vincent matthews will present a plan to cover the standard level of staffing while also reducing funding for some positions like counseling, literacy courses. the board has until december 15 to approve a plan. according to the "chronicle," the deficit could go up to 140 $6 million in 2023 if nothing is done, based on current spending. the district has been spending $60 million a year beyond the revenue it receives from the state. swsd was forced to bring on financial consultant to figure out these cuts, and they are required to submit any labor agreements to the state superintendent for review. so san francisco unified has to have approval for salaries, reggie. reggie: thank you. the clearing fire season over, at least for that northbay community. the foot of rain from october,

we usually receive about one inch and 2/3, so that is why we abruptly shut down the fire season. that is such good news. as far as what is happening today, let's take a look at our temperatures. you can see we are running a little bit warmer than yesterday. how about submit to upper 60's? even a few 70's showing up around places like fremont and livermore and also fairfield, 72 in san jose today. that is pretty mild compared to where we were yesterday. if you are heading out right now, you definitely need a coat but not a very heavy one. temperatures running around 58 to 61 with patty drizzle on the peninsula, and about 51 santa rosa. the rest of us in the mid 50's to near 60 also with patchy fog and drizzle. through the peninsula, we start to see sunshine breakthrough that clouds at noon. mid 60's. we topped out at 4:00 around 67.

living in fear. someone shot at their home, hitting the husband in the face while he was holding his 5-wood go daughter. -- five-week-old daughter. his husband spoke exclusively to abc 7 news reporter j.r. stone. j.r.: in oakland, a father was shot in the face while holding his 5-week old baby in their own home. it happened this past saturday in west oakland near 7th and peralta. jimmie: i just started screaming, "get down, get down, get down!" our daughter, our 4-year-old, was crawling towards me, and i moved her towards the kitchen, and he put the baby on the floor. j.r.: jimmie, whose husband was the one who was shot, and who has chosen to cover his face for his family's security, is describing what happened after the shots rang out. jimmie: i saw blood on the floor, and his teeth, and i was trying to get him to turn over so i could see what had happened , to him, but he wouldn't allow me to turn him over. j.r.: jimmie's husband was holding their 5-week-old baby when the shots came into their home in this west oakland neighborhood. miraculously, his husband survived after taking a bullet to the face.

the five-week-old has just minor abrasions on her face. he -- his jaw is fractured here, and his teeth were blown out. thankfully, from what i understand, is that his tongue wasn't damaged. i'm playing the "why?" game right now, because we don't talk to anybody really, like, aside from our immediate neighbors, so i'm trying to figure out if, like, it's because we're gay. you know, i just can't believe this is random. j.r.: oakland police will only say there was a shooting, but won't say if they are investigating the case as a hate crime. jimmie says they now need to find somewhere safe to live. he is hopeful that someone comes forward with information about who would shoot into a home with children in it. jimmie: it is hard for me to believe that nobody saw anything, even somebody who was in the car that didn't pull the trigger, you know, this is [beep] up! you can't just do this to

people. j.r.: j.r. stone, abc 7 news. kumasi: developing this morning, the reverend jesse jackson is in the hospital after falling and hitting his head. he was at a university helping students protest living -- campus living conditions. he has parkinson's disease, which was made worse by a breakthrough covid case earlier this year. reggie: the bay area's and and d treatment is delayed. it was scheduledowhich likely mn the table for thanksgiving. state officials didn't save the season could start a week later. a recent survey showed dozens of humpback whales along the coast, along with some endangered leatherback sea turtles. kumasi: some lessons are back at the jewish center.

[laughter] mike: you do. let's take a look at the weather and how we are going to live today. this shows how much drier the south bay is going to be this morning cared we are going to find some foggy, damp areas to start but definitely going to be dry, so the morning commute will be a little more travel enjoying -- a little more challenging than the evening commute. a pretty fast-moving storm.

