along the southbound lanes of 880 in oakland. the burning of incense and joss paper is how many chinese pay respect to the deceased, ensuring a comfortable afterlife. little jasper was in a car with his mother, aunt and cousins on the way home from fremont when a bullet went through the front windshield. sources tell me jasper was shot in the forehead, caught in a gang crossfire. jasper's mother invited us to the fremont home she shares with family on monday afternoon. surrounded by friends and community leaders who offered translation, she reflected on picking out a cake for jasper's second birthday next month. that was an incredible good boy. >> h h h wonderful child to me. >> compounding the heartbreak, her husband is flying from shanghai tonight. he's never even seen his son in real life, only via video chat.

unable to visit, an unfortunate circumstance of the covid pandemic. >> being a full-time mom, even when i was pregnant, i was by myself. >> as a fremont cou and others offered support, they shared the strong message. >> we will not tolerate this, in terms of the violence and outcome for our families. we need to be in solidarity together and show our sincere report and heartfelt empathy, sympathy for the families at this time. >> this is such a huge such a h us and we cannot accept his departure. we want to call in the community for your help. if you were on highway 80 during that time, please give us any information you have. >> the family asks for privacy

as jasper's father processes the tragedy. dan: you can't really process rs it. it. it's so awful. the chp wrapped up a news conference updating the investigation. investigators are not able to give many details. >> the chp is continuing to tirelessly investigate this instant -- incident. detectives are looking into leads as we speak. dan: the highway patrol is calling on anyone who may have been in the area and may have video to call authorities. in the rake of -- in the wake of jasper's killing, oakland leaders are demanding answers. the police officers association says the violence on the streets is ending up on the freeways. >> it was 2:10 on saturday when he was driving home in the city of oakland and a bullet hit and killed 23-month-old jasper wu. he was sleeping in the car seat.

>> a level of gratuitous violence on the streets of oakland has crescendoed to a point we have not seen in a decade. >> we sat down with the president of oakland's police officer association, who said the killing is the second freeway homicide in the last three weeks. >> we hit 119 homicides over t t weekend. we had 109 for all of last year, 75 the year before that. violence is spiraling in oakland , continuing to escalate on the streets. >> his main concern is seeing violence on the streets of oakland moving into the freeways. >> what's happening? >> from our perspective, you have a police department go down to 681 police officers. that's 100 less than we were 18 months ago. >> and oakland councilmember believes the family was caught in the crossfire of a gang-related shooting. >> at one time, we did have a

gang prevention task force in our police dactivity. the gangs right now -- we have central americans and the mexican cartel present in our streets. >> he wants to see the gang task force come back along with more police presence. >> we are in the process of increasing the number of officers. >> another key solution east bay cities have implemented our cameras on the freeways. meanwhile, the family is asking for those responsible to turn themselves in. ama: to storm watch as we take a live look outside from our camera. already some rain in the north bay. we are expecting the heaviest rain and wind to arrive in the next few hours. dan: for more on that, let's go to sandhya patel tracking the

incoming storm. sandy: it is a welcome sight. we have a lot of moisture in the atmosphere, but not all of it is hitting the ground. it is reaching the ground in santa rosa where they have seen a trace amount of rain. west 3rd street, it is wet, very light stuff but as you look, this storm has an atmospheric river with that and we are going to get a drenching. a level two storm with gusty winds and thunder not out of the question. let's time it out for you. moderate to heavy rain moving into the north bay. 10:00 p.m., it starts to spread into the east bay and parts of the peninsula and south bay. the downpours are not confined to just the north bay as we head into tomorrow morning's commute. to expect scattered showers. i will let you know how long the storm will stick around and how much we can expect when i come back. dan: in the south bay, the santa

clara county's sheriff's office is asking for help finding a man who followed and sexually assaulted a blind woman. as melanie woodrow explains, investigators have released photos of the man they believe responsible. >> the santa clara county sheriffs office is looking for help identifying the man seen in these surveillance images on stevens creek boulevard. he followed a legally blind woman into the target after approaching her at a nearby starbucks. from target, he followed her to a parking lot in the area of stevens creek boulevard where he sexually assaulted her. the sheriff's office said she had no idea he was tracking her. a spokesperson said a witness honked his horn, startling the suspect and got out of the car, starting to chase them. >> he got out of his vehicle and address the situation. i applaud that person. >> investigators have adjusted their leads. -- have exhausted their leads.

