we are getting pretty thick around novato and out of you, two and half miles. not much movement. it is oozing around due to fairly light and variable winds. it will hang around for the better part of the morning commute and slowly lift. right now, 87 in san jose. pretty clear as you look northbound. let's talk about temperatures. we are in the low to mid-50's and we will hang out in the mid-50's through 7:00. mid 60's to near 70 by noon. mid 60's at the coast. mid-70's with sunshine. the sunniest and warmest afternoon. cooler weather is on the way. a couple of chances of rain, coming up. kumasi: the person under investigation for stealing a motorhome in san francisco and it up in the hospital after crashing in san ramon. police say it started around 8:00 last night when officers were following the stolen rv.

the driver ended up running a red light and crashing into a car at all cost a boulevard. the driver suffered minor injuries. it is not clear how badly that suspect was hurt. the road was closed for the investigation overnight. police expected to release more information later this morning. jobina: we know parents have been wondering what will happen with california students who are not vaccinated. this morning, we have an answer from one of the biggest school districts. unvaccinated students in oakland will have to opt for independent study or leave the district altogether. amy hollyfield joins us now. amy: the vaccination rates among open students are low so this will impact a lot of students. this also brings out a lot of emotion from some parents. listen to this moment that happened at the meeting last night. >> we are going to recess the meeting. people need to wear their masks. >> put your mask back on. amy: a woman opposed to the

vaccination mandate nearly forced the meeting to go into recess when she removed her mask. the board approved requiring students 12 and older to get at least one shot by january 1 to attend school in person. if they do not, students will have to make the switch to an independent study program or un-enrolled from the school district altogether. one board member says she does have her concerns. >> i guess we need an update soon about what that is going to mean for the 50% of black and brown students not vaccinated. amy: the school district says it will focus on outreach to try and convince families to vaccinate their kids. families will need to make a decision soon. shot or school, by january 1. amy hollyfield, abc 7 news. kumasi: pfizer says the u.s.

government is buying 50 million additional doses of its covid-19 vaccine to vaccinate kids. the announcement coming as we wait for the approval phase when the cdc is expected to recommend the vaccine for five to 11-year-olds. that is expected next week. dr. fauci says it is important for children to get vaccinated even if the virus impacts them less severely than adults. dr. fauci: that does not mean that the kids are exam from serious illness because all you need to do is go to the pediatric hospitals or other country and you see particularly with the delta variant, which has a much greater chance of transmitting, that more kids are getting infected. kumasi: this comes as a new poll from the kaiser family foundation shows parents are cautious about getting their children vaccinated. 27% of parents say they would get them vaccinated right away when a child became eligible. 33% said they would wait and see how the shot works in others and two thirds say they are concerned about potential long-term side effects.

jobina: people against vaccine mandates are rallying around in-n-out. some locations were fined for refusing to check for proof of vaccination. >> stand up and stop these mandates. jobina: one dozen demonstrators showed up to the san ramon location last night. they were speaking in favor of the chain that has previously said it is not the vaccination police. doctors say mandating restaurants to check for proof of vaccination makes a safer indoor environment. >> these mandates and this pandemic and its vaccine, it has become a giant excuse for the government to control more people's lives and encroach on more people's liberties. >> i have all my vaccines leading up to this. if i am not ok with putting this in my body, that should not be forced upon me. >> it is 20 times more risky. transmitting covid indoors compared to outdoors. jobina: tuesday, the pleasant hill in-n-out was close for multiple complaints of not checking for proof of vaccination.

