of heavy rain. down to the east bay. we are seeing heavy rain from south city san francisco. it is a similar set up in the north. rainfall rates coming down almost 1 inch per hour. that is why we are seeing widespread funding -- flooding. the heavy rain is moving in as we speak. you will get some heavy rain over the next five or six hours. here is a flood advisory that is being lifted. flood one is in effect. flood advisory's the entire region. we do have flooding on roads and flooding on our streams and creeks. it is a level for major storm track. heavy rain and strong wind. the time of the storm, we finally find some dry skies. >> looking forward to that. the storm has hit the north bay extremely hard.

ryan is live in santa rosa this evening where a neighborhood is dealing with evacuations from flooding. how is the weather looking right now? >> the rain is still going on down here. a very difficult day for most north bay residents. some having to evacuate their homes as water levels rose to unsafe levels. others have to be on standby in case they also have to evacuate. >> north bay residents are feeling the harsh impacts of this storm. >> we have kids in the house right now that are ready to go if needed. >> matt carlsen has been on this street for years. he says it has never been this flooded. >> it has been dry for the last four or five years but we have seen some pretty big storms and nothing like this at all. >> the water has been flowing high on this street. authorities helped many of the neighbors leave their homes. >> my neighbors here are a little older.

they got out about one hour ago. we have friends down here that i am hoping will not suffer too much from water in their home. >> the street is right near a creek bed. other residents say they left parts of the streets flooded. >> the markers are around 9 feet. it is pretty high. >> it is moving so fast down there that this is flat rock, it is moving the rock. >> it is not just santa rosa. many parts of the north bay are feeling the effects of the storm. crews are fixing down power lines and ivan lopez and his family are laying out sand to prevent flooding from getting into his home. >> we are trying to prevent water from coming into our property. >> the best sewers and with the rain arriving fast, he does not want to take any chances. >> we woke up and it was around

4:30 when we came out. just trying come in with some equipment to get this thing done. >> conditions from that flood have improved greatly over the last couple of hours. some residents who were evacuated i have seen return to their homes. good news there. some neighbors told us they were already prepared to evacuate in case a wildfire broke out. live in santa rosa, ryan curry. abc 7 news. >> overnight, local creeks went from drought stricken triples to raging rapids. this is known to be a problem spot for flooding. the creek last rose over its banks in 2005 and swarmed nearby businesses. this tree was no match for the storm. this huge oak crashed down into the house and caused major damage and destroyed two of the bedrooms. this happened before noon in

woodacre. fortunately, no one was injured by the fallen tree. residents need to find somewhere else to stay. one of the hardest hit spots is san rafael. we saw you in street. what does it look like now? >> we have seen flooding. you can see the car behind us. there is at least 2 feet of water blocking this right here. there are cones of the other side of this vehicle blocking it. i spoke to a neighbor that said this entire street was flooded about two hours ago. they put sandbags right there to try to block the water from entering their home. this is the same scenario we saw in downtown san rafael. cars were still driving through lincoln avenue. the whole street is blocked off.

the goodwill store had to close due to flooding. several businesses in that area are impacted by this rain and flooding. the manager did not have a chance to get sandbags and says this is the worst rate he has seen in about 30 years. >> the water has never gotten this close to your restaurant before. >> >> what is your plan? >> maybe to close early. >> it was a little bit flooded in here. the next thing you know, we started pushing the water out and it seemed like it was getting bigger and bigger and the drains were clogged. >> has your business flooded before? >> this is the first year in business. i am just learning that these things happen in this area.

>> several business owners did not expect for the storm to be this strong. this morning they noticed a downpour and decided to get sandbags to protect their storm fronts. we have seen residents claiming drained and doing what they can to prevent flooding in the neighborhood but it is somewhat impossible in some areas like this one where you can see that the water keeps them flooding -- flowing. the flooding keeps going around this entire neighborhood. you can see all of these that say road closed. residents are doing what they can but when it comes to flooding, they have to wait. >> thank you so much. more than 147,000 pg&e customers are without power across the bay area. the outages that affect the largest amount of customers are indicated in red. they include the areas of foster city. tim johns includes -- joins our

team covers tonight. he is in the marina district. what does it look like out there? >> electricity -- the electricity that you mentioned is just one part of it. this entire street here is just starting to be reopened. it was closed for several hours because of flooding. it was too dangerous to drive down. officials say that is because the sewage and the drainage pipes could not keep up with the amount of water they were receiving and the tops were coming off and flooding the entire street. authorities have been sorting this out and the street is about to reopen in just a few minutes time. beyond the flooding, another issue is the debris. there is a video to take a look at. that is all over the city. firefighters say they have been responded to hundreds of calls. this shot is from the forest

