you are looking live at capitol hill. president biden's high stakes agenda is still hanging in the balance as he kicks off that big european trip touching down in rome overnight and his meeting with the pope this morning. president biden is america's second catholic president and that's a live look at the vatican right now where the meeting with the pope will take place. biden will also attend the g20 summit in rome before heading to glasgow, scotland for the climate change summit. cecilia vega starts us off from the vatican. good morning, cecilia. >> reporter: hey, george, good morning to you. that meeting is under way right now. it is an extremely important one for president biden, both politically and personally. let me show you. we just got the video in right now. he and the first lady touching down here overnight in europe. this is their first stop on this five-day european visit. they're very much friends. they've known each other a long time. it was their fourth meeting. it was their first face to face meeting between the president

and pope since the president took office. he's just the second catholic president in american history, and also he's among a list of presidents in decades who said his faith is deeply personal to him and it defines who he is as a man. this is someone who wears a rosary around his wrist, and you see it there. he has that framed picture on his desk behind him in the oval office of him and pope francis together. the fact they are meeting today is hugely symbolic and sending a strong message to church leaders back home. that's because bishops are weeks away from this meeting to deny holy communion to politicians like this president who are for abortion rights. he doesn't want to see church and state politics and religion next. >> president biden was hoping to be there with a deal in hand, in congress. >> reporter: this is a big deal. the last thing the white house wanted was unfinished business

back in washington. he is here now with that unfinished business still hanging over his head, look, they wanted a win. they wanted to be able to talk to allies and point to a big win back home but he is here with that domestic agenda still in the balance. >> ecilia vega, thanks very much. amy. that agenda, yes, still very much in jeopardy even after the president unveiled a new spending plan in an effort to unite democrats, but he is continuing to run into resistance from his own party. congressional correspondent rachel scott is live on capitol hill with those details, good morning, rachel. >> reporter: amy, good morning. the president delayed his departure to europe traveling here to capitol hill for a second time trying to rally support for his economic agenda. behind closed doors i'm told the president laid out to democrats what is at stake, telling them that his presidency is on the line. at one point we're told house speaker nancy pelosi even said, do not embarrass the president before he goes overseas. but in the end it was not enough

to secure a victory. the president is pitching democrats on a $1.75 trillion plan. this will provide free universal pre-k, extend the $300 monthly child tax credit for one year, expand medicare to cover hearing and set aside funding to combat climate change. it will be paid for in part by raising taxes on multimillionaires and top corporations, but the president is still dealing with that same split in his party, and house progressives said they need more assurances from moderates over in the senate, amy. >> so the big question remains does the president have enough support for this framework? >> reporter: yeah, amy. the president is dealing with these razor-thin margins in the house and the senate. in the senate, he cannot afford to lose a single vote. all eyes are on those two holdouts, senator joe manchin and senator kyrsten sinema. both admitted they are making progress, but neither one has signed off on that framework. amy?

>> rachel scott there in washington for us, thank you. michael. turning now to the new trouble for andrew cuomo. the former new york governor is now facing a criminal charge. stephanie ramos has the latest on the sexual assault scandal. good morning, stephanie. >> reporter: michael, good morning. the former governor of new york, andrew cuomo, resigned in august after the state attorney general's report concluded he had sexually harassed multiple women but now he faces a criminal charge. this morning, former governor andrew cuomo criminally charged with one misdemeanor count of forcible touching. in a statement his attorney calling the looming criminal charges against him politics saying cuomo has never assaulted anyone. the charges stemming from allegations that at the governor's mansion on december 7th, 2020, cuomo forcibly placed his hand under the blouse of an unnamed victim and onto her intimate body part, quote, intentionally and for no legitimate purpose. >> what he did to me was a crime. he broke the law. >> reporter: though not named in

the summons brittany commisso who was cuomo'executive pu wheacsaons to >> and that's when he put his hand up my blouse and cupped my breast over my bra. >> reporter: cuomo vehemently denied her allegations. >> let me be clear, that never happened. >> reporter: commisso is 1 of 11 women who the governor was found to have harassed in a report by attorney general letitia james. >> what this investigation revealed was a disturbing pattern of conduct by the governor of the great state of new york. i believe women and i believe these 11 women. >> reporter: james saying in a statement that the criminal charges brought against cuomo for forcible touching further validate the findings in our report. two women who said cuomo sexually harassed them, alyssa mcgrath and virginia limmiatis applauding the move, saying in a statement from their attorney, cuomo is being held to account as he should be.

