>> building a better bay area, moving forward, finding solutions. this is abc7 news. liz: strengthening by the hour. here is a live look from a few of our tower camera's. and atmospheric river can trigger flooding and landslides across the bay area. we are already seeing flooding, downed trees, and power outages in the north bay right now. good morning. it is sunday, october 24. this is abc7 news at 9:00 a.m., live on abc7, hulu live, and wherever you stream. i am liz kreutz. let's start with meteorologist lisa argen tracking this level 4 storm. lisa: the heaviest rain is way

to the north, still in sonoma county. looking at life doppler seven, there is a rapidly intensifying area of low pressure drawing in all the moisture for our atmospheric river today. we are looking at over 3 inches in parts of the east bay already come up to 6 inches in parts of the north bay. we are also looking at flooding concerns around santa rosa, sonoma county, the hills there, through vacaville, parts of 2 inches. heavier rain through southern rain over to the east bay. there are pockets of heavier rain. south san francisco approaching 2 inches in san francisco and oakland. it has been let in the south bay, but watch out tonight overnight for san jose. they will see heavy rain for the game and beyond. nevada, almost 1.5 inches. fairfield, 1.85. over 2 inches in oakland.

danville closing in on an inch and a third. level 4 all day today. above 1000 feet, winds up to 15 miles -- 50 miles per hour. matt the ebukam almost 2 inches of rain since midnight for you, wind gusts from 20 to 50 miles per hour. this continues as the front slowly sing south and east. it will be 2:00, 3:00 when it finally begins to make inroads to the east bay and peninsula. the south bay, it will be later on, already looking at flooding in the lake tahoe basin. the debris flow chances high and the streams, mark west springs, that is rising quickly. rain and wind all day long, level 4 system. we will track it and talk because of rainfall totals with 4 to 6 inches still to come. liz: thank you. this atmospheric river is making for treacherous conditions on bay area freeways as well. we are joined on the phone by

chp public information officer andrew barclay. good morning paid we hope you can hear us. what is the latest. what are you seeing right now? >> good morning. you hated on the head there. it is just incredibly dangerous out right now. they are just looking at act act incidents in the roadway now, so adding in all the traffic we are responding to extremely busy. liz: officer, i am having trouble hearing you as well, so we may need to try to reconnect with you in just a moment. let me see if we can have a better connection now. are there specific incidents you are noticing our problem points

across murray nor the -- marin now? >> our regular areas. they are flooding like they normally are -- liz: i am so sorry to interrupt you, but the signal is just not great, and what you're saying is so important, so we will reconnect and see if we can get a better signal. standby for that. thank you. meantime, with storm moving through, we are now dealing with power outages. thousands of pg&e customers are without power across the bay area. the biggest issues, on the p g and e outage map -- pg&e outage map are in sonoma county of the north bay, although there are pockets of outages all across the north bay right now. pg&e tells abc7 crews will be headed out to impacted areas as soon as it is safe to do so. rainready cag problems in sonoma county. this he igln ooded

before 3:00 a.m. resident say the fire department initially tried to help them pump the water out of the bottom floor of the two-story home, but they ultimately left because firefighters couldn't keep up with the water flow. the tenants said they would keep trying to remove the water until their landlord showed up. the red cross was called to help relocate the family. the north bay is really taking a direct hit right now. this is video from overnight near college avenue in santa rosa. the rain has been coming down hard for hours there. their concerns are the burn scars from recent wildfires. abc7 reporter luz pena residents keeping a close eye on those areas. luz: after the second driest year on record, this rain is what is giving residents help. >> we need this water desperately for our crops, our families, the community. luz: for the past four decades,

lou has seen the impacts of impacting his own. last time, how close to the flames get to your property? >> two miles, perhaps. if the wind shifted, we would have been in trouble. luz: he is welcoming rain while keeping a close eye on your bike creeks and burned areas -- on nearby creeks and burned areas. >> they can flood dramatically and roads. luz: in june, hillsboro cap the highest water conservation rate in the state at 57% water reduction, leading to this -- reclaimed water tanks. >> in june, we went to stage 3 water restrictions for the city of hillsboro, it means there was no irrigation of landscaping, period. having the initial rain this week and then the bigger storm coming, it means rain has soaked in, which every little drop

