well, we've shown you the video of this weekend's thefts around the bay area just staggering to see authorities. tell us much of these goods end up for sale online. so, how can you afford avoid buying some of this stolen merchandise 7 on your side's michael finney is here with the legal consequences for buying these items and michael. let's start with this. can you be prosecuted for buying the items say stolen last weekend. could you go be in trouble for that you can do.
4:15 pm
now, that means you don't have to buy it. you don't even have to possess it. you just have to have control of it. so let's say one of these thieves offered a sell you an item and you say yes illegal if they offer to give you the item and you take it illegal if they say i'm going to leave it in your garage. you have received stolen property. you control it so you can go to jail. to have some common sense here too if anything like this happens. yeah, what are the penalties for this? wow. okay. yeah. it gets a big complicated. that worth $950 or lessr less leanne was just talking about. it's a miss to me and here and you could be looking at a year in jail more than that you could be looking at a felony in up to three years in jail. and of course you have to give the yours. that subject this is great information. you're bringing is you paid for it.
4:16 pm
let's just say you end up inadvertently buying something that was told you paid for it, but you can't keep it. right? no because you paid the wrong person. you today the rightful owner, even if you don't know it is stolen police can take a back and it to the rightful. sure, so we just because you paid means. okay. well, here's the question. how can we know if something's storing you go online and things are offered all the time. how can you tell what do we look for? wow, i mean, that's why it's impossible it is hard if you're buying from a thief who says i stole it. okay now, you know if you buy it from a retail store that is authorized a sale the brand sell the brand i should say. you can be pretty sure the item is not stolen everything in between is really up in the air and prosecutors will look at the circumstances surrounding the purchase and you can find stolen things. i imagine on all kinds of sites like craigslist ebay other right has been plenty of of cases
4:17 pm
where people buy stolen goats off of ebay what they look at is pretty simple if you're buying a $600 purse for 50 bucks on a street corner red flag. you probably know what you were doing. yeah pay five hundred dollars on ebay. you probably did. okay. thanks michael great stuff. thanks. when i newsome says efforts against a recent uptick in covid cases in california seem to be working. in the last 10 or 11 days, we've seen some stability. some good signs. that is good news. in fact today. we lay claim to having the lowest. positivity rate in the united states of america 1.9% the governor hailed the state's efforts during a visit to a san francisco clinic today. he also encouraged vaccinations for children ages 5 to 11 and promoted the availab. of booster shots for adults to prevent a spike during the holiday now according to newsome 4.9 million californians have now received a booster 450,000

luxury union square store on friday and made other attempts around the city this weekend similar incidents happen in walnut creek hayward and san jose just wild this weekend. now, these bold robberies are not necessarily new but they are up in frequency abc 7 news insider film meteor spoke with san francisco's police chief today find out what's being done to prevent these attacks and to stop them. chief you've been in law enforcement for going on how many years going on 33? why is this happening now? i think it's a combination of things and number one. it's people who are getting away with it sometimes and accountability is a part of it. property crime is typically doesn't have consequences as other types of crimes. let's just call what is theft theft broadcast robbery property crime, you know when there's not violence involved. so there's a good chance if you go and do these things. even if you're caught there's
4:31 pm
there's less consequences. that's for sure. i mean if you're in that business and that's what you do for a living commit crimes is you're going to probably go toward the crimes that are less likely to have consequences that's likely to be caught particularly when you have 40 to 50 people rush in at one time. why do you think this warming thing is happening? we've never seen that before this year. well, it makes it hard to respond. the tactic is the tactics that we have seen the groups are coming in large numbers. they overwhelm. store even some stores have security guards there and when you have that many people coming at one time. it's a bum rush, you know, they they get overwhelmed and these things happen a number of minutes. but this time you were actually there you had officers there. how did that happen? well, we were heavily deployed a couple of things number one. we've increased our deployment in union square. the other thing was because of the kenosha verdicts. we didn't really know what to expect so we were deployed in case something jumped off there.