the vehicle is a silver psion with no front plate. >> there are what appears to be toy cars on the interior dashboard. >> they do not believe the suspect is connected to any other sexual assaults in the area. ama: there seems to be an uprising among some high school student to have complained about sexual harassment and assault at their school. students have organized rallies and walkouts in protests of a stating school officials are not taking their complaints seriously. our senior education reporter has more on this growing movement. >> students from oakland tech rallied in front of district headquarters to voice their outrage over incidents of intimidation and sexual assault. >> we need to be active in supporting students who are victims of this type of crime and we need them to take the issue seriously. >> this photo shows students walking out after claims of assault, including rape surfaced.

when school board member posted students have consistently said policies addressing sexual harassment and assault are inadequate in making students feel safe. >> they are not going to put up with the sexual harassment happening at the schools all over the district anymore. >> students at lincoln and lowell high schools are complaining. >> the situation is so concerning that the school board president this weekend met with district staff to address the situation immediately. the school district told us that while they actively investigate these incidents that happen on campus, they are limited in what they can do when something occurs outside the school. the issue has been brought up before at a school board meeting 10 months ago. again, commissioner collins -- >> students don't have language to know how to report it. >> we confirmed that with students who say they lack the tools to address these incidents. >> the girls and guys aren't learning how to not have it

happen and how to know when to say no and when someone says no to stop. >> in response, a student led school -- student led group has lprm support those who have gone through this trauma. dan: cerrito high school is back with his team, cleared of any wrongdoing for violent drills during practice. video recently surfaced showing violent hits at a practice in 2019, prompting the school district tube placed the coach on ed ministry to leave. the district issued a statement -- on administrative leave. the district said it became clear he was not present during the drill and the coach who was present was dismissed, adding that he apologized to players the next day. ama: a 15-year-old boy faces charges in connection with the night of chaos and panic at the great mall.

sources told the newspaper he had not met the november 1 deadline to comply with the vaccine mandate. dan: that ufc is open to international travelers. the plane from india was the first to bring non-essential travelers this morning. the travel ban was lifted today after 19 months. hugs a long time in the making as some travelers reunited with family. >> we have been talking through facetime or any number of those mediums, so we are feeling after touching down here, [indiscernible] dan: travelers who have proof of a negative covid test can fly into the united states. airlines across europe reported nearly full flights to the u.s. today. ama: if you are getting ready to book holiday or summer travel, you may want to use travel vouchers received during the pandemic.

doda isg to cash i with the foodies. dan: and gas prices hovering near historic levels. where monitoring all the consumer headlines. >> a lot going on today -- the average u.s. price of regular grade gasoline jumped five cents per gallon over the past two weeks. it's now three dollars 49 cents a gallon. in the bay area, we wish we were paying that -- we are paying where than four dollars a gallon for regular. the biden administration wants to help. it has asked opec to ramp up production, but opec said no way , so the biden administration is looking at withdrawals from the u.s. petroleum reserve, which would bring prices at the pump down. gas prices have been at a seven year high. doordash is betting on texas barbecue and pastrami's trent -- pastrami sandwiches from new york city. the meal delivery giant just

announced nationwide delivery of food, fresh produce and flowers. the san francisco-based company will make those deliveries through a delivery company it bought a while back. aside from targeting foodies, they are looking to be a gift livery service during the upcoming holidays by offering free delivery from anywhere in the nation in just a few days. it is time to book holiday and summer travel, so that means it's time to figure out what do you do with those vouchers? what can you do with the vouchers you received during the pandemic? if you have a physical voucher or electronic one, do not believe what it says before double checking. many vouchers have an expiration day that has been extended or a customer service policy allowing for an extension if the

which we desperately need, but the seasons have really changed. no complaints. sandhya: a storm is moving into start the work week. let me show you live doppler 7. there is a lot of green on the screen. not all of this is hitting the ground, but let's get you where it is hitting the ground. concord come across highway four, street-level radar into ukiah, state street, we see somewhat weather right now. as we check out the wind gusts, picking up over the higher terrain, mount diablo, 27 miles an hour. you will notice a shaky camera from the sutro tower looking at san francisco. temperatures in the 50's and 60's -- a moderate, level two storm. rain heavy at times, gusty winds and isolated thunder not out of the question. showers will continue tomorrow afternoon. 6:00 tonight, you see the focus

is in the north bay in terms of where the steady rain is falling. you will notice pockets of oranges and yellows, indicating moderate to heavy rain. even a pop of red around the bay. 5 a.m., we will see light to moderate scattered showers for the morning commute. be prepared for wet roadways and it will be breezy. of :00, we have some showers and it starts to wind down and become more isolated for the mid afternoon hours. rainfall totals will be the highest in the north bay and along the coast. looking at an inch to almost two inches there. the southern part of our viewing area, mountain view, san jose, you may not get a lot out of the storm but the plan is that because of though rain and the wind, we are concerned about the potential for downed trees and power outages. we have a wind advisory with