helps right now. luz: this weekend, they are tracking water retention ponds and the rushing river. >> we are not out of the drought by any means. we need to be aware that this might be it for the year. luz: luz peña, abc7 news. liz: we have image of the damage in the north bay coming in right now. this is a large tree that toppled over. fire crews are assessing the damage. and look at this flooded parking lot in santa rosa. this is on industrial avenue between cleveland and arrow way drive. flooded roads are dangerous to drive through. and check out rising water here on san geronimo san geronimo sao this morning. a resident posted this video on nextdoor with the caption "the creek is a river." we certainly have not seen that

image in a while. south parts of santa cruz county are under an evacuation order due to this storm. you can see the locations in yellow and red. areas in and near the burn scar are indicated in the red, and they are now under a debris flow evacuation order. you are looking live at san francisco international airport right now. hard to see with so many raindrops on that camera. it is gray and wet there as well. officials are warning travelers to allow for plenty of time. wet and windy weather could delay flights. the airport is telling flyers to check with their air carrier before flight time for the latest on potential delays and cancellations. i am told we have officer barclay back from chp in marin county to talk conditions. can you hear us? >> eye candy hopefully you can

hear me better. liz: we can. it sounds much better. let's pick up from where we were. repeat some of the incidents and problematic roads you have been seeing. >> it is hard to pick just one. just looking all around marin, we are incredibly busy. i am looking at over 13 separate debris calls right now officers are responding to, in addition to all of the traffic collisions. it is incredibly busy. liz: what are you seeing? is it mostly downed trees, downed power lines? what specific things are your crews saying? >> we are seeing some downed power lines, but mainly it is a lot of debris washing into roadways, rocks, branches, leaves -- a lot of the things on the hillsides washing in. liz: that makes sense. my drive to work, i had a branch

stuck under my car, and i had to pull it out from under, so i understand. what is your advice for people who have to hit the roads? there are quite a few cars on the road this morning, so what is your advice? >> i heard, right as i was coming on, telling people to give themselves more time, and that is huge. one of the other things we are seeing right now is extremely high winds. i just talked to the golden gate bridge, and they are getting gusts around 50 miles per hour. we are seeing wind advisories on a lot of the local bridges as well. number one, give yourself more time to get where you are going. number two, if you are high -- if you are driving a higher profile vehicle, expect to get moved around a little. slow down and give yourself extra time. stay extra safe if you can. liz: you may have mentioned this when we had you before, but are

there specific regions you would pinpoint as specifically problematic areas? >> looking through, i have done a cursory search of the entire bay area, which there are 87 active incidents we are dealing with at the chp right now. in marin, we have normal flooding in sections of 101 through cordo modera, then south of marin, we tend to get flooding there. we have our normal spots, so to speak. but we are really seeing standing water across the county. liz: thank you so much for joining us. we appreciate the work you're doing. thank you. >> thanks so much. liz: if you have not already, now is the time to download our streaming apps on roku, amazon fire, apple tv.

drivers is demanding hazard pay. they say front-line transit workers rest of their lives through the pandemic to keep santa clara county moving. the union says vta drivers should be compensated with hazard pay. >> we need them to show us the money and pay us retroactive hazard pay. we risk our lives through this entire pandemic. liz: in a statement, a spokesperson for the transit authority says vta is actively engaged with our employee unions to reach an agreement regarding additional pay for the challenging circumstances employees have endured on the job. back to the storm, the na stormo weather service is warning of dangerous ocean conditions. this is video from pacifica, where strong waves are crashing against the shore. the strongest waves are expected tomorrow. there will be an increased risk of sneaker waves, rip currents, and coastal run on. all across the bay area, people

are bracing for the storm impact in san francisco. city officials say all hands are on deck this morning. abc7 reported tim johns has more. >> many residents spent saturday preparing. >> we have our water, set up a tarp. >> everything from brakes to food supplies was on the day's shopping list, with most people telling us they are getting ready now so they can spend sunday indoors. >> better be safe than sorry. spend a few dollars now versus later to deal with flooding. >> public works spent hours distributing sandbags to residents and businesses. they encourage people to only go outside if necessary when the storm hits and advising those in flood prone areas to take precautions now. >> the city is ready to respond. we have a coordinated effort with fire, police, public works,

but utilities commission, -- everyone is hands on deck. >> similar perforations underway at pg&e. >> we are bringing in crews from other areas. we have about 500 employees coming into the bay area. >> the utility companies as they are anticipating large numbers of customers will move power -- lose power, so the ask people to have things like flashlights ready to go until the lights can come back on. >> when the weather clears, and it is a to get out there, our crews will be out in force, restoring any power outages. liz: opening weekend at the alameda county fair in pleasanton is being cut short. the fair will be closed today because of this storm. people who had tickets can use them for any other day of the fair, which runs through halloween. fair officials say the health and safety of guests is the number one a priority. checking the storm, it is level 4 now. it could potentially get dangerous.

