officers scouring the scene for evidence into the night. at this in-n-out burger, nobody is eating inside, but protesters are outside. why they are outraged. >> sunshine and rain and the seven day forecast. which you will see for halloween. >> the biggest single sport event in the world in the bay area is bidding to be house. abc 7 news starts right now. >> building a bay area. this is abc 7 news. >> a freeway shooting left one person dead and shut down a freeway. >> it happened at 5:30 this evening on westbound interstate 580 and closed part of the freeway. traffic toward san francisco was diverted on highway 13. >> on victim was driving this white sedan. several people called police reporting to people were shooting at each other. it is reported the gunfire came from a semiautomatic gun inside of a silver car.

the chp is investigating what led to the shooting. continuing to stay on top of this. good evening. >> another story breaking tonight. the oakland school board has just voted to mandate vaccines for students. >> we are going to recess the meeting. people need to wear their masks. >> a woman opposed to the student vaccination mandate nearly forced the oakland school board to go into recess when she removed her mask. the board approved requiring students 12 and older to get at least one shot january 1 to attend school in person. otherwise, students would have to enter an independent study program or un-enroll from school. one board member expressed her concern after the vote. >> i guess we need an update for what it means of the 50% black and brown students not vaccinated. >> unlike other bay area school districts, oaklands vaccination rate among eligible students is comparatively low.

to convince students and parents to get the vaccine, the school district will focus on outreach and educational campaigns. >> rallies to protest proof of vaccine mandates. the demonstrations happened at two in and out contra costa county. the chain was penalized for not asking patrons for their vaccination status. j.r. stone has the story. >> stand up and stop these mandates. >> protesters rallying outside of the in-n-out burger. one of three contra costa county locations that have been fined for allowing indoor dining, but not checking for proof of vaccination. around a dozen in-n-out burger supporters showed up wednesday evening, speaking in favor of the chain that has previously said they are not the vaccination police. >> these mandates, this pandemic, this vaccine has become a giant excuse for the government to control or people's lives and encroach on more people to liberties. >> i have all my vaccines leading up to this. if i'm not ok with putting this

rallying outside of in-n-out burger are now encouraging others to eat here. we reached out to those at in and out to get their take on the rallies held, and the reopening of the pleasant hill location, but have yet to hear back. in san ramon, j.r. stone. >> several shorter lines will suspended starting monday because of san francisco's manti -- vaccine mandate. the deadline for city workers to be vaccinated is november 1. they anticipate there will be a driver shortage. these lines will either be suspended or reduced. there is no timeline on when services will be restored. they are currently hiring and training new operators. the fda is expected to soon authorize pfizer's vaccine for children ages five to 11. millions of child sized doses are ready to ship out on the signoff, and it comes as the cdc is also pushing for more people to get their booster shots. morgan norwood has the story.

>> as booster shot availability expands to 70 million americans, the cdc allowing people moderately in severely immunocompromised to get another shot. at least six month after completing their third mrna vaccine dose. >> it is equivalent to a booster for immunocompromised people, but does not mean the general public is looking at floor shots anytime soon. >> the promising of lowering hospitalization. the study out of brazil, drug used to treat obsessive-compulsive disorders lowered the risk of hospitalization with covid by 5%. it is not authorized to treat covid-19 in the u.s., nor is it recommended, but one of several research efforts seeking ways to help covid patients. what will soon be available at pharmacies, clinics, and hospitals? pfizer's covid vaccine for ages five to 11.

neighborhood. it was found and refused to move, even one patrol vehicle shined light and made noises. it is a healthy 10 month old that might be under the care of his mother. the hope is they will be reunited. a long stretch of highway one on the central california coast is closed because of this rockside. the closure goes from north of ragged point in two guard a in monterey county. crews are inspecting the rocks above the highway. it is estimated the closure can last a week. >> we are in the running to host the 2026 world cup. bay area leaders say it would be a huge economic boost. a big part of helping build a better bay area. international soccer officials are durer -- due to tort levi's stadium. amanda del castillo explains it is the perfect site. >> come 2026, soccer's most prestigious tournament can bring the biggest soccer players and

investigators publicly answered questions about the fatal shooting on the set of a movie starring alec baldwin. >> the possibility of criminal charges is on the table as the investigation continues. rena roy has the latest. >> an intricate investigation underway on the movie set in santa fe, new mexico. authorities collecting 600 pieces of evidence. including three firearms and 500 rounds of blank, dummy, and apparently i've ammunition. >> we will determine how they got there, why we were there, because they shouldn't have been. >> alec baldwin fatally shot halyna hutchins thursday with a cold long revolver while rehearsing for a scene. >> if the sheriffs office determines during our investigation a crime has occurred, and probable cause exists, and arrests will be made and charges will be filed. >> investigators believe the bullet hit hutchins before lodging into the directors shoulder. >> the project was recovered by
