go through the day in the low to mid 60s. partly to mostly cloudy and we'll be looking at the timing on that rain in a few minutes. >> world leaders as we the climate change conference in scotland. many say this is a moment of truth for the world calling for urgent action to avoid a catastrophe. a big two weeks ahead and a lot to be discussed. >> that's absolutely certainly a lot to be discussed. this is very urgent and this conference for the next two weeks could be a game changer in the fight against climate change but some experts worry that efforts may not be enough to prevent a potentially dangerous rise in global warming. >> the impacts of climate change are catastrophic. every corner of the globe is already being affected and scientists warn time is running

out in the fight against it. >> it's scary to be moving to >> an annual summit where world leaders pledge to work together in hopes of tackling climate change. but experts say this year's is epersonly critical in protecting our planet. >> the scientists and experts are telling us that we're fast approaching a point of no return in the literal sense. >> on the table reducing greenhouse gas emissions phasing out coal and the finance to do it. countries need to agree but also review progress on the paris climate accord to help prevent the average global temperature from rising more than 1.5 degrees compared with levels before the industrial ref lution. but a recent analysis by the u.n. found that even if nations met their current targets the planet will still be on pace to

white house's strategy to pass biden's agenda. you can watch that full interview on this week at 8:00 this morning here on abc 7. developing news from concord, seven people were hurt in a fiery two-car crash in the downtown area. the wreck happened on willow pass road at port chicago highway just after midnight. video of the crash shows just how violent it was. one car landed on its side the other was ripped apart by firefighters to extricate everyone inside. police say three were flown to the medical center in helicopters. four others taken to the hospital on the ground. officers are investigating the cause of the crash. developing news out of the south bay a neighborhood in disbelief following a deadly shooting at a halloween party this happened yesterday morning on a rural stretch at a home owned by a giroy city council member.

a fight broke out right before the gun fire. >> just down this road and selve houses down is the home of council member rebecca. police are investigating what led up into that shooting that left one person dead and ce the investigation. >> gill roy police say at least one person fired a gun. a man died tat scene and three others were injured. two in critical condition at the hospital. >> i heard some shots but that's like every weekend. so i didn't think nothing about it. >> joe an lives just down the road but she doesn't know if the gunshots she heard were from the party. she said it's normal. what's different is a shooting happened at a city official's home. >> it's sad that people can't have i guess more respect for one another and have more peace and have fun with all this

other stuff going on. >> in a statement she said, i'm thankful that my family and i were not hurt in this tragedy and i pray for those whose loved ones have been touched by what has occurred. we are giving our full cooperation to the police department. >> police say they are investigating this as a homicide. thai did not say if they arrested anyone and they also did not say if the council woman and her family had any direct involvement in the shooting. >> we sent out a notification as soon as the shooting was confirmed. you can be among the first to know what's happening in your neighborhood. just enable the notifications on your mobile app on your phone. happening tonight halloween is back at least that is the hope for the san francisco neighborhood, abc 7 news reporter laura explains this year businesses are actively campaigning for the party atmosphere of years past starting with a colorful block party.

revelers to come to their part of town and enjoy a peaceful celebration. >> i believe we've established ourselves as a neighborhood willing to be back if you can see how excited people are. >> the hope is that events like this, this year, will signal the return of the fun the pagentry, the party that is halloween in the castro. >> i love it. i love the vibe. we are alive again. we can party again, finally. >> in san francisco. >> bart is extending its service hours tonight because of halloween. the special three line service will run hourly after 9:00 p.m. the trains will run to every station except for oak lan and san francisco airports. the special hours will run just past midnight. the first bay coibt to unmask marine county will let the public go maskless starting tomorrow. a big moment in the fight against the pandemic.

marine county has far ed well with getting its community vaccinated into the yellow or moderate category. the county is a vaccinate rate of about 80%. macks still need to be worn in high risk places, private businesses can also choose to keep a mask policy. also tomorrow alameda and contra costa counties are allowing mask rules for a small place where everyone is fully vaccinated. the city of berkeley is also making the change. kizer is holding a free clinic today in an oakland neighborhood hit hardest during the pandemic. from 10:00 to 3:00 you can stop by the clinic on international boulevard in oakland's fruit vale district. kicer will administrator both vaccines. anyone 12 and older will be eligible and everyone who gets a shot will win a chance to win alaska airlines travel

vouchers. children 5-11 could get their shot as soon as wednesday. on friday the f.d.a. granted emergency use authorization for that age group to be eligible for the pfizer vaccine and on tuesday c.d.c. advisers will meet to discuss the vaccine and decide whether to recommend it for the youngest age group yet. for 5-11-year-olds the vaccine will be given in two shots at one third the dose that adults will receive. >> the vaccine has undergone strict evaluation to ensure safety and effectiveness. this was reviewed independently by a panel of experts along with the f.d.a.. >> pfizer is already shipping out 15 million doses to medical centers and vaccination sites. vice president harris kamala harris received her covid booster shot. she got a third dose of the moderna vaccine yesterday. she was eligible because she frequently travels and interacts with a wide range of people as part of her official

