>> building a better bay area. finding solutions. this is abc 7 news. [applause] ama: look at that excitement. some bay area kids as young as five will be able to get vaccinated starting tomorrow morning. dan: these kids were some of the first nationwide to get the shot today as the cdc signed off on the pfizer dose for children ages five to 11. thank you for joining us. ama: amanda got a behind the scenes look as a santa clara county vaccine site gets ready. amanda: decorations around the expo hall will direct five to 11-year-olds to the highly anticipated pfizer vaccine for kids. the south bay's vaccination effort will begin wednesday.

the county anticipates having enough doses to vaccinate all who want it within the first three to four weeks. >> there are 175,000 such children in our county so it is not feasible to think all of them will be vaccinated on the first day or the first week. amanda: the idea of a kid friendly clinic is being adopted by counties across the area. a vaccine shipment is expected to arrive friday, with the first shots on saturday. >> rome was not built in a day, nor was vaccine distribution. amanda: there is hope experience will help expedite vaccinations for the youngest group. >> now with walgreens, costco, safeway, pharmacies, these nonprofit partnerships, the speed is great. amanda: we found this flyer posted at a lucky pharmacy alerting customers to stop back after the 22nd.

44,000 kids are not eligible in san francisco but the rollout is not expected right away. >> and little bit of patience. people can go at the end of this week, but people can start planning and within the first week or so, we want people to be able to have a plan for getting their child vaccinated. amanda: while many bay area parents await direction, tuesday's emergency authorization provides a way out. >> i think there is a light we are seeing at the end of the tunnel of this pandemic, i hope. this is one step closer towards that. ama: officers on leave tonight for not having met the deadline for having to be vaccinated. the department has nearly 2100 sworn officers. over 97% have complied with the mandate. there are 927 non-sworn members and all but 16 have been vaccinated. everyone placed on leave could

be fired. if you have questions about vaccines, ask our vaccine team on abc7news.com. we have a guide on when and where you can get your kids vaccinated. dan: the entire bay area is back in the cdc's orange or red tier for covid spread. seven counties in orange which means there is substantial spread. solano county is in the red tier which means the rate of transmission is high. on friday, masks will be required indoors again in monterey county. it is seen a 168% increase in cases over the previous week. ama: more rain in the forecast for this week. today was a nice break. let's get to sandhya patel. sandhya: we do have more rain coming our way but you get that break extended a little longer tomorrow and then a light level when system tomorrow night -- level one system tomorrow night.

it will not bring us a lot, but take a look at what it will bring us. light rain for the most part at 10:00 wednesday night. it will be in the north bay thursday morning. there will be some wet roadways with scattered showers. there's a stronger storm that is coming behind the system. it's going to be coming in here early next week. i will be back with a closer look at that coming up. dan: thank you. in a rear move, a san francisco police officer has been charged with homicide for an act that happened while on duty. the district returning announced the charges today for a shooting that happened in 2017. abc 7 news reporter j.r. stone explains recent developments have changed this case. j.r.: this is a police body camera image from 2017 showing the late sean moore. he was shot minutes later by san francisco police officer kenneth cha during this scuffle. he initially survived but three years later, he died. two years after that, san

francisco district attorney chesa boudin has filed homicide charges against cha. autopsy show moore died as a result of the bullet wound. >> there are connections between the injuries and the gunshot. j.r.: he represents moore's mother and believes this is a step in the right direction towards officer accountability. as for the case, the body camera video shows the interaction between officer cha, his partner and sean moore. officers originally responded to a neighbor's report that moore violated a temporary restraining order. moore denied that and told officers to leave. there was a back-and-forth and the district attorney says in eight minutes, officer cha elevated a nonviolent encounter to one that took sean moore's life. moore did not pass away until 2020, but was in jail for a separate case. the autopsy later found his liver and right colon were

