other social spending plan? abc's ike ejiochi is here to break it down for us. good morning. >> reporter: good morning, andrew. democrats are still fighting over the $1.75 trillion social spending package, creating uncertainty about what will be in the final bill. this morning, a massive legislative victory. >> the resolution is adopted. >> reporter: after months of back and forth, friday night, the house passing the bipartisan infrastructure bill, one-half of biden's build back better agenda. >> we took a monumental step forward as a nation, and we have just -- we're just getting started. >> reporter: the legislation calls for the single largest investment in the bridges, roads, and airlines in decades. $110 billion for the nation's highways, bridges and roads with $66 billion earmarked for passenger rails. $7.5 billion for charge stations, and $55 billion to upgrade the nation's power grid. $55 billion for clean drinking

water and $65 billion in high speed internet among other initiatives. the president traveling to baltimore wednesday to promote the package. he'll hold a formal signing ceremony when congress returns the week of november 15th. >> we will see the effects of the bill, this bill, probably starting within the next two to three months as we get the shovels in ground. it is a bill that's paid out over a number of years. >> reporter: the bill drawing support from 13 republican members of congress against the six progressive democrats who opposed the bill because it wasn't tied to the social spending package. dem democrats arguing what should be included in the other $1.75 trillion plan to address universal preschool, child care, home health care for the elderly and efforts to combat climate change. >> we are going to get a very strong version of this bill through the house, to the senate to the president's desk. >> reporter: moderates in the house have agreed to pass that

expand the government pool altogether. wisconsin has announced a bill that will allow 14 and 15-year-olds to work until 9:30 on school nights and 11:00 p.m. on nonschool nights. ohio is considering a similar law. one burger king asking, hey, parents. do you have a 14 or 15-year-old? do they need a job? we're told that relaxing the labor laws can help alleviate the labor shortage. >> teens as young as 14, 15 do late babysitting. i guess that's not official work. it's under the table compensation so it's not something that's covered by this, but, like, if that's fine, i don't know why life guarding or working at starbucks or whatever -- >> reporter: but opponents worry about children being exploited. >> there might be parents who say, listen, kid. you have to get out there and you have to work because school's not important and you don't need to worry about that junk. you need to be working and helping me pay bills. >> reporter: that proposal in wisconsin still needs approval from the state assembly.