cuomo is set to appear in court november 17th. noth distrtorneys from around thstate have been investigating him but so far this is the only criminal charge he faces, george. >> okay, stephanie, thanks. let's bring in our chief legal analyst dan abrams. dan, it appears he is the lone ranger. >> yeah, this is a very unusual maneuver. the sheriff is effectively going around the district attorney and went directly to the court. i spoke to a number of assistant district attorneys who have worked in this office before. a couple of them didn't even know that the sheriff could do this. the fact that the d.a. did not know that this was coming tells you that this is the sheriff trying to put pressure on the d.a. to actually file charges, but it does create a bit of a mess for them because now the defense, cuomo's attorney has a very good legal argument to make to say that this charge should be dismissed altogether. >> dan, why would the d.a. be hesitant to bring charges in the first place? does that say anything about the credibility of the accusation?

>> because even if you believe every detail of the accusation and you think she's entirely credible, this is a really hard case to win because not only do you have to prove that it was intentional, you have to prove that it was done for the purpose of abusing, degrading or for sexual gratification. that's a tough case to prove and so you may have a case here where the d.a. is saying, look, i'm concerned we're not going to be able to win this case, but the sheriff is saying we don't care, you should bring it anyway. >> so what's next? >> well, that's going to be the big question is you're going to see cuomo's attorney try to get this charge thrown out saying that there isn't enough evidence here and that the procedure that was used should be determined to be invalid. but we know that andrew cuomo will be in court to respond to it, to show up. where it goes from there we don't know yet. >> dan abrams, thanks. >> all right, dan, thank you. now we're going to turn to the coronavirus emergency.

and all eyes on the fda this morning which is expected to authorize the pfizer vaccine for children ages 5 to 11 as soon as today. trevor ault is live outside a pharmacy here in new york. michael.ning, trevor.ter: good , within the next few hours. the fda expected to give that authorization to give the covid-19 vaccine to even younger children, and we could, unless something unexpected happens, see that with the cdc next week, 5-year-olds getting the shot as early as wednesday, and we're expecting at least at first to see a bit of a rush at these vaccine sites because a survey by the kaiser family foundation found 27% of parents want to get their children vaccinated right away but after that, the demand could drop at least a little bit because parents say they want to wait to see how this first batch of children tolerates the vaccine and, of course, some other parents are not interested at all, michael. >> you know, trevor, there are many union members who also don't want to get vaccinated. some in the fire department here in new york city are protesting against a mandate.

>> reporter: yeah, this was really quite the scene, michael. we're talking about hundreds of firefighters and other union members outside the mansion, the mayor's official residence here in new york, protesting this mandate just these firefighters have until 5:00 this evening to either get vaccinated or go on unpaid leave and that could make an immediate impact because about a third of the fdny is unvaccinated, michael. >> trevor ault, thank you so much. george. okay, we'll get the latest on the deadly film shooting in new mexico. we're seeing new pictures of alec baldwin this morning one week after he accidentally fired a live round that killed the movie's cinematographer. kaylee hartung is tracking the story from santa fe, good morning, kaylee. >> reporter: hey, good morning, george. the film's armorer is responsible for all weapons on sets. in the movie set shooting that killed the cinematographer. we're hearing from hannah gutierrez reed's attorney. >> reporter: they refuse to rule

out charges against anyone in the incident that killed cinematographer halyna hutchins. >> we've had two people accidentally shot on a movie set by a prop gun. we need help immediately. >> reporter: baldwin staying largely silent since the fatal accident one week ago, but retweeting this "new york times" story detailing how the film's assistant director told a directive he should have inspected each round in each chamber of the gun before handing it to baldwin. but didn't according to an affidavit. the sheriff telling abc news that a.d., dave halls has spoken to authorities once and now hired an attorney. officials identifying halls and the film's armorer hannah gutierrez reed as the two crew members who handled the weapon before baldwin. in an affidavit, gutierrez reed telling investigators, no live ammo was ever kept on set, but authorities say that gun fired a bullet and suspect more live ammunition will be found among the 500 rounds collected on set. >> the key questions that we're focusing on during our investigation, how the live rounds ended up on set, who brought them to the set and why