it has opened back up, but indoor dining there and in san ramon is still closed. kumasi: you may notice fewer buses on monday. sf mta is anticipating a shortage because of san francisco's vaccine mandate. they have been forced to suspend several lines. the deadline for some city workers to be fully vaccinated is november 1. the four lines that will be suspended are on your screen. this is currently no timeline on when services or these lines will be restored -- for these lines will be restored as s.f. mta is hiring new operators. if you have questions about the mandates, policies, or what is happening, you can ask our vaccine time -- vaccine team. go to abc7news.com/vaccine and click on the big blue box. jobina: there is a major development to get an infrastructure deal through congress. jobina is at the live desk. jobina: after months of negotiations comic this could be a major breakthrough for the

president. sources tell abc news mr. biden will unveil a new framework that will give support of all democrats. the plan will be much less than what he wanted and what was promised on the campaign trail. major concessions had to be made to get everyone on board. tuition free community college will likely be dropped. the child tax credit may only be extended for one additional year. paid family leave and medical leave could also be dropped. it is a move to satisfy moderate democratic senator joe manchin whose vote democrats need in order to pass the bill. >> if we go down to zero paid family leave, that is not ok. that is unjust to the people. >> to expand social programs when you have trust funds that are not solvent, they are going insolvent, i cannot explain that. it does not make sense to me. jobina: mansion as opposed to a proposal to pay for the spending package, saying that taxing billionaires on assets like their stock market gains, is divisive. while there is uncertainty, we

know extended healthcare programs, pre-k, and money to tackle climate change are still in the build an we are expecting to hear from the president later this morning after his meeting with democrats and later today, he is traveling overseas for a pair of international summits. >> thank you. we are tracking some developing news. you are looking at the aftermath after a tornado ripped through lake charles, louisiana leaving a trail of destruction. the national weather service said in a preliminary report that an ef2 tornado caused significant damage to dozens of homes when it touched down around midday yesterday. two people were injured. the tornado was a part of a line of severe weather that moved from texas across southern louisiana and into mississippi. san francisco's iconic fog has slowly been disappearing and it could be due to time and change. a professor tells the examiner there has been around a 33 percent reduction in fog frequency since the early 20th century.

he says fog seasons are starting later and ending earlier. the number of foggy hours each day is also dropping. why is it happening? scientists think it could be due to warming waters in the pacific. mike: exactly. you do not have that temperature contrast between the warm air and the cold water. you do not get the fog to form and when it does form, it is not as thick so it goes away even faster. that is what we are seeing. that is why it is important to understand what the ocean is doing because it has a direct correlation on our weather patterns. let's take a look at temperatures. we are 60 in the marina. anyone else, 56 to 59 under clear conditions. you can see the patches of fog out there and the rest of us in the 50's. tracy, 60 degrees. san francisco will be in the 50's through 8:00. 61 at 10:00. mid and upper 60's from noon until 6:00. i would not be surprised if a few areas such around 70 between

2:00 and 3:00 and that would be warmer than average. no fog looking north from the coliseum toward the maze. there is a 80 right below me. dense fog, that is your biggest issue whether it is on the roads are on the water. it is cool this morning. it will be warmer this afternoon. even with the warmer weather, we have good air quality. let's take a look at tomorrow and you can see we will wake up to a mixture of fog and high clouds and the clouds will increase as we had throughout the day. some showers are possible after a little bit of drizzle saturday. the best chance will be in the northbound until we had to saturday night and then a few may randomly walk across the rest of our neighborhood. as far as the wet weather, you can see a couple of hundreds of an inch of rain is possible. thatwhy we do not have a storm impact scale, but we do on future storms and i will show you those, coming up. let's get over to jobina and talk about the commute. jobina: i want to briefly mention on camera because this just happened in the last couple of minutes, severe traffic alert

kumasi: chp is investigating a shooting that left one person dead and shut down a freeway in the eastbound at the height of rush hour. it happened around 5:30 on west on interstate 580. it closed part of the freeway near high street. traffic heading toward san francisco was diverted onto highway 13. the victim was driving a white car that you see there. several people on i-5 80 called police to report two people shooting at each other. it is believed the gunfire came from someone with a semi automatic gun and side of the silver car. julian: the trial for elizabeth holmes will resume on tuesday. the water main break yesterday forced the federal courthouse in san jose to close. crews had to shut off water service in the area including the courthouse. before it was canceled, a representative for betsy devos was on the stand.