hills neighborhood of san francisco where five homes had to be evacuated as a result of a linning tree. those people were let back into residences after authorities deemed it to be safe. this is why they are urging everyone to ride out the storm at home. it is the safest place for you to be. >> it still looks pretty windy out there. golden gate ferry service has been suspended and golden gate transit is providing alternative services. debris on tracks is causing delays for capital corridor services. the golden gate bridge east and west sidewalks are closed until weather conditions improve. if you don't have the abc 7 streaming area, now is a good

>> welcome back. on the peninsula, the storm forced police to close peninsula avenue in both directions from north san mateo drive to north clairemont street. before noon, police are sent out a tweet advising people to use a different route until further notice. a tree pulled down a powerline at belmont, it happened late this morning. the homeowner says he moved his car out of the driveway this morning just in case the tree

toppled. a fallen tree forced chris to shut down a block of the lower grade highway between moraga and lawton street. you can see the tree landed on top of some parked cars. a downed tree closed down lake drive and golden gate park. the storm has caused dozens of flight cancellations at san francisco international airport. 58 flights have been canceled and another 286 have been delayed. open international airport reports 23 cancellations -- oakland international airport reports 23 cancellations. >> we are tracking our atmospheric river through the evening. it is slowly sinking to the south but we still have hours of heavy rain to get through. >> just how powerful has the storm been?

>> welcome back. a live look at conditions in san francisco from our exploratory him camera. a temporary shelter is available in the city for un-housed people. the shelter at must goni center and west is open from 9:00 a.m. until tomorrow. people are welcome on a first-come, first-served basis. the city is providing transportation to the shelter locations throughout the city -- from locations throughout the city. a group of homeless people were rescued from fast rising water along the russian river. check out this video. these four people were camping out in the section of dryland in the middle of the russian river in cloverdale and were able to get there because the water

level drops so much during the drought. the intense rain because the water to start rising so fast that they were unable to get to ireland. firefighters used a boat to transport them. >> there is no hope. it just came fast like you would not believe. >> the group said they had ignored warnings to leave the area before the rain started. a massive rock slide has shut down highway 70 in both directions. this video is pretty incredible. this happened near plumas county. you can see water pouring down the hill where the giant boaters collapsed onto the boat, clearing the mess could take several days. >> now, your live doppler 7 forecast. >> a lot of issues with this rain coming down. look at live doppler 7 right now. you are pregnant -- raining no

matter where you are watching us. the big takeaway in this early evening is the heavy rain is approaching us. the south bay has seen very little rainfall. the rain is filling in as we speak as the yellow approach as of the south bay. look at the 24 hour rainfall. canfield is coming in with more than 12 inches of rain. more than 8 inches of rainfall here. we have seen issues elsewhere from oakland to san francisco. more than 3 inches of rainfall. more than 5 inches of rainfall in danville. 4.5 inches of rain in concord. very low totals in the south bay. those numbers will increase over the next couple of hours. flood advisories and flood warnings. you can see all those areas shaded in green. we have flooded roadways, excessive runoff. a similar story for parts of the

east bay. we have seen a lot of rain. flood advisories are in effect this evening. one of the better issues we have been dealing with is the window backing off finally. we had wind gusts. the wind right now is windy in spots but nowhere near as strong as they were earlier today. this is a level four major storm we are tracking. the strong wind is backing off. we see numerous powder -- we see numerous power outages already. we are seeing better news in the north bay. we are beginning to dry out. the peninsula, this app later on tonight. by midnight, we see the back edge moved through san francisco. that is when the south bay is really getting hammered by midnight. by early morning hours, the atmospheric river pushes out. the heaviest rain is out of

here. we are dealing with partly sunny skies and an isolated shower here and there. here is additional rainfall on top of what we have already seen. we are likely picking up more than 1 inch of rain. the north bay a little bit less as that storm begins to move out over the next couple of hours. that winter advisory still in effect for solano county, the east bay, the south bay, the peninsula and the city. the winds will be backing off. for the next 90 minutes, we have that winter advisory. a high surf warning lasting through monday and into early tuesday. we are talking breakers 20 to 30 feet with that active ocean current. a winter storm warning in effect through tomorrow evening. six to 14 inches of snow. home temperatures stay. we have that heavy rain. tomorrow, it is a scattered laid shower. we are just assessing the storm
