call exceptional or extreme drought millions, south bay residents are about to be hit with the toughest water restrictions of any major urban area in the state of california late. today the state puc gave final approval for the san jose water company to implement the strict new rules requiring customers to cut their usage by 15% of their 2019 levels. and anybody who fails to hit that mark will face a steep surcharge the actual start date for the rules has yet to be announced. san francisco superior courts delta blowed today to the school board's attempt to permanently change lowell high school's admissions to a lottery based system last february the board voted to drop the school's merit-based policy and a minute the current freshman class by lottery today. a judge said the school district violated the brown act which requires the district to conduct open and public meetings for making decisions today on getting answers. we spoke with district for supervisor gordon marr who's also a low parent. criticized the board's mistake,

these are of guatemala. it's a place with green lush mountains and fertile soil. it's area deep in traditions where mayan culture has flourished for centuries. it's also the place with the highest migration rates from guatemala to the united states. vehicles from guatemala to the us is so why do so many people risk it this past summer a team from roots of peace a humanitarian organization based in san rafael went to guatemala looking for answers. we traveled to the western highlands and really did the assessments of there to find out that 45% of the out-migration comes from this area the root cause of the migration to to the us us borders is is that there are new for young people they

make very little pay. one of the areas they visited was todo santos couture matan. roots of peace founder heidi kuhn met with the farmers to look for ways to increase their earnings. we find a way to bring your product market sell it and come back and grow more. it's a model roots of peace has used in other countries. the organization was founded in 1997 by cune and her husband gary. they raised money here in northern california's wine country so that they could help remove land mines and transform fields into vineyards around the world. after we remove the mines roots of peace realize that that was only half the problem we needed to train the farmers how to grow the high-value crops and the grapes and it was really a way to heal the wounds of war heal the earth and became really a business model for peace. approach they are trying in guatemala.

heidi kuhn's son tucker moved to guatemala three years ago. he created an action plan to reduce poverty in the region with the ultimate goal to diminish migration out of the country. this is the wind speed model. we've used it in afghanistan and vietnam. we've proven to transform their incomes from going from low valley crops to high valley crops connecting them into the supply chains that get their crops in high-pain markets and making the traders incentivized to pay. license to get the better. ity, these are systems. we develop and it's showing impact routes of pieces seeking 50 million dollars in funding from usaid to implement its program in the region the five-year plan would benefit 100,000 farmers and workers. the people who are leaving, they're not the people who have the steady jobs, you know the majority of them are then young men, who are stuck with no opportunities forced to go north