4:32 pm
so our our deployment strategies work we were able to get there quickly and arrest at least some other people that that committed these acts on friday night. would you guys have like live cameras or anything like that to help you out license plate lead readers well, we can't that thee sfpe cannot live footage city county ordinances. is that is great. so if there's a camera perched up and on union square that's showing live what's going on in a possible swarm. you can't watch it in real time like on a weekend night. is correct. we cannot. because of local laws, that's correct. all right. oh, would that help if you had live camera? oh live cameras. yes. i mean if we're able to as things are happening. have a situational awareness. have you asked for it to change? well, we have had many conversations about it and the result no, no results. so no consequences. no live cameras to assist you. so you're how do you get your in?
4:33 pm
is what might be happening? well, we get it from we can watch video footage after the fact definitely we do our due diligence with sources of information from the community at large. we network with other law enforcement agencies, so we get it. however we can get it and and look we just have to work with what we have. speaking of what you have. how many cops do you have? what's your staffing at these days? we have 18 just over 1800 full duty officers, right? how many do you need? need about 2200 so we're about 400 short. what does that mean? it means we have to do a lot of overtime. and thankfully we have had some of our overtime budget restore. we have to fill the gaps feel. i mean really as you see in union square this weekend. we have a lot of folks working a lot of that is over time, but people feel safe. it makes it and we've had people we've had people come in saturday night we believe and try to do more of this. of activity, but we were there that was on union street and chestnut street exactly other

4:35 pm
accountability, you know, there has to be some accountability when people commit crimes the evidence is there and they get caught. are these swarm thieves armed? some of them are friday night two of the eight. we arrested eight two of them were armed. so this isn't just this has the potential of getting violent and deadly well, absolutely. i mean you never know what you're going to walk into and these things happen. and that possibility is made even more real by another issue that law enforcement is facing across the country the proliferation of cheap ghost guns that are easy. i easily available and a lot of times these groups are armed and island over the weekend we had swarms on pot clubs and there were shootouts right as we reported here these ghost guns big problem getting bigger all the time. time. what is the chief say can really be done to reduce these crimes. one option is just shutting down or limiting vehicle. to the area, but you know you cut off the easy exits by car,
4:36 pm
but then you also have it, you know impact not only on the immediate neighborhood and shopping but on the whole image of the city, i mean the idea of a lockdown union square is not exactly what we call appealing and it could hurt the stores by the way because as the central subway we closed down that area when we built that and that regresulted in poor sales and a lot of places are going down, but dan it's it's one of those things you have to have the perception that it's safe. but you don't want it to look like an armed encampment right or even now with all around union square standing there to reassuring but it's a little unnerving at the same time exactly. you know, they keep it going. they're 400 police under staffed not in walnut creek they can maintain that in san francisco. there's a real question about it. i don't even know how long they can maintain it walnut creek to be honest. so they made some arrests and they stopped some issue incidents this weekend. but who are these guys? well what they are is just people that have decided that this is the lifestyle they want to pursue for whatever reason

i mean you go back to a year and a half ago, and we had a lot of scientists predicting. this is what's gonna happen this dance that's gonna go on for years. we're living with this. we have to lock down when it surges we can live a better life when it's you know, the case rates are low. so at this point, i mean we know the answer. yeah, we know the answer is you get vaccinated and you assess. risk about where you're going what you're doing. so at this point if you're not getting vaccinated, you're just contributing to the problem. yeah, that's good point drew everybody. we're all sick of it, but we can we can't control necessarily what happens we can control how we react to it and some of this pandemic is is within our own capability to solve. yeah, you know, what scares me guys is that shreya has something like a 66% vaccination rate and we're at 59. enemy us right it just i mean you can see what happened. that's the frustrating part is that we know what can happen and then we see it happens and then everybody gets upset that it happened, you know, so it's like, you know, this is gonna happen if you know it you know it. yeah, so don't get frustrated when it happened. that's right.
