amy hollyfield was at union square today. louis vuitton is still boarded up and closed police have a presence here. this is what the monday after alluding spree. looks like workers here know what happened and feel nervous it could happen again. hello smith scared. i'm a security guard. so it just makes it a little bit worse video posted on social media shows a swarm of people running from the louis vuitton store friday night with merchandise in their arms, they jump into waiting cars and escape. are in the board of supervisors that need to be changed this business owner who did not want to give his last name or the name of his store is fed up with what he sees happening here. we need to clean up. the shopping district is that it's the economic heartbeat of the city. he isn't worried about his safety on this sunny monday, so i'll be out of here before it's dark but some who do work here after dark are worried. it will happen again. do you feel safe? no, not at all.

broadway plaza bob lynchside is the president of the walnut creek chamber of commerce. he says following saturday's events major retailers in the city are looking to hire more private security. our businesses are the same. basically, you know, we want to have some certainty of safety but not every business in walnut creek can afford to do that. their own lynn nice the owner of labels luxury consignment says she's had to board up her store three times in the last year and a half. nice says she's working with other small businesses in the area to try and protect their stores and employees if police aren't able to give us enough coverage higher some security to patrol. our small downtown merchant area walnut creek mayor, kevin wilk tells me the city has indeed stepped up its police. since in the downtown area in addition to blocking off certain streets wilkes says the city is also working to ensure the contra costa district. attorney's office holds those responsible to accounts. we've made it very clear that we

luxury union square store on friday and made other attempts around the city this weekend similar incidents happen in walnut creek hayward and san jose just wild this weekend. now, these bold robberies are not necessarily new but they are up in frequency abc 7 news insider film meteor spoke with san francisco's police chief today find out what's being done to prevent these attacks and to stop them. chief you've been in law enforcement for going on how many years going on 33? why is this happening now? i think it's a combination of things and number one. it's people who are getting away with it sometimes and accountability is a part of it. property crime is typically doesn't have consequences as other types of crimes. let's just call what is theft theft broadcast robbery property crime, you know when there's not violence involved. so there's a good chance if you go and do these things. even if you're caught there's

there's less consequences. that's for sure. i mean if you're in that business and that's what you do for a living commit crimes is you're going to probably go toward the crimes that are less likely to have consequences that's likely to be caught particularly when you have 40 to 50 people rush in at one time. why do you think this warming thing is happening? we've never seen that before this year. well, it makes it hard to respond. the tactic is the tactics that we have seen the groups are coming in large numbers. they overwhelm. store even some stores have security guards there and when you have that many people coming at one time. it's a bum rush, you know, they they get overwhelmed and these things happen a number of minutes. but this time you were actually there you had officers there. how did that happen? well, we were heavily deployed a couple of things number one. we've increased our deployment in union square. the other thing was because of the kenosha verdicts. we didn't really know what to expect so we were deployed in case something jumped off there.

so our our deployment strategies work we were able to get there quickly and arrest at least some other people that that committed these acts on friday night. would you guys have like live cameras or anything like that to help you out license plate lead readers well, we can't that thee sfpe cannot live footage city county ordinances. is that is great. so if there's a camera perched up and on union square that's showing live what's going on in a possible swarm. you can't watch it in real time like on a weekend night. is correct. we cannot. because of local laws, that's correct. all right. oh, would that help if you had live camera? oh live cameras. yes. i mean if we're able to as things are happening. have a situational awareness. have you asked for it to change? well, we have had many conversations about it and the result no, no results. so no consequences. no live cameras to assist you. so you're how do you get your in?

is what might be happening? well, we get it from we can watch video footage after the fact definitely we do our due diligence with sources of information from the community at large. we network with other law enforcement agencies, so we get it. however we can get it and and look we just have to work with what we have. speaking of what you have. how many cops do you have? what's your staffing at these days? we have 18 just over 1800 full duty officers, right? how many do you need? need about 2200 so we're about 400 short. what does that mean? it means we have to do a lot of overtime. and thankfully we have had some of our overtime budget restore. we have to fill the gaps feel. i mean really as you see in union square this weekend. we have a lot of folks working a lot of that is over time, but people feel safe. it makes it and we've had people we've had people come in saturday night we believe and try to do more of this. of activity, but we were there that was on union street and chestnut street exactly other

places exactly other places in the bay area. where does this stuff go? how are these groups organizing? where's it go online fencers buy it. people buy it. i mean look if you buy a thousand dollar bad back $400, you're probably know a stolen. this stuff is going everywhere some of us going overseas and say it definitely is organized to a degree or the penalties for doing it. what i'd like to see is the fullest extent of the law exercise when when the evidence is there so you want hard prosecutions. yes, i do. so look. i i understand that. there's a balance, you know, and for the last decade, you know, we've been trying to figure this out. we eat the criminal justice system the the legislators of the balance between the appropriate jail sentences in the appropriate consequences as opposed to the crime committee. i totally understand that and support that. however, when the evidence is there there has to be some

accountability, you know, there has to be some accountability when people commit crimes the evidence is there and they get caught. are these swarm thieves armed? some of them are friday night two of the eight. we arrested eight two of them were armed. so this isn't just this has the potential of getting violent and deadly well, absolutely. i mean you never know what you're going to walk into and these things happen. and that possibility is made even more real by another issue that law enforcement is facing across the country the proliferation of cheap ghost guns that are easy. i easily available and a lot of times these groups are armed and island over the weekend we had swarms on pot clubs and there were shootouts right as we reported here these ghost guns big problem getting bigger all the time. time. what is the chief say can really be done to reduce these crimes. one option is just shutting down or limiting vehicle. to the area, but you know you cut off the easy exits by car,

but then you also have it, you know impact not only on the immediate neighborhood and shopping but on the whole image of the city, i mean the idea of a lockdown union square is not exactly what we call appealing and it could hurt the stores by the way because as the central subway we closed down that area when we built that and that regresulted in poor sales and a lot of places are going down, but dan it's it's one of those things you have to have the perception that it's safe. but you don't want it to look like an armed encampment right or even now with all around union square standing there to reassuring but it's a little unnerving at the same time exactly. you know, they keep it going. they're 400 police under staffed not in walnut creek they can maintain that in san francisco. there's a real question about it. i don't even know how long they can maintain it walnut creek to be honest. so they made some arrests and they stopped some issue incidents this weekend. but who are these guys? well what they are is just people that have decided that this is the lifestyle they want to pursue for whatever reason
