good evening and thank you for joining us. >> abc 7 news reporter kate larsen has reaction from the community and the publisher. >> for 43 years, they have served as san francisco society pages. it is a monthly staple on city doorsteps. but the real estate advertising section came with problematic language. >> shocked. i was like, is this is this really real that this would be happening in 2020 when after all we have been through? >> the piedmont section post was on social media. it said, the city is surrounded by oakland, but is worlds apart. among its 11,002 hundred 70 residents, 74.5% are white. the magazine's publisher confirmed those words were published. a reporter who raised her children in piedmont was shocked. >> for me, this is coded language. it is a dog whistle to keep other people out. people that are not white.

>> porter is childhood friends with vice president kamala harris. they grew up in west berkeley, where they desegregated schools together in the 1970's. >> this is so reminiscent of the challenges that we have been through in the 1960's and 1970's, me personally with my family growing up in an interracial family, and learning as i got older how hard it was for my parents to find housing as an interracial couple. >> directly under the piedmont write up is a halfpage ad with piedmont realtors. the magazine confirmed neither of the women or the company had anything to do with the article. in a statement, the team told abc 7, we are appalled. we had nothing to do with creating the copy. as longtime people residents, we are deeply committed to all members of our community. this newspaper has disrespected the citizens of piedmont and oakland.

>> i spoke to the publisher on the phone. he apologized and confessed the piece was not edited appropriately. the online version has now been changed. >> i grew up in the east bay and think it is very unfortunate that wording appeared in the publication. it is inappropriate and wrong. it does not reflect the values of the gazette or my own family. he said the piedmont advertorial was written by a freelance contract writer who will not be hired again. i'm kate larsen for abc 7 news. >> developing news in the east bay, a woman is dead after being shot while in a car on interstate 80 this morning. this shooting happened east of the toll plaza near the west grand avenue overpass. investigators say there were also children in the victim's car. j.r. stone has more on the investigation. >> tragedy and gunshots fired on another bay area highway. this time in the westbound lanes of i-80, just east of west grand avenue near the bay bridge toll plaza.

a woman died in this suv thursday morning around 9:15 after the vehicle she was in was struck by gunfire. sadly, it is just the latest highway shooting we have seen in the region. last week, a chp captain said this. >> over the past 12 months, there have been 76 freeway shootings within alameda county, and most of those freeway shootings interstate 580 and interstate 880. >> on thursday shooting, police say the victim was in the passenger's seat, along with a driver and two children. they are ok, but no shooter has been caught. no shooter has been caught in a 23-month-old jasper wu's case. weeks ago, wu was shot and killed as his mother drove southbound on i-8 80. a candlelight vigil was held for wu. >> imagine if this was your

baby. how would you feel? >> still, not even a suspect description of the person who fired the shots, and not one in this i-80 case. >> it is dangerous out here. you never know if someone will drive up next to you and do whatever. >> chp says this is an active investigation and they are hopeful someone comes forward with information that helps them catch the shooter. reporting in the east bay, j.r. stone, abc 7 news. >> anyone with information about today's shooting or the jasper wu case is asked to please call the chp investigation tip line. that number is on your screen. 707-917-4491. >> rain has returned to the bay area, so let's get to meteorologist andy patel for the latest. >> it has been isolated all day today. let me show you live doppler 7 where we are seeing some of that wet weather in the north bay. light rain being reported in

santa rosa. also seeing some wet weather around montreal, the cause of their highway. not all of this is heavy. some of it has been body with -- has been spotty with the system. what can you expect as you head into tomorrow morning? the commute at 5:00 a.m. will include spotty showers continuing into 8:00 a.m. if you're driving, use caution. there will be a few showers. if you are walking, there will be some slick spots. i will let you know if there are rain chances in the forecast. >> thanks very much. despite recent rain, we are in the depths of a very serious drought. take a look at today's california drought conditions compared to three months ago. things have improved, but barely. most of the state is still in exceptional or extreme drought. tonight in the south bay, one million residents will be hit

with the toughest water restrictions of any major urban area in california. late yesterday, the state puc gave final approval to san jose water company's plan. amanda del castillo explains that anyone who fails to meet their specified mark will have to pay. >> cutback and conserve because now it will cost you. wednesday's approval by state regulators means the call to cut water use is no longer voluntary for south bay residents. san jose water taking action after customers failed to meet a 15% reduction goal by august. >> that is when we filed the ability to start charging the drought surcharges. what we received approval on is activation of our schedule. >> this means the company is setting water budgets tailored to each customer. they have to cut back 15% from the amount of water they used in 2019. if people overuse, the company has the ability to charge them. customers will face seven dollars surcharges for every

unit of water above that amount. each unit is 748 gallons. some we spoke with said fees may consider people to consider drought conditions. > people have not been as serious about it as they have been in years past, yet it has still been a problem. it may be time for us to put guidelines to help people do their part. >> san jose water says the most recent rain storm raised a reservoir from 10% to 12%, not enough to make a difference. now residents are trying to make sense of the new penalty. >> everything is going on. everything in the bay area is crazy. it is getting very difficult for all of us to live. >> we are not trying to be the big bad company here, but at the end of the day, conservation, there is a very serious drought and people need to take it seriously. >> great oaks water company began similar rules in july. san jose water says they are weeks away from implementation.

lunar eclipse is in may of 2022. in case, i have a feeling we will not see it from the bay area, i had to show you the full moon rising from our kgo roof camera several hours ago. it was an amazing sight, but nothing in comparison to what is happening now. the doppler showing a few showers right around the north bay as we get you in closer to street level. eastside road, windsor, old redwood highway, some wet roadways. temperatures from the 50's to the upper 40's. it is cloudy. spotty showers and fog in the morning. it is looking for thanksgiving. scattered showers, under 1/10 of an inch. we are not expecting a lot out of those. tomorrow morning, there will be some wet roadways, especially in the north bay at 5:00 a.m.,ottyt bay and peninsula.