lisa: that is right. the front is well north of us, and has been raining steadily since midnight in the north bay. there is what they call the bomb cyclone, a rapidly developing area of low pressure, dropping pressure, instigating the atmospheric river, drawing all thatmoisture in. flood warnings now around the prince our area, lake tahoe pa this is the north bay, where heavy rain is still coming down. western sonoma county looking at rapid rising of the creeks. the rushing river can hold a lot of water, but we will see that rise today as well. lakeport, heavy rain. vacaville and fairfield, over two inches of rain already. 1 to 2 inches of rain from san francisco to half moon bay. over to the east bay, it has been getting heavy in parker's from walnut creek, highway 24, upwards of 2 inches in danville

on the peninsula. it has been lighter, but we are still looking at close to 1 inch around redwood city. palo alto with lighter rain. overnight into overnight, we really see heavy rain in san jose. you're not out of the woods. the only picked up a couple hundreds -- huned more to come tonight. madsen helena, 54 mile per hour gusts. not diablo with 2 inches of rain, 53 mile per hour wind gusts above half moon bay. of course, the wind advisory through 8:00 tonight in the south bay. urban and small stream look at the wins from 25 to 38 miles per hour. sfo, if you have a flight out, probably not with wind gusts nearly 50 miles per hour. trying to update these as quickly as i can.

2.7 five inches in mill valley. over 1.75 -- much more is to come in your neighborhood. .88. halfoon bay, 0.81. s a little more sluggish than we had thought. meantime, looking at still very heavy rain in the north bay. still raining heavily to :00, 3:00 in the north bay. it begins to sink south, but it is only about 3:00. game time is just-in-time for downpours. this atmospheric river is sending in waves of heavy rain. 8:00, we still have heavy rain from the city to livermore, san jose, gilmore. look at the line finally clearing the north bay at 1:00 a.m., but still moderate to heavy rain in the south bay through the early morning hours. it is not until about noon that

we clear out. that is why we are looking at an additional 2 to 3 inches across the bay area into the east bay. here's a look through the overnight hours. we expect another 2 to 3 inches in nevada with redwood city picking up three inches, mountain view 1.5 inches, perhaps 4 inches on the coast, half moon bay. the winds, 40 to 50 miles per hour. they continue through the late afternoon. half moon bay, 50 mile per hour gusts. 30 mile-per-hour gusts in santa clara. early tomorrow, still upwards of 30 miles per hour. high surf warning tonight into early tuesday. 20 to 30 foot waves. 80 and 50 dicey with potential mudslides and debris flow. when snow starts, we could s to 3 feet late tonight. looking at very heavy rain still to come with gusty winds. our level 4 system.

on abc7, anddentue to thi storm, so let's get back to meteorologist lisa argen . it is being called a bomb cyclone as well. lisa: that is in the gulf of alaska, off the washington-oregon coast, due to a rapid decrease in atmospheric pressure, which drives our atmospheric river. there it is, that comma. the energy is bringing in the waves for a high surf warning and bringing all of this rain into the north bay, where we have an urban and small stream flood advisory for another 45 minutes. lakeport, heavy rain. highway 101, we have had heavy rain all morning long in fairfield and vacaville. look at the east bay around lafayette, highway 24. san ramon, 680, very heavy

lighter showers along the peninsula, but about an inch of rain in half moon bay. tonight, it will get particularly heavy with gusty winds. 7.5 inches in 10 feel. san francisco, close to 2 inches. 3.64 in richmond and danville, about 1.5 inches. looking at ponding on the roadways. there is certainly debris out there with wind gusts up to 53 miles per hour at mount diablo. this will continue several hours with wind gusts over 40. sfo, 49 mile-per-hour wind gusts. livermore, over 30 miles per hour. heavy rain shifting to the south, but not until after about noon, and it is still raining heavily in the north bay. a look outside -- it is wet. there is ponding on the roadways, and streams are rising quickly. try to stay home. liz, you had a branch underneath