>> the mother of a man shot and killed is criticizing the former officer's decision to open fire on her son. 20-year-old gardner was killed during an exchange of gunfire with former captain joiner. speaking with the chronicle his mother says her son was in the wrong but she adds death was not the answer and called into question joiner's decision to shoot. surveillance video from a gas station shows gardner was with a group to who attempted to rob joiner while he was pumping gas. he fired at the group and the retired captain was also then hit six times. he is expected to survive. a long stretch of highway one on the central california coast has reopened. cal trans fully reopened the road yesterday afternoon.

crews worked to remove 20 truckloads of rock and dirt above the highway. the reopening comes four days earlier than expected. a san francisco man says every neighborhood cyclist he knows has had their bikes stolen inside their homes in the past three months. he explains he did everything he could to keep his property safe but it still did not work. >> san francisco resident willie pell has been expecting thieves. >> this is an industrial cargo security chain. ber >> but despite. >> they almost got through it. >> the drill through his garage door sawed through security chains and stole a bike. >> i never would have thought someone would be brazen enough to use power tools. >> using an apple air track he was able to track his bike in the building. visible in the lobby a building

for the first time we're hearing from alec baldwin about the deadly shooting. he spoke to the paparazzi outside his home in vermont. bald win talked about the woman who died and the film crew. >> for the first time since the fatal shooting on the set of the film rust alec baldwin is speaking out. >> there are incidental accidents on film sets from time to time but nothing like this. this is is a one in a trillion episode. >> answering questions, he mourned the death of cinematographer who died when investigators say he fired a prop gun on set director joel sousa was also wounded in the shooting. >> she was my friend. the day i arrived i took her to dinner with joel. we were a very, very well-oiled crew shooting a film together and then this horrible event happened. >> he's been in constant

contact with her husband. >> the guy is overwhelmed. >> but he repeatedly declined to comment on the investigation into the incident. >> i've been ordered by the sheriff's department in santa fe can't answer any questions. i can't. >> investigators have obtained a wasn't to search the prop truck they say a slew of weapons including 12 revolvers and four boxes and a black bag with ammo were recovered. the film's arm ror says she has no idea where the live rounds came from, adding she is devastated. baldwin says he supports new safety measures on safety sets. >> i'm not an expert on this field so whatever other people decide is the best way to go in terms of protecting people's safety on films i'm in favor and will cooperate with them in any way i can. >> must movie productions the company created to produce the film said it was not aware of safety concerns on set and was cooperating with the

investigation. >> such a sad story. in the meantime you may notice fewer buses starting tomorrow. the they're anticipating a driver shortage because of the city's vaccine mandate so they have been forced to suspend several lines. the deadline for some city workers to be fully vaccinated is tomorrow november 1st. the four lines that will be suspended are on your screen. it's not clear when service for these lines will be restored. they're currently hiring and training new operators. halloween isn't just for humans any more. or maybe it never was. k-9 companions dog fest featured dogs in costumes and in one case an instance of trick or treating. they're based in santa rosa one of the largest providers of service dogs. this virtual halloween show pictured and clients how they helped improved their lives. they look cute. >> mine definitely does not

offshore wind event where we get those winds usually not the case so with that setch inches of rain for the month of october hopefully in san francisco we can follow that trend but it is looking somewhat wet for the week ahead. a couple chance obvious rain slick roads early this morning a great start and then a mixture of clouds and sun throughout the afternoon and dry tonight for the trick or treaters. level one system arrives early tomorrow moves through the bay area and looking at the highest rain totals along the coastal hills and the north bay. here's a look at 6:00 as the commute gets going it does get kind of damp out there in the north bay through the 8:00, 9:00 hour but not until 11:00 when we see the rain push along the peninsula into the east coast and south bay and we'll have a brief period of some moderate rain as we get to the mid afternoon but then after about 3:00 the system falls apart and moves inland and we're looking at rainfall totals in the amount of perhaps

a third to maybe a half inch as we get up towards the north bay. it looks like pretty impressive rainfall totals for the eastbound and south bay hoping that verifies. so as we get into november another weak system arriving as we get to late wednesday into thursday and looking at temperatures fairly uniform a little below average with a cloud cover brightening up as we get through the afternoon temperatures ranging from the mid 60s here in oakland at 65, 64 santa rosa and looking at 67 with more sun in our inland east bay from concord to liver mor. so trick or treaters will be greeted with clouds and temperatures in the 60s to start out at 5:00 sunsets at 6:11 with low 60s and pretty spooky 7:00 with numbers dropping through the 50s. we've got the clouds and some sun today for halloween, rain holds off tonight, will get into shower activity throughout