i am tracking another chance monday. let's take a look at temperatures today. we have got mid-60's from half moon bay combat 63, the san francisco at 66, upper 60's to near 70's just about everywhere else, with increasing sunshine late this afternoon. now, with the clouds opening, we will fill in with fog, so watch for that this morning. cooler conditions, still not as cool as it should be, but there will be a few 40's out there in our deepest valleys, most of us in the low to mid 50's. let's talk about what will happen with this one light rain event, anywhere from a couple hundreds to 1/3 of an inch. not expecting any damage. here is a look at 7:00 tomorrow morning. you can see a lot of sunshine. a little bit of rain up in the north bay, then light to moderate rain is the head into the overnight hours with the heaviest rain falling when most of us are sleeping come around

this is on a flight from new york city to orange county. 21-year-old brian hsu of irvine made his first appearance in federal yesterday. a court document that he allegedly punched a flight attendant after being told he could not use the bathroom because the seatbelt light was on. hsu claims the flight hit his arm as she charged him. >> did you brian hsu: no, sir. >> is there anything you want to say that flight attendant? brian hsu: i love america. >> what's that? brian hsu: i love america. assault on an aircraft. the flight attendant was treated for broken bones at a denver hospital where the flight diverted. hsu is out on a $10,000 bond and faces up to 20 years in prison it convicted.

american airlines canceling another 250 flight on monday. many travelers are now concerned about how airlines are going to handle the upcoming holiday season. here is abc news reporter gio benitez. gio: in this morning's "gma" first look, cancellation chaos. >> my flight was delayed. we received text messages that the flight was canceled, and the lady at the desk disappeared. gio: she had to switch airports after her cancellation. >> i was surprised when they switched my airport. the lady at the desk, what i was originally trying to get my ticket fixed, said, "yeah, we just don't have any pilots." gio: with thanksgiving weekend three weeks away -- >> airlines have bitten off more than they can chew. when there's bad weather or something is occurs, they do not have enough crews available to fill in. gio: coming up at 7:00 a.m., we have the expert tips you need in case your flight is canceled. with your "gma" first look, i am

gio benitez, abc news, new york. kumasi: talking about flights, delta has a new option to try to ease some of the stress of air travel. they are now offering custom peloton classes, called classes in the cloud, and they range from five minutes to 20 minutes, and they are designed so you can see them in your airline seat. reggie: i saw them traveling last week. kumasi: what did it look like? reggie: i did not actually play it, because my arms and legs are too long for that. kumasi: you can barely move in the sea. almost 91% effective against symptomatic illness. the white house says the doses could be available sms tomorrow and says there are enough doses for everyone in the five-year-old to 11-year-old age group. reporting live in walnut creek, amy hollyfield, abc 7 news. kumasi: thank you, amy. a new push to address the growing mental health crisis in our nation. this morning, a group represent more than 200 children's hospitals and 77,000 doctors is demanding congress take action. the sounding the alarm for kids campaign is calling for new legislation and increase funding for mental health services. during the pandemic of the american academy of pediatrics says that harassment 25% increase in mental health related business for five euros to 11-year-olds, and a 31% increase for 12-year-olds and 15-year-olds. children across the country say there is a 45 percent increase

in the number of self injury and suicide cases what can be done to solve the problem? dr. say action includes access to kids in mental health services and programs that would reduce the risk of suicide both at home and at school. reggie: covid infections are rising in two bay area counties, both alameda and san jose counties have gone from a moderate spread to that san mateo counties have gone from a moderate spread to a substantial one. on monday, the county reported a 7-day case rate for 53 percent of residents, which puts it in the orange tear, substantial spread alameda county was in for about a week, 51 cases per 100,000. now the county -- neither county meets local metrics for removal of indoor masks, because vax rates are below the required 80% mark. kumasi: companies with at least 100 employees will soon be required to provide workers paid time off to be vaccinated. the rule would mandate companies

as far as mass transit, pretty mild this morning. it will be pretty mild this afternoon. temperatures right now running in the mid to upper 50's in our inland east bay neighborhoods, and really the only mid 50's is 54, most of us around 57, 59. watch out for some fog as you head out toward brentwood and discovery bay and also some drizzle. it is around. now, you can see in the north bay a little cooler, low to mid 50's, little more fog there. temperatures around 60 in haworth. east bay, you will be stuck in the cloud cover through at least noon. mid 60's there. ia slow increase in the sunshine will push you about four degrees shy of average, 62 during evening hours under clear conditions. you can see the green kinda fades away at 9:00 high elevations, we have a chance for mist and drizzle. there you go, some sunshine.