they were on the set. >> reporter: her lawyers went on to say the 24-year-old was hired for two positions on the film which they say made it extremely difficult for her to do her job as armorer. amy? >> kaylee hartung, thank you. turning to that chaos overnight at los angeles international airport. flights temporarily grounded and frantic passengers were on the tarmac after confusion about a possible active shooter. let's go to our transportation correspondent gio benitez with more on that incident. good morning to you, gio. >> reporter: hey, amy, good morning to you. nobody was hurt here but it was an incredibly scary situation over at l.a.x. this after the ceo of american airlines posted a video about yet another in-flight incident. this morning, another security scare at one of the nation's busiest airports. reports of a gun at terminal 1 of l.a.x. passengers escaping to the tarmac. >> i believe there is an active shooter in the terminal. this is not a joke. people are just pouring out of the terminal.

>> reporter: according to the report, no shots were fired and no weapon was recovered although two people have been detained for further questioning. this year assaults in the air are on the rise. >> oh, lord. >> reporter: nearly 5,000 cases reported since january. many of the incidents sparked over the mask mandate. >> we're on track in this year to have more incidents in 2021 than we've had the entire history of aviation. it's completely out of control. >> i can guarantee you, you'll never be allowed to fly american airlines again. >> reporter: american airlines fuming over the latest passenger incident on one of its planes involving a first class passenger allegedly assaulting one of its flight attendants. >> we had one of the worst displays of unruly behavior we've ever witnessed. >> reporter: according to sources the flight attendant accidentally bumping into the passenger in the aisle and apologizing. the man later walking to the galley allegedly punching her twice and returning to his seat as if nothing happened.

the crew and others on the plane responding quickly to the situation. according to witnesses, even duct taping the passenger to his seat. >> we paged someone to come and assist her and were abe to get numerous volunteers. >> reporter: that new york to california flight diverted to denver. the man was taken away in handcuffs. and the fbi has now taken over this investigation. so far no charges have been filed. as for that flight attendant some good news there, she is expected to make a full recovery. guys. >> thank goodness for that. okay, gio, thanks very much. we switch gears to football and that wild finish last night, green bay packers took on the arizona cardinals, two of the best in the nfl. arizona came to the game as the only undefeated team but this interception with 12 seconds left sealed the victory for the packers. picked off the throw in the end zone. he came in because of injuries and both teams 7-1. take a look at this from earlier in the game.

the head coach of the chicago blackhawks at the time former player kyle beach said he was abused is now out of his current job. beach sat down with us for a new interview. will reeve has the latest. good morning, will. >> reporter: good morning, michael. joel quenneville is the second winningest coach all time in the nhl and won the first of his three stanley cups with chicago in 2010. that's when kyle beach says he was sexually assaulted by a team video coach and as beach has bravely come forward this week to tell his story, he says blackhawks leadership including quenneville knew about it and failed him. >> the blackhawks are stanley cup champions! >> reporter: this morning, a major shake-up in the nhl. coach joel quenneville who led the chicago blackhawks to the stanley cup three times. >> joel quenneville celebrates with his team. >> reporter: resigning from his job with the florida panthers. this after an independent report found the blackhawks franchise mishandled sexual assault allegations made by former player kyle beach.

quenneville saying in a statement, my former team failed kyle and i own my share of that. nhl commissioner gary bettman saying he is appalled that beach was so poorly supported. beach now suing his former team. >> we're now doing an investigation 11 years later. i had to bury this so far deep down to chase my goals and to chase my dreams of being an nhl player. >> reporter: according to an investigative report commissioned by the blackhawks, beach says video coach brad aldrich invited him to his apartment for dinner and drinks in 2010. the coach allegedly telling beach he had the power to get him on the roster before turning on pornography and engaging in sex acts telling beach to act like he enjoyed it or he would never play in the nhl or walk again. aldrich claims the encounter was entirely consensual and suggested a woman was also involved. beach says it was during the 2010 stanley cup playoffs he reported the assault. >> i watched the entire

leadership management group enter joel quenneville's office to have a meeting about it and it moved all the way through the chain of command and it made it to the top and it stopped there. >> reporter: aldrich remained with the team through its stanley cup final victory. only leaving after being given an ultimatum to undergo an investigation or resign. in a statement, the blackhawks calling the delay in taking action inexcusable. three years after beach's alleged assault aldrich was convicted on sex charges involving a minor. >> i felt so guilty that because i didn't do something, that it happened to this boy, but in the same breath and over the next months to get to this point, i owe him the greatest thanks ever. he also gave me the power to come forward to tell my story to tell my truth.

