restrictions of any major urban area. amy hollyfield is live with more on the drought conditions. good morning. amy: good morning. this will be the first time that san jose has put water restrictions in place in five years. this is very serious. this goes into effect immediately. san jose's water company is putting its customers on a water budget. they must cutback their use by 15% from their 2019 levels or pay. the company says do not kill the messenger, it is the drought that forced the move. >> we are not trying to be a bad company, but at the end of the day conservation -- there is a very serious drought and people need to take it seriously. amy: if you do not combat -- cutback by 15% you will be charged $7.13 for every unit you go over. a unit is 748 gallons.

this is officially going into effect because the state approved the plan this week. we do have a big storm in th wben fefinitelyit dends onhoe to go. in september customers with the water district cutback by 9%. they need to cut back by 15%. reggie: thank you. it has happened again, a shooting on an oakland freeway claimed the life of another person. this morning the california highway patrol is looking for the person who started shooting during the morning rush hour interstate 80 on the approach to the bay bridge toll plaza. according to authorities a man, woman, and two children were driving westbound on i-80 east when the shooting happened. the woman was in the right front passenger seat and was killed. the male driver and both children were uninjured.