your car -- he even had to do some duty outside. liz: yeah, 3:00 in the morning, i am getting out in the storm, trying to get a branch out stuck under my car. stay home if you can. good advice. we are already seeing damage from this storm. scaffolding collapsed in san francisco this morning. the fire department sent out an alert about the mess just before 8:30. it happened near ninth and natomas streets. fire official shutdown the area and are asking people to stay away. getting ready for lots more rain and even more possible flooding. firefighters are on standby, ready to respond weekly to any emergency that comes up, but really hoping for the best. cornell barnard has more. >>s chs can carry. cornell: julie and her son had no time to lose. >> really worried about tonight. cornell: they are feeling as

many sandbags as their car can carry ahead of the forecasted atmospheric river. flooding is the biggest concern at her new house. >> we will do the best we can, try to minimize the damage. cornell: this free sandbag station was busy. homeowners like rich just trying to be proactive. >> it sure looks like people are saying it is coming, so i thought i would be safe this time. >> this will be locked in place. cornell: the fire department taking no chances, these floodgates standing by in case of street flooding. >> in short periods of time, when there is a lot of rain, it can rise really quickly. cornell: locals know that all too well. new year's eve, 2005, and epic winter flood turned downtown into a river my that event remembered and commemorated with plaques and a high watermark on the firehouse flagpole.

creek levels were monitored as low saturday. swift water rescue gear carried in engines. >> i think i am too late. cornell: dave shoveled the last of the sand at this station. >> once it starts raining hard, it is just going to come pouring down and flat out my garage, most likely. cornell: over the past week, we found city public works crews across the north bay clearing storm drains and unclogging others, preparing for the big storm. tree crews contacted by pg&e war trimming branches around power lines, the bay area ready for the storm. >> every time there is a big storm, the hair on our net was up a little bit and we do not sleep quite as well. liz: less than an hour ago, calfire tweeted out this video showing a downed tree and a polo that had caught on fire. this is in san mateo county.

so we're seeing a lot more i.c.u. admissions, a lot more use of ventilators, and what we're really trying to avoid here is death. >> when i go to the hospital every day, when i see someone who's pregnant with covid, and i see their child in the neonatal intensive care unit, and i see them crying because of the fact that this is something that can be or could have been prevented. >> i would definitely encourage those trying to get pregnant or those that are already pregnant to get vaccinated. you'll feel safer, and just knowing that you're protecting your baby, it will make you feel a lot better. >> in my practice, the questions that i get most of the time are "is the vaccine safe in my pregnancy? will it harm my baby?" number two, "is it safe to breastfeed?" and the third question that i tend to get a lot is "will the vaccine make me infertile or unable to conceive?" and the answer to those questions is absolutely no. the vaccine is safe.

it will not harm your child. you will not become infertile if you take the vaccine, and it will not do anything to your child if you breastfeed it. how the vaccine works, your body develops antibodies to fight off an infection. so those antibodies are found in your breast milk. and so it is actually very safe to breastfeed, and i recommend breastfeeding, because that gives your child some type of, form of protection. the vaccine -- it is safe in all stages of pregnancy, in all stages of reproductive affairs and life. so if you're thinking about having a child, the vaccine is safe for you to take. >> i am in my last trimester of my pregnancy, and i got vaccinated about six weeks before i became pregnant, and so there's a lot of myths out there about vaccines causing infertility and safety concerns, and i am walking proof that the vaccine is not only safe, but it provides a lot of benefit for my baby when they are born.

motherhood in general. >> i trust the science behind the covid-19 vaccine, and i trust that they're safe. so for me, it was really important as a healthcare provider to get vaccinated as soon as possible, because i want to keep my family safe, my patients safe, and my community safe. >> getting the vaccine was the right choice -- was the right choice for me. i feel fine. i'm enjoying my pregnancy. i feel my baby. there is a lot of movement. my baby moves around a lot. it makes me happy, and i know that it also makes me happy that i did the right choice for my family, for my baby, for my other son, as well. >> my biggest advice to all pregnant women is to get vaccinated. if you're really nervous about getting the vaccine, think about your child. most of the time, what i hear is "i should have gotten the vaccine," when it's too late and they're sick, or you have a baby in the neonatal intensive care unit. we can prevent this. this is a preventable illness.