this is about a system that was broken, a system that is broken. i hope to spark a conversation to make a systemic change. >> reporter: kyle beach tweeted a statement last night saying in part, quote, although the results of the private investigation have been released and the blackhawks have apologized, my battle is really just beginning as the blackhawks continue to attempt to destroy my case in court. the blackhawks have filed motions to dismiss beach's lawsuit. many players around the nhl and coaches in the nhl as well have supported beach this week. he told me he's incredibly grateful for that response but he says it's not just about him, it's about a system that needs changed. guys. >> all right, will, thank you. you can hear his passion and i know he is putting his best foot forward in all of this to help others. we're going to move on now to a hollywood home invasion. good morning, kenneth. >> reporter: good morning, george. officials say covid is playing a role in the shortage of 911 dispatchers but so is burnout and low salaries. agencies nationwide are working to make up for the shortages that could impact response times in an emergency. >> 911, where is your emergency? >> reporter: it's the call you expect will always pick up. >> total of eight people dialing 911 and not one answer. didn't even answer to say please hold. >> reporter: but for ashley bagwell from south carolina she says earlier this month as her 6-year-old daughter hadley was having a seizure she couldn't get through to 911. >> i was absolutely terrified. i remember just screaming, i just -- what do i do? you know, what do i do? i need them to talk me through what to do. it was the scariest moment of my entire life. >> reporter: bagwell says her oldest daughter ran to the neighbors who also dialed 911 but got no one. >> we have actually been experiencing much higher staffing shortages throughout the pandemic and it's actually really starting to kind of take

a head. >> reporter: the international academies of emergency dispatch reporting some centers struggling with as much as 30% to 50% vacancies. in alabama, 88 dispatcher jobs open across 10 agencies. georgia's 911 coordinator telling "gma" the state is suffering a critical staffing shortage made worse after the death of 14 dispatchers from covid-19. "gma" visiting this 911 call center in chesapeake, virginia. >> advise you patient has a history of heart attack. they're going to be there as soon as possible. >> reporter: where they say they are struggling to hire dispatchers. >> we're about 30% short of overall staffing. >> i'm sure that these men and women are doing everything they can to help the people who call here, but are there delays? >> there are. we've seen a drop in our ability to answer 911 calls within 10 seconds and within 30 seconds which is some of our standard. we're not able to be as fast as we were because i don't have enough available people to

answer those phones. >> reporter: dispatchers trying to keep up with calls say it's frustrating. >> as a supervisor, when you are in charge and you see those calls holding, it is stressful. >> what concerns do you have when it comes to these shortages? >> the patient. don't hang up because the line rings in a queue. once you hang up and call again yo >> reporter: where bagwell lives, lexington county, 911 officials say they're facing the same challenges when it comes to staffing shortages, and the calls not answered due to a large volume of 911 calls received within a 15-minute period which overloaded call takers, but county officials say dispatchers call back the initial caller within three minutes but there was no answer. several other calls were made finally connecting with a caller ten minutes after the first call. >> i just hope no one ever has to experience the terror of this and just don't want anyone to have to go through the stress of 911 not answering when your child is unresponsive. >> reporter: bagwell's daughter is doing better this morning. adding to this issue of shortages it can still take up

first time meeting pope francis face-to-face since taking office. as you said just the second catholic president in american history and that's an important fact this morning. he's also among the most observant presidents we've seen in decades, his faith, he says is something deeply personal to him and defines who he is. he attends mass weekly as president and he there in the oval office keeps a framed picture behind his desk of him and pope francis together. the timing of this meet is especially significant. u.s. catholic bishops are a couple weeks away from considering a resolution to deny communion to american politics like president biden, politicians who support abortion rights. po francis is opposed to that idea and with this meeting he's really sending a strong message to those conservative church leaders back home, but we have been talking about this for so long now, hanging over this trip today is that unfinished business back home. the president's economic agenda, that $1.75 trillion package to cover everything from universal pre-k to fighting climate change. it still hangs in the balance and the white house really wanted to be able to point to a win on this trip for the president when he sits down with these allies over the next few days.

