system dropping to the south steadily throughout the day tomorrow. as we look at our storm impact scale, right now, level 1 with light rain showers mainly in the afternoon or evening. as we look at our current numbers, we are in the mid-50's in marinda and hayward. 49 in pacifica. it is a chilly start out there, anywhere from four to 11 degrees cooler than we were yesterday at this time. here is a look at yesterday this morning. we are looking at showers along the coastal hears and northbay. -- coastal hills and northbay. today is a good day to get out there and secure those loose objects, trim some trees and clean out the gutters. by midnight, we are looking at rain getting heavier along the coast. this is when we bring in our level 3 system. today, we are looking at the mid to upper 50's with showers on

and off at times, only in the 60's throughout the afternoon. we will track the rest of sunday into monday where we are looking at localized flooding. liz: plots to watch for this we can. in the north and south, firefighters are worried the heavy rain could be a problem in the burns guard areas. they have already issued an evacuation warning for some areas. our reporter has more on the debris flows that we could see. reporter: one man is dead after a tree fell on his pickup truck. the chp said rainfall can loosen soil. >> i cannot say for sure that it is due to the rain, but the area we are in currently near the fatal collision site, it is quite moist.

we never know what we are going to experience. i believe the burn scar is going to make it more difficult. reporter: late friday, because of the expected intensity of the incoming storm, they are placing areas in and around the burn scar under evacuation warning. in the santa cruz mountains, abc 7 news. liz: pg&e says crews are standing by and ready for the rain. >> we will be working round-the-clock until all customers are restored. liz: they say they are fully stocked with backup equipment at facilities across the area to deal with any outages. lastly, damaged lines knocked out power for thousands of residents. pg&e said it was caused by the weather. in the east bay come after being canceled twice due to covid concerns, the alameda county fair is now up against that atmospheric weather rolling in this weekend. we talk to people who took

meteorologists will be in our studios all day long when the heavy rain's role in tomorrow, giving you live updates on the storm, rainfall totals, and where the storm is headed next. you can even ask questions on facebook or youtube. the investigation continues this morning into the accidental shooting on the set of alec baldwin's new movie. on thursday, baldwin pulled the trigger on a prop gun, killing the films cinematographer. the director was also her. production has been shut down. christine sloan has the latest. reporter: this evening, a candlelight vigil in albuquerque, new mexico, in honor of halyna hutchins, about an hour from the movie set where she lost her life. >> in this with a film industry where it is super competitive come it is not enough to have talent, you have to have this human personality. she had it. reporter: investigators are

looking into why a prop gun that police say was fired by alec baldwin killed the 42-year-old cinematographer and injured the director on the set of the film trust. a member of the camera crew said he and crew walked off the set due to safety concerns, that their concerns were brushed off by producers, and that there were two accidental discharges twice in the same day within 10 minutes. according to a police report, the assistant director said he did not know there were rounds in the gun he gave to alec baldwin. halyna hutchins was hailed as a rising star behind the camera. >> she just radiated a vibe. it is that x factor. reporter: alec baldwin tweeting friday, there are no words to convey my shock and sadness regarding the tragic accident that took the life of halyna

hutchins, wife, mother, and deeply admired colleague. christine sloan, abc news, new york. liz: just a tragic story. abc's the rookie announced it is suspending all live weapons onset. the television series will make the change to air soft guns and use cgi muzzle flashes in postproduction instead. today is the grand opening of the first vietnamese service center in the nation. plans to celebrate the center in san jose started in 2011 when a health assessment revealed the needs of the local vietnamese community. the first wave of vietnamese arrived in santa clara county 40 years ago. now it has the largest vietnamese community in the country. it is going to offer health services and will hold community events. let's get a check outside. lisa: temperatures are in the

the bay area. >> each mature colony, you can have hundreds to thousands of swimmers. -- swarmers. the site i was at today in richland, we counted 40 colonies emerging. luz: andrew sutherland says the first rainfall of the season followed by sunny weather turned this week into the perfect time for termites. he says the ones flying around your home are searching for a mate. >> what they are doing is looking for love. this is their chance to leave their colony as virgin queens and kings and start their own colony. luz: steve nichols woke up to termites in his backyard. one of his neighbors shot this video where you can see hundreds of termites. al found seven clusters in his backyard. steve found three. >> it was next to the foundation

october. we are looking at such a strong system. here is a look at the rain. it is to the north of us. the atmospheric river is to the north of us. light showers today. nothing too extreme ahead of this system. we will call that the precursor to what is to come. here is that atmospheric river. it is going to bring amounts of rain that is going to be quite impressive if we don't see flooding. we certainly are dry, the ground acting like a sponge and absorbing much of that moisture. when you get 4, 5, 6 inches of rain, there is only so much it can absorb. 55 danville. 54 pleasantville. temperatures are cool with about 50 on the coast. 51 santa rosa. we are looking live outside with a lot of cloud cover. a little light rain headed our way today cannot mainly later today. by this time tomorrow, we will be raining in the north bay.

