100 million eligible americans, as well as vaccines for kids ages 5-12. it also includes making in-home rapid tests free of charge. the u.s. will export 200 million more vaccine doses to high-risk countries in the next 100 days. larry: travelers at sfo did not seem to be too troubled by the travel requirements. amy hollyfield has reaction. amy: travelers at sfo's international terminal says the omicron variant is on their mind as they head out on their trips. >> it is going to be probably bigger than the last delta variant was. and we should be more careful. >> i think it's a good idea to take necessary precautions and make sure people are entering the country safely. that might be slightly more inconvenient to have to do the tests the day before we come back, but it's what we have to do and the reality we have to. keep safe. amy: international travelers

have told stories of missing flights for the united states because test results did not come back in time. travelers are aware that this will tighten that window. >> i have heard of that. it can be a bit of a pain. i have to say the airlines have done a better and better job of walking you through if you watch the directions closely on their app to make sure that you have the right tests. amy: some we talked to were relieved that there were no new quarantine rules, and say these new rules strike the right balance for now. >> i don't think it's too much. no, i think it's enough. but i don't know. maybe we have to do more. amy: at sfo, amy hollyfield, abc 7 news. kristen: a california woman urging pregnant women to get vaccinated. she was unvaccinated, got covid-19, and had to deliver her daughter. seven weeks early she said her doctor recommended the vaccine but she wanted to wait for a variety of reasons, including two previous miscarriages. at 30 weeks pregnant, sarah, her

husband, and her child were exposed to covid-19 by a family member. her husband was fully vaccinated but sarah's progression got worse. >> i couldn't breathe. it was the scariest situation i've ever been in in my life. and i remember looking at the doctor and i said, please help me. kristen: sarah's daughter, naomi, was born via c-section seven weeks early and she couldn't see her daughter for several days. once she was able to receive treatments, her health improved. she has received both vaccine doses and will be fully vaccinated as of tomorrow. we discussed today's new developments with abc 7 news with dr. patel. what he told me about the omicron variant and the new travel rules, that's coming up at 4:30. larry: a defeat for the city of oakland by the raiders, the ninth circle court of appeals

overruled the ruling that choices made by the nfl violated federal antitrust laws. the judges ruled oakland failed to prove the nfl interfered without competition. the city claimed the league made it too challenging for oakland to counter the offer by las vegas. the raiders officially moved to vegas last year after winning approval in 2017. kristen: san francisco superior court is battling a backlog of criminal cases. now, san francisco supervisors are demanding answers. abc 7 news reporter melanie woodrow has a look at the problem. reporter: san francisco supervisor hillary ronen held a hearing today. 451 felony cases and untried defendants remained in custody past their deadline. >> every single person has a right to a speedy trial. reporter: representatives from the public defenders office, district attorney's office, and sheriff's office were present. noticeably absent were rep as it is from the san francisco superior court. >> the judge rejected the

invitation. if the courts aren't open already, why is that? reporter: a spokesperson told abc 7 news because the case backlog dispute is part of the pending lawsuit, he couldn't discuss it. supervisor ronan said the courts have cited the covid-19 pandemic as an excuse despite the many public services that have reopened. >> people who have exercised their right to a speedy trial or told to wait. reporter: the public defenders office called it a humanitarian crisis and emphasized the racial disparities. >> failure to afford the most wonderful and oppressed members of our community a speedy trial should give us all pause. reporter: the district attorneys office said crime victims also suffered. >> long delays deprive victims of the justice they deserve. reporter: solutions export included using several departments for civil cases and using alternative san francisco locations for trials, something the sheriffs's office addressed insecurity changes that could be necessary.