damaged during the shooting, leading to health issues proving to be fatal. of a search, pictures -- officer cha, pictured here, now faces voluntary manslaughter, assault with a semiautomatic firearm, and at least two other charges. >> it is very, very important for officers to know that if you wrongfully kill someone, you can be prosecuted. j.r.: officer cha's attorney issued a statement saying his client lawfully fired his firearm while defending himself and his partner during a dangerous and violent assault. ama: a pittsburgh woman was in court today to face murder charges in what prosecutors say was a love triangle. jessica quintanilla is accused of shooting and killing 19-year-old leilani beauchamp. her brother is charged with aiding his sister. it is an unusual case for the da's office. >> what you don't normally see

is you have a woman who's a shooter. ama: now, beauchamp was last seen early saturday morning leaving a halloween party with two active-duty air force members. one of those airmen was juan peralta and the group went to his home. that is where she was killed. her body was found in carmel. peralta was arrested but prosecutors are still deciding if he will face charges. dan: san francisco's school district is facing a massive budget deficit. tonight, the school board met to avoid a school takeover. education is a key part of building a better bay area. kate larsen breaks down the board's proposed plan. kate: the san francisco school board has been the set with challenges during the pandemic. recall election for three of its members and a plan to rename schools that was criticized across the country. now, another difficult moment as the district deals with a 125 million dollars shortfall for next year.

as a result, 10% in spending cuts. >> this would result in reductions at school sites. kate: budget directors laid out a plan which involves cuts to special education staffing, staffing for multilingual programs, map size class reduction, and enhanced emotional supports. families and staff like a special education teacher expressed grave concern about the proposed changes. >> special education teachers are already overworked and overburdened by the school district. these cuts will negatively affect our most vulnerable students while driving even more qualified special education teachers away from our district. kate: the school board must approve a fiscal recovery plan by december 15 to avoid a state takeover. in the meantime, the state appointed physical expert -- f iscal expert. >> the next steps become more severe like firing -- hiring freezes and freezing

nonessential expenditures. kate: is school district points to years of declining enrollment, exacerbated during the pandemic. stanford public policy professor says there's a bigger problem. >> there are over 1000 school district in california and over 1000 have a problem. kate: pension costs and lack of pension reform are to blame. >> generally, every school district today is paying about double, may be more than double , but pay for pensions. kate: there will be several more school board meetings in the coming weeks to go through a final plan for the state. ama: in the east bay, walnut creek banned the sale of flavored tobacco products and vaping devices. there will be a five-month period. the ban is keeping -- aimed at keeping tobacco products out of the hands of younger people, including teenagers.

>> you won't believe what easy things people are doing to save money. plus, travel with ginger to the most exotic dream destination that is disappearing into the sea. what can be done to seave it? dan: las vegas raiders wide receiver henry ruggs iii has been arrested for dui after a deadly crash. the team announced they have released him. the crash happened early this morning in las vegas. police say ruggs rear-ended an suv causing it to burst into flames. the driver died. ruggs and a woman in his car were both hurt. ruggs emerged as a real star, leading the raiders in receiving yards. the raiders released a statement offering thoughts and prayers to the victim's family. ama: developing news, republicans are having a strong

showing tonight in the first major election since president biden took office. the gop has taken the governors race in virginia and new jersey is too close to call. faith has some of the other pivotal races. faith: the hotly contacted -- contested governors race between terry mcauliffe and glenn youngkin will likely end with youngkin in the governors mansion. abc news projects the gop candidate will win the race that has thrust virginia into the national spotlight. >> we will change the trajectory of this commonwealth. faith: the race widely seen as a referendum on president biden's first year in office and the potential signal for whether democrats or republicans can sweep the congressional midterm races in 2022. >> we are going to win. i think we are going to win in virginia. faith: just a year ago, president biden beat donald trump in virginia by 10 points. with the race now called for youngkin, some analysts suggest