right now they aren't able to do that. >> the haggling is continuing. thanks very much. george, now to facebook changing its name to meta. the rebranding comes amid mounting controversies for the tech giant. deirdre bolton joins us with more on the big announcement and what it means. good morning, deirdre. >> reporter: good morning, michael. so facebook's ceo mark zuckerberg calling the metaverse the next frontier. it's a concept borrowed from science fiction novels and it refers to this extensive online world, the company making a huge bet on users tapping augmented and virtual reality software. now, some analysts question the timing of this rebranding decision saying that facebook is trying to change the conversation about its business strategy after leaked documents, whistle-blower frances haugen exposed the company's controversial practices including the pursuit of younger users. as for what changes, for users, well, nothing. the new name change will not

cosmetic reasons, remember, also important for reconstruction and why, because for over the last decade the fda, plastic surgeons, doctors alike have been tracking some potential associated conditions and there's a pretty long list, one of them which we've been talking about from the beginning this rare breast implant associated lymphoma. there's also a slew of autoimmune condition, complaints like joint pain, mental confusion, muscle aches, chronic fatigue, so when they found these and started connecting the dots that was part of the motivation for really increasing awareness about this device. >> okay, so the fda responding with new regulations. tell us about them. >> so black box warning which is, you know, pretty common from the fda on drugs or devices and also a checklist, so this is for patients and doctors, plastic surgeons alike, it's really about something that should be part of this informed consent process. women should know what type of

implant is going in their body and this is in some cases a tedious and lengthy process, but before undergoing elective surgery like this it is imperative that women and surgeons go through the checklists, these warnings so that the awareness and education is there. >> so for anyone who is considering implants, and as you mentioned sometimes this isn't just cosmetic but reconstruction for people who have breast cancer, what should they know and how common is lymphoma? >> very uncommon when you talk about lymphoma, the risk ranging from 1 in 1,000 to 1 in 30,000. the other side effects, hard to know what that risk is, but the must know things in my opinion, and the fda supports this, number one, breast implants, these are not lifetime devices so women need to know that there isa very high chance of needing a repeat operation at some point in their lifetime. the chance of complications, that would or could require surgery does increase over time and follow-up is key. it is recommended that women check for rupture of these implants five years after

you know, younger, more witchy, more like magic -- not magic but more of the witchcraft stuff. >> so, melissa, halloween is upon us. i know you have three sons and your family likes to embrace a halloween theme. so care to share what this year's theme will be? >> you know, they're getting older and it's so sad because i'm not able to keep them in a theme so much anymore. we've done "pinocchio" and "peter pan" and "charlie and the chocolate factory" and "star wars" as you're seeing here. you know, and so it's so -- it's so hard now. i have a 15-year-old, 13-year-old and 9-year-old, so the 9-year-old actually has four different costumes, so i think we'll try to do pumpkins with the beatbox skeletons but we'll see how that goes down. stay tuned on my instagram. we'll see what happens. >> you can get the younger one in four costumes. how about a 15-year-old. how many costumes will they wear? >> he wants to be an airline pilot when he's older so he's going for some kind of airline pilot but we'll see if he even

wes craven is such a genius and the combination of that and this amazing cast that got along so well really just is magical 25 years later. >> i know it's been 25 years but can you share any secrets from the set? >> well, there was some funny things, i mean one time i dressed as like gale weathers and i squeezed into one of her silly dresses and she put on the mustache and the dewy hat and had a cup of coffee. i ran around the set and tried to scare people. >> david, i was going to ask you, what is sheriff riley up to in 2022? >> oh. >> dewy. >> dewy. >> the cast is so incredible. this new cast and it's great to work with neve and courteney again. woodsborough is more diverse than it's ever been so that was really great to see and i really like looking at this new cast and just seeing them get along the way we did as the original cast.

>> and we know that a lot is under wraps, but is there anything you can tell us about this new movie? anything? >> oh, well, you know, dewey has a limp again. he kind of lost it in "scream 4." he had been doing a lot of rehabilitation, but, you know, i don't know. there's not a lot we can share. it's a rea whodunit so we want people to be surprised. you never know what is going to happen and it's always someone you know. >> oh, yes, david, it is. you know "scream" is one of our favorite movies. we want to know what was one of your favorite scary movies as a kid. >> oh, man. as a kid. >> or today. >> probably saw "the shining" way too early and, you know, it was just such a good movie like so crazy, jack nicholson like coming through the door. shelley duvall freaking out. that was one of my favorites. >> totally.