they prioritize criminal trials and safely reopening courtrooms with a positive recommendin sane woodrow, abc 7 news. larry: today marks the fifth anniversary of the daily go ship warehouse fire in oakland. that fire broke out during a concert that was being held in the building that was converted into an artist collective and living space. 36 people were killed. the building's master tenant was sentenced to 12 years after pleading guilty to involuntary manslaughter charges. he was released during the pandemic, currently under house arrest. a jury acquitted the codefendant of all charges. the ruling still stands, but has remained vacant since the fire. the building's owners, as well as pg&e, have paid out millions to several civil -- settle civil lawsuits. kristen: commissioners voted 3-2 to fine pg&e $125 million for its role in the 2019 kincade

fire. the 77,000 acre fire started in geyserville, but spread into santa rosa, windsor, and hillsboro. calfire determined it was caused by pg&e transmission lines. also today, the cpa announced new measures to reduce the likelihood of rolling blackouts starting next year. those include increasing energy high demand times. the cpu see also approved a settlement tube or related to data on sexual harassment and assault. uber will pay $9 million for payment to respond to requests for information from the cpuc. the money will go to the victims compensation fund and to address physical and sexual violence in the industry. larry: coming up, helping the homeless. a last ditch effort for students at san jose state. a big blow to a north bay community after a cvs store announces plans to close its doors. and a new dish, triple layout

larry: san jose state students are putting pressure on its outgoing president to fulfill an agreement to provide homeless students with more support.

the student alliance said there are more hurdles making a different set of beds for the homeless. but the university says that's not true. abc 7 news reporter david louis has a look at both sides. david: students planted 4000 flags in the long to represent the number of students who told san jose state they have been homeless at some point. the student homeless alliance negotiated an agreement with the university to provide temporary housing assistance nearly two years ago. they claim hurdles are preventing students from getting promised help. >> in the first one half of the semester, over 100 students requested for housing assistance and only one person was granted an emergency bed. david: while san jose state has made temporary beds available, the student alliance lanes unclear eligibility rules and efforts by caseworkers to assess the applicant's financial resources for the lack of assistance. that left the impression they would have to take out loans. >> we ask, is equitable for students experiencing homelessness to be asked to further their debts and the education system when they

cooldown, which is no surprise given we had record warmth all around the bay area yesterday. right now, it is 30 degrees cooler than this time yesterday. half moon bay nine degrees cooler in san francisco, and all around the area you can see rather significant cooldown. although it's still relatively mild. here's a look, a buildup of clouds in the upper atmosphere, mid-level clouds and low level clouds, as well. these are current temperature readings, 62 in san francisco, oakland 623, 67 at both san jose and morgan hill, 54 at half moon bay. golden gate, crowds becoming lower and increasing in volume right now. it is currently 67 degrees up in santa rosa, 65 at napa and concorde, 63 at livermore. from sutro tower, you see those clouds at various levels of the atmosphere. increase in clouds and fog in the money. mild and dry days continue through the weekend.

larry: about an hour ago, new york's governor announced five cases of the omicron covid-19 variant found there. so now it's in at least four states, including california. san francisco health officials says it's very likely there are already more cases here in the bay area. abc 7 news reporter stephanie sierra spoke to experts about what we can expect going forward. reporter: health officials stress there are no immediate plans to impose additional restrictions at this point. we simply don't know enough about omicron yet. the other experts say per the memory data from south africa -- for the merry data from south africa suggests it could only be a matter of time. with growing fear, the omicron variant is not only here in the bay area, but could be more infectious than delta. we're left wondering, should we change our behavior? usf says not yet, but words be careful. >> there is no evidence yet that it would be causing serious disease. that might change.

