cases. kristen: a member of her vaccine team spoke with two of the bay area's pediatricians about what this means going forward and joins us live from the district. luz: this is one of the steps for approval of the vaccine, even though children of this age group are less likely to die from the vaccine compared to adults, they can be carriers. it was a critical vote over one question. >> it outweighs -- can it outweigh its risk for use in children 5-11 years of age? luz: this dr. at the data closely with two main questions, is it safe, and

>> there has been some slight uptick in the number of children hospitalized, which really underscores the importance of getting everyone vaccinated. luz: the latest pfizer data with 2200 children shows the vaccine is 91% effective against symptomatic infection. >> we don't know know know know will do down the road. luz: the cdc will look over pfizer's data and likely authorize emergency use of the vaccine for children 5-11 by next week. as to when children would get access to the vaccine, possibly by early november. kristen: now check out the long line for booster shots in san mateo county. sky seven was overhead today as we saw hundreds of cars waiting to get into the event center for people to get their booster shots. the center is now offering

pfizer, moderna, and j&j vaccine for people who are qualified. you can always ask our vaccine team your questions. larry: the state sizable contract, next week the contract goes up to -- is set to renew but documents obtained by a team show it may not be the most cost-effective choice out there. stephanie brought this issue to the state to get some answers and stephanie joins us live in the studio. >> public records show it's not only reporting slower testing turnaround times but according to their contract and state data the company appears to be charging five times more than its competitors. as we found out, other alternatives could have saved the state hundreds of millions of dollars. kobe testing isn't cheap. to give you an idea, medicare will reimburse up to 100 dollars

per covid diagnostic test if it is turnaround within 24 hours, according to the center for medicare and medicaid services. >> there's no reason why a pcr tests has to cost $100. >> he is a 25 year veteran and serves as chief medical officer for a company that processes a quarter of covid test, the largest lab of any in the state. >> the average cost is $90 and we still think $90 per test is sustainable to do widespread surveillance testing. >> they charge about $10 for pcr tests. while it's the lowest cost in the market, state records show the company's turnaround time is also one of the fastest. in the first two weeks of october, 96% of samples were processed within 24 hours of receipt in the lab, yet public records obtained by our team tem

show the state contract is charging five times more, around $53 per test. state data shows during that same time period, only 33% of their samples were processed within one day. the contract is set to renew this week so we ask if they've been actively looking at more cost efficient alternatives, like the example publicly available on their website. the statement said the state is constantly evaluating the testing needs and capacity across the state. we included not nice wide network of testing sites were testing is most needed and has struggled to take hold in the past. the states contract allows them to terminate their agreement at any time with 30 days notice if a better test or equivalent test becomes available at a lower cost. despite what state records show, they still renew the contract

worth up to $1.7 billion. >> to put this all in perspective, if the state had gone with another company, due to the price difference they would have saved hundreds of millions of dollars in the last 14 months. we reached out for further comment and for more specifics on the company's covid test pricing but have yet to hear back. larry: so when exactly is exacte contract set to renew, and does it seem like it's likely to be rubberstamped or maybe as a result of your reporting, maybe they will open up the books and so we could do this another way? stephanie: at this point the state says they will renew it but the agreement says while the state has told us there constantly evaluating the testing needs and capacity, they did not answer if they are actively considering other companies that have demonstrated more cost efficient results. and we know they have the ability to do so, so we will

certainly keep asking and see what happens. kristen: in the east costa county has suspended the permit of the in and out in pleasant hill after more citations for not following the vaccine mandate. earlier this month we reported on the restaurant's to citations as well as the san francisco restaurant being shut down for indoor dining. we learned that two other locations have received violation notices. in issued a statement saying it refuses to become the vaccination police for any government. also, a report that the san francisco location is under further investigation by the health department. it received another complaint about indoor dining which remain shut down. larry: a woman must have this afternoon in the financial district. tim joins us live now with the details. tim: not a ton of details being released as it is still an

ongoing and active investigation at this time. here is what -- some of what we know so far. around 12:15 this afternoon, and on-duty officer was flagged down by civilian regarding by someone being attacked at mission and stewart streets in san francisco. they found an adult suffering from possible stab wounds. the victim was transported to a local hospital where she is receiving treatment. >> the motivation, the reason for the attack is all under investigation. the extent of the injuries of the victim are not being released at this time. >> the suspect was identifiedpe thanks to descriptions provided to the police and has been detained. charges are still pending. anyone with further information is asked to either call or text the san francisco police department. tim johns, abc 7 news. larry: the father

francisco district attorney has been granted parole after his sentence was commuted by former new york governor andrew cuomo. david gilbert will be released by november 30. he is part of a group that robbed a brinks armored car in new york back in 1981. a security guard and two police officers were killed. parole in 2003. kristen: new developments on the future of oakland, the board of county supervisors has been all afternoon discussing resolution about the project. the oakland mayor said if it is approved, the county stands to benefit in a big way. >> they would realize $68 million in one-time construction revenues and then every year, $10 million for needed transportation, homeless services, health care, and other things that they just need to