4:42 pm
all right. well governor newsom experience what he called a very human moment during a visit today to a covid vaccination site in san francisco. allows some feel good comforting? this is i'm back at home. is that that that that that for the child whose cries momentarily interrupted the governor's news conference the govern? crypt that the moment probably won't appear in a public service announcement encouraging parents to get their kids vaccinated all of us with kids. we've all been there and we can relate but actually i thought it was a really charming mom. spencer it absolutely was and i i can sort of relate because my i have two grandsons four and a half and six and a half the six and a half year old was recently vaccinated. he didn't scream or cry but was sitting on his dad's knee of my son-in-law's knee when he got the shot and he was brave little guy so proud of him. i mean, i've always been okay with needles even as a kid.
4:43 pm
sister on the other hand when she had a vaccine is because she locked herself in the doctor's off this refusing to come out and that's when you're you know, your parental bargaining skills. come in handy. is she any better now? she actually is in the funny thing is that her daughter is now doing so living. so now you gotta you know repeating the past is kind of funny for her. i was just gonna say forget the kids. that was me that was i thought they got me on camera really sure yesterday. yeah, i know. a lot of facts but that it's worth it for the protection right target announced today that it stores will never open. again on thanksgiving the company already said target stores would be closed this year because of the pandemic on thanksgiving, but the company ceo said he decided to make permanent after hearing from employees who just wanted to stay home for the holiday. a lot of stores will be closed for the holiday, but none has decided to make a permanent for those who are on shopping on
4:44 pm
thanksgiving whole foods starbucks and sears say their stores will remain open who likes this. i love it. i do. yeah, unanimous, right? yeah. i think it's a thoughtful thing to have let the employees have the day off and there are other places we can still shop if we want to totally and grocery store or whatever. yeah, and i've had to work retail on thanksgiving day. it is not it's not pleasant, right people are stressed. yeah, and other than that drew i would say more than that. it's good for the employees to be able to be at home. it's good for all of us not to be tempted to go out. let's just stay. yeah many enjoy. family and friends. that's right. i actually think this will be a good recruitment tool too for target right where to apply i'm gonna go with target knowing i don't have to work on thanksgiving. well spotify is making a change long requested by users and artists actually, but it took a tweet from pop superstar adele to get it done effective immediately spotify is removing the shuffle option as a default when premium users play an album the move comes after adele made the request and a tweet on saturday writing quote. we don't create albums with so much. aaron thought into our track
4:45 pm
listing for no reason our art tells the story and our stories should be listened to as we intended spotify responded anything for you adele as not and that makes sense, you know, you can shuffle around on your own if you want, but if an artist released an album, they really do intend you to go one two, three, four five and listen to and to a certain order makes sense. what do you think's let's start with you spencer. yeah. i know. i totally agree. i fully agree, especially since it well with any artist, of course not going to right adele from the pack but especially for adele right? well and drew what you know spencer and i and even christian can relate to this, you know years ago. this was an option when we had eight track and just set tapes right? you know you we were much more limited in our options. you lift the needle yeah, i mean, i mean good for her. i'm surprised how fast this happened and how much power she had to do this. she's got a lot of streams that's millions of people behind her and spotify is not gonna mess with that but good for her. i agree you want to listen to it in the way the artist intended.
4:46 pm
right? right. she tells the story. so listen that way and the listener can always jump you like on your fine, you're not restricted from doing that. that makes sense if you think of the whole album as a story right and like if you were beating a book you wouldn't skip chapters right telling a story or sometimes. it's an arc in terms of the type of song or the pace that the tempo of the song and they want it in a certain order. so make sense. how of adele that's it for the ford four we'll be right back. i'm morgan, and there's more to me than hiv. more love, more adventure, more community. but with my hiv treatment, there's not more medicines in my pill. i talked to my doctor and switched to fewer medicines with dovato. dovato is for some adults who are starting hiv-1 treatment or replacing their current hiv-1 regimen. with just 2 medicines in 1 pill,