that is where the strongest rain will be until midday. then it will all sync south. we will see left over showers into monday morning. the winds will be a big factor as well. here is a look at what we can expect for your saturday. notice, we have cloud cover and sunshine in the southbay. by 4:00 in the afternoon, we have showers to santa rosa. advancing this to 3:00 in the morning. here comes that atmospheric river. water basically right now into the north bay where the yellow and orange is our. -- oranges not much going on south of the golden gate or east bay. towards 3:00 in the afternoon, very heavy rain. it has been raining for about six hours in the north bay. then it sinks south through the peninsula. here is a look at 11:00 at

night. we still have that hose of water aimed at us. it begins to shift a little bit. we want it to shift because we are looking at rainfall amounts excessive. as we get through the overnight hours, finally it pushes into the south and east of us into the sacramento valley. the rainfall amounts have been trending even higher in the north bay. seven inches in calistoga. four point five inches in san francisco. half moon bay five inches. san jose could see upwards of three inches. widespread 4.5 inches this is unprecedented. with that burn scar area in the north bay, the santa cruz mountains are looking at flooding. you will notice we have the lighter winds out of the south. as we get to the early morning and afternoon, they begin to crank up.

with all that wet soil and gusty winds, we have to be on high alert. one to two feet of snow, one to three inches of liquid equivalent. look for upper 60's in our inland valleys. level 1 system, and then we will get into our level 3 system tomorrow. very stormy. monday, still somewhat weather in the morning. we are back to sunny and drier conditions after that. this is going to be a doozy for sure. there is a niners game tomorrow. liz: what a busy weekend. thanks for tracking that all. know this morning, the u.s. military announced it killed a senior al qaeda leader in syria. they say he was killed by a drone strike. the military airstrike came two days after u.s. military outpost in southern syria was hit by a coordinated attack that included

drones and rockets. no american troops were hurt or killed. house speaker nancy pelosi says democrats are within striking distance of winning an agreement on president biden's sweeping domestic agenda. she had breakfast at the white house yesterday to work out the remaining issues. abc news reporter elizabeth rosie weighs in on what is in and out. reporter: president biden is making a major push to get his economic agenda through congress, revealing key details about the negotiations during a cnn town hall. president biden: i think i will get a deal. reporter: revealing concessions must be made to get all 50 democratic senators on board to pass his signature spending bill focused on childcare, education, and climate change. >> when you are in the united states senate, and you are president of the u.s. mn you have 50 democrats, everyone is a president. -- of the u.s., you have have

democrats, every one is a president. reporter: the president says paid leave could be cut from 12 weeks to four weeks. the child tax credit could be extended just one year instead of being made permanent. tuition free community college will be eliminated from the bill. president biden: joe manchin and one other person has indicated they will not support free community college. reporter: that other person, kyrsten sinema, is creating a barrier to a deal by opposing a tax rate hike on the wealthiest americans and corporations. president biden says he is unwilling to change the senate rule called the filibuster requiring 60 votes to advance legislation. biden did not rule out eliminating the filibuster for other priorities like voting rights and raising the debt ceiling. president biden: i think we are going to have to move to the

the restaurant closed its doors last year. the museum at the cliff will showcase a selection of historic photographs, bathing suits, vintage souvenirs and more. the museum opens today at the former cliff house gift shop. a joyous look at one of the world's most important african-american fashion designers. examining issues of race and social justice is key to building a better bay area. patrick kelly had almost as many intriguing players as his designs. some may find some of the racial images you are about to see disturbing. reporter: strolling through the patrick kelly runway of love exhibitions might be the closest feeling to walking down a fashion runway yourself. with videos from vintage shows and an exotic and colorful down flowing around you, it is a

feeling of inclusion that came straight from kelly's heart according to friends. >> my favorite part is when you see this runway. it really took my breath away. it was intentional. >> part of our work was speaking to his friends. they came back to how much joy was in him as a person, how much joy was in the clothing. reporter: by the 1980's, kelly had become a sensation in american and european fashion circles. the first american and first black designer inducted into france's prestigious fashion federation. while his rise was made europe, it was anything but -- was meteoric, it was anything but smooth. >> patrick overcame many obstacles. being born and raised in vicksburg, mississippi, in a segregated environment, where he experienced brutal acts of