use to keep the county services going at a time when they are so needed. kristen: the proposal includes a $6 billion waterfront district around the ballpark. the mayor called it bigger than baseball. today's vote is seen as a crucial step in the project moving forward. larry: we want to know how you feel about the possibility of the a's leaving oakland. are you bombed, are you ready to say goodbye, or is it no big deal? first we have to do a deep dive on what's happening this afternoon. you've been covering and watching for hours board of supervisors meeting for alameda county. where do we stand, or were close to a boat? >> we are about four hours in at this point. we are no closer to about, but they are getting a lot of questions. possible action, we might need to call it impossible action or

possible inaction. i have my phone right here, i'm just hoping that will make a vote at some point. larry: you have been doing a lot of due diligence on this project, perhaps more than some of the supervisors themselves, based on some of the questions being asked and answered. i will just put it out there at this point, it seems like even though so many of the documents that people are asking questions about today are out there for public review, it doesn't seem like a lot of the supervisors actually understand this deal. would you agree or disagree? >> it's been a little bit baffling because they met in june on this very issue. they said they wanted to push their research into september and take about the end. now we're at the end of october and they are potentially going to have the possible action of a vote today. there have been a lot of questions about what a

nonbinding vote is. really, we all know what that is. it means that will declare their intent to sign on to the project. it means i can change their mind at any time if things change. all their are being asked to do right now is say we intend to think join you in this project that would potentially keep the a's in oakland. that's it, that's all they are trying to do. larry: it's interesting that elected officials do not understand the term nonbinding. proseries game one is tonight. can you expand a little bit on what's going on there? >> teams have frowned bonk -- upon making a statement for public issuance during a world series game. they will be ready to announce the finalists, so with the county and city has a chance to do is steal their thunder. what they're are doing instead is this.

larry: pg&e says it's working around the clock to restore lectures see after sunday's powerful storm. inin damage. crews are replacing two power poles that were broken and three others that are leaning. about 150 customers nearby lost power. >> this is a good example of what we are seeing all across northern and central california because of the storm. this was one of the most powerful storms we have seen in a very long time. it has damaged a lot of our equipment. larry: pg&e says some of their

equipment is hard to access at this point. that's one reason power is still out in some areas two days after the storm rolled through. kristen: in the east bay, pg&e brought in utility workers from san diego to help. they are helping prepare outages like places -- in places like lap yet. they needed the extra workers. utility recommends that anyone still in the dark should use flashlights instead of candles for safety reasons. current outages in the bay area, this is the pg&e updated map. the outages are still pretty widespread but the rain -- dots represent peer than 20 customers. larry: in burlingame, business owners still feeling the impact of storms that came through over the weekend days after the rain had stopped. kristen: some owners are losing everything due to the power

still being shut off. >> for business owners along the 1400 block of burlingame avenue, there's nothing worse than being left in the dark. this week both physically as their source have been without power since sunday, and emotionally, as they say pg&e has not tell them how or why the problem keeps happening. >> i wish it would be prioritized that they would work on the business district, not that we are more important than a family, but a lot of people, especially restaurants, they lose a lot. >> some business owners worked in the dark and others remain closed. the owner of baskin-robbins told me she lost her entire inventory delivered on saturday. it's a struggle some owners have faced for nearly 30 years. >> i feel sorry for all the businesses here, restaurants,

300 minutes of social media day or three times as likely to become depressed within six months. larry: now to a 13-year-old who's being honored for being a vaccine champion, joining us now after special ceremony honoring him just wrapped up. it started at 4:00. first of all, thanks so much for your time this afternoon. appreciate you dropping in. >> thank you for having me. larry: let's talk about what you have accomplished here. there is a group that might be considered anti-vax and you were honored for helping change perspectives. you became a spokesperson for the measles vaccine a few years ago. had you go about doing this at such a young age? >> when i was two and was diagnosed with leukemia, and after treatment, chemotherapy, i had a very weak immune system.

i was unable to get vaccinated which weakened my immune system even more. then the measles outbreak happened, and a lot a lot a lot were unvaccinated, especially kids in and around my grade, which meant that i was more susceptible to getting the disease and possibly dying. basically my family testified in congress and the marin county board of supervisors at a school board meeting in the state assembly to try and change the momentum on vaccines and get our peers vaccinated and eventually to pass a vaccine mandate law. larry: were you nervous testifying? you seem so mature. >> i was pretty ne i w testifying. i was seven or eight years old and it was a pretty overwhelming aspect of it, it was in front of

a bunch of older people assembly. so it was definitely a nerve-racking experience, but it was really satisfying to get the good results at the end of it. larry: we have some video of you when you were testifying at age seven or eight. you obviously did a great job. you mentioned you were fighting a battle against leukemia that has been going on since age two. now you are 13, how are you doing today? >> i have been in remission, full remission for seven years. i was declared in remission in 2014. i have been doing great ever since. i'm healthy, unvaccinated for covid and all my other vaccines now. the

but the things that come with it, like doing this whole testifying for the vaccines and stuff and all the speeches is still there. larry: it's great to know that you are healthy. how did you feel being honored today? >> experience because i feel -- it's really good to know that a lot of good has come out of it and to feel good about what i've done and to feel proud about what i've done. larry: really that you are healthy and in remission. i think i can speak for many of our viewers to say if you're this young and doing such great work, it is awesome to see and i can't wait to see what you do in your future because you've got a bright future, obviously. >> thank you. kristen: he is so humbl
