i love my work. it has been incredibly fulfilling and it has been such a privilege to serve my constituents in san mateo and san francisco. it is tough. i will say that. larry: as mentioned, a lot of people were caught off guard by this announcement today. kristen: reporter leslie brinkley talk to her constituents and other leaders for their reaction to the announcement. >> after 30 date years, it is probably time for the torch to be passed. another generation. leslie: for congresswoman jackie speier, the voice for the peninsula, the accolades for her years of public service world in. >> satch a chronic figure. when you think of san mateo county, you have to think about congresswoman speier. when you think about it what she has done around consumer protection, around women's rights.

she is truly beloved by her constituents. >> i have always thought highly of her. >> i was rather impressed that she on veterans day came here. i thought that was really nice. reporter: she said what she was most proud of was changing child support enforcement laws. >> also the baby bullet which we got from san francisco to san jose which cut the commute in half. and then hearing congress, it has been a labor of love around issues around sexual assault in the military, on college campuses. >> checking gave -- jackie gave voice to survivors who had been voiceless. people could understand the pain and the retaliation they were facing while serving our country. jackie is one in a million. she is a shero to many of us. a true epitome of a leader, what

we all hope for when we elect someone to go to congress and speak for us. >> hard shoes to fill. leslie: i am leslie brinkley, abc 7 news. kristen: spear bang is a bay area native born in san francisco in 1950, graduating from mercy high school in burlingame. she studied political science at uc davis and received a law degree from hastings in 1976, and from there, it was washington. her life and politics began as an aide to congressman ryan. in november of 1978, 43 years ago this week, spear bang traveled with him to jonestown, guyana on a mission to rescue numbers from a cold run by jim jones. as ryan's delegation was about to leave, they came under fire on an airport tarmac ryan and four others were killed, spear bang badly wounded -- spear pop

wounded. >> i pretended to be dead. for congressman was shot over 40 times. and i was shot five times. kristen: she vowed her life to public service if she survived. she ran for a seat on the san mateo county board of supervisors in 1980 and won. six years later she headed to sacramento for the first of her terms in the state assembly. in 1988, she founded the professional is nuts women of california. what started as a group of women gathered around the coffee table, it grew to the largest conference of its kind in the u.s.. abc 7 is a proud sponsor. spear memo served two terms in the state senate. a highlight included securing funding for the baby bullet train. she was elected to the first of seven terms in the house of representatives.

her accomplishments are long and a. joining me now is abc 7 news insider phil matier with more on what this means. good to see you. everyone is in shock, even those who knew her very well. how seismic is disallowed and? phil: it is big. she was a voice not only on national issues and women's rights, but also very effective constituents in local politics and bringing projects like bullet trains and such to her district. she was also a presence and still continues to be. i am not sure she is ready to just stay home and watch tv. she is a very accomplished person and i think she has a future still ahead of her. kristen: definitely. what does this mean for bay area politics? phil: it will be interesting. what we will see is a question of who succeeds her. you don't replace jackie spear. you just hope to a good enough job to somewhat fill the shoes.

there are some contenders. probably one of the leading contenders is that state assemblyman kevin mullin. he would have a lot of democratic support. josh bakker, a state senator who just got not to sacramento, replaced jerry hill who told me today he is not running for congress. then we have joseph median who has done time in sacramento and also in the peninsula. that would depend on how the district is redrawn. if it goes south enough, it could include his area. in one person i would not rule out is former san mateo police chief susan manheim i. she is very well known in the district and very well-liked liked and she has her thoughts about how she could have a voice in national politics as well. and there is david canopia of daly city. but i have to tell you, it is questionable who is going to run. it is a very tough job and a very grueling job.

jackie speier, for example, she worked monday through friday in washington and then she would get on a plane and fly back to california, and then sunday, fly back. when you are there, usually are bunking with other congresspeople because you don't have necessarily the money for a house in washington, it is really expensive. it is a tough job. behind a lot of it is also the question of next year, if the democrats lose control of the house, then you are to the back, no longer in the front. kristen: that is what i wanted to ask you about. no doubt, she wants to spend time with family. it is a grueling life, but she is the 14th democrat to announce she will not seek congressional reelection next year. what does this suggest about what may happen in the midterms? phil: between that and the gerrymandering going on in republican-dominated states, it does not look good for democrats. . one of the big questions is, jackie speier today, is it going to be nancy pelosi tomorrow or down the line, who announces