she testified elizabeth holmes claimed her blood testing technology was used on military helicopters, even though it was not. the divorce family invested $100 million -- the devos family invested $100 million. kumasi: international soccer officials are set to tour levi's stadium in santa clara over the weekend. amanda del castillo explains that many feel it is the perfect site. amanda: soccer's most prestigious tournament could bring the most biggest soccer players -- and fans to levi's stadium. it is supposed to host the 2026 world cup. these are, airbnb, and others including the mayors of oakland, san francisco, and san jose. >> we have a great tradition of soccer in the bay area. going back to america or the

world cup back in 1994, we have shown that we are a soccer crazed community. amanda: 22 cities across the two countries are being considered host cities. fifa will examine each stadiums capability to be a host of venue and whether the surrounding region is suitable. >> any time you are talking about an international event, you are talking about the kind of multiculturalism that we celebrate here in santa clara county. amanda: senator cortez says the world cup will bring the potential for the region to rebound from pandemic losses. we are told the world cup could bring more than $300 million to the bay area. >> trying to come out of this pandemic, it gets cash registers going. it is so needed right now. amanda: fans say it is an achievable goal, knowing the bay area has been the backdrop for many premier global events. >> we are silicon valley. we are present on the map. i think it would draw a crowd. >> it is an incredible opportunity.

it is the equivalent of having a half double super bowl -- a half dozen super bowls in a month. amanda: a decision is expected earlier next year. amanda concilio -- amanda del castillo, abc7news. julian: a restaurant known for blue cheese butter is coming back. it is reportedly coming back, but not to its original location in lafayette. it is getting ready to reopen in walnut creek. it shut down his lafayette location in december after 73 years in business. the restaurant is moving into a space currently housing maria maria in walnut creek. they expect to reopen by the end of the year. kumasi: early snowfall means early openings for some ski resorts. now they are looking to hire. tahoe and mammoth mountain will begin their season tomorrow. with many people not returning to their pre-pandemic jobs, resorts are hoping that people looking for work will give them a shot. >> we are seeing a lot of those

folks who may be they are not going back to their normal 9-to-5 or whatever that normal pre-pandemic job was, but they are looking to do something fun. kumasi: that looks like real work. i just want to sit in the hot tub and supervise somebody. [laughter] the resorts are looking to fill both indoor and outdoor jobs from ticket sellers to ski lift operators to hot tub testers. that is not a real job. julian: you are making it a job. eastbound hills at how clear it is for most of us this morning outside of that patchy fog. once it burns off, we will have the sunniest and warmest afternoon of the 7-day forecast. some isolated possible saturday. not a game changer. it will be dry sunday. chances of rain on monday. wednesday could be a game changer. let's talk about today. sunshine keeping up to a lifelock short -- thanks to a light offshore breeze. 72 to about 72 to about 77 degrees. tonight, some low clouds will start to creep near the coast. some fog will form once again. not quite as widespread as this morning because of the high clouds. it will keep our temperatures in the low to mid-50's. let's jump ahead to monday. we are hitting the clock and striking midnight, you can see some rain moving into the northern part of the state. as we had throughout the day, we have delayed the onset of this rain. it will move in during the latter parts of the morning

hours and during the afternoon and evening across the rest of our neighborhoods. even a few lingering showers tuesday morning. tuesday afternoon through most of wednesday is pretty quiet. wednesday evening through thursday morning, another healthy storm. these are pretty warm. not a lot of snow except for in the peaks of the sierra. that is still good for our water. but it is not as good for skiing. as far as rainfall amounts, you can see anywhere from 1/10 of an inch to two thirds of an inch on monday. maybe even more than that as we head into wednesday and thursday. how about that? here is my 7-day forecast. hold onto the 70's today and tomorrow because even if it does not shower on you this weekend, it is going to be cooler in the 50's and 60's. the coolest they will be with the best chance of rain on monday. julian: thank you. students in oakland got a lesson in culture and history. they celebrated the day of the dead. students from new highland academy displayed their

handcrafted offerings placed on an altar and they took part in a ceremonial walk. it is an opportunity for students to learn about the meaning of holiday diversity and their ancestors. >> there is a lot of speaking and listening that is involved beyond the writing and the reading and the art. the dance teacher did a dance with them so there are so many pieces that are involved in this project that made it a true collaboration. julian: they have the dead takes place on november 1 and second. it originated several thousand years ago with the aztec people who considered mourning the dead disrespectful. kumasi: pixar is out with a trailer for the upcoming film "lightyear." and it is not about the toy story toy, but about was lightyear the astronaut who apparently inspired the toy. chris evans takes over from tim allen as the voice of buzz. the film will be released in june and disney is a parent company of pixar and abc 7.