that is because biden's priorities remain stalled in progress. >> the off year is always unpredictable. faith: virginia is one of two states with a statewide election this year. the other, new jersey. the gop candidate fighting to unseat governor phil murphy. in neighboring new york, based on analysis of the vote, abc news projecting the former police captain eric adams will be the city's next mayor. while in minneapolis, more than a year after george floyd's death, the future of police on the ballot voted down. a majority of voters deciding not to defund the city's police department and replace it with the department of public safety. >> the question for the democrats will be how do they move going forward? faith: both parties continue searching for answers as the vote tallies trickle in. dan: global leaders reached ambitious agreements today that

could improve the health of our planet. >> i cannot think of any two days or more that has been accomplished dealing with climate than these two days. there's a reason for people to be worried. i'm worried. dan: during day two of the global climate conference, more than 100 countries vowed to cut methane emissions by 30% in 10 years time. world leaders also promise to protect earth's forests and help south africa wean itself off of coal. president biden returned to washington. the climate summit runs through november 12. ama: a law school was changing its name because of the founder's ties with ethnic crimes. hastings was founded in the founder who sponsored massacres of native americans in the 1850's. the board of uc hastings college of law work today to come up with a new name. the name change requires

amending state legislation because the hastings name is written into state law. dan: you have to see this. the saying is one man's trash is another man's treasure. this might be taking it to extremes. you cannot see the front yard or backyard of this home in los angeles because the homeowner collects stuff from the neighborhood and then dumbs them there. neighbors say it has been going on for years and have been pushing the city to get rid of this mess. >> the city has not done anything. they sent somebody, take a picture. then, when i call, they say, oh, because the one on charges on vacation for one month. dan: the homeowner agreed to let the city start cleaning up the property beginning on thursday. that is something at a scale i have not seen before. ama: i have not as well. we do like what we are seeing weather-wise. dan: sandhya patel is here.

really great to see the start to the rainy season. sandhya: absolutely. and has been every few days that we get rain coming in through the bay area and this is nice to see. i like what we saw in that video with the hoarder, take a look at this lovely picture. it is absolutely stunning looking at downtown san francisco. don't be fooled because we do have some fog on live doppler 7 and it is heavy enough to where it could slow down your commute. it is dense tonight in half moon bay. santa rosa, just over one mile visibility. watch out tomorrow morning. want to show you the hourly forecast. 5 a.m. to 7 a.m. is where you will see most of the fog, higher clouds overhead. into 9:00 a.m., the fog pulls away. by noon time, you should see improvement in visibility across the region. temperatures in the 50's and 60's tonight. a live look from the east bay hills camera.

visibility from that vantage point is good. some dense fog in the morning. showers late at night. we are looking at daylight savings time ending this weekend. there's a moderate storm for monday. just a friendly reminder, fall back one hour sunday at 2:00 a.m.. saturday's sunset is at 6:05. sunday, sun is going down at 5:04. i am looking forward to that extra hour of sleep. i know not everybody likes the less daylight part of it. temperatures in the morning will be in the 40's and 50's. fog is what you have to watch out for in the morning. afternoon highs, anywhere from the mid 60's to the low 70's. another mild day like today with fog and clouds. a level 1 system tomorrow night into thursday morning. scattered light showers, under a quarter of an inch for most areas. tomorrow by 11 p.m., the north bay is getting the steady rain. the rain moves southward while you are sleeping. 2:00 a.m., the peninsula getting

wet. 5:00 a.m., there will be some spotty showers on thursday continuing until 8:00 a.m. before the system winds down. rainfall estimates will be anywhere from a couple of hundredths, to a quarter of an inch in santa rosa. the next week, we are watching a moderate strength atmospheric river on monday. expect it to bring us much more than what we will see tomorrow night into thursday. rainfall projections through tuesday look like this. a half an inch to over an inch of rain with strong winds. the accuweather 7 day forecast, level 1 late tomorrow night into thursday. brief break on friday. a chance of a few showers saturday. set your clocks back one hour. sunday morning, the time changes. we have a level 2 stronger storm for monday and 1 for tuesday. ama: sounds good. thank you. dan: we are just two weeks away or a few weeks away from an of the music's biggest night's.