this will be her last full term? that is the issue everyone is waiting to see if it will be dropped. kristen:. kristen: all right, she will be on with us again on abc 7 news at 6:00. thank you for your insights, and the political game of watching to see who will emerge. thanks, phil. larry: now to the latest covid-19 headlines. pfizer has filed for emergency use authorization of appeal it says shows -- of a po it says it shows 90% reduction of the risk of covid hospitalization or deaths. new year's eve revelers will be able to return to times square this year, but you must show proof of vaccination. here in california, our test positivity rate is going down again. we are at 2% compared to 2.2% a couple of weeks ago. california health officials recently said that anybody 18 or older who was fully vaccinated six months ago qualifies to get

a booster, but it has been really challenging to get appointments. . abc 7 news reporter luz pena, part of our abc 7 vaccine team, reached out to bay area counties to see where they stand. . luz: we are officially entering a wave of the booster shot, but making an appointment has been challenging. on one hand, the cdc has a list of requirements. on the other, we have california saying anyone 18 and older who got their shots six months ago can get a booster. today governor brewster made it clear once again -- >> if you have been vaccinated and it has been six months, now you can get a booster shot, 18 and over. california is the first state to say, get a booster shot. they are in abundance. luz: the vaccines may be in abundance, but making an appointment has been difficult for many. california has a more generous booster policy than the cdc, but myturn website was not even ready for the expansion.

today they announced booster shot appointment through their site will be available starting thursday. >> this was a decision without much notice, and, there were, the wonderful people that helped maintain these websites are not able to quickly pivot as quick as we would want. luz: another setback -- to get a booster shot, the cdc says some needs to check one of these criteria is: to be 65 or older, have an underlying medical condition, in a long-term care facility or be at high risk at work. pharmacies like cvs and walgreens are following what the cdc recommends, creating a disconnect for californians. . which means counties across the bay area are now having to explain where they stand. marin county says -- >> we are acknowledging this wider eligibility. luz: san francisco department of public health said, no one should be turned away if they feel they are at risk of covid-19. contra costa county's health officer said, the cdc's

guidelines were too complex. they are following the state. >> especially as we are going into the holidays and we are concerned about her winter surge, get a booster. we will not turn anyone away who was a booster. luz: santa clara's connie also following california's guidelines. >> nobody who wants a booster will be turned away from the county operated sites. luz: you can expect more booster eligibility expansions nationwide. a government official confirmed to abc news that the fda may issue a guidance on pfizer and moderna boosters for anyone 18 and order as soon as this week. luz pena, abc 7 news. kristen: she gets double thanks. alameda county says it is continuing to ensure vaccinations are available for all. it announced 81% of latino residents, and 74% of black residents 12 and older have received at least one dose of the vaccine. latino and black residents have lower vaccination rates than

ironically, the fire station that was having the truck worked on is the one that responded to the fire and put it out. no one was hurt. a united airlines lien has been removed from service after it caught fire at boston's logan airport. it happened as the jet was parked at the gate. it was supposed to fly to san francisco. no one was on board at the time and no injuries were reported. the fire was caused by mechanical issues. no further details have been released. larry: the oakland city council at this hour is considering proposals to redevelop the oakland coliseum, no matter where the a's end up laying their games in the future. one group is the african-american sports and entertainment group. both groups want to buy the land that is owned by the city of, oakland, and then develop it. with the public is getting it say right now. >> this decision you are making today is not personal, it is business. and it is the business of the residents of oakland who have charged all of you of being the stewards of the interest. it is public land.

to rush to this decision is deplorable, when it is a $100 million-class acquisition. larry: public comment continues. no vote has taken place yet. kristen: the teachers union in oakland is trying to force the school district to bolster itself and prepare for a surge in cases. the district already has one of the best safety protocols in the state. abc 7 senior education reporter lyanne melendez tells us about some of the contentious issues. >> we don't have social distancing. lyanne: this is video of a school cafeteria which was posted by the oakland teachers' union. >> it makes sense to try to get as much outdoor equipment as possible, so more students can be outdoors. lyanne: pictures of the empty cafeteria showing big fans to help sakkari the air. the union wants more powerful hepa scrubbers. the district says what they have now is more than recommended than the state. >> all the staff in place is protecting our kids. you are seeing that, because we