canceled yesterday. the airline has already canceled nearly 300 flights today. american says a number of crews got stuck in dallas because of bad weather the past couple days. it is exciting things to improve tomorrow, when 1800 flight attendants return from leave. animal-rights activists gathered outside the in and out in san francisco. inspired by "squid game," protesters took a creative approach to get their point across. ♪ they kicked off the protest with a game of red light, green light. they also created a giant version of the doll from their show. protesters are accusing in and out from continuing to get beef supply from a processing facility accused of killing cows inhumanely. some of my abc7 colleagues spent time volunteering at the san francisco food parent -- food

bank. volunteers packed archery bags that will be delivered to 9000 bay area homes. >> with just our home delivery program, we increased our qualifications to serve a variety of individuals, including families with young children, anyone who may have a challenge heading to one of our pop-ups, or heading to a grocery store at 11:00 a.m., and being able to provide them with a service they otherwise would not have. liz: the food bank is looking for more volunteers as we head into the holidays. children who have to spend their halloween in the hospital got a spectacular treat. staff put on their annual reverse trick-or-treat trail event in palo alto. it allows kids undergoing medical care to dress up and experience the holiday, even while they are in the hospital. health care workers walked the halls, stopping by patient rooms to give them halloween treats.

later on today. liz: let's get back to the weather. a little rain but drier today. lisa: we have had help with the on-and-off rain showers with our drought. this is peak offer wind season. a nice switch up from drought two rainfall totals of 5 and 7 inches for oakland and san francisco respectively. over two inches in san jose. this will still bring about one third of an inch for most as we get through tomorrow. here is a look at the view from san francisco. a little fog but good visibility. 56 downtown as well as oakland. low 50's in mountain view. fairly uniform with the cloud cover. morgan hill at 48. from our roof camera, looking pretty spooky. sign sets at 6:11, so looking at trick-or-treaters probably after 5:00. 54 in santa rosa. 56 in napa. a look at coit tower this spooky

day, this last day of october. a mix of clouds and sun this afternoon. it will be dry tonight. in fact, it will be dry through the afternoon. that will take us through a pretty nice evening with typical cool temperatures in the 60's and 50's. showers then arriving here look like we could get in a dry monday morning commute. monday, level one system, scattered light showers. highest rainfall up towards the coastal hills. looking at slick roadways, we should be drying out by the afternoon commute. 6:00, a few showers in the north bay. stopping this at 8:00, and you will notice most of the commute hopefully getting in without the showers, although you notice from half moon bay, parts of san mateo, maybe looking wet. otherwise it is really until after the 9:00, 10:00 hour when the rain -- maine rain band moves in. the lunch hour looking soggy

through 2:00. by about 4:00, 5:00, things begin to wind down. there could still be slick spots , but overall, the second half of the day trending dry. looking at rainfall totals anywhere from one third of an inch for most and lesser amounts in the rain shower area. but ben lomond looking at one of the highest totals there at 0.85. hopefully that verifies. another weak system midweek with peaks of afternoon sun. 64 today in richmond. 67 in concord. upper 60's in san jose. 67 in morgan hill. this on tonight sitting at 6:11. dry skies for trick-or-treaters -- irresistible with the cloud cover and low 60's around the bay. mid-60's inland. towards about 7:00, it is getting creepy with temperatures dropping into the 50's.

marigolds, and all sugar-related crafts. shops like hers sales during day of the dead to remember loved ones who passed away. for the past 85 years, san francisco has held a nighttime procession and alter in in in in mission district. the procession will not happen, but there will be an in person altar exhibition. in oakland, decorations are already up in the fruitvale district for sunday's festival. in the past, the event drew up to 100,000 people. the event went dark in 2020. it is back this year, but instead of music stages, organizes at the unity council restructured it as a health fair and vaccination clinic. >> a lot of folks have not been

able to get vaccinated due to the schedules of the clinics or vaccination sites. there are a lot of digital barriers, language barriers. >> fruitvale has a high population with many front-line workers who couldn't work from home during the height of a pandemic. the area had one of the highest infection rates in oakland and still has one of the lowest vaccination rates. so this year's event will also focus on healing. ♪ organizers are partnering to offer a drumming healing circle. >> these drums a a africa. when everyone tunes into the rhythm number you connect with the vibrations, and that gives you an opportunity to tap into the energy and an opportunity to balance our minds, our emotions, our bodies, our spirits. ♪ and we have this collective healing that happens. liz: remember to check
