>> i literally saw roughly ten people bounce off that car, and you could hear thud, thud, thud, thud, thud as he drove through that, and you could hear it, which is a sound i'll never forget. >> reporter: officials arresting darrell brooks saying the 39-year-old barreled through the police barriers and into the parade crowd minutes after fleeing another crime scene. a possible domestic disturbance but police say they were not pursuing brooks at the time. >> she is still fighting for her life. she took direct impact from the car. >> reporter: it comes as investigators reveal brooks allegedly used that same suv to run over the mother of his child earlier this month. he was released days later on $1,000 bail. the d.a. calling that inappropriately low then five days later arrested he was and released. he's been charged with ten

crimes since 1999. >> an entire community is struggling to cope with the horrific act of violence. >> reporter: among those killed four women and one man ages 52 to 81. including tammy. her family says her memory will bring joy to all that knew her. waukesha coming together to mourn those who love. >> we are waukesha strong. >> breaking overnight our affiliate in reno, nevada says darrell brooks is a registered sex offender in nevada and there's been a warrant out for his arrest since 2016. brooks is due in court today in wisconsin. a possible new move to lower gas prices today. president biden is reportedly set to make a decision that would be unprecedented. abc's em nguyen is here now with more from washington, d.c. em, good morning. >> reporter: good morning, andrew. so presidents have released oil from the emergency stockpile before but not ever for the reason that president biden reportedly wants to do it for now. this morning, the country's emergency stash of oil is in the spotlight as the white house

tries to tackle rising gas prices. bloomberg was the first to report that president biden is expected to release crude oil from the country's oil stockpile known as the strategic petroleum reserve. >> the strategic reserve now has over 6 million barrels of crude oil which is an entire month. if no other oil is available in the country, that would last for a month. it's a sizable reserve. >> reporter: critics say it is not developed to manage prices arguing it's intended to manage supply disruptions which the industry is not experiencing. >> but some analysts argue that we don't need 600 million barrels of oil reserve anymore since the u.s. is now one of the largest producers. >> reporter: home heating oil is up nearly 60% and gas prices up nearly 50%. the average is now $3.40 a gallon, a seven-year high. one expert says tapping into the

emergency reserve could lower prices, but that depends on how much oil is released. >> the devil is going to be in the details. if this is a release north of 50 million barrels or 100 million barrels, that could have and has already had an effect on prices. the market has been expecting a release of the spr because the president and the department of energy have long talked about it for the last several weeks, so you could argue that it's already been baked into the price of oil. >> reporter: in the meantime, president biden has nominated jerome powell to serve another term as the chairman of the federal reserve, and it comes at a critical time for the central bank trying to contain inflation and sustain job growth. andrew. >> em, thank you. the committee investigating january's attack on the u.s. capitol has issued new subpoenas focused on the planning and financing of the rallies before the attack. the subpoenas have been issued to trump adviser roger stone, conspiracy theorist alex jones and other trump allies. stone and jones reportedly

helped organize the rallies, but stone insists he had no advance knowledge of the capitol attack. breaking overnight, a home explosion in flint, michigan, caught on camera, at the top left of your screen, three people were reported missing after the blast and two were hospitalized. the cause of that explosion is still under investigation. there's new outrage stemming from the ahmaud arbery trial in georgia. during closing arguments one lawyer brought up arbery's toenails. also at the courthouse, new concerns about demonstrators outside. jury deliberations are expected to begin today in the trial of three white men accused of killing ahmaud arbery. the judge is moving deliberations to an interior room of the courthouse concerned about jurors hearing protesters outside. >> what do we want? [ crowd chanting ] >> reporter: on monday a group describing themselves as the new black panther party gathered nearby. some of them armed. the defense attorney called for a mistrial because of the demonstrations. >> there was a truck carrying a

coffin with the names of the defendants on it. >> reporter: the judge denied the motion allowing closing arguments to resume where defense attorneys claim that arbery was to blame for his own death. >> running away instead of facing the consequences, acting erratically when approached and making terrible, unexpected, illogical choices. >> reporter: travis mcmichael, his father gregory and william bryan are accused of murdering him after chasing him down in georgia last year. their lawyers say the men had reasonable suspicion to believe had stolen from a construction site before the encounter arguing that the killing was justified under a citizen's arrest law at the time. >> and so he's done what he thinks the law allows him to do, which is to try to de-escalate that approach by showing force. >> reporter: arbery was never seen stealing from the construction site, but a defense attorney called arbery a

recurring intruder and then said this about arbery when referring to the neighborhood where he was killed. >> turning ahmaud arbery into a victim after the choices that he made does not reflect the reality of what brought ahmaud arbery to satilla shores in his khaki shorts with no socks to cover his long, dirty toenails. >> arbery's mother was heard saying wow before she left the courthouse. >> i sat there the last two weeks and let them dehumanize my son. >> reporter: the prosecution then beginning its closing argument claiming arbery was targeted because of his race. >> and they made their decision to attack ahmaud arbery in their driveways because he was a black man running down the street. if you are the initial

that's tough. that's hard. >> reporter: nasa and spacex working together to launch a rocket in hopes of learning how to knock an asteroid off course before it can threaten earth. >> it's just a spacecraft that is going to go and smack an asteroid and see if it can change its trajectory just a little bit. >> reporter: the mission known as the double asteroid redirection test or d.a.r.t. is set to launch just after midnight from california's vandenberg air force base sending an unmanned craft the size of a car into space before slamming it into a rock the size of a football stadium. experts say despite the size difference, the impact should be enough to alter the asteroid's trajectory. >> given enough time, you can do big things with small vehicles. >> reporter: the asteroid, which is about 6 million miles away, poses no threat to the planet and its predictable orbit around a larger neighboring asteroid makes it the ideal setting for scientists to study the effectiveness of the impact. >> this is the perfect