racism. reporter: those early experiences are literally woven into his work, spark by a gift his former partner picked up at a paris fleamarket. a porcelain ashtray formed in the image of a black person's face. >> i gave it to him. he had the generosity of spirit and vision instead of reading me the right act or explaining to me what these pieces meant, he said we will start collecting these. reporter: he not only collected the racially charged items, he began turning them into a statement in his clothing and jewelry. >>'s attitude was to say by talking such artifacts away and refusing to see them, we maintain their power over us. >> for patrick, there was power in collecting this material and throwing it back to the public

in his fashion designs. reporter: at his height, his fashion spoke to the gay community, communities of color, the traditional fashion world, and the wider public all at once. >> we received a of us come in the summer of 1987 that we were hiv-positive. reporter: the couple initially kept their diagnosis secret because of business considerations. it was not until after his death in 1990 that the public began to absorb the struggle. he has had decades to watch kelly's stature continue to build. what do you think patrick would think? >> i think he would be happy. i think it would be like a big smile and thumbs up. reporter: what do you hope people take away? >> i hope people walk away

some light returns locally. we will see on and off light showers today. it is a level one on a storm impact scale. we will have a cool day today, and breezy wins will begin overnight with embedded heavy showers north of us. 56 downtown. 49 votto. today is the day to prepare for this strong system. it is six to 10 degrees colder this morning. as we look at the timeline, you will notice much of saturday is gray. at noon time we have showers from cloverdale to santa rosa offshore. still a few light showers at 6:00. it is by midnight we get heavy rain along the coast. then we will see this heavy rain stay in the north bay through noontime sunday. it will be in the 50's saturday. there is rain to the north. by 11:00 in the morning, we have

anti-violence division project cease fire. one city councilmember was shocked with where and how the robbery took place. >> if we cannot go during the day to get gas and walked down the street, where can our community feel safe? that is what we have to address as we look at how do we come up with strategies and solutions. liz: the city has invested $17 million in creating a department of violence prevention. police are searching for the black sedan used in the robbery. there have been no arrests. fda advisers are expected to vote tuesday on whether to authorize emergency use of the pfizer covid vaccine for five to 11 year olds. this is a decision eagerly awaited by parents and physicians alike. >> but we are waiting to see is what is going to happen on

october 26 when the fda and cdc sit down and look at all the data, which looks promising so far. the pfizer vaccine is 90% effective in preventing covid-19. liz: the first kid who get their shots would be fully protected in time for christmas. the ceo of a covid-19 testing company warns there could be testing supply chain issues in the coming months. melanie woodrow has that story. reporter: as employees returned, the demand for covid testing continues to grow. many employers are requiring covid-19 testing for anyone with an exemption. >> we believe they will have to test at least once a week for nonvaccinated employees. that will drain supply even further.

reporter: there will always be a covid test available, just maybe not the one you want. >> pcr tests are available in quantity. reporter: rapid antigen test will be more difficult to find. >> those tests are now getting bought up, and they are disappearing off shelves. reporter: a spokesperson for abbott, a rapid antigen test for sale at walgreens, said they received unprecedented demand. they tell abc 7 news they are scaling back on manufacturing of test kits since delta became the dominant strain, and new cdc guidance calls for a re-privatization of testing. -- re-prioritization of testing. pharmacies in the u.s. are taking steps to address rising demand. walgreens says they have

says they have introduced covid test purchasing limits. >> there is a chance that finding a rapid shelf in the coming months will be almost impossible. reporter: with the right planning, they might not be needed. there pcr tests have a turnaround of 18 to 24 hours. liz: a third juror has dismissed in the elizabeth holmes their nose trial. the juror told the judge she was playing sudoku through half the trial days to keep her focus. two other jurors were also let go previously for religious and financial reasons. elizabeth holmes faces up to 20 years in prison, accused of bilking investors out of millions of dollars and making

point. none of the water processed in these tanks will end up in anchor beer. not a drop. that water will instead go to other practices used to making the beer. >> bottle washing, cleaning the tanks, flushing floors, a variety of cleaning tasks can be done with treated process water. reporter: those things alone use a lot of our precious resource. any water used on-site will be collected and reused at the brewery. >> largest user of water globally. we can have a significant impact. reporter: farming uses the most water. >> 3, 2, 1. reporter: after edward norton is on cambrian's board and said

anchor brewery should be an example to other users. >> residential water is not the problem. reporter: the average san franciscan uses about 42 gallons of water per day. the average american according to the epa uses 82 gallons. >> which is one of the lowest anywhere. we believe in conservation. reporter: anchor brewery is expected to recycle up to 20 million gallons of water per year. liz: target says it is closing its downtown san francisco store on bush street on november 20 because of poor sales. the bush street target is in the financial district. target says a published report that shoplifting threats were