have not had any cases of covid at the school, just using that as one example, since august. lyanne: at times, a few outdoor activities have been interrupted either whether. >>. >> these are the tents the district has -- have been interrupted by the weather. >> these are the tents that the district has provided us. lyanne: the district says most if not all of those tents that were damaged have been replaced. since the beginning of the new school year, oakland unified has had apple filters in every classroom. the concern now is what happens if there is a power outage in those rooms without windows. >> when there was already a power outage in my school, we did not have any ventilation happening in this school. lyanne: another argument made by the teachers' union is that the delta variant is more of a threat, and the district should spend more of the 280 $3 million in covid relief funding two guard now against a possible surge. >> we want to make sure when everybody comes back that we do baseline testing. lyanne: in response, the

district told us many thousand rapid covid test kits will be distributed to elementary and middle school students and staff right before the thanksgiving break. the idea is to have them take the first of two tests on the sunday right before they return to school. lyanne melendez, abc 7 news. kristen: more than 6000 lecturers plan to strike at nine uc campuses starting tomorrow. the lecturers are accusing uc leaders of dishonest bargaining for a family leave, higher pay, and online instruction compensation. the university has denied that, seeing the strike is grossly unfair to students. the strike is expected to last until thursday. ucsf is not part of the strike. larry: let's turn now to the forecast. spencer christian is here. may be some drizzle on the way. spencer: there is a little rain on the way. we underscore little, but it is raining nonetheless. let's look at what is happening right now. 24 hour temperature change shows

kristen: turning now to consumer news. larry: 7 on your side michael finney is here with the headlines. doesn't sound like we have more recalls than ever before? michael: yes. mazda is recalling cars because if you will pump could cause the car to stall. the recall involves several 2018 models, a few 2018 models, and d the 2020 mazda hatchbacks.

mazda will notify owners next year if they need to get the fuel pump replaced. here is what is really interesting, mazda may not be the only company involved. dinzo is the pump manufacturer and also supplies bump stock ford, acura, toyota, mitsubishi and subaru. 2 million pumps were affected, we may hear more, larry. the california department of insurance has issued a cease-and-desist order against a company illegally selling extended car warranties. in infiniti auto sold vehicle service contract directly to 25 california consumers, but did not have the license to do that. warranties like these are insurance products and must be sold through licensed leaderships. under the cease order, infinity auto must immediately cease

-- use of chokeholds and peppere spray on youth. julian glover has the story. jillian: today the issue of using chokeholds and chemical sprays like pepper spray on in-custody death in alameda county comes before the county board of supervisors. the board of supervisors are expected to vote on the matter as the county works to establish a way to meet the requirements of sb a23 passed last year. board has voted in favor of ending the use of these tactics. but county documents show the alameda county probation department is against the elimination of chemical restraints. >> we saw that happen with the murder of george floyd. that was a prone restraint. so it is shocking to many community members that we are

still using those kinds of poles against children. jillian: county organizers are urging the board to end the use of these tactics. >> we are the most progressive yet we are we traumatizing them in an environment that is supposed to be healing. jillian: we reached out to the probation board for comment. a spokesperson was not available to comment prior to the area of the story. julian glover, abc 7 news. kristen: today the alameda county board of supervisors paid tribute to their late colleague, will match on she -- wilma chan she was the first asian-american elected to the board in 1994. she also served in the state assembly, and later returned to her board of supervisors seat. >> several things we could depend on her to do, to push, to have the intellectual capacity to state, to have the courage

and boldness to go forth, we could depend on that from wilma. we don't have that anymore. and it's sad. it's sad. it saddens me. kristen: her chief of staff, dave brown was appointed to serve out the rest of her term. he says he will not run for the seat next year. larry: 200 families in oakland are benefiting from a new rental assistance program. they will receive an average of $750 a month, or up to a year and a half. mayor libby schaff talked about the program today. >> we want this to be policy. we support the biden administration's proposal that the housing choice vouchers should be universal, that there should be an entitlement just like food stamps and emergency medical care, people deserve a roof over their heads. larry: the program is properly funded, focused on people who have been homeless before and are vulnerable to becoming

homeless again. thousands of families in san mateo county will receive frozen turkeys and other food for the thanksgiving holiday from samaritan house, which says they need this year is enormous. reporter amy hollyfield was there for this morning's giveaway. amy: samaritan house used to set aside two saturdays for this holiday food this tradition. now they need a full week to serve everyone who has asked for help this thanksgiving. >> it is double what it had been before covid. it really has. the holidays ring out special need. people are desperate to have some kind of joy to participate in community events just like everyone else, even though their pockets are a little ba amy: he says these are people who got behind during the shutdown at haven't caught up yet where they work in the service industry and their employer went under. or they need help now that government assistance programs have ended. >> it is a lot harder out there, and inflation has kicked in. so when we are looking at food
