expect for this to push through the delta and into the bay. dress warmer. it is definitely cooler this morning, with most of us in the low to upper 40's. the low clouds and fog will give way to high clouds and sunshine with temperatures around 62 for lunch. 65 around 4:00. 7:00, back into the 50's. kumasi: abc 7 is on vaccine watch as a part of our commitment to building a better bay area. we know many of you are looking to get the covid-19 booster shot ahead of the holidays but it is proving to be a challenge. abc 7 news reporter amy hollyfield is joining us with what you need to know if you want a booster shot. amy: we keep hearing from people that getting the booster is not as easy as they thought it would be. look at this line at a cvs in

san francisco on vanness avenue. it is a popular spot at night. some people who did have an appointment tell us they made them one week ago. one woman said she has not been able to get an appointment, so she has dropped in three nights in a row hoping to get a shot but she has been turned away every time. >> i will be traveling for thanksgiving. i have been waiting for a long time to get a booster. i cannot get an appointment until december. i am just coming here every night trying to get in. amy: another woman told us she has tried six times at the location with no luck. health officials are encouraging people to get a booster before the holidays but that might not happen for many for thanksgiving. california is allowing any adult to get a booster.

the cdc has stricter guidelines. you must have an underlying condition, be over 65 or worked in high-risk environment. amy hollyfield, abc 7 news. reggie: we are learning the fda and cdc have meetings tomorrow and friday about whether to expand eligibility for booster shots. jobina fortson has a timeline of the process appeared jobina: the fda could authorize pfizer boosters for all adults regardless of age or risk category as early as tomorrow. if the cdc also signs off on the plan, anyone 18 or up in the u.s. could get a booster shot as early as this weekend. in california, we are not waiting period the state is one of several allowing everyone 18 and up to get the extra shot. california is hoping to reverse a case cap that keeps climbing.

21 states are reporting a sharp rise in infections. 12 are seeing hospitalizations increase dramatically. dr. fauci: when you have a virus as transmissible as delta, in the context of waning immunity, that dynamic will negatively impact even the vaccinated people. it is a double whammy. the unvaccinated are clearly highly vulnerable. jobina: along with california, arkansas, colorado, new mexico, colorado, new york and new jersey have urged residents to seek out a booster regardless of age. you could see moderna boosters on the horizon soon. kumasi: oakland's teachers union is asking the district -- there was video taken of a cafeteria and it is clear there is not

much social distancing going on. there are fans to help circulate the air but the district wants purifiers. the district tells abc 7 news what it has now exceeds state recommendations. >> i think it makes sense to try to get as much outdoor equipment as possible some more students can be outdoors. >> all of this stuff in place is protecting our kids. we have not had any cases of covid at reach since august. kumasi: oakland unified schools have had filters in every classroom. some workers for hayward unified schools will join groups for a march and rally ahead of tonight's critical vote that could close or relocate eight schools. enrollment is declining and the district is facing a $14 million budget shortfall. a majority of the schools in

jeopardy are elementary schools. mti s 6:30. vote will protect the open space, preserve farmland and more along santa teresa boulevard. developers wanted to build massive warehouses on the property. before the vote, residents urged the city council to think of wildlife and future experiences for generations to come. >> it is there space to step off the concrete jungle and get to the very earth and climate we claim we are trying to teach the next generation to preserve. >> if you put in any kind of a structure in that area, you will have a tremendous traffic problem everywhere from 101 to monterey road and on. reggie: the city will consider the cost of the properties as a way to protect coyote valley. kumasi: a report finds most of

us are not doing enough to conserve water. statistics show californians reduce their water use by just 3.9% in september and that is down from 5.1% in august. water agency say previous conservation efforts during prior droughts make coding more now even harder. the bay area had the biggest conservation rate statewide in september at 7.6%. the governor has asked californians to reduce water by 15%. reggie: all the rain coming will not quench the state's severe drought. reservoirs are at historic lows. there is a new program to conserve water and save money. >> everyone claims the have the nicest yard on the block, but for bob wells, he said it is not a competition. >> our front yard is far more