five degrees warmer with load upper 70's this afternoon. jobina: we do not have any problems on our roads, but further outside in gilroy, we have a major crash on westbound 152 past 160 -- 156. all lanes are blocked. kumasi: starbucks is raising wages. the company says by next summer, workers will make at least $15 an hour and up to $23 for an hour depending on location. julian: a shortage of 911 operators is causing a delay in police responses across the country. mona kosir-abdi has the struggles leading some emergency calls to ring and ring. >> i was absolutely terrified. >> one mom says earlier this month when her daughter was having a seizure, she could not get through to 911. >> i remember screaming, what do i do? i need them to talk me through what to do. mona: 911 officials say in addition to staffing shortages, the calls were not answered, "due to a large volume of calls

[laughter] mike: put the emphasis on that. i like it. thanks for being here. it is thursday, october 28. kumasi: let's check in with mike and hear more about those nice days. mike: we have a little bit of a challenge before we get to the nice afternoon as you can see behind me, a little bit of fog as we look south on 101 around san rafael. it is the north bay that has the greatest amount of fog, but there have been some reports in the south bay and on parts of the peninsula. it is not hitting any of our reporting stations. a quarter at napa to half a mile in santa rosa and that will be around the entire morning commute. temperatures running in the low to mainly mid-50's as we head toward 7:00.

57 in san francisco. we have an offshore breeze and that means sunshine everywhere by the time we get to noon with the fog fading. temperatures in the mid and upper 60's this afternoon. we will have temperatures away from the coast in the 70's. load upper 70's. if you are heading out this evening, we are starting to see some low clouds develop along the coast. some high clouds in the north bay and we are falling back into the 60's. julian: despite the rain over the weekend, we are still dealing with a drought in the south bay. residents were told to cut back and now more than one million people are about to be hit with the toughest water restrictions in the state. amy hollyfield joining us live from the newsroom. today, the san jose water company holding a hearing about those new rules. amy: if you want to be heard, now is the time. this plan will require some changes at -- in san jose homes. the plan would require residents to cut water use by 15% from 2019 levels or pay surcharges

that would add on $7.13 to your bill for every extra unit of water you use. a unit is 748 gallons. officials with the water company say reservoirs are at record low levels and they are taking this seriously. today's meeting is a webinar. it starts at 3:00 this afternoon. just what impact about one million customers and if it passes and is approved, it will go into effect soon in two weeks on november 15. you might have to start thinking about shorter showers in san jose very soon. amy hollyfield, abc 7 news. kumasi: happening today, exxon mobil and other giants will testify about the climate change disinformation. it will be the first time that executives of major fossil fuel companies will answer questions from congress about the role that their organizations may have played. the hearing follows reports that the fossil fuel industry has

been involved in decade-long campaigns aimed at creating confusion about the cause of climate change and showing skepticism in the science. julian: the cdc says people who are immunocompromised may need to get a fourth shot of the covid vaccine according to an updated guideline on the cdc's website. back in august, the fda and the cdc authorized and recommended an additional third shot for immunocompromised patients who were vaccinated with two doses of moderna or pfizer. now some of those people will be eligible to receive a fourth shot. they say the fourth shot should have six months after the getting the third dose. kumasi: among those getting a booster, governor newsom. laura anthony was there for his visit to alameda county. >> alright, governor, this will not hurt a bit. >> governor newsom put himself front and center in the campaign to encourage californians to get their booster shot. >> we know the ticket out of this pandemic is getting these booster shots and getting the