reporter: dr. john moore is a professor of immunology and microbiology at cornell. he's been following the latest reports on omicron coming out of south africa. >> they're seeing evidence that it is more capable of inflections -- infections are people who have recovered from earlier infections. reporter: unlike delta, infected patients in south africa are not having symptoms of loss of smell and taste. >> that alone would say there's something funky about this variant. reporter: omicron came out of nowhere in november and makes up 60% of the iselin's in south africa. but it's -- >> south africa is a hard, example to draw from because the vaccination coverage is so low. it's only 21%. and there's a lot of people with hiv infection, uncontrolled hiv infection. reporter: is dr. george rutherford points out, there's still too many unknown variables to determine if omicron will be more deadly than delta, but

added if in the weeks to come the data shows otherwise, it's very possible some restrictions will be back that may reduce the chance of death and hospitalizations. >> if that means having more outdoor masking, then i'm sure they would do it. reporter: for now, the main focus? >> we need to be moving quickly to get people boosted. reporter: he says if omicron becomes more than 1% to 2% of our cases, rising fast with waning immunity, he'll switch to n95 masks, think twice about traveling, and stop eating indoors. but for now, it's too soon to tell if we'll get there. kristen: and we hope we don't have to. stephanie, thank you so much. president biden announced today that all travelers coming into the u.s., regardless of nationality or vaccination status, must have a negative rapid test within 24 hours of travel. that will go into effect monday. we talk with abc 7 news vaccine team member dr. patel today about the potential to just tickle challenges.

dr. patel: i think the logistical challenge offhand is going to be implementation. let's see how we're going to be able to verify those, and make sure they are going to be followed up on. is it going to be a quarantine period if you don't get testing? and i don't want to put this out in the atmosphere. what is going to be the penalty if people don't do it? and that's different. we've heard all over the world, some people say you go to a specific center where they monitor you, you get rapid tested before you get out and leave the airport. i'm curious to see what that's going to look like. but in theory, this does make sense, especially people traveling to other countries. we're unsure of their vaccination status. it would be easier if we could verify status prior people getting on the airport tish -- airplane showing there's a benefit to getting the vaccine. if you have a travel plan, you may want to think about the fact you may be quarantine in another country for a long period of time. they may say it's two weeks before. you can do anything and that might completely derail

your plans. that might change at a moments notice. kristen: president biden also extended the federal mask mandate for public transit through march 18. it is going to expire in january. larry: in the north bay, anger and exciting over the imminent closure of a longtime cvs store, i'll be succumbing days before christmas. kristen: local advocates say the store has been a lifeline as the last thing there underserved community needs. larry: cornell barnard has the story. >> yes, another one. you know? >> is the last one. we don't want to lose it. cornell: from the moment our cameras arrived, we heard strong reactions from shoppers about the impending closure of this cvs store near marin city. >> i've been here almost 20 years and this store has been here since i moved in. it's very convenient. we don't have much here and this would be a loss to the community. cornell: the store has been a lifeline to hattie cook. she has no car, only her

scooter. >> i feel bad and i don't want a closing. it's the only thing left from when they rebuilt this thing. cornell: the cvs store is located inside the marine gateway shopping center. >> lots of people come to the store. i don't understand. there's a lot of seniors that come get their medication here. cornell: cvs declined to say why it's closing the store, but in a statement to abc 7 news, a representative said we made the difficult decision to close. the closure of this store is not reflection of the hard work and dedication of our employees. in fact, our colleagues will be given the opportunity to transition into comparable roles at other cvs locations nearby. store officials say prescriptions will be transferred to the cvs pharmacy inside this nearby start -- target store. but community advocates say it's not the same. >> it's just pitiful. it's just another one gone down. and while -- look how desolate it looks. cornell: marin outlook advocate

says her underserved community deserves better, now left with fewer shopping options. >> this community deserves our help, and not everybody has cars. so, i think it's a shame that this is happening. cornell: lorain county supervisor stephanie moulton peters tells as the loss of cvs in the shopping center is a loss to the community, but i'm glad that marin city residents continue to fill prescriptions and shop locally at target. >> they getting consult the committee -- student consult the community, telling us. this is putting us at a different -- disadvantage. >> something new is going to come out of all this. cornell: this cvs is slated for closure december 22. in marin city, cornell barnard, abc 7 news. larry: turning to the lighter side, some holiday ice cream, peanut butter with chips? oh,
