>> building a better bay area. moving forward, finding solutions. this is abc 7 news. >> . san francisco's union square responds to looting and vandalism. the promise from city leaders as they worked to control the problem. good morning everybody, it is sunday never 21st, this is a be 7 -- this is abc 7 news wherever you stream. before we get to that top story, let's start with a quick look at the weather with meteorologist lisa argen. lisa: we have a nice weekend still, today with temperatures almost as warm as yesterday. in fact warmer in some spots with a big ridge of high

pressure allowing for clear conditions. the members have recovered into the 50's to near 60 in oakland, 54 in morgan hill. the wind is certainly playing a factor in our mild start, with temperatures in the mid 40's in santa rosa. it was 63 in half moon bay at last hour. easterly wind gusting to 30 miles per hour. ththththth per hour in mount saint helen. you can see the recovery is all -- already warmer than this time yesterday. cooler in san jose. does the wind play a part in our high temperatures today? i will let you know and talk about how warm it is going to get there this afternoon. liz: there is strong reaction from city leaders after several luxury brand stores were robbed and vandalized around san francisco's union square friday night.

eight people were arrested. businesses are boarded up now, covering broken windows after groups of thieves smashed their way inside, hauling away an estimated $1 million worth of merchandise. cornell barnard tells us the mayor and police chief are condemning the crimes and promising action. >> last night, but we saw was horrible. cornell: the mayor of san francisco reacting to friday's chaos in lecture -- in union square. luxury stores robbed and looted. the louis vuitton store ransacked and and bid out -- and emptied out. >> the message is today if you come to our city to commit those level of crimes, or to vandalize or harm individuals, you will be held accountable. cornell: other stores were also robbed. windows smashed.

police on patrol nearby may have stopped thieves from entering. >> there is no doubt in my mind that this was not unplanned. they were hoping we wouldn't be here, but we were. cornell: this video now going viral on social media showing police officers bashing the windows of a mustang and pulling a possible suspect out of the car. chief scott defending his officers' actions. >> the officers who made the arrest on that mustang were confronting an armed individual. they took him into custody safely. the lifestyle around here is not good for families. >> we cannot tolerate this kind of conduct at all in this city, not at all. cornell: the union square

alliance says the crimes are unacceptable, especially less than a week before black friday and the traditional start of the holiday season. >> it is important we recognize that this impacts all of us and the last thing we want is for people not to file for can enjoy their city. cornell: officials say more police will be added around the square, providing more security for visitors with new traffic control measures added to limit cars in the area. >> but there will be traffic delays because we can continue -- we can't continue to allow people to freely flow in and out of the city, commit these crimes and get away with it. liz: our coverage continues with tim johns who spoke with san francisco different attorney -- spoke with the san francisco district attorney. tim: after a series of smash and grab robberies resulted in over $1 million worth of items being stolen from stores in union square friday night, city

leaders are responding. >> it was absolutely shocking. tim: the supervisor of district 11 tells me one of those arrested friday night had also been arrested back in march for gun possession. he says unless those responsible are held to account, organized crime continues to plague the city. >> we have to ensure there are consequences for this and we have to send a message that union square is safe, that we want to have people come in and shop and that we won't tolerate this kind of behavior. tim: the san francisco different attorney says he was outraged by friday's events and has a team working with sfpd around. >> we are exploring every single possible criminal charge related to the conduct. we will use every tool in our toolbelt. tim: it is not just the immediate losses that worry city leaders. they tell me the ripple effects could be potentially alarming. >> if retail front-line workers don't feel safe, if shoppers don't feel safe, stores will shut down.

if stores shut down, we lose sales tax. tim: that could potentially have a major impact on the city and hit not just businesses but also everyday residents. while critics say he is soft on crimes like shoplifting, he says in order to see real change, the incentive has to be removed. >> we need to go to the root of the problem and take apart the fencing operations that make it profitable, and we need to make sure we are not limiting ourselves. liz: in the east a large police presence in walnut creek last night, where police say 80 looters targeted nordstrom. a typically busy broadway plaza made a big -- became a big crime scene. a manager at a nearby restaurant says stunned customers watched last night as the thieves grabbed merchandise, loaded it in to waiting cars and then drove off. >> we saw 50 to 80 people in ski

masks with a bunch of weapons, looting the nordstrom right here. usually there are all of these cars parked and i thought they were gonna start feeding cars. i had to lock the front door and the back door. liz: this bmw convertible was stopped by police, believed to be somehow connected to the mayhem. police have arrested three people. there are new developments this morning in a police involved shooting in oakland. we learned the suspect involved in this incident has died. you can hear the gunfire from police radio dispatch audio. >> shots fired, shots fired. liz: this all began when police say a victim was carjacked in oakland yesterday afternoon. officers managed to locate that car, chasing it all around town. at one point, the suspect in -- hopped on interstate 580. officers described a violent

chase with the suspect, opening fire at officers on 49th street and clark streets. >> any injury? >> negative. he shot back at officers at least three times. it is ramming vehicles now. liz: the chase ended in oakland's rock ridge district and the carjacking suspect started ramming patrol cars. thankfully no officers were hurt. we will keep you posted. today, hundreds of families will get a turkey for the thanksgiving meal, thanks in part to e40. the rapper donated $12,000 in turkeys and gift cards. this is the fourth turkey drive for the club. they will also be handing out hot meals today. the giveaway starts at 11:00 this morning at vallejo motors on tennessee street. in the south bay, the second harvest of silicon valley spent

liz: as the bay area to experience drought, more residents could be asked to cut their water use. the san francisco public utility commission will meet tuesday to possibly declare a water shortage emergency. businesses and residents could be asked to reduce water usage by 5%. the reductions will not be enforced and those who -- those who do not comply will not be punished. a surcharge of up to 5% could be enacted on water bills. that would start on april 1 of next year. lisa, let's get a check outside. lisa: we are looking at a nice day out there. you can see all the sunshine and with high pressure in control, we are also experiencing a pretty typical offshore flow. here is a look at the neighborhood, where we had wind 20 to 40 miles per hour but up

about a thousand feet, it was over 50 miles per hour. if we didn't have that october or november, we would be in big trouble and it would be a red flag warning here. they are looking at those warnings in southern california, so they have the santa ana wind. because we had the rain, we are experiencing the dry wind that will help bring our temperatures up quickly today and once again, above average. san jose was 45 this morning and already a pretty big recovery underway. 53 in mountain view, nearly 60 in san francisco, the wind is blowing things around. half moon bay at 63 degrees. you've had northeast wind all night long, so temperatures did not drop off that much. it looks pretty fun at pier a nice sunny day with temperatures in the mid 40's. 52 in napa, 56 in concord.

this morning, everyone was much colder but now since we are warming things up, we have a turnaround, four degrees warmer than yesterday, all due to the northeasterly wind that is still quite gusty around mount st. helena and el diablo. oakland hills, 24 miles per hour. we would need the dry fuel and the low humidity, but things are certainly in our favor, at least for now with recent rain. we certainly need more rain this afternoon, dry for thanksgiving and into next weekend. santa cruz is nice and sunny, temperatures well into the 60's. 70's around santa cruz and monterey. 70 in santa rosa, 71 in oakland. upper 60's in concord,