beautiful than a>> an engineer w a problem in his yard and he sought to fix it. he transformed his yard into a trout friendly yard and added an irrigation system to control the amount of water he used on his beautiful flowers. it cut nearly $200 off his water bill annually. he also saved on the entire cost of the solar system and have of his landscaping. >> that is the nice thing about it. not only are you conserving water, you are saving money, too . >> valley water is willing to pay up to $3000 in assistance to reduce the amount of water used. about half of a home's water use is in landscaping. >> much of that is wasted. plants that are not suited to our climate. >> numbers of residents taking

advantage of the program are up 250% and that is important because we have only seen a 7% reduction in water usage in santa clara county despite a call for 15% reduction. >> although we have received rain in the last month or so, in the green foothills, people might think we are approaching the point where we are no longer in a drought. we are in a severe drought. >> the family is doing their part to help and it looks pretty good. mike: i was checking the latest reservoir levels and they are up 1% compared to where they should be for this time of year from the last time we checked last week. we need several more atmospheric rivers, not like they had in washington, what we need some to come in. i do not see them in the forecast. i see plenty moisture in the form of fog.

the winds we talked about in the hills are bringing us some microclimates this morning as most of us are in the low to mid 40's in our east bay valleys. 40 in napa, 54 in oakland, 52 in san francisco. let's go back to the east bay valleys. the fog will lift by 10:00 and we will hit 56. we are down to 53 degrees at 8:00. gorgeous shots of the golden gate bridge, which is not fogged in, with the possibility that we could be several hours later. everything looks pretty good, just a morning dew, a comfortable afternoon. a little bit of fog to reduce visibility if you are running errands early. high clouds in the early afternoon and into the evening.

the busiest travel day of the thanksgiving holiday period is actually after thanksgiving, sunday the 28th. 2.4 million people are estimated to pass through u.s. airports. the days leading up to the holiday are expected to be just as busy, with at least 2 million passengers flying in the u.s. per day. a tsa administrator is on gma speaking about a vaccine mandate that goes into effect for tsa agents on monday. >> i do not think the mandate will have any effect on staffing whatsoever for thanksgiving. implementation of the mandate will make traveling safer and healthier for everyone. we have seen an increase in the number of our officers vaccinated. i am confident there will be no impact for thanksgiving. jobina: the tsa is just part of the travel experience.

deputies were searching for photographs of two unidentified women. the raid came after a new claim of sexual assault. kumasi: new details about a smash and grab robbery. police believe as many as nine people were involved. the suspects had everything planned out before hand. it happened monday night and video shows thieves splashing display cases before taking off with jewelry. an elderly man is sharing his story about it violent robbery in san francisco. >> give me money. give me money. kumasi: this 84-year-old who asked only to be called marc says amen demanded money from him while he was at an atm in normal heights. marc said as he was reaching for the cash, the robber hit him

reggie: she heard the crash and jumped into action. a good samaritan being credited with saving a two-year-old girl. this happened in oakley last night. the car slammed into the outside of a taco bell restaurant on main street around dinnertime. you can see how damaged the car was. a 30-year-old woman and a two year old were in the car and suffered major injuries. the good samaritan saw the car speeding to the parking lot moments before the crash. >> it drove 50 or 60 miles per hour past the store. accelerating, no brakes. once they said there was a baby in the car, i jumped on top of the car. once the officer gave me the ok, i pulled the baby out.

reggie: both victims were taken by helicopter to local trauma centers. kumasi: set up with retail theft? san francisco business took a customer who they say stole from them to small claims court. they decided to approach one customer who they say stole from them in may and june. rather than filing a police report, they reached out to the customer through an attorney. they took the customer to small claims court yesterday. >> it is disheartening because these are actual customers who come in. kumasi: the customer in the store's co-owners agreed to an $1100 settlement, covering the cost of two items and the time spent.