cited. >> newsom's first shot was johnson & johnson. now anyone who had the j&j is eligible for a booster two months later and the governor received moderna. [applause] >> first off, mixing and matching is something we do commonly in vaccines. laura: boosters are not available to those who had moderna or pfizer initially unless they are over age 65 or in certain categories. still, the vast majority of eligible californians over age 18 have received at least one dose. >> if you are one of the only roughly 10% of oak lenders who have not yet gotten at least one vaccination shot, please give your loved ones a boost. give your community a boost by getting vaccinated. laura: while the governor wanted to celebrate, high vaccination rates in places like oakland, he acknowledged there is work to be done when it comes to fulfilling his own vaccine mandate for

state workers. according to the los angeles times, 67% of california workers are fully vaccinated. in deployment like calfire and chp, the number is lower. >> i like the progress we are making. i like being at almost 67%. i like the fact that some department are at 90%. we will work together and continue to show the way. laura: the governor did warn all californians to not let their guard down heading into the winter months, concerned that code rates could spike again like they did last year. in oakland, laura anthony, abc 7 news. kumasi: california's department of public health says it is ready to start vaccinating children as soon as the end of next week. >> thereabout three and half million children in this age group and this is our opportunity to offer vaccines to the 9% of our population. we will have more than 1.2 billion doses the first week they are approved. -- 1.2 million doses the first

week they are approved. kumasi: it comes one day after the fda granted emergency use authorization to pfizer to offer its vaccine to ages five and 11. there are still hoops to jump through, but everything is on track to happen soon. the state is hoping to have most children vaccinated before the holidays. julian: in the north bay, parents say they are hopeful after learning vaccines for younger children are coming soon. many dropping off their kids at miller creek middle school outside of san rafael say they do not want to endure another holiday season like last year and getting children vaccinated is a path to happier holidays and more family time. >> it is time. the kids really need to be vaccinated. the holidays are coming up and we are -- we had to cancel some of our trips because they were getting vaccinated in time. the sooner we get it done, the better. julian: over and county has one of the highest vaccination rates

this american airlines flight heading to orange county had to be diverted after a passenger assaulted a flight attendant. the flight took off from new york yesterday and made the emergency landing in denver. once it was on the ground, law enforcement of the passenger into custody. witnesses say the man who got violent was refusing to wear a mask. >> there was a doctor on the flight luckily. he said it was not broken, but she was bleeding. >> if you are not prepared to wear a mask, you are not prepared to fly. >> in terms of men hitting women, it is absurd and ridiculous. kumasi: in a statement, american airlines said that violence against our team members is not tolerated and the individual involved in the incident will not be allowed to travel with us in the future. julian: san francisco police have identified a man accused of stabbing a woman in the middle of the day. they say it started with a random attack. police say 27-year-old javon knighton pushed a senior citizen to the ground afternoon on

tuesday. the woman saw it happen and thought it was a robbery so she sort of following him. when she confronted the man, police say she stabbed and kicked her before running off. >> two ladies were running with her out of the street and mom was running -- and 1 was running and saw there was a police car in front of walgreens. julian: witnesses helped police catch the suspect. officers are looking into hate crime elements. these senior citizen who was attacked as of asian descent. kumasi: steph curry made a surprise call to a man on oklahoma's death roll. -- death roll. he spent 19 years in prison for a murder he did not commit. this case got national attention after abc aired his story in 2018. curry and the warriors were in all, to play the thunder when he got jones on the phone. -- were in oklahoma the play

julian: welcome back. starbucks workers are getting a pay raise. the company boosting minimum wage to $15 an hour. the pain will vary from $15 to $23 an hour baseball location and how long an employee has been that the company. the average worker will earn $17 an hour by the summer. costco is getting workers a raise. it is boosting the hourly wage to $17 an hour. costco has about 180,000 u.s. employees and 90% of them are hourly. the new pay bump is two dollars above amazon, target, and other stores. costco has one of the lowest turnover rates in the retail industry. kumasi: uber is joining the partnership between tesla and hearst. wilbur drivers will be able to rent tesla's they can use on the job in san francisco, los angeles, san diego, and washington, d.c. earlier this week, hertz announced they were purchasing 100,000 teslas.
